As the world's largest development institution, the World Bank undertakes large projects of research, analysis, and data gathering. The dissemination of that research is a necessary part of the Bank's objectives, because knowledge and information, to have value, must be shared. Well-organized libraries that serve numerous users are one of the most effective channels for sharing knowledge and information. For that reason, the World Bank sets great store by its relationship with its depository libraries and encourages their activities in many ways. The libraries listed in this directory have all agreed to work with the World Bank as active partners to disseminate Bank materials by promoting them and encouraging their use among their different local groups of readers. Any library may apply to join the program. The number of participants is necessarily limited, and in general not more than one participant is accepted in any one city, except for the densely populated metropolises. To ensure equitable distribution of participants among countries and regions and to prevent any one country from obtaining a disproportionate share of the available resources for the program, there are some quota limitations. Russian President Vladimir Putin has identified submarine dismantlement as a top Russian priority. The immensity of the problem inherited from Soviet times, however, means that without foreign support it would take Russia many years to handle the problem. Russia's concerns have been recognized by the international community, which has pledged its assistance. The dismantlement of nuclear-powered submarines in Russia was identified as one of the priority areas for the Global Partnership against the Spread of Weapons and Materials of Mass Destruction, initiated at the Group of Eight (G8) summit in Kananaskis, Canada, on June 27, 2002. Nearly all of the countries involved in the Global Partnership have committed themselves to assisting in the dismantlement of Russia's nuclear-powered general- purpose submarines and management of spent nuclear submarine fuel (SNF) and other radioactive wastes. The United States is continuing to dismantle decommissioned ballistic-missile submarines (SSBNs) under the Cooperative Threat Reduction (CTR) program. In the past two years, very substantial new commitments have been made as well.

In addition to substantiating the problem’s urgency, the article contains a brief critical outline of the main scientometric parameters and their application in practice in Russia. To evaluate this, 283 people from leading universities in Russia (included in Program 5-100) were questioned. As the study showed, faculties of Russian universities understand the specifics of scientometrics, relate to it relatively positively, and over the past years have been able to adapt to the new requirements of the administration regarding implementing scientometric tasks and standards. The higher the position and scholarly qualification of a respondent, the more complete the knowledge about scien- tometrics. Scholars in the humanities know and relate comparatively better to scientometrics than representatives of technical and general scientific specialties.
