It gives me immense pleasure to present the Annual Report of Godavari River Management Board (GRMB) for the year 2018-19. In exercise of the powers conferred by sub-sections (1), (4) and (5) of Section 85 of the Andhra Pradesh Reorganisation Act, 2014, the Central Government through Gazette Notification dated 28th May, 2014 constituted the Godavari River Management Board for the administration, regulation, maintenance and operation of such projects on Godavari river, as may be notified by the Central Government from time to time.

The Annual Report for the year 2018-19, comprising of ten chapters, presents a comprehensive overview of the GRMB, its mandated functions under the Act, activities undertaken and performance of the Board during the year.

During the year, GRMB held its Board meeting in July 2018 wherein important administrative, financial and technical issues were deliberated at length and decisions taken. The e-Governance initiatives, a step for making India – ‘A Digital India’ was given the much needed push during the year. Towards creating a data repository, uploading of project related information on the GRMB website directly by the project authorities of the States of Andhra Pradesh and Telangana is a significant step.

The support and cooperation of Government of India and both the State Governments in facilitating smooth functioning of GRMB is gratefully acknowledged.

The strength of the GRMB lies in its human resources and their commitment to excel. The performance of the Board during the year has been quite encouraging. The Members, officers and staff of the Board have worked diligently during the year in taking the activities of the Board forward, despite constraints, which is gratefully acknowledged.

HIGHLIGHTS OF THE YEAR 2018-19

7th Board Meeting of GRMB held on 3rd July, 2018. Citizen’s Charter of GRMB formulated and uploaded on GRMB website. Technical clearance accorded by GRMB to Middle Kolab Multipurpose Project (Odisha) subject to conditions.

Draft GRMB Absorption Rules framed and circulated. Updation of GRMB website. Scaling up of e-Governance activities in office working viz. LIMBS, RTI Online, GEM including creation of email IDs for all GRMB officials on NIC Email services.

Women cell constituted to address the complaints of women officials working in GRMB.

Various mass awareness programmes of Govt. of India viz. “Swachhta Hi Sewa”, Swachhta Pakhwada, Vigilance Awareness Week, International Day etc. organised.

Process of collection and compilation of information on water resource projects in Godavari Basin in the States of Andhra Pradesh and Telangana carried forward.

Interaction with the States of Andhra Pradesh and Telangana on various technical matters.

Budget estimate of Rs. 7.50 Crore for the FY: 2018-19 approved by Board. Visit of Additional Secretary (WR, RD&GR) to GRMB for appreciation of the ongoing activities and interaction with officers of the State .

Field visits undertaken by senior officers of GRMB to the basin projects. Capacity building of the officers of the Board through participation in Training programmes/ Conferences/ Meetings.

1 GODAVARI RIVER

1.1 INTRODUCTION The Godavari River is the largest river in peninsular India and named as the 'Dakshina Ganga' - the South River. The Godavari Basin is the second largest basin after the and accounts for nearly 9.50% of the total geographical area of the country.

The River rises in the Sahyadris, at an altitude of 1,067 m above mean sea level near Trimbakeshwar in the of Maharashtra and flows across the from the Western to the Eastern Ghats. Rising in the Western Ghats, about 80km from the shore of the , it flows for a total length of about 1,465 km in a general south-eastern direction through the States of Maharashtra, Madhya Pradesh, Chhattisgarh, Odisha, Karnataka, Telangana and Andhra Pradesh and finally drains into the Bay of Bengal at , East Godavari, Andhra Pradesh. At Dowlaiswaram, the river divides into two branches, the Gautami and Vasishta. Between the two, lies the Godavari Central Delta. The Gautami branch joins the Bay of Bengal flowing through the Yanam enclave of Union Territory of Puducherry. The Godavari River has a drainage area of 3,12,812 Sq.km. The length of Godavari River in Andhra Pradesh and Telangana is about 772 km.

1.2 BASIN FEATURES The Western Ghats (also called Sahyadri range), running parallel to the coast form a continuous watershed on the west. On the north, the basin is bounded by the Satmala hills, the Ajanta range and the Mahadeo hills. The basin is bounded on the east by Eastern Ghats and the Bay of Bengal. The Eastern Ghats are not so well defined or continuous as the Sahyadri range on the west. They rise from the plains of East Godavari and in Andhra Pradesh to the level of the table land of in Odisha. On the south, the Balaghat and the Mahadeo ranges stretching forth from the eastern flank of the Western Ghats and the Anantgiri and other ranges of the hills and ridges separate the Godavari basin from the Krishna basin. The salient features are tabulated in Table -01.

1.3 TRIBUTARIES The Godavari River basin is considered to be divided into the following three sections. • Upper Godavari (source to confluence with Manjira) • Middle Godavari (between confluence of Manjira and Pranahita) • Lower Godavari (Pranahita confluence to mouth of sea) The principal tributaries of Godavari River are: • Left bank of the River: Purna, Pranhita, Indravati and Sabari • Right bank of the River: Pravara, Manjira and Manair

The Pravara originates in the Western Ghats, flows in an easterly direction and falls into the Godavari with its drainage area falling entirely in Maharashtra.

The Purna originates in the Ajanta Range of hills, flows in a south-easterly direction and joins the Godavari. The Purna receives several large tributaries, the chief on the north bank being the Damna and the Kailna and on the south bank the Arjna, the Girja and the Dudna. Out of these, Dudna is the longest. It is an important river in the water scarce of Maharashtra.

