SCIENCES PO – BOSPHORUS PRIZE 2020 EVENT BIOGRAPHIES 20 May 2020 İ. ORHAN DEMİR Deputy Secretary General, Istanbul Metropolitan Municipality Mr. İbrahim Orhan Demir earned his B.Sc. Degree in Urban and Regional Planning at the Middle East Technical University (METU) in 1979. He obtained his M.Sc. degree from the Istanbul Technical University (ITU), Department of Architecture. Mr. Demir worked as a city planner, deputy manager and project manager at the Istanbul Grand Master Plan Bureau, Istanbul Metropolitan Municipality (IMM) and STFA Engineering, between the years of 1983 and 1994. Since 1986, he has also been involved in urban and regional-level transportation projects such as transportation master plans; highway, tramway, light rail and subway systems’ demand analyses and feasibility studies for various cities and regions in Turkey, especially Istanbul. Mr. Demir has been a part-time lecturer at the Department of City and Regional Planning in Mimar Sinan Fine Arts University’s Faculty of Architecture since 1999, giving lectures and workshops on transportation planning. As of July 26, 2019, Mr. Demir was appointed as the Deputy- Secretary General of the IMM. PATRICK KLUGMAN Deputy Mayor of Paris, in charge of International Relations and the French Speaking World Born in 1977, Patrick KLUGMAN is a lawyer. Engaged in the defense of Human Rights and fundamental freedoms in France and abroad, he regularly campaigns against racism in France. He is elected Councilor of Paris in March 2008, and becomes vice-president of the Socialist group of the Paris city council. Great support of Anne Hidalgo during the 2014 municipal elections in Paris, Patrick KLUGMAN was appointed in April, deputy Mayor of Paris in charge of International Relations and the French speaking world. In June 2014, he was elected PLATFORMA spokesperson (PLATFORMA is the voice of European local authorities for development). In 2015, he has been elected co-president of the Global Fund for Cities Development (FMDV). During COP21, he was in charge of the Climate Summit for Local leaders (CSLL), which gathered around 800 mayors in Paris to promote a Cities leadership for climate action. JULIEN CHIAPPONE-LUCCHESI Commissioner for European and International Affairs, Diplomatic Adviser to the Mayor of Strasbourg Julien Chiappone-Lucchesi advises the Mayor on all international and European strategic initiatives. He leads the city's platform for promoting internationally Strasbourg’s values, policies and best practices. He also assists the Mayor in his capacity of President of Cités Unies France (CUF) and, from 2016 to 2019, of Co-President of United Cities and Local Government (UCLG). He holds special interest in linking together local and global levels towards a new urban development model. For instance, he is committed to foster the localization of the SDGs in Strasbourg and contributes to the advocacy for cities to get acknowledged as central game changers to a more sustainable world. SCIENCES PO – BOSPHORUS PRIZE 2020 EVENT BIOGRAPHIES 20 May 2020 ELISE MASSICARD Senior researcher, CNRS Elise Massicard holds degrees in Political Science (Sciences Po), Turkish Studies (INALCO) and Social Sciences (Freie Universität Berlin); she got her doctorate in Political Science from Sciences Po in 2002. A Research Fellow with the CNRS since 2003, she was first affiliated with the Centre d’études administratives, politiques et sociales (CERAPS) in Lille, before joining the Turkish and Ottoman Studies team at the EHESS in 2008. She became a CERI Associate Research Fellow in 2008. In 2009, she was Visiting Scholar at UC Berkeley. She works on the political sociology of Turkey, mobilizations, the politics of identity and political territoriality. A member of the ANR project team on "From cultural frictions to armed conflict: thresholds, scales and modalities of conflictuality (Turkey, Iran, Pakistan)" (2006-2010), she coordinates another ANR project on "Command and compromise: modalities of government and administration in Turkey and in the Ottoman Empire since the 19th century to the present day". She is a member of the steering Committee of the Institut d’étude de l’islam et des sociétés du monde musulman (IISMM), a founding member et and a member of the Editorial Board of the European Journal of Turkish Studies. Researches: Political sociology of Turkey, Mobilizations, Political territoriality Political sociology of Turkey (mobilizations, political personnel), A localized sociology of political parties, Political territoriality, local power, decentralization, Identity mobilizations, in particular transnational and migratory, Sociology of social movements BAHADIR KALEAĞASI President, Institut du Bosphore (Paris Bosphorus Institute) Dr Bahadir Kaleagasi is the President of the Bosphorus Institute (Paris – Istanbul). He is also Honorary Chairman of the Brussels Energy Club in Brussels, board member in several institutions and scientific member of the Brussels University's Institute of European Studies. Graduate of Brussels and Istanbul Universities, he was a researcher and lecturer in the Center for International & Strategic Studies and the Institute for European Studies of the University of Brussels, rapporteur for projects of the European Commission’s Forward Studies Unit and the intergovernmental conferences which prepared the Maastricht Treaty in 1992 and was visiting researcher to Harvard, Georgetown and Jerusalem Universities. His academic work covered the areas of the EU’s decision- making system, transatlantic relationship and the international economic relations. He also served as counselor for various public and private institutions before joining TÜSİAD (Turkish Industry & Business Association) in 1995 as EU Representative in Brussels and by 2007 as the SCIENCES PO – BOSPHORUS PRIZE 2020 EVENT BIOGRAPHIES 20 May 2020 International Coordinator establishing and supervising representative offices and networks in Washington DC, Paris, Berlin, London, Beijing, Shanghai, Silicon Valley/San Francisco and Dubai/Gulf. He served as Board member and CEO of TÜSİAD between 2016 and 2020 as well as member of BusinessEurope's Executive Committee (The Confederation of European Business) in Brussels and delegate for Business at OECD and B20/Global Business Coalition. He regularly contributes as speaker to international conferences, executive and academic seminars and media programs. Bahadir Kaleagasi is author of several articles and books on the international relations and European affairs. His latest books are “Youth’s Questions on Europe”, "The Planet G20" and “Changing World and Turkey”. .
