In 1918 the drainage legislation was reviewed and new concepts were introduced which proved to be unsatisfactory in certain regards, The 1918 Act gave Drainage Commissioners the option of laying drainage rates on an acreage basis or on annual value. In 1918 the Ministry decreed that lands which could be rated for direct benefit were the agricultural land below the 8ft (based on 8 ft of wheat roots) contour above the highest known local flood level; urban property was set at flood level. Agricultural land assessment at the coast was based on 5ft above spring tide level for benefit, The Act also set out the flood benefit criteria lines, Rates were usually established on the acreage basis as it was easier to administer. |t was difficult to raise sufficient money under that arrangement, Only lands which received benefit paid prior to 1930. The Land Drainage Act of 1930 (1) created one authority (Catchment Board) for each main basin; (2) departed from the principle of assessing all the cost of drainage against land in proportion to direct benefit; and (3) established the principle of government grants-in-aid for agricul tural land, There were 20,000 miles of main river. -

Other changes including accession to the European Economic Community in 1972, the development of devolution to Scotland, Northern Ireland and Wales in the 1990s, the adoption of the Human Rights Act in 1998 and the creation of the Supreme Court in 2005 were important constitutional changes most of which affected the lives of many millions of people living across the UK. However the UK’s exit from the EU has so many significant aspects including economic, financial, legal, social, and cultural, which will affect many people living in the EU in some ways which are known and understood and in other ways which are currently unpredictable. Development of legislatures in the UK The Parliament of the United Kingdom is the product of the Acts of Union of 1706 and 1707. These united the Parliaments of the kingdoms of England (of which Wales was then part) and Scotland into the Parliament of the kingdom of Great Britain. There were then the Acts of Union of 1800 which united the Parliaments of Great Britain and Ireland into the Parliament of the United Kingdom of Great Britain and Ireland. After the creation of the Irish state in 1922, it became the Parliament of the United Kingdom of Great Britain and Northern Ireland. -
Dock Bye-Laws
DOCK BYE-LAWS THESE BYE-LAWS are made by the Port London Authority (hereinafter referred to as the Authority) in pursuance of the powers vested in the Authority by the Port of London (Consolidation) Act, 1920, and of every other power vested in the Authority and applicable to the making of Bye-laws. Extent and commencement of Bye-laws. Repeal. 1. These bye-laws shall apply to all dock premises of the Authority and to so much of the River Thames as is within any prescribed limits, and shall come into operation on the expiration of one calendar month from the confirmation thereof in manner prescribed by law; and on that day the existing bye-laws made by the London and India Docks Company, the Surrey Commercial Dock Company (with the exception of the bye laws relating to the Surrey Canal), and the Millwall Dock Company respectively, shall be repealed and cease to have force, save as to any previous breach thereof. Definitions. 2. In these bye-laws:- “Dock” means any dock of the Authority and any part of a dock, and any basin, lock, cut, or entrance connected therewith, and includes the quays, wharves, walls, jetties, and piers of such dock. “Dock premises” means any dock and any premises of the Authority (whether in their occupation or not) connected with or appurtenant to a dock, and also includes the town warehouses and stores of the Authority. “Prescribed limits” means the part of the River Thames beyond the dock, within the powers of the Dockmaster for the regulation of the dock are by law authorised to be exercised, and includes in the case of the Tilbury Dock the tidal basin of such dock. -
