Speaker Biographies

Lord Toby Harris

Lord Toby Harris was made a Life Peer in June 1998 and is Vice-Chair of the Labour Peers. He is Chair of the All-Party Parliamentary Group on Policing and Treasurer of the Parliamentary Information Technology Committee (PITCOM). He is a member of the Joint Committee on National Security and was also a member of the House of Lords Select Committee that reported on Personal Internet Security in 2007.

He was born in 1953 and graduated from Cambridge University in 1975, having studied Natural Sciences and Economics. His professional career began with four years in the Economics Division of the Bank of England. He then spent seven years at the Electricity Consumers’ Council, becoming Deputy Director in 1983. In 1987, he became Director of the Association of Community Health Councils for England and Wales (the national statutory body representing patients’ interests). He remained there until October 1998, when he established his own public affairs consultancy, Toby Harris Associates, which advises a number of major public and private sector bodies.

He was a member of the London Assembly from May 2000 to June 2004, on which he led the Labour Group. He was the first Chair of the Metropolitan Police Authority (MPA), during that period and a member of the Executive of the

Association of Police Authorities from 2000 to 2006. He continues to sit on the MPA as the representative of the Home Secretary with a remit to oversee the national and international functions of the Metropolitan Police - primarily its role in counter-terrorism and security.

He is the Chair of the Independent Advisory Panel on Deaths in Custody which reports to the Ministry of Justice, the Home Office and the Department of Health.

He was a member of Haringey Council from 1978 to 2002 and was its Leader from 1987 to 1999, having previously spent five years as Chair of Social Services. He was Chair of the Association of London Government, representing the 33 local authorities in London, from its formation in 1995 until 2000, having previously chaired the Association of London Authorities.

From 1986 to 1993, he was Chair of the Association of Metropolitan Authorities’ Social Services Committee and led for local government in negotiations about the introduction of Community Care and the Children Act. He is Vice-President of and was formerly a member of the Executive of the Local Government Association.

He was the first Chair of the Institute of Commissioning Professionals, has been a non-executive director of the London Ambulance Service, a Senior Associate of the Kings Fund, and a member of the Committee on the Medical Effects of Air Pollutants. He is a former member of the Committee of the Regions of the European Union.

Mr. Peter Clarke

Peter Clarke joined the Metropolitan Police in 1977 after graduating in Law from Bristol University. He served in a variety of uniformed and detective roles in London, and in 1997 he assumed command of the Royalty and Diplomatic Protection Department, with responsibility for the protection and security of the Royal Family and their residences, the diplomatic community in London and the Houses of Parliament. In May 2002 was appointed as Head of the Anti- Terrorist Branch at New Scotland Yard and National Co-ordinator of Terrorist Investigations, leading the investigation into all acts of terrorism in the UK and against British interests overseas. In 2006 he was appointed as Head of the newly formed Counter Terrorism Command (SO15), and retired from the police service from the position of Assistant Commissioner, Specialist Operations in 2008. He was awarded an Honorary Doctorate in Law by Bristol University in 2008, and is a Fellow of the Center on Law and Security at New York University. He works as an independent security consultant, and is an advisor to the Olive Group. In 2009 he was appointed by the Prime Minister to be a member of the UK National Security Forum, created to advise Government on the implementation of the UK National Security Strategy. He is also a Non-executive Director of the Serious Organised Crime Agency.

Mr. Roger Cressey

Roger W. Cressey is president of Good Harbor Consulting, LLC, providing clients with strategic advice on homeland security, cyber security and counterterrorism issues. Consulting many high-profile technology companies and corporations that rely on secure networks for business, Cressey is an expert on software and Internet security with regard to corporate America. He is currently an on-air counterterrorism analyst for NBC News.

Previously, Cressey served as Chief of Staff to the President's Critical Infrastructure Protection Board at the White House from November 2001 to September 2002. From November 1999 to November 2001, Cressey served as Director for Transnational Threats on the National Security Council staff, where he was responsible for coordination and implementation of U.S. counterterrorism policy. During this period, he managed the U.S. government's response to the Millennium terror alert, the USS Cole attack, and the September 11th attacks.

Prior to his White House service, Cressey served in the Department of Defense, including as Deputy Director for War Plans. From 1991 to 1995, he served in the Department of State working on Middle East security issues. He has also served overseas with the U.S. embassy in Israel and with United Nations peacekeeping missions in Somalia and the former Yugoslavia. While in the former Yugoslavia, he was part of a United Nations team that planned the successful capture of the first individual indicted for war crimes in Croatia.