Manjira (724 km) is the longest of Godavari. It originates in the Balaghat range of hills, and runs in south-east direction up to Manjira Barrage and from there in north direction till its confluence with Godavari. The principal tributaries of Manjira are the Terna, the Karanja and the Haldi joining it from right and the Lendi and the Maner which join from the left. Karanja project in Karnataka on and Singur and projects in Telangana on Manjira are the main water resource projects in Manjira sub-basin.

The river Manair (the right bank tributary) originates at an altitude of about 533 m in . After flowing in south-easterly direction for about 32 km, it takes a turn and flows further in a general north-easterly direction for another 193 km to join the Godavari river at an altitude of about 105 m. The entire catchment of the Manair lies in Telangana. Upper Manair, Middle Manair and Lower Manair dams are the main water resource projects in this sub-basin.

Pranhita is the largest tributary of the Godavari covering about 34% of its . It conveys the combined waters of the Penganga, the Wardha and the Wainganga, which drain into the Godavari river from its left bank, about 304 km below the Manjra confluence and about 466 km above its outfall in the Bay of Bengal.

Indravati is the 2nd largest tributary of Godavari, known as the "lifeline" of the Kalahandi and Nabarangapur districts of Odisha. It originates on the western slopes of the Eastern Ghats at an altitude of 915 m in , flows through the central part of the region. It has its catchment in Madhya Pradesh and Odisha. Its important tributaries are the Narangi, the Boardhig, the Kotari, the Nibra and the Bandia on the right and the Nandiraj and the Dantewara on the left.

Sabari is the last tributary of the Godavari, originates at an altitude of 1,220 m in the Sinkaram hill range of the Eastern Ghats in district of Odisha. After flowing for an initial short distance in north, north-westerly and westerly direction, it turns south and flows in south-westerly direction up to its confluence with the Godavari River. The major tributary of the Sabari is Machkund or Sileru on the left bank. The Potteru is another important tributary of the Sabari.

Other than these 7 principal tributaries, there are many smaller but significant ones draining into Godavari River. flood water overflows into the Jouranala, which is a part of Sabari basin.

1.4 SUB-BASINS Godavari Water Disputes Tribunal (GWDT) headed by Justice R. S. Bachawat was constituted by the Government of India on 10th April, 1969. GWDT submitted its report and decision in July, 1980. This decision included series of agreements concluded among the party States. The GWDT divided the entire Godavari basin into twelve sub- basins numbered as G1 to G12. The sub-basins are tabulated in Table -02. The details of the interstate agreements as included in the decisions of the GWDT are tabulated in Table-03.

2 AN OVERVIEW OF THE BOARD

2.1 THE ANDHRA PRADESH REORGANISATION ACT, 2014 The Andhra Pradesh Re-organisation Act, 2014 was promulgated in Parliament by the Central Government for the bifurcation of the erstwhile State of Andhra Pradesh into the States of Andhra Pradesh and Telangana. Under the Presidential Orders, Ministry of Law and Justice published the Act vide Gazette No.6 of 2014 on 1st March, 2014. Part IX of the Act deals with Management and Development of Water Resources of the successor States.

Consequent upon bifurcation of the State, it became mandatory for management and development of water resources of river Godavari between the two successor States- Andhra Pradesh and Telangana as per allocations by Godavari Water Disputes Tribunal Award and to look into the matters connected with projects on the river.

The Act inter alia provides for constitution of River Management Board and an Apex Council for supervising the functioning of the Board. Part-IX of the Act is reproduced and placed as Annexure–I. 2.2 APEX COUNCIL In exercise of the powers conferred under sub-section (1) of Section 84 of the Andhra Pradesh Reorganisation Act, 2014, the Central Government constituted the Apex Council on 2nd June, 2014 with Union Minister of Water Resources as Chairperson and Chief Ministers of the States of Andhra Pradesh and Telangana as Members. The Gazette Notification containing the constitution of the Apex Council is at Annexure – II. The functions of the Apex Council are as under: Functions • Supervision of the functioning of GRMB; • Planning & approval of proposals for construction of new projects, if any, based on Godavari river water, after getting the proposal appraised and recommended by the Board and by the CWC, wherever required; • Resolution of any dispute amicably arising out of the sharing of Godavari river waters through negotiations and mutual agreement between the States of Andhra Pradesh and Telangana.

GRMB is an autonomous body under the administrative control of the Central Government. The headquarters of GRMB is at Hyderabad in the State of Telangana in accordance with Section 85(2) of Part IX of APRA, 2014.

3 FUNCTIONS OF THE BOARD

3.1 FUNCTIONS OF GRMB The functions of the Board as laid down in APRA, 2014 under sub-section (8) of Section 85 are as under: (a) the regulation of supply of water from the projects to the successor States having regard to - (i) Awards granted by the Tribunals constituted under the Inter-State River Water Disputes Act, 1956; (ii) (ii) any agreement entered into or arrangement made covering the Government of existing State of Andhra Pradesh and any other State or Union territory; (b) the regulation of supply of power generated to the authority in charge of the distribution of power having regard to any agreement entered into or arrangement made covering the Government of the existing State of Andhra Pradesh and any other State or Union territory; (c) the construction of such of the remaining on-going or new works connected with the development of the water resources projects relating to the rivers or their tributaries through the successor States as the Central Government may specify by notification in the Official Gazette; (d) making an appraisal of any proposal for construction of new projects on Godavari river and giving technical clearance, after satisfying that such projects do not negatively impact the availability of water as per the awards of the Tribunals constituted under the Inter-State River Water Disputes Act, 1956 for the projects already completed or taken up before the appointed day; and (e) Such other functions as the Central Government may entrust to it on the basis of the principles specified in the Eleventh Schedule of the APRA, 2014.

