Virus Statistics As of March 24th according to Public Health – Seattle & King County (PHSKC) no resident of Vashon Island (98070 or 98013 zip codes) has been confirmed with the COVID-19 virus. PHSKC reports as of March 24th that there are 1224 confirmed COVID-19 cases and a total of 93 reported deaths in King County. Washington State Department of Health reports that as of March 23rd, 93% of tests statewide have been negative for the virus (total of 31,712 negatives). PHSKC estimates regionally that the number of COVID cases will double every 5 to 7 days.

Significant Developments Governor Inslee has issued a Stay Home, Stay Healthy order last night for all residents in non-essential activities. Essential service remain open, such as grocery stores and it is okay to go out to access these services. The Governor has designated a list of “Essential Critical Infrastructure Workers”. The full order can be found here or visit https://coronavirus.wa.gov/whats-open-and-closed WA Department of Highways announced that the High-Rise Bridge is closed due to accelerated concrete cracking that was monitored during a regular bridge inspection. The bridge will remain closed until further notice. All vehicles will be prohibited from crossing the high-rise span of the bridge between I-5 and Fauntleroy Way SW. Buses, freight and emergency vehicles will be moved to Spokane Street Bridge, which is also called the “low bridge.” Motorists should use the First Ave or South Park bridges. King County Metro announced that beginning immediately, and continuing until further notice, Metro routes 21 Local, 21 Express, 37, 50, 55, 56, 57, 116, 118, 119, 120, 125 and the RapidRide C Line are rerouted off the high rise level due to the need for evaluation and probable repair work. During this time, these routes are traveling instead via the lower level SW Spokane St Bridge.

VISD distributed more than 220 daily meals under the Grab-n-Go school meal program. Neighborcare has closed its School-based Health Center. Granny’s Attic remains closed for the foreseeable future in accordance with the Governor’s guidelines. They request that people not drop donations off during the closure since no one is there to process the items. The American Red Cross faces a severe blood shortage due to an unprecedented number of blood drive cancellations during this coronavirus outbreak. If you are healthy and feeling well, you can make an appointment to donate this week by using the Red Cross Blood Donor App, visiting RedCrossBlood.org or calling 1-800-RED CROSS (1-800-733-2767). Holding or attending blood drives does not violate the Stay At Home order. is operating as normal except fare collection has been suspended and customers are asked to board buses using rear doors. King County Parks has closed all playgrounds, sports courts, picnic shelters, and other active recreation facilities that would attract groups of people to the public. Trails, ballfields and playfields are open for walking and other non-team activities if users comply with social distancing guidelines. Governor Inslee announced that over the weekend medical protection devices arrived for health care workers and first responders, including 1,600,000 N95 masks, 560,000 surgical masks, 12 million disposable gloves and 650,000 disposable gowns. Vashon Emergency Operations Center has submitted a request to receive some of this medical protection equipment. The WSF Call Center will begin operating with limited service on Monday, March 23, Agents will be working remotely. However, agents will not have the ability to take credit card numbers over the phone, so they will not be able to make reservations or assist customers with ticket purchases. Vashon bus routes will not have service changes. County Executive Dow Constantine has ordered Metro to reduce service or hours of operation on many routes throughout the County. These changes will be effective on Monday March 23rd, two days after the normal shift to the spring service schedules begin on Saturday March 21st. will postpone the upcoming scheduled seasonal change and remain on the winter schedule until at least April 20th. Vashon Island Fire and Rescue (VIFR) is open and responding to fire and emergency medical needs of the Island. If you have an emergency call 911. Washington Health Plan Finder has a special enrollment period now available through April 8, 2020 to qualified individuals who are uninsured. Apple Health enrollment is year round. Progress on Community Support Operations Medical Support Branch: The Vashon Medical Reserve Corps effort to provide on-island COVID-19 testing continues with daily planning meetings and work towards getting proper authorization to proceed if medically appropriate to do so. Planning and recruiting began today for a mental health support resource to help people deal with stress from the COVID-19 crisis. The Branch is working with Logistics Section to obtain masks for island clinics and caregivers. Potential sources include an inbound donation from an Island resident who has connections with overseas manufacturing, a request through King County for an allocation from the large shipment now arriving in the state, and a team of Vashon seamstresses who want to sew masks to a pattern meeting a published standard, although they will not be medical grade N95 respirators. Planning has started for dealing with a worst case scenario where mainland medical care would be overwhelmed and what to do about it on Vashon.