Cressey received his B.A. in Political Science from the University of Massachusetts at Lowell in 1987 and a M.A. in Security Policy Studies from George Washington University in 1991. He is currently an adjunct professor at , where he teaches a graduate course on U.S. counter-terrorism policy. He is a former term member of the Council on Foreign Relations.

Cressey is the recipient of the State Department's Meritorious and Superior Honor Awards and the Defense Department's Exceptional Civilian Service Award.

Mr. Stewart Room

Stewart Room is a partner in the Privacy and Information Law Group. He is dual qualified as a barrister and a solicitor holding full Higher Court Rights of Audience, with over 18 years’ experience as a litigator and advocate. Stewart has considerable expertise and reputation in data protection and data security matters, He is ranked as a Leading Individual for data protection by Chambers UK. Legal 500 says that Stewart’s “data protection and privacy prowess is recognised as being at the forefront of the field”.

Stewart specialises in the financial institutions, technology & communications, healthcare, media & entertainment, not- for-profit, public sector, retail and transport sectors.

In 2008 Stewart was named as the Financial Times Legal Innovator of the Year, for his work with IT companies on Privacy Enhancing Technologies. He is also the Chairman of the National Association of Data Protection Officers and the founder of DPA Law, a leading free online resource on data protection. Stewart is the firm’s Data Protection Officer, his role entails ensuring that our data processing operations are conducted in accordance with the law.

Stewart has contributed to various publications and has written three books on information law, namely Data Protection and Compliance in Context (2006), Email: Law, Practice and Compliance (2008) and Butterworths Data Security Law & Practice (2009). He was also the legal expert on the Channel 4 Dispatches document ‘The Data Theft Scandal’, which exposed security failings in the Indian call centre industry. He is a regular speaker at industry conferences on data protection and data security, including the British Bankers Association annual data protection conference, InfoSec and RSA Conference.

In October 2008 Stewart was named as the winner of the Financial Times Legal Innovator of the Year Award 2008, for his work with IT companies.

Mr. Michael C. Burns

With over 16 years professional experience in aviation management and consultancy roles, Michael is the Booz European Transport Infrastructure Team Lead, and Head of the UK Aviation team. With extensive experience with aviation infrastructure asset valuation, business case development and operational performance improvement, he has significant experience of aviation infrastructure due diligence, including airport and air traffic management and assets. Michael is an experienced practitioner in the areas of change management, process improvement and corporate strategy. Undertaking consulting assignments and leading teams in the UK, US and Australia, Michael has focused on the development of new business propositions and strategies, linking client business requirements with financial, technical and systems solutions.

Prior to joining Booz Allen, Michael was Director of Civil Aviation at QinetiQ, the privatized former UK defence research and technology organization. Michael has also had consulting roles at Ernst & Young in London, and Deloitte & Touché in Australia. He began his career with the Australian Government in Canberra, specializing in industrial relations in the transport and services sector.

Mr. Michael C. Saunders

In Unisys Corporation since July 2008, Michael leads Unisys’ Army and European business development activities and program execution. Focuses on logistic asset visibility and security technologies, principally active RFID, and their applications to improve supply chain efficiencies. In Europe supports NATO and US Forces in modernizing and upgrading IT infrastructure and systems. Manages Army wide IT related business development activities.

Previous to Unisys he spent 8 years in Booz Allen Hamilton, as Vice President and Partner responsible for leading and developing system engineering, integration and analysis expertise for major, complex system developments. These include the Missile Defense (MD) Program where major clients are the Boeing Company (the Ground Based Mid-Course Defense Program), Lockheed Martin (MD Targets and Countermeasures Development) and Northrop Grumman (Kinetic Energy Interceptor Program). Also support the Missile Defense Agency in the development of system threat descriptions and assessments. Provide leadership and management of the systems engineering processes for the Army’s Future Combat Systems Program in support of the Program Manager for Unit of Action, and the Program Element Office for Ground Combat Systems.