3.1.1 THE ELEVENTH SCHEDULE The Eleventh Schedule of APRA, 2014, covers the principles governing the functioning of the River Management Board and is enclosed as Annexure - IV.

3.1.2 THE TWELFTH SCHEDULE Section 92 under Part X of APRA, 2014 covers “Infrastructure and special economic measures” under which power generation, transmission and distribution as enumerated in the Twelfth Schedule shall be implemented by the successor States. The Twelfth Schedule is enclosed as Annexure - V.

3.2 JURISDICTION As per the provisions of Section 87(1) of APRA, 2014, the Board shall ordinarily exercise jurisdiction on Godavari river in regard to any of the projects over headworks (barrages, dams, reservoirs, regulating structures), part of canal network and transmission lines necessary to deliver water or power to the States concerned, as may be notified by the Central Government, having regard to the awards, if any, made by the Tribunals constituted under the Inter-State River Water Disputes Act, 1956. If any question arises as to whether the Board has jurisdiction under sub-section (1) over any project, the same shall be referred to the Central Government for decision thereon. During the year, no water resources/ hydropower project has been brought under the jurisdiction of the Board.

In the discharge of its assigned functions, the Board exercises the powers under Section 88 of the APRA, 2014 to make regulations consistent with the Act.

RK4 BOARD ORGANISATION AND MEETINGS

4.1 ORGANISATION Godavari River Management Board was established on 2nd June, 2014 as per the provisions of AP Reorganisation Act, 2014. In pursuance of Section 86 (1) of APRA, 2014, the Board shall employ such staff as it may consider necessary for the efficient discharge of its functions and such staff shall, at the first instance, be appointed on deputation from the Government of Andhra Pradesh and Government of Telangana in equal proportion and absorbed permanently in the Board.

4.2 OFFICE OF GRMB The affairs of Board are governed by the following officers appointed by the Central Government. (i) Chairperson (ii) Member Secretary (iii) Expert Member and (iv) Member

GRMB is headed by the Chairperson who is vested with the administrative and financial powers for smooth functioning of the Board. Chairperson is assisted by Member Secretary, Expert Member and Member (in the office of the Board). Member Secretary, appointed from Central Water Engineering (Group ‘A’) Services is in-charge of the supervision of Board’s administration and financial matters. The Expert Member, appointed from Ministry of Power is responsible to look after the power related matters. The Member in the office of the Board, of the rank of Chief Engineer from Central Water Engineering (Group ‘A’) Service is responsible for technical matters.

The supporting officers/ staff from the level of Superintending Engineer to Assistant Executive Engineer and Ministerial staff are deployed on deputation/ on duty basis from the State Governments of Andhra Pradesh (GoAP) and Telangana (GoT). In addition, one Assistant Director- II is working on informal basis from Central Water Commission.

The sanctioned strength of GRMB is 24 posts. The existing strength of the supporting officers/ staff during the year is given below:

Besides, 1 AEE from GoAP was working on OD basis. One Sr. Accountant, 4 MTS and 5 drivers hired in the previous financial year continued to work during the current financial year on outsourcing basis. One Computer operator has been hired on outsourcing basis during the year. The organisation chart and staff position of the Board as on 31.03.2019 are appended at Annexure- VI and Annexure – VII.

Member Secretary, Expert Member and Member in GRMB are assisted by Superintending Engineer/ Executive Engineer level officers. Allied duties and functions are grouped under respective units and each unit is divided into divisions, headed by Executive Engineer/ Deputy Director (F). The Executive Engineers/ Deputy Director (F) are supported by the officers of the level of Dy. Executive Engineer, Assistant Executive Engineer, Superintendent, Accounts Officer, Sr. Assistant and Jr. Assistant. 4.4 BOARD MEETINGS The 7th Meeting of GRMB was held on 03.07.2018 under the Chairmanship of Shri H. K. Sahu, Chairperson, GRMB at Conference Hall, 5th floor, Jalasoudha, Errum Manzil, Hyderabad. The important matters taken up by the Board during the meeting are summarized below: • Awarding Auditing of Annual Accounts for the years 2016-17 & 2017-18 to the Charted Accountant empanelled by CAG, New Delhi. • Citizen’s/ Client’s Charter for GRMB has been uploaded on GRMB website. • Board noted that the number of sanctioned posts has been kept as 24 (12 each from both the States), as decided in 6th meeting of the Board. • GRMB Absorption Rules, 2018 placed before the Board for consideration. • Reimbursement of medical claims to the Central and State Government employees of GRMB. • Authenticated Data of projects to be uploaded on the website of GRMB by Project Authorities of the State Governments of AP and TS.

