Notification of an Emergency Authorisation issued by Slovenia 1. Member State, and MS notification number SI-U34330-9/2020/3 2. In case of repeated derogation: no. of previous derogation(s) None 3. Names of active substances Acetamiprid - 200.0000 g/kg 4. Trade name of Plant Protection Product MOSPILAN 20 SG 5. Formulation type SG 6. Authorisation holder Nissan Chemical Europe 7. Time period for authorisation 01/05/2020 - 31/08/2020 8. Further limitations Generated by PPPAMS - Published on 04/03/2020 - Page 1 of 5 9. Value of tMRL if needed, including information on the measures taken in order to confine the commodities resulting from the treated crop to the territory of the notifying MS pending the setting of a tMRL on the EU level. (PRIMO EFSA model to be attached) Not relevant - it is not necessary to change existing MRL. 10. Validated analytical method for monitoring of residues in plants and plant products. Not relevant. 11. Function of the product (E.g. systemic long acting insecticide; foliar fungicide, used for regular control, elimination scenario etc) insecticide 12. Type of danger to plant production or ecosystem (Provide reasoning for what category the 120 day authorisation is given: quarantine pest; emergent pest, either invading non-native, or native; emerging resistance in a pest, etc. Whereas reference to the EU quarantine legislation may suffice for quarantine pests elaborate reasoning should be provided for the category 'any harmful pest') American grapevine leafhopper (Scaphoideus titanus BALL) is a main vector of the grapevine phytoplasma that causes »Flavescence dorée« (FD). Prevent the spread and control of FD is possible only with the successful control of American grapevine leafhopper. American leafhopper lives only on grapevine (Vitis L.), it has one generation per year and his larva has 5 developmental stages (L1 - L5). The FD phytoplasma vectors are the larvae stages L3 - L5 and adults. According to the literature and experience, in the first 5 years after the appearance of American grapevine leafhopper in vineyard the first symptoms of the "Flavescence dorée" (FD) appears, which was confirmed by laboratory analysis at National institute for biology Ljubljana. The presence of American grapevine leafhopper in infected vineyard with FD without the use of insecticides, FD spreads very quickly and within two years of the occurrence, the ratio of infected grapevines can reach over 50%. In 2019 in Slovenia many new location of the FD phytoplasma were found. Current pest situation in Slovenia evaluated by EPPO is: Present 13. Size and effect of danger (Describe shortly the area affected, the development over time of the infestation, and the agronomic and economic effects it has) American grapevine leafhopper (Scaphoideus titanus BALL) has been known to occur since 1983 in the southwestern part of Slovenia. Now American grapevine leafhopper is present in all three winegrowing regions of Slovenia. Since the obligatory control (spraying) of American grapevine leafhopper on grapevine is implemented, the population of American grapevine leafhopper decreasing. Obligatory are two to three sprayings, first must be done on the end of the flowering of grapevine, the second in time of control of the second generation of the grape moths and the third is obligatory only in case, if the population after second spraying is still above threshold damage (3-4 adults weekly on one yellow sticky plate). 14. Absence of any other reasonable means (Describe the alternative control measures (chemical, non-chemical and cultural) and indicate why they do not (in combination) suffice. Describe which, if any, authorisations for the pest to be controlled exist in other Member States. In Slovenia there are authorised Plant Protection Products for Scaphoideus titanus control, but they are not effective enough to suppress the pest first population below the economic threshold and there is not enough insecticed with systemic mode of action (only one option at the moment). 15. Rationale (Reason the risk management decision based on the findings of 15 to 18, containing especially a description of measures taken to ensure consumer protection). Derogation is required for Intergrated Production of grapes and grape nurseries. Risks for consumers are acceptable. Generated by PPPAMS - Published on 04/03/2020 - Page 2 of 5 16. Mitigation measures (Describe what mitigation measures are taken if needed for minimising risk to humans, animals, and the environment, attach summary risk assessment. Describe what measures are taken to limit and control use) The product can be used only by professional users with PPE. To protect aquatic organisms an unsprayed buffer zone 20 m to surface water bodies is set. Only application after flowering is allowed. 17. Applications in progress (The use notified may have been applied for already, or a suitable alternative PPP may be in the process of authorisation. Describe such applications, including a possible date of authorisation) No application in progress. 18. Research activities (Describe the research efforts undertaken and/or in progress, their aims, their funding, and their expected date of results. This is needed for all categories of dangers, except quarantine pests that can still be eliminated, or infrequent pests, for which no official application for a normal authorisation or extension of use of the plant protection product exists. In case of a repeated notification: indicate the state of works of the research projects.) There were some researches done in Slovenia to find out efficacy of several insecticides (chlorpyrifos, chlorpyrifos–methyl and indoxacarb) against American grapevine leafhopper. In the year 2011 Institut for agriculture and forestry Maribor did some research to find out the efficacy of several insecticides (chlorpyrifos, chlorpyrifos–methyl and indoxacarb) against American grapevine leafhopper in the period of the control of the second generation of the grape moths. In these period are present only L5 larvae and adults of American grapevine leafhopper, which are more resistance on lower doses of insecticides, then the lower larvae stages (L1-L3).
