Rudraprayag- Ukhimath cloudburst August, 2012 Situation Analysis-21 September 2012 Background: On 13 th September’s night a cloud-burst struck more than 20 villages in Ukhimath Block of District Rudraprayag. Many people lost their lives along with houses, livestock, agricultural land and cowsheds. As per our latest information 53 people have died, 13 person are still missing, approx 65 animal have been found dead and several are missing. More than 300 families are affected by this flash flood/cloud-burst and, women and children are in vulnerable situation. One another incident of cloud burst happened on 15 September in the Kirada village of Jakholi block, Rudraprayag, in which 5 people lost their lives and huge amount of agriculture land got damaged. Situation analysis: 1. There are many other villages left, where no human loss have been reported but large scale agriculture land have been damaged and, standing crop is washed away. Damage assessments have not done by any agency, NGO coordination committee advised its members to conduct survey of those villages. 3. A coordination committee has been set up by NGOs to take responsibilities of data collection, information sharing, relief material distribution and follow-up with long term rehabilitation work. 4. Transportation of goods is a big problem at the moment as both motor road from Kund to Ukhimath and Gopeswar to Ukhimath are badly damaged, and will take at least next couples of weeks to be repaired. Relief camps: 5. Relief camp have been placed at GIC Ukhimath campus, initially 400 people were staying there, now as on day (21 September 2012) 200 peoples are staying there. 6. Approx 100 peoples are staying in private guest houses and relatives houses. Civil society efforts: 7. A coordination committee has been set up by NGOs to take responsibilities of data collection, information sharing, relief material distribution and follow-up with long term rehabilitation work. 8. ATI Ukhimath provided 110 bedding for relief camp GIC Ukimath, 15 volunteers for SAR, man power service for shantikunj Kitchan, ensure water for GIC Camp, Arrangement of LPG for GIC Camp, Coordination with govt. in animal vaccination, support ANM for children immunization, survey and data collection for situational analysis. 9. LANCO social wing provided 300 Food packet supply to GIC relief camp, Ukhimath from 14 Sep to till date. Wood supply for the funeral of human dead body. Provided JCV for road clearance. 10. SBMA/Plan Gairsain conducting needs assessment. Deployed 7 volunteers for Support in SAR campaign. NGO coordination committee member. 11. Shanti kunj sansthan Providing food for 500-600 peoples in GIC relief camp 12. KPVS supporting in assessment of damages. Member of NGO coordination committee. 13. L&T social wing providing daily support of 30 labors for the transportation of relief material from Kund to Ukhimath. Restore road connectivity from Kund to Guptkashi. Tent provided to the Government. Provided storage facilities at Kund. Support in SAR campaign. 14. Himalayan trust supporting in assessment of damages. Member of NGO coordination committee. Mobilized 2 truck load food and non food items to be distributed through NGO coordination committee. 15. KHW conducted preliminary assessment. Provide first aid kits and medicines to GIC relief camp. 16. Jackswin 100 Utensil (Thali) provided to GIC relief camp. 17. State-IAG-Uttarakhand is coordinating at state level to extend all possible support to District NGOs coordination committee. GO-NGO Coordination: 18. NGO coordination committee apprises ADM and SDM Ukhimath regarding formation of coordination committee. 19. NGOs coordination committee assisting district administration in distributing relief material. Current issues and needs: a) Food and non food items such as cloths, bedding, utensils and school bags and uniforms to the affected families, b) Personal hygiene and sanitation needs, Sanitation infrastructure (alternative arrangements) in Relief camp, c) Child Protection measures and recreational and other activities with children, d) Alternative arrangements for electricity (solar lanterns), e) Detailed assessment of damages f) Temporary shelters or support for reconstruction for the families that have lost their houses, g) Reclamation of agriculture land, h) Immediate employment to affected families especially form the most marginalised section. i) Safe disposal of dead animal bodies.