4.5 MEETINGS IN MOWR, RD & GR i) Chairperson, Member Secretary and Member attended the Roundtable of States on “Enabling an ecosystem for Interstate River Water Cooperation” held on 06.03.2019 at Central Water Commission (HQ), R.K. Puram, New Delhi.

ii) Chairperson, Member and Executive Engineer (Technical), GRMB attended “Briefing meeting” on the framing of Subordinate Legislation under APRA, 2014, with special reference to the constitution of the River Management Board and framing of Regulations thereof and regarding Polavaram Irrigation Project, held on 13.03.2019 at New Delhi.

RSP5 ADMINISTRATIVE AND COORDINATION MATTERS

5.1 ESTABLISHMENT MATTERS Administration and Coordination Division of the Board is responsible for the establishment, personnel and administrative matters of the officers and staff working in GRMB. The Division handles matters such as filling up of posts by deputation, amendment of Recruitment Rules, processing of all types of leaves, correspondence with the Ministry and both the State Governments of Andhra Pradesh and Telangana on the administrative & establishment matters, website and e-Governance matters.

The Division also deals with the matters such as procurement, maintenance of office equipment and stationeries; e-procurement, arrangement of meetings and preparation of minutes of the meeting, awareness programmes entrusted by the Ministry of Jal Shakti (erstwhile Ministry of Water Resources) like Swachhta Pakhwada, office maintenance including security arrangements, Parliamentary Standing Committee matters and Parliamentary matters, implementation of RTI Act etc.

5.2 GRMB WORKING MANUAL As per the provisions under Section 88 of the APRA, 2014, GRMB in its 3rd meeting approved Regulation-2014 for conducting the meetings of the Board and other related matters. Later, a Working Manual of GRMB subsuming the Regulation-2014 was prepared and after due deliberations, the Working Manual of GRMB was finalised in the 6th meeting of the Board held on 12.12.2017. GoTS in August 2018, raising some observations on GRMB working manual, stated that the Working Manuals of GRMB and KRMB need to be similar. They conveyed that while comparing the draft Working Manual of KRMB with that of GRMB, certain differences were observed by them and, therefore, wanted modification of GRMB Working Manual accordingly. The Working Manual was therefore further revised for consideration by the Board in its next meeting. 5.3 WEBSITE OF GRMB The website of GRMB was hosted successfully on 7th June, 2017 under the guidance of National Informatics Centre (NIC) at NIC with the domain name (http://grmb.gov.in ) and is operational since then. It is maintained by NIC, Hyderabad.

The website gives an overall view of GRMB like constitution, organisation and functions, Agreements, Acts & Awards related to water sharing in Godavari basin, Annual Reports, location details of the office of GRMB, circulars of GRMB, photographs of important events, RTI, Citizen’s Charter, etc. The data of projects in Godavari Basin in the States of Andhra Pradesh and Telangana is being entered by the concerned officials thus developing the data bank of the projects.

5.4 APPOINTMENT OF EMPLOYEES ON DEPUTATION FROM CENTRAL GOVERNMENT The appointment of staff of GRMB on deputation basis from Central Government was discussed in the 5th and 6th meeting of the Board. In the 7th meeting of the Board, Member Secretary informed that MoWR, RD & GR has not agreed for Central deputation in GRMB. Therefore, the number of sanctioned posts has been kept as 24 (12 each from both the States), as decided in the 6th Board meeting. Representative of GoTS suggested that this issue may be kept as an agenda for ensuing Apex Council meeting, as experienced personnel from Central Government are required for appraisal of the projects and dealing with administrative/ financial matters. It was decided to take up the issue with Ministry for discussion in the Apex Council meeting. The Apex Council Meeting could not be held thereafter.

5.5 GRMB ABSORPTION RULES During the 7th meeting of the Board, the Member Secretary stated that as per Section 86(1) of the APRA, the personnel working on deputation in the office of GRMB may be absorbed permanently. Therefore, a Sub-committee was constituted to frame draft Absorption Rules. The Sub-committee has prepared the draft GRMB Absorption Rules– 2018 and the same were placed before the Board for consideration during the meeting. Board discussed the matter in detail. However, the rules could not be finalized as there has been difference of opinions between the Board and GoTS on the recording of the minutes of the meeting on this issue and the matter is under correspondence between Board, GoTS and GoAP.

5.6 FINALIZATION OF PROCEDURE FOR REIMBURSEMENT OF MEDICAL BILLS The issue has been under discussion in the previous meeting of the Board. In the 7th meeting of the Board, it was decided to allow the medical facilities for the employees working in office of GRMB through State/ Central Government hospitals and CGHS referral Hospitals/ Laboratories in Hyderabad and the reimbursement of the same shall be as per CGHS approved rates. 5.7 E-GOVERNANCE INITIATIVES E-Governance is the application of information and communication technologies to raise the efficiency, effectiveness, transparency and accountability of informational and transactional exchanges within government; between government and govt. agencies of National, State, Municipal and Local levels, citizens and businesses and to empower citizens through access & use of information. Some of the initiatives of e-Governance which were adopted by GRMB during the FY: 2018-19 are briefly given below:

RTI Online: A Web Portal ‘RTI Online’ with url https://rtionline.gov.in has been launched. This is a facility for the Indian Citizens to file RTI applications and first appeals online and also to make payment of RTI fees online. It is an initiative by DoP &T, Government of India. Superintending Engineer, GRMB and Member Secretary, GRMB have been designated as Nodal Officer & CPIO and the First Appellate Authority (FAA) respectively for RTI online in respect of GRMB.

