ITEM 2: ACTIONS FROM PREVIOUS COT MEETINGS:- Summary of Discussion: No actions. OFFICIAL ITEM 3: NATIONAL DATA ANALYTICS SOLUTION (NDAS) BRIEFING – UPDATE Summary of Discussion: Detective Chief Inspector Fiona Gaffney and Ms Emma Ahern, Digital Policing Director attended to provide the COT with an update on the National Data Analytics Solution (NDAS) in advance of a presentation to the National Police Chiefs Council (NPCC) later this week. This is seen as a National Solution to create a single system approach to Data Analytics. The programme is led by West Midlands Police, receiving Grant funding from the Home Office, although West Yorkshire Police is the only force with data in the system. Currently the only work stream is Modern Slavery with further themes of wellbeing, criminal use of firearms etc to come on stream as the programme develops. Development is also needed for additional search options to be incorporated. The COT thanked the team for the hard work involved in moving this project forward. Action: Given the extensive work undertaken on behalf of the programme by colleagues within WYP, to the benefit of NDAS nationally, the COT believe that NDAS should be recharged against the grant allocation both retrospectively and moving forward. ACO Katherine Johnson and Ms Emma Ahern to explore this as an option. ITEM 4: MONITORING OF THE FORCE REVENUE AND CAPITAL BUDGET 31 DECEMBER 2020 – UPDATE Summary of Discussion: The COT noted the Monitoring of the Force Revenue and Capital Budget presented by ACO Johnson as at 31 December 2020. ITEM 5: OP JINMEN – UPDATE Summary of Discussion: Superintendent Jon Arrowsuch provided the COT with an update in relation to Op Jinmen. Abstractions continue to fall from the organisation in line with infection rates in West Yorkshire therefore levels are not quite as high as expected. Vaccinations which otherwise would have gone to waste have been offered from 5 different sites with 524 officers/staff having received the vaccination therefore over 50% of our clinically, extremely vulnerable have been vaccinated. More are likely to be available in the coming weeks. A vaccination site has opened up at Elland Road for Health and Social Care workers and WYP have sent a small number of police officers to help with the organisation of this if required. Vaccinations for Police Officers will follow the national infrastructure regime. Additional sites will be set up at:- John Smiths, Huddersfield from 25 January 2021 (14,000 p/w expected to be vaccinated). Spectrum, Wakefield from 27 January 2021 (7,000 p/w expected to be vaccinated). Jacobs Well, Bradford from 21 February 2021(7,000 p/w expected to be vaccinated). There are no updates in terms of surge funding although the expectation would be in the region of £1M. Once monies already used have been claimed there would be another 4 months funding to take us to June 2021. We were offered the lateral flow test for home testing however, as these would be gifted there would be a requirement to enter personal details of police officers onto a website which is a not a secure system therefore we have paused this. OFFICIAL ITEM 6: KEY DOCUMENTS FROM NPCC AND ENVIRONMENTAL SCANNING – UPDATE Summary of Discussion: The COT noted the Key Documents recently circulated to the relevant Chief Officers and discussed/clarified any issues arising. ITEM 7: FOI’s UPDATE Summary of Discussion: The COT reviewed the FOI requests assigned for strategic oversight by Chief Officers.
