Thank you. iii ABSTRACT This thesis examines how the South Korean president-elect Lee Myung-bak’s public English education reform plan in 2008 revealed a shift in top-down delineation of language ideology as a mechanism of national competitiveness. The state historically allocated the Korean and English languages as “Korean body” and “Western utensil,” respectively, to frame Korean as an inherent and genealogical character of the nation and English as a necessary but foreign tool. However, qualitative content analysis on Korean news articles reporting on President Lee’s 2008 public English education reform plan showed that the PTC’s English ideology deviated from previous iterations of confining English as a Western utensil. Instead, Lee’s reform plan outlined an eventual Korean-English bilingual nation where speaking English was to become a normative repertoire congruent with Korean identity.     South Korea and the Sino-US Institutional Rivalry: The case of the AIIB -Sino-US Institutional Rivalry and Korea’s Strategic Ambiguity- Minjeong Lee(Chung-Ang University) Abstract This paper explains how South Korea has responded to a dramatic change in security landscape in East Asia that the power competition between two great powers brought about. The U.S. provoked by rapidly rising China, has consistently pursued a policy of “rebalancing” in Asia. Faced with the U.S. provocation, China also has made determined effort to secure a sphere of influence in Asia. Against the backdrop of the power competition between the two great powers, East Asian countries have been required to take a side between the powers. The paper examines the choices that secondary East Asian states may make in order to maximize their national interests subject to the pressure from the two great powers with an emphasis on South Korea. Drawing on the concept strategic ambiguity, the paper claims that South Korea, one of the secondary states, has intentionally become very ambiguous regarding U.S. and China’s call for taking a side. Knowing that allying with either of the two powers will make it worse off by inviting the powers’ retaliatory measures, Korea has been “strategically” unclear and vague about the requests from the two powers. Focusing on Korea’s delay in the participation of AIIB, the paper finds that secondary powers like South Korea often find it “optimal” to be intentionally vague in its policy toward the great powers. Under this theme of design, many projects have taken place, in- cluding a number of public constructions. While the purpose behind supporting “de- sign” as the symbol of Korea is to promote a new national image of post-developed nation, some of the Seoul government’s design projects yielded unintended side ef- fects. In particular, I examine the culture of the South Korean Internet freak community of DCinside.com and the phenomenon I have dubbed “loser aesthetics.” Throughout the dissertation, I elaborate on the meaning-making process of self-reflexive mockery including the labels “Internet freak” and “surplus (human)” and gender politics based on sexuality focusing on gender ambiguous characters, called Nunhwa, as a means of collective identity-making, and I explore the exploitation of unpaid immaterial labor through a collective project making a review book of a TV drama Painter of the Wind. The youth of South Korea emerge as the backbone of these creative endeavors as they try to find their place in a precarious labor market that has changed so rapidly since the 1990s that only the very best succeed, leaving a large group of disenfranchised and disillusioned youth. I go on to explore the impact of late industrialization and the Asian financial crisis, and the nationalistic desire not be left behind in the age of informatization, but to be ahead of the curve.

    Comparative Connections A Quarterly E-Journal on East Asian Bilateral Relations Japan-Korea Relations: Treading Water, Little Progress David Kang, Dartmouth College Ji-Young Lee, Georgetown University Although progress was made in resolving the Banco Delta Asia dispute between North Korea and the United States, and international inspectors were invited back into North Korea in June, relations between Japan and North Korea remain deadlocked, with no apparent progress or even political will to address the deep issues that divide them. Seoul and Tokyo made little progress on their history issues. However, the meeting of the foreign ministers of China, Japan, and South Korea this quarter was a positive step, and with elections coming up in Japan and South Korea, the prospect of further foreign policy changes appears likely. Japan-North Korea relations: not very good This quarter saw little movement in the stalemate between Japan and North Korea, as neither Tokyo nor Pyongyang has shown any political will to move forward toward normalizing their bilateral diplomatic relations or addressing the issues between them. North Korea announced that it saw no prospect for better relations between the two nations under the current government unless Japan changed its attitude toward key bilateral disputes. The centrality of the abduction issue in Japanese foreign policy and high political value that Prime Minister Abe Shinzo has placed on the abductions meant that Japan could not readily welcome the progress made in the Six-Party Talks. Like past quarter, Japan continued its unilateral sanctions against Pyongyang, even as its diplomatic efforts to link progress on the abduction issue with progress in stopping the North’s nuclear program gained little support from other parties in the negotiations.

Joseph Mondello Global Leadership and Organization Professor Dongjae Kim December 15, 2008 Overview For historical, social and cultural reasons, education holds a special position in Korean society. A rigorous education, marked by years of single-minded study tested in the crucible of a life-changing, all-encompassing examination has been a rite of passage for the high-bred Korean for centuries. Since the advent of the Republic of Korea education has retained its central role in society while gaining a new significance as a means of social mobility through universal education and a perceived meritocracy brought about by the focus on standardized testing. At the same time, questions related to education have been applied to the other pressing issues of this modern nation. Two modern strains of thought have been especially influential on the development of the modern South Korean education system. The first of these is South Korean society's the emphasis on codifying Koreanness, fairness and, in recent years, balanced regional development. The other is the focus on development, progress, and the development of South Korea as a leading nation with world-class institutions and human resources. No government agency better reflects the interplay of these two opposing drives than the Ministry of Education, Science and Technology. The Ministry has long been a battle ground over which the struggle between fostering the best and brightest and raising the standards of education for all has played out. In this highly politicized environment the MEST has wrestled with serving out its mission while at the same time facing uncertainty over what that mission is.