The RTI applications received physically through Dak are entered in the https://rtionline.gov.in/RTIMIS Portal by the Nodal Officer.

e-Office: The Government of India, in recognition of the long felt need for efficiency in government processes and service delivery mechanisms, has included e-Office as a core Mission Mode Project (MMP) under the National e-Governance Plan (NeGP).

For implementation of e-Office in GRMB, Nodal officer has been nominated and communicated to the Ministry. The gov.in mail IDs for the officials of GRMB were created and are in use. A note on status of e-Office implementation in GRMB and requirement of funds was prepared and sent to Ministry.

Social Media: In order to strengthen social media activities of the Ministry and all its organisations for effective communication of the activities/ achievements, a meeting was convened on 4th February, 2019 at New Delhi under the Chairpersonship of JS (Admin), Ministry of Water Resources, RD & GR. Shri Ravi Kumar, Superintending Engineer attended the meeting. As per the Minutes of the Meeting, a Media cell has been formed in GRMB comprising Expert (Member), GRMB as Chairperson and DEE (TC-1), GRMB as Member. Social Media platforms such as Facebook and Instagram account were created for GRMB and are being maintained.

GeM: Government has created one stop Government e-Marketplace (GeM) to facilitate online procurement of common use Goods & Services required by various Government Departments/ Organizations / PSUs. GeM enhances transparency, efficiency and speed in public procurement. It also provides the tools of e-bidding and reverse e-auction as well as demand aggregation to facilitate the users in government organisations to achieve the best value for the money. GRMB procures office stationery and consumables through Government Procurement online website named Government e-Marketplace (GeM).

LIMBS: Legal Information Management & Briefing System (LIMBS) is a web based portal created with an objective to handle all cases pending in various courts/ tribunals as a part of the e- Governance initiative. Once completed, information relating to all court/ tribunal cases being handled by various Ministries/ Departments and other organisations of the Government of India will be available on a single web-based online application. GRMB started to enter all the court cases in online LIMBS website thus maintaining the status of the cases online.

E-MAIL IDs: NIC email IDs were created to all the officers/ staff working in GRMB and the NIC mails are being used for all official works. 5.8 CITIZEN’S/ CLIENT’S CHARTER (CCC) GRMB prepared CCC including all the necessary components of CCC to address the grievances of the citizens/ clients. A copy of the same is placed under the tab ‘Citizens Corner’ of the GRMB website.

5.9 PROGRESSIVE USE OF GRMB has initiated steps for progressive use of Hindi in GRMB. Chairperson, GRMB accompanied by Member and other officials attended the first Technical Seminar on Hindi on “Water Conservation - Our Responsibility” (Jal Samrakshan – Hamari Jimmedari) conducted at Hyderabad.

5.10 VIGILANCE AWARENESS WEEK ‘Integrity Pledge’ was administered by Member, GRMB to all the employees of GRMB on 29.10.2018 with the theme ‘Eradicate Corruption’. During the year, there have been no vigilance cases.

5.11 CORRESPONDENCE WITH MOWR, RD & GR

i. The name of the Organisation-“Godavari River Management Board” was conveyed for inclusion in the list of Departments in the Ministry’s website.

ii. Inputs to MoWR, RD & GR provided in respect of GRMB for inclusion in Annual report of the Ministry for the year 2018-19.

iii. Information in respect of GRMB in a template form was communicated to the Ministry for comprehensive review of Autonomous bodies of MoWR, RD & GR by NITI Ayog.

iv. Ministry of Home Affairs (MHA) sought the status of implementation of provisions of Andhra Pradesh Reorganisation Act for taking up the issue for detailed examination. The section-wise status of implementation in respect of GRMB was furnished to MHA through MoWR, RD & GR.

6 FINANCIAL MATTERS

6.1 FUNDS FOR THE BOARD In pursuance of Section 86(2) of the APRA 2014, Govt. of Andhra Pradesh and Govt. of Telangana shall at all times provide the necessary funds to the Board to meet all expenses required for the discharge of its functions and such amounts shall be apportioned between the States concerned in such proportion as the Central Government may, having regard to the benefits to each of the said States, specify.

In the 5th meeting of the Board held on 21st July, 2017 at Hyderabad, the issue of budgetary fund to the office of GRMB was discussed and the Board approved the sharing of budget allocation on 50:50 basis by both the State Governments of Andhra Pradesh and Telangana. Accordingly, both the State Governments are providing funds to the Board in equal share as per the budget Estimate approved by the Board.

Finance Division in GRMB under Member Secretary is responsible for all financial matters of the Board. In the 7th meeting of the Board, Chairman informed the Board that Reserve Fund of up to Rs. 1.00 Crore will be deposited every year out of savings from the approved/ allocated budget to make a reserve fund of up to Rs.10.00 Crore as per the decision taken in 5th meeting of the GRMB. Member Secretary explained about the status of contribution of funds from the States of AP and TS. He pointed out that there is a shortfall to the tune of ₹319.62 Lakh from GoAP as on date, to match the contribution made by GoTS. Representative of GoAP agreed to deposit the same into GRMB bank account in one tranche, at the earliest. During the FY: 2018-19, the budget estimate of ₹7.50 Crore was approved by the Board. For the FY: 2018-19, the budgetary fund provided by GoAP and GoTS was Rs. 2.81 Crore and Rs. 3.50 Crore respectively. So, at the end of financial year, there was a short contribution of Rs. 1.32 Crore by GoAP. The statement showing the sub-head wise budget estimate and actual expenditure incurred by the Board during 2018-19 is given at Annexure – VIII.