Community Support Branch: Launched a planning effort with the Food Bank to be ready for significant expansion of home deliveries if the virus causes the anticipated increase in home isolation. Working with social service agencies on the island, such as the Senior Center, to contact members and assess their needs to support planning of services. A weekly planning meeting has been put on the calendar for this coordination effort. Community Support, Displaced Worker Support and Business Support Branches coordinating on ways for those in need to access emergency funding.

Displaced Worker Branch: Arranged for phone consultation capability for displaced workers who need to resolve health insurance needs and information on accessing the service will be published within a few days. Collected, researched and curated a list of local, county, state and federal resources available to displaced workers facing problems due to lost jobs or incomes and it has gone to Public Information unit for publishing later this week. Developed an estimate of scale of need in our community (how many, how much) in order to measure the gap between needs and available financial resources to support planning efforts.

Business Support Branch: Business Support Branch: Emailed a survey today to nearly 300 island businesses to establish a baseline of economic impact of the virus so far as a guide to planning response. Ongoing collection of business continuity and support ideas from other Chamber of Commerce organizations. Coordination with Displaced Workers Support Branch and Community Support Branch to facilitate assistance to employees of island businesses. Design work underway on a "Shop Vashon" campaign.

General Safety Message Vashon EOC and other volunteers are strongly advised to use teleconferencing to avoid in-person meetings. Medical Services:  Neighborcare is not seeing any patients with fever, cough or Covid19 symptoms physically in the office and will no longer do any Covid19 testing, for the safety of the staff given scarce supply of needed protective materials. If you need to have a telephone appointment with Neighborcare, you can call them directly at: 206-463-3613.  Neighborcare is offering phone appointments for any patient that calls with concerns for respiratory symptoms and for at-risk patients with chronic conditions who will be advised to stay safely at home. Food and Supplies:  Vashon IGA and Thriftway markets are open and taking precautions as specified by Public Health for the safety of employees and customers. Both stores are experiencing shortages of some items and have reordered these products. They also offer curbside service and delivery to homes.  Roasterie/Minglement is open for coffee and food to go 8am-4pm  The Burton Store (Harbor Mercantile) is operating from 9-6:30 daily with no shortages other than hand sanitizer.  Local farm stand open and closed information is regularly (once/week minimum) updated by VIGA's Food Access Partnership. The Partnership members report they are following current safety protocols and precautions. VISD School lunches will be available on 15 stops along usual school bus routes. Check VISD web page for locations. Grab N Go meals are also available for pick up at VHS entrance from 8 to 11am Monday-Friday, the program will continue until at least April 27th.

 The Vashon Food Bank is open for grocery pick-up during normal hours, Wed/Thurs 10:30-1 and 5- 7, during which time customers can fill out an order form that will be packed inside the Food Bank by staff and volunteers. Customers are encouraged to fill out their order and wait in their car until their groceries are packed. For those who arrive on foot, the Food Bank has outdoor seating where customers can wait at an appropriate distance from one another. Staff and volunteers who are packing bags follow stringent sanitation protocols.

Any Food Bank customer who is part of a vulnerable population (over 60, immune compromised, pre-existing respiratory condition etc), or who is self-isolating for other reasons, is strongly encouraged to sign up for Home Delivery, which happens every Tuesday. To sign up for Home Delivery on any given week, call the food bank office at 206-463-6332.

