Further information can be viewed by selecting "About DWP" on the Departmental website at www.dwp.gov.uk. The Authority has a requirement to select a supplier who can provide biographical data to supplement that already available to the department The Automated Service Delivery (ASD) project has a requirement to ensure that a solution is in place to successfully support all customers to use a remote service. This will support the ASD target of 80% of DWP customers going on to self serve using remote channels. DWP therefore needs access to sufficient biographical data to allow customers to provide the necessary assurance as to their identity. Without such data, DWP will be unable to support remote identity verification tests for sufficient customers to meet self service requirements. ASD Phases 1 and 2 (May and Sep 2011 respectively) will provide change of circumstances functionality for existing Jobseeker's Allowance (JSA) customers who will have a big enough footprint, i.e. data available, in DWP data sources to allow an IDV biographical match. From January 2012 ASD Phase 3 will deliver functionality to support new JSA claims. Analysis of JSA claims data suggests that 31% of new JSA customers (approx 628,000 claims per year) are unlikely to have the required footprint for an internal biographical match. Given the limitations of DWP data for this customer group, an alternative way of authenticating customer’s identity will be required to obtain a biographical match utilising external data sources. State Pension on Line claims will also be included in this requirement from April 2012 with an estimated annual volume of 375,500. To support the Fraud & Error strategy recently published, the Authority has a developing requirement to verify customer information and provide a customer risk profile. Access to data held by third parties is required to substantiate information supplied by its customers either in real time or near real time accross a number of benefits. This requirement may be included in the Invitation to Tender or included at a later stage.