6.2 PROCUREMENT GRMB procures all necessary items through Government e-Marketplace (GeM) and Local Market. The major items procured during the financial year 2018-19 were Computer accessories and consumables, Steel Almirah, Laptops and Mini Refrigerator.

6.3 AUDIT In the 7th meeting of the Board, Member Secretary informed about the efforts of the Board to hire services of suitable Chartered Accountant for annual auditing of Board’s accounts. The representative of GoTS opined that the Chartered Accountant for annual auditing of Board’s accounts with lowest quotation should have good track record, experience, requisite staff and empanelled by CAG, New Delhi. Member Secretary further informed that Chartered Accountant empanelled by CAG, New Delhi, has been shortlisted, on the basis of lowest quotation. The work will be awarded to the firm, shortly. The Board approved the same. Subsequently, the work was awarded to Shri Chakrapani, Chartered Accountant, Hyderabad for auditing the annual accounts of the Board for the financial years 2016-17 and 2017-18.

7 TECHNICAL MATTERS

The technical matters of the Board are handled by Water Management Division and Appraisal Division of the Board under Member.

7.1 DETAILS OF PROJECTS IN GODAVARI BASIN As a follow-up action on 7th meeting of the Board held on 03.07.2018, GRMB requested both the States to submit details of all completed and ongoing approved projects along with copies of approvals by the competent authority. CWC furnished the Notes submitted to the Advisory Committee of MoJS, DoWR, RD & GR in respect of 29 irrigation projects (6 Major and 23 Medium) in Godavari basin.

In response to the request of GRMB to other Godavari Basin State Governments and Regional Offices of CWC, information in respect of projects in Madhya Pradesh State has been received in July 2018. The information regarding projects in respect of Chhattisgarh State has partially been received in January 2019. The information in respect of Karnataka State has been received in January 2019. 7.2 RE-ALLOCATION OF SHARE OF ERSTWHILE STATE OF AP IN GODAVARI WATER BETWEEN AP & TS As per the minutes of the interstate meeting held on 15.02.2018 under the chairmanship of Secretary MoWR, RD & GR at New Delhi, it was decided that Chairman, CWC will look into the matter of re-allocation of share of erstwhile State of AP in Godavari water. Accordingly, CWC requested GRMB to arrange and provide the requisite data from the concerned State Governments or project authorities. GRMB requested both the party States to provide information as desired by CWC for starting the process of re-allocation. There has been no response from the State of AP to the request of GRMB. GoTS responded, through their letter dated 18.12.2018, stating that their Chief Secretary has informed MoWR, RD & GR that the above said correspondence was avoidable which was led by the suggestion made by GRMB. They further stated that the same was beyond GRMB’s mandate and have requested MoWR, RD & GR for modification of the content recorded in Para 1.7 of the minutes of the meeting held on 15.02.2018.

However, GRMB furnished to CWC the information related to water availability at different locations in Godavari basin and the details of the projects approved by TAC.

7.3 INSTALLATION OF TELEMETRY STATION IN GODAVARI BASIN In the 7th meeting of the Board, Member, GRMB presented the proceedings of the Committee for Installation of Telemetry Stations in Godavari Basin. He proposed for taking up 13 locations in Phase–I identified in SRSP, Dummugudem and Dowleswaram projects, two river sites and one Pumping Station. Representative of GoTS suggested that Telemetry in Godavari basin may be considered at the border points of States only, that too after successful calibration of Telemetry Stations in Krishna basin. Chairman, GRMB explained that the calibration of Telemetry Stations is site specific work and the performance of Telemetry is well established. Therefore, there is no need to wait for successful calibration of Telemetry Station in Krishna Basin before installing Telemetry Stations in Godavari Basin.

After deliberations, it was agreed to include Telemetry Stations as suggested by the representative of GoTS initially at all inter-State border points.

7.4 CORRESPONDENCE ON IRRIGATION PROJECTS For discharging functions of the Board as per provisions of the APRA, GRMB requested both the Governments of AP and TS to provide DPRs of the new projects of their respective States. Project-wise brief status on irrigation projects is given in the following paras:

7.4.1 LIS (AP) GoAP furnished copy of Project report (Vol-I) of Pattiseema Lift Irrigation Scheme to GRMB in 2016. The same was forwarded to CWC for technical examination through GRMB in March 2016. The project remained under correspondence between CWC, GoAP and GRMB since then. In May 2018, GRMB furnished the status note to CWC for their views mentioning the contradictory statements in regard to Pattiseema LIS as a part of Polavaram or otherwise.

GRMB also scrutinized the Project Report and communicated some observations to GoAP in May 2018, with a request to furnish ayacut map and other details. GoAP was also requested to submit the revised DPR of Polavaram to ascertain whether the cost of Pattiseema LIS is included in the cost of for calculation of B.C. ratio, IRR etc.

