The papers are organized as follows:(1) the institutional context which proviaes the boundaries for analysis and public policy debate; (2) efficiency in resource allocation within the higher education sector; (3) efficiency in resource allocation between higher education and other sectors;(4) equity in the distribution of access to and government subventions to higher education;(5) sources of finance for higher education (sections 2 through 5 focus on undergraduate instruction primarily in larger countries in Latin America); (6) issues in graduate education and research; and (7) a discussion of prescriptions for the improvement of equity and efficiency in Latin American higher education. Appendices include county -by- country breakdown of enrollments, higher education expenditures, and other statistics related to higher education that are indicative of specific countries. Government spending, however, did not increase commensurately withenrollment demand, leading to lower quality instruction in public universitiesand dramatic growth in private higher education. Private institutionsnow account for one-third of total enrollments in Latin America. This heterogeneity in Latin American higher education makes it difficult to drawconclusions regarding efficiency and equity which apply to all institutionsand all countries. Resource allocation ia the public universityin Latin America is frequently inefficient. Teacher salaries are too low to

Seighman Washington, D.C. 2015 Catholic Choir School Models in the United States: Reinvigorating the Musico-Liturgical Life of the Church Jennifer L. Seighman, D.M.A. Director: Leo Nestor, D.M.A. Choir schools have been an intrinsic part of the Catholic Church since the fourth century. While the Holy See has instructed that such schools and training be diligently promoted, few programs exist, and even less is known about them. This paper provides much-needed research on Catholic choir school programs and the benefits they offer to the twenty-first-century Church, particularly in bringing the musico-liturgical goals of the Second Vatican Council to fruition. Using a multi-case-study approach, I investigate the only known Catholic institutions in the United States currently employing a traditional choir school education of rigorous daily instruction in choir and sung liturgy: St. Paul’s Choir School (Cambridge, MA), The Madeleine Choir School (Salt Lake City, UT), and The Atonement Academy (San Antonio, TX). To formulate the framework for this study, a survey of related literature was made encompassing musico-liturgical directives of the Second Vatican Council, Church documents calling for chorister formation, papal writings, scholarly sources addressing sacred music within the Catholic Church, and various sets of education standards.

The texts used in this review were culled from virtually the entire universe of English- language academic texts on the topic—more than 2,000 in total. Scholarship was evaluated using three primary criteria: quality of scholarship, significance or influence, and distinctiveness of insight. This review sought to answer the following questions: What primary topics or themes are addressed in the literature? How effective are the methodology and analysis performed? What does the research reveal about homeschooling, and what questions remain unanswered? Introduction From the establishment of large-scale public and private education systems in the United States in the 19th century through the late 1970s, nearly all American children received their formal education in schools. This increase has often been dubbed the “homeschooling movement,” since many families involved have engaged in aggressive and concerted political and legal action to make it easier to keep children at home during the school day (Gaither, 2017).

    IMAGINE ALL THE PEOPLE Literature, Society, and Cross-National Variation in Education Systems By CATHIE JO MARTIN* INTRODUCTION AS there ever been a more winsome protagonist in a coming- Hof-age story than David Copperfield? Charles Dickens’ David remains plucky against victimization by unjust social structures and triumphs through perseverance and unflagging optimism. In contrast, young Valdemar is the architect of his own undoing in H. F. Ewald’s Danish novel, The Youth of Valdemar Krone. Unlike David, the hapless Valdemar has only himself to blame for his youthful transgressions, but life improves when he submits to the moral strictures of God, so- ciety, and the Danish fatherland. These stories illustrate the tendency in many British novels for the hero’s personal struggle to enable even- tual triumph while Danish novels more frequently locate success in in- terventions that guide youth back to societal duties. Austin Harris, a member of the Board of Overseers since 1884, died January 7, 1899, in the fifty-eighth year of his age. Rev. Charles F. Allen, D.D., a member of the Board of Overseers since 1889, died February 9, 1899, in the eighty-fourth year of his age. These gentlemen were excellent representatives of the two types of men who give strength to the governing boards of a college. The one was a layman, a business man, a power in the political life of his town, county, and state ; prudent, practical, upright, conservative.