 Farmers Market at the Village Green has been postponed until at least April 25th  Vashon Fresh’s online market with home delivery will start April 4, visit www.vashonfresh.com  Ace Hardware is open normal business hours. Some shortages of cleaning supplies and except new shipments this week  Island Lumber is open regular business hours and is offering curbside picked or free delivery for purchases over $50 or customers over 60.  Pandora’s Box is open for normal business hours with no shortages of food or supplies. Call ahead for curbside pickup.  The Country Store is open for shipping and general merchandise M-Sa, 11-4.

Schools:  Vashon Island School District has closed all schools through Friday, April 24.  In addition, all VISD events that are scheduled outside of school hours are cancelled or postponed. This includes but is not limited to athletic events, band events, Saturday Blackberry removal, VHS Dance, Saturday SAT testing, etc...  On Vashon Little Tree Montessori School and Little Islanders Preschool are closed

Recreation:  Vashon Parks District has closed and cancelled all events for Ober Park Administration Building, Vashon Public Pool, BARC Building and VES Fields for a minimum of two weeks. All other parks remain open.  All Library events cancelled through the end of March  O Space has closed until further notice  Vashon Island Rowing Club has temporarily cancelled all practices until ITC usage and cleaning protocols can be put in place.  Vashon Land Trust Book Club March meeting is cancelled.  Vashon Center of the Arts is closed  Vashon Theatre is closed  Vashon Heritage Museum closed until further notice  Vashon Island Art Studio Tour, set for the first two weekends in May, has been canceled  Vashon Athletic Club is doing live streaming classes.  Scouting BSA has suspended all in person Unit meetings and will establish virtual meetings.

Support Facilities:  Vashon Senior Center closed indefinitely  Vashon Island Unitarian Fellowship will not hold services this weekend  Vashon Lutheran Church has canceled all Wednesday night Lenten services as well as Sunday worship services through the end of March.  The Church of Jesus Christ of Latter-day Saints has canceled all public gatherings of church members worldwide until further notice.  Vashon Youth & Family Services (VYFS) are open for counseling and continuing to see people face- to-face (6 foot distance) but will arrange telecounseling if desired.  Family Place is closed  Vashon Kids part of Vashon Youth and Family Services will be providing childcare starting Monday, March 23rd, operating Monday through Thursday 8:30 AM to 5:00 PM. Vashon Kids will be available for children age 5 to 12. During these times CES playgrounds and facilities will be closed to all public access. Vessel crews are instructed to clean vessels before each scheduled departure; this includes wiping down tables and seats, scrubbing bathroom sinks and faucets, and generally cleaning all surfaces with a disinfectant cleanser. Terminal facilities are also routinely cleaned, including bathrooms, counters, and ticket kiosks. Food service on the ferries is closed  Washington State Ferries is delaying the start of its international service to Sidney, B.C. because of concerns around COVID-19. At this time, service between Anacortes and B.C. is suspended until April 28. This does not affect domestic service. WSF will continue to make its regularly scheduled domestic stops in the San Juan Islands.  Pierce Transit is operating as normal except fare collection has been suspended and customers are asked to board buses using rear doors.

Operational Period Objectives Our mission is to provide support to our community, the affected businesses, individuals and their families through these Operational Objectives: The EOC works closely with Island resources and other State and County agencies and departments to achieve these Objectives. 1. Support island healthcare providers. Assist medical and behavioral health providers in their efforts to assist island residents (e.g., supplies, public education, etc.) and begin advance planning for possibility of mainland medical facility overwhelm for acute care. Provide support to households, neighborhoods and isolated individuals in anticipation of a high number of self-isolated/self-quarantined people needing support because they are unable to go out to markets and other community services. Assist island businesses in all categories (e.g., retail, restaurants, non-profits, construction, etc.) in their efforts to survive the economic impacts of the pandemic and position for recovery when the pandemic subsides. Help economic victims of the pandemic (e.g., furloughed employees, low income, gig economy workers, etc.) access the emerging assistance programs coming from island organizations as well as county, state and federal agencies. Expand the incident public information unit and develop processes to ensure distribution of consistent and accurate information to all Vashon audiences via local communications channels (e.g, print, broadcast, social media, email lists, etc.) Lead: Public Information Unit 6.