7.4.2 RAMA LIFT IRRIGATION SCHEME (TS) CWC through letter dated 08.02.2018, informed GRMB regarding submission of DPR of Sita Rama Lift Irrigation Project on Godavari River and requested to provide necessary guidance in the matter of appraisal as well as circulation of DPR. The matter remained under correspondence between CWC, GoTS and GRMB. In May, 2018, GoTS stated that there are no new projects in Godavari basin and informed that Sita Rama LIS is the integration, re-engineering and renamed version of earlier schemes “Rajiv Dummugudem LIS (RDS LIS)” and “Indira Sagar Rudramakota LIS (ISR LIS)” and that Sita Rama LIS does not attract APRA, 2014. In reply, GRMB disagreed with the GoTS view due to substantial difference in the scope, cost, ayacut and water demand/ proposed utilization between Sita Rama LIS and previous proposal at one end and non-clearance from Inter-State angle by Inter State Matters Directorate of CWC on the other. Further, in May 2018, GoAP expressed their resentment over taking up of the project raising therein various issues. In June 2018, GRMB informed CWC that on receipt of the DPR, GRMB will technically appraise the project and submit its recommendations to the Apex Council.

7.4.3 J. CHOKKA RAO DEVIDULA LIFT IRRIGATION SCHEME (TS) GoAP in August 2015, requested GRMB to furnish the comments/ views of GoTS on the above subject stating that the proposal is a new project and to take necessary action for obtaining the proposal of the said project. The matter remained under correspondence between GoAP, GoTS and GRMB since then.

GoTS mentioned in June 2018 that “Construction of barrage on river Godavari at downstream of intake pump of JCR Devadula Lift Irrigation Project near Durgam Gutta, Gangaram (V), Eturunagaram (M), (D)” is the modified version of Kanthanapally Project taken up to reduce the submergence area and also submitted a brief note on P.V Rao Kanthanapally Sujala Sravanthi Project Phase-I & Phase-II.

On scrutiny, it appeared that the project includes LIS now named as JCR Devadula Project and Barrage under this subject. GRMB requested GoTS in July 2018 to confirm the same and also to make available the DPR of the P.V.N.R. Kanthanapally SSP/ copy of the G.O. to check that the present Barrage has no new water allocation other than already approved.

GoTS in December 2018 informed that “JCR Devadula Lift Irrigation Project (LIS)” is a separate ongoing project and there is no barrage under JCR Devadula LIS Project.

7.4.4 PURUSHOTHAPATNAM LIFT IRRIGATION PROJECT (AP) GoTS in March 2017, requested GRMB to pass appropriate orders restraining GoAP from constructing Purushothapatnam LIS. GRMB in year 2018-19 has several times requested GoAP to furnish DPR for making technical appraisal.

7.4.5 MIDDLE KOLAB MULTIPURPOSE PROJECT (ODISHA) The DPR of Middle Kolab Multipurpose Project, Odisha furnished by the Chief Engineer, PPF & I, SechaSadan, on 03.07.2017, was scrutinized by GRMB. The project proposal was taken up for technical clearance in 6th Board meeting of GRMB, held on 12.12.2017.

In the 7th Board meeting, it was agreed to give technical clearance to Middle Kolab Multi-Purpose Project with some conditions. Accordingly, GRMB on 05.07.2018 has furnished SRD of the 7th Board Meeting, wherein after deliberations, the Board accorded technical clearance with following conditions.

(i) Verification of water availability at 75% & 90% dependability by CWC. (ii) Odisha will ensure flow of 45 TMC, at 75% dependability, in Indravati river at its border with M.P. (as per agreement between Odisha and M.P. dated 09.12.1975 & 11.07.1979).

(iii) Diversion of Indravati water through JouraNalla shall be restricted to minimum requirement for proposed power generation. GRMB will monitor diversion of Indravati water through JouraNalla. Technical clearance of the Middle Kolab Multipurpose Project of the Odisha State was accorded on 11.07.2018 by GRMB.

7.4.6 INTERLINKING OF GODAVARI AND PENNA RIVERS IN PHASE-I GoAP issued G.O.Ms No. 51 dated 13.06.2018 for Interlinking of Godavari and Penna rivers in Phase-I through pumps being installed at Chintalapudi LIS and Pattiseema LIS. In the G.O. it is stated that, proposed interlinking of Godavari and Penna Rivers is in five Phases.

GoTS informed in August 2018 that the State of AP has neither approached GoI through the GRMB/ Apex Council as per Section 84/ 85 of APRA, 2014 nor has obtained in principle clearance from CWC. GoTS requested GRMB to instruct GoAP not to proceed further in execution of the Interlinking project.

GRMB requested GoAP in October 2018 to submit their views/ comments along with the detailed status of execution of the project and final DPR of the project relevant to the above G.O., which may assist to ascertain the envisaged scope of the proposed interlinking project and for its examination by GRMB under APRA, 2014.

7.5 AUTHENTICATED DATA OF PROJECTS IN THE WEBSITE OF GRMB During the 7th meeting of the Board, the Chairperson, GRMB informed that an interactive session may be arranged by GRMB shortly in which importance of uploading data in the website of GRMB may be explained and difficulties experienced by the nodal officers may be removed. As per the decision taken in the meeting, an interactive session was conducted on 14th December 2018. During the year 2018-19, 36 projects have been uploaded in the website of GRMB.

