Six-member caretaker cabinet takes oath A six-member caretaker cabinet took the oath on June 5, 2018 to run the day-to-day affairs of the interim government. President Mamnoon Hussain administered the oath to the cabinet members. Caretaker Prime Minister retired Justice Nasirul Mulk was present at the oathtaking ceremony held at the presidency. The six-member cabinet comprises former governor of the State Bank of Pakistan Dr Shamshad Akhtar, senior lawyer Barrister Syed Ali Zafar, former ambassador of Pakistan to the United Nations Abdullah Hussain Haroon, educationist Muhammad Yusuf Shaikh,educationist and human rights expert Roshan Khursheed Bharucha and former federal secret ary Azam Khan. Two out of six members of the cabinet have also served during the tenure of former military ruler retired Gen Pervez Musharaf: Dr Akhtar as SBP governor and Ms Bharucha as senator. According to a statement issued by the Prime Minister Office, Dr Akhtar has been given finance, revenue and economic affairs. Ministries of statistics and planning, development and reforms will work under her supervision. She has also been given portfolios of the ministries of commerce and textile and industries and production. Mr Haroon will serve as Minister for Foreign Affairs and National Security Division. He will also head ministries of defence and defence production. Mr Azam Khan has been made Minister for Interior, Capital Administration & Development Division and Narcotics Control. He will also be the in-charge of the Ministry of Inter-Provincial Coordination. Barrister Zafar has been given the subjects of law and justice, parliamentary affairs, information, broadcasting, national history and literary heritage. Mr Shaikh has been given the subjects of education and professional training. He will also have the additional portfolios of the Ministry of National Health Services, Regulations and Coordination; and Ministry of Religious Affairs and Inter-Faith Harmony. ECP names Justice Dost as KP caretaker CM The Election Commission of Pakistan (ECP) on June 4, 2018 named retired Justice Dost Muhammad Khan as caretaker chief minister of Khyber Pakhtunkhwa. The decision was taken with consensus at a meeting presided over by Chief Election Commissioner retired Justice Sardar Muhammad Raza and attended by all four members of the commission. According to the procedure set under the 18th Constitution Amendment, the names are forwarded to the ECP after members of the parliamentary committee fail to reach a consensus on a name. 3. Pakistan`s ambassador to WTO declines govt`s extension offer Dr Syed Taugir Shah on June 5, 2018 voluntarily withdrew from the extension he was granted by the government as ambassador to the World Trade Organisation (WTO). In a hand-written statement he furnished before a three-judge Supreme Court bench headed by Chief Justice Mian Saqib Nisar, Dr Shah contended that he would not opt for the extension but he should be allowed to disengage himself from the most prestigious office in accordance with the standard operating procedure of the Foreign Office that will only enhance Pakistan`s dignity at the world comity. Dr Shah, also served as the former principal secretary to Punjab Chief Minister Shahbaz Sharif. He was summoned by the Supreme Court on a suo motu notice on the extension he was granted by the government. Earlier the court had restrained Dr Shah from travelling abroad. Dr Shah explained before the court that he was required to attend WTO talks on Thursday in which Sunil Mittal, the president of the International Chamber of Commerce, would be representing the Indian side whereas he would represent Pakistan. 4. Australian military chief meets COAS, naval chief Air Chief Marshal Mark Binskin, Chief of Defence Forces (CDF) Australia called on General Qamar Javed Bajwa, Chief of Army Staff (COAS) and Admiral Zafar Mahmood Abbasi, the Chief of the Naval Staff separately on June 5, 2018. Earlier on arrival at GHQ, Australian CDF, laid a floral wreath at Yadgar-e-Shuhada. A smartly turned out contingent of Pakistan Army presented the Guard of Honour to Australian CDF. He was 79. Prof Memon had translated a vast body of works from Urdu into English and vice versa, as well as from Arabic into English. The translations included short stories, novels and articles on Islamic Sufism and Muslim philosophy. He was a scholar of Arabic and Islamic Studies first and foremost, but had developed a penchant earlier in his career for various creative expressions, including Urdu, English and Persian literatures. Most important influence on him was that of his eminent father Prof Abdul Aziz Memon, one of the most renowned scholars of Arabic of his times in the Indo-Pak subcontinent with a huge following in the Arabic world. He was born in Aligarh in 1939, where his father was a faculty member at the Arabic department of Aligarh Muslim University. 