7.6 POWER SCHEDULING BY APGENCO FROM UPPER AND LOWER SILERU HYDROELECTRIC PROJECTS

In the 7th meeting of the Board, Expert Member, GRMB informed that the Committee constituted by the MoP, to resolve the issues raised by the residual State of Andhra Pradesh and Telangana with respect to power sector, has been dissolved (vide MoP F.No. 13/6/2013 –OM (Vol-VI)) on 03.01.2018. Representative of GoTS stated that Telangana will request Ministry of Power for resolving power sharing issues. Further, he suggested that GRMB may also be made part of the exercise to resolve the power issues. Representative of GoAP stated that they will discuss the matter with Energy Department/ GENCO and would come up with requisite information. In August, 2018, Expert Member, GRMB attended the discussion with Director (Hydel), APGENCO regarding power sharing issues.

8 PARLIAMENTARY MATTERS, RTI,

VIP REFERENCES & COURT CASES

8.1 PARLIAMENTARY MATTERS GRMB furnished material for reply for 5 Parliament provisional questions and 3 Parliamentary Committee matters to the MoWR, RD & GR during the year 2018-19.

8.2 RIGHT TO INFORMATION ACT MATTERS GRMB has implemented the provisions of the RTI Act 2005. Information in respect of GRMB in compliance of RTI Act, 2005 has been kept in public domain under dashboards through its official website at http://grmb.gov.in. Superintending Engineer and Member Secretary, GRMB have been designated as CPIO and the First Appellate Authority respectively.

During the year 2018-19, 18 applications were received. GRMB furnished the required information to all the applicants timely adhering to the provisions of the RTI Act.

8.3 VIP REFERENCES During the year 2018-19, GRMB furnished material for reply for 3 VIP references received from T. Harish Rao, Minister for Irrigation, GoTS regarding diversion of Godavari waters from Polavaram.

GRMB received one VIP reference from Shri R. Gopala Krishnan, MP (LS) on 05.11.2018 regarding proposal for Tamilnadu Water Ways Project as a linear storage to impound 100 TMC of water from Godavari, for which the relevant information has been communicated to GoI on 28.11.2018. GoAP furnished the reply on the above issue on 25.03.2019 and the same has been communicated to GoI.

8.4 COURT CASES Out of the 14 court cases referred to the GRMB, affidavits stand filed at judicature of Hyderabad for 13 cases, one affidavit duly approved is yet to be filed by ASGI at judicature of Amaravathi due to transfer of judicature.

9 STAFF WELFARE

9.1 COMPLAINTS COMMITTEE ON SEXUAL HARASSMENT AND GENDER JUSTICE GRMB constituted Women Cell/ Internal Complaints Committee (ICC) in February, 2018 to address the complaints of women employees of GRMB against sexual harassment in the office of GRMB in pursuance of the Hon’ble Supreme Court’s order passed in connection with the Writ petition (Criminal) No.666-70 of 1992 in the case of Visakha- vs-State of Rajasthan and others and the Section 4 of the “Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013” (Act No. 14 of 2013). During the year 2018-19, there were no complaints from any women employees working in GRMB. 9.2 MEDICAL HEALTH CAMP Free Medical Health Check-up Camp was organised in GRMB by M/s Ameerpet Dental Specialities, Hyderabad. All the employees were given free dental check-up in the camp. 9.3 INTERNATIONAL YOGA DAY 4th International Yoga Day was organised in GRMB on 21.06.2018. During the event, Yoga demonstration/ Practice of Yoga by GRMB officers/ staff was observed under the guidance and supervision of a Yoga Master.

10 MISCELLANEOUS

10.1 FIELD VISITS A team of officers headed by Member Secretary, Expert Member, GRMB and Member Secretary, KRMB and other officers visited Kaleshwaram project, Telangana State during 19th to 20th April, 2018.The components visited are: Medigadda pump house, Annaram and Sundilla barrages across Godavari River and their associated pump houses and water conveyance system, Yellampalli barrage, approach channels, cross regulators, trash racks/ intakes, twin D-shaped tunnels, underground pump house, delivery mains and delivery cistern and mid Manner dam.

Chairperson, Member and Executive Engineer (Technical), GRMB attended “Briefing meeting on the framing of Subordinate Legislation under APRA, 2014 with special reference to the constitution of the River Management Boards and framing of Regulations thereof and Polavaram Irrigation Project”, held on 13th March, 2019 at New Delhi. 10.3 SWACHHATA HI ‘Swachhata Hi Seva’ campaign was organised by GRMB on 28th September, 2018 at the office premises by taking Integrity pledge and contributing six hours of Shramdaan by officials of GRMB, to ensure high standard of cleanliness and hygienic work environment in office premises.

10.4 SWACHHTA PAKHWADA, 2019 Swachhta Pakhwada, 2019 was organised in office of GRMB from 16th March, 2019 to 31st March, 2019 in accordance with the Swachhta Pakhwada Action Plan of the Ministry. The Chairperson, GRMB administered Swachhta Pledge to all officers/ staff of GRMB on 16th March, 2019.

GRMB carried out cleaning of a water tank called Narayana Cheruvu at Edulabad Village, Ghatkesar Mandal on the outskirts of Hyderabad city on 26th March, 2019. The officials of GRMB participated in cleaning activity by removing the rubbish, debris, plastic material etc. in the foreshore portion of the tank and removing aquatic weeds from a portion of the water body. The total debris material so collected was disposed.

A portion of the pond was cleared of the debris, weeds, plastic waste etc. and properly disposed of through GHMC garbage vehicle. As a part of Green Drive, the tree trunks were painted in white and green colour, to protect them from damage by insects and sunscald. Plantation of flowering plants was done near the entrance of the park.