7. Iran plans to boost uranium enrichment capacity launched Iran said on June 5, 2018 it had launched a plan to boost uranium enrichment capacity with new centrifuges, raising the pressure on European diplomats scrambling to rescue a crumbling nuclear deal after Washington pulled out. `If conditions allow, maybe tomorrow night at Natanz (plant), we can announce the opening of the centre for production of new centrifuges,` said Vice-President Ali Akbar Salehl, head of the Iranian Atomic Energy Organisation, according to conservative news agency Fars. The International Atomic Energy Agency confirmed it had received a letter from Iran, which Mr Salehi said was submitted on Monday and outlined Tehran`s plans. Under the 2015 nuclear agreement that Iran signed with world powers, it has the right to build and test certain centrifuges, though detailed restrictions exist for thefirst 10 years on the types and quantities of the machines. 8. Espinosa Garces beat out Honduras’ UN Ambassador Mary Elizabeth Flores Flake in the race held against a backdrop of divisions in Latin America and globally on foreign policy. Ecuador had the controversial backing of Venezuela for Espinosa Garces, who has been foreign minister since last year and also served as defense minister and UN ambassador in Geneva. During a vote at the 193-nation assembly, the foreign minister won 128 votes compared to 62 for Flores Flake. Espinosa Garces will be the first woman to head the assembly since Sheikha Haya Rashed of Bahrain in 2006 and only the fourth in the UN’s 73-year history. Addressing the assembly, she dedicated her election victory “to all the women in the world who participate in politics today”. 9. Designer Kate Spade found dead Designer Kate Spade, one of the biggest names in American fashion, was found dead on June 5, 2018 in New York after committing suicide, police said. She was 55. Especially known for her sleek handbags — hanged herself in her Park Avenue apartment. A police spokeswoman confirmed Spade committed suicide but told AFP the exact circumstances of her death were not yet clear. Spade, who first worked as a journalist, including a stint at Mademoiselle magazine, launched her eponymous fashion label in 1993 with her husband Andy. Her cheerful use of bright colours and prints proved a hit with career women. 10. Afghanistan won their first T20I Series Spin sensation Rashid Khan claimed four wickets to set up Afghanistan’s series- clinching win over Bangladesh in the second Twenty20 international on June 8, 2018 in the north Indian city of Dehradun. European Parliament Election Observation Delegation Statement Introduction: A seven member delegation of the European Parliament observed the parliamentary elections in Pakistan that took place on 25 July 2018. The Conference of Presidents had authorised the mission on 7 June 2018, noting that this authorisation was subject to the deployment of an EU Election Observation Mission (EOM) and “to the ... security situation on the ground not precluding the sending of such a mission”. The particular conditions placed on the mission were in the light of the serious security challenges faced by Pakistan, which was rated as one of the ten countries in the world most severely affected by terrorism. Despite some relative improvement (2017 witnessed a 16% decrease in the number of terrorist attacks) there had been 40 major incidents of terrorism- related violence in the first six months of 2018. This had significant implications for the EOM, which did not deploy short term observers and did not observe in Balochistan where the worst violence had occurred. The EP delegation was required to travel in armoured vehicles and was restricted in its deployment on Election Day to the Islamabad Capital Territory, Rawalpindi and Jhelum - all locations within a day’s return travel from the hotel where the delegation was based. The problems caused by the security challenges for the EOM were compounded by the unprecedented delays in the deployment of its observers (which had not been the case during previous election observation missions).