From 1967 to 1987 he was part of US Air Force. Air Force's advocate for nuclear weapons requirements and development programs and acted as liaison to the Department of Energy. Supervised warhead requirements development of the Small Intercontinental Ballistic Missile, Peacekeeper, and tactical air-to-surface missile and production of the air-launched and ground-launched cruise missile and tactical and strategic gravity bombs. As special assistant for nuclear deployments in the Office of the Assistant to the Secretary of Defense (Atomic Energy), supported worldwide development, survivability, endurance, and command and control of nuclear weapons systems. Was focal point on nuclear weapons command and control, plutonium dispersal, and nuclear weapons safety and security issues. Formulated and implemented a modernization program of tactical nuclear weapons in Europe. Acted as liaison between the Congress, the Office of the Joint Chiefs of Staff, the DOE, and the NATO on nuclear weapons issues. Was Air Force representative to President Reagan’s Nuclear Weapons Acquisition Blue Ribbon Panel led by Judge Clark and co-sponsored by Senators Sam Nunn and John Warner.

He has a BS in Mechanical Engineering from Texas A&M University and MBA from Florida State University,

Mr. Paul Wiles

Professor Paul Wiles worked in UK government from 1997 until Easter 2010. During that time he had two roles. He was Chief Scientific Advisor at the Home Office and as such was responsible for managing all science and technology, social research, and statistical, economic and operational analysis in the Home Office group. That covered counter-terrorism, policing, crime, drugs, border security, migration and identity management. Prior to machinery of government changes it also included prisons and offender management and community policy and the fire service. Post 9-11 he worked closely with the US Department of Homeland Security on counter-terrorism science, technology and analysis.

He also acted as the Chief Social Scientist for the governments of the UK with responsibility for the scientific quality of social research and staff training and development.

He is visiting professor of criminology at Oxford University and Fellow of Wolfson College. Before working for government he held academic jobs at Sheffield, Cambridge and LSE and also worked in consultancy.

Mr. Gérard Galler

Gérard Galler's background is Electrical Engineering. He also holds degrees in Artificial Intelligence, Environmental Sciences and International Politics.

He started his career in the private sector, developing ICT applications for sectors such as electronic payments, space or the environment.

He joined the European Commission in 1998 to support research on smartcards through the EU Framework Programme for Research. He ran eEurope Smartcards, a policy initiative for the pan-European deployment of smartcards. From 2003 till 2006, he served in the European Commission Delegation to Georgia & Armenia as scientific counsellor and as the head of a section in charge of EU assistance. Within the Information Society & Media Directorate-General, he is now in charge of the European Directive on electronic signatures.

Mr. Neil Fisher

Neil Fisher is Vice President and Global Solution lead for Location, Perimeter and Surveillance Security solutions worldwide.

Based in London Neil has leadership responsibility for developing, marketing and implementing physical security solutions worldwide. Inevitably the LP&SS solutions converge with information security and Neil champions the integrating nature of LP&SS solutions and the holistic approach it takes.

Neil Fisher joined Unisys in 2006. He is internationally recognised as a subject matter expert on all forms of security, from national level counter terrorism issues, to national infrastructure protection issues to straight forward information assurance. He has spoken at numerous conferences and seminars worldwide and has been printed and appears regularly in the media, be that radio or TV. He is a recognised authority on Information Assurance and is also a specialist in communications and cryptography.

Previously he worked at QinetiQ where he was the focus for security capability development and latterly led their Business Development efforts for the newly formed Security Business. He has a broad security background based on a full career in the UK Army where he was involved in counter terrorist operations and technology support to them as well as being a communication security expert. Neil ended his military career as the UK focus for Information Operations and Cyber Warfare and as an adviser to UK Government on Critical Infrastructure Protection (CIP). He left the military in 1999 to be the UK MD of a US dot.com infrastructure intelligence company and a US biometrics company.

Neil Fisher is a Member of the UK Institute of Engineering and Technology (IET), a Member of the UK Institute of Directors (IoD), a Fellow of the Royal Society for the encouragement of Arts, Manufactures & Commerce (FRSA) and the Vice Chairman of the UK’s Information Assurance Advisory Council (IAAC). Atmosphere An informal atmosphere is maintained throughout the seminar to encourage relaxed and informal discussion. Dress is business casual.

Cost Delegates are asked to pay only for their travel. The conference and all accommodation at the Unisys International Management Center are provided, at no cost to delegates, by courtesy of Unisys.

Travel The Conference will begin in the evening of Wednesday 23th June, and conclude with breakfast on Friday 25th June.

Delegates should make their own arrangements - details of airline reservations to Nice should be indicated in the registration. You can register before you make airline reservations, but please remember to update your registration at a later time with your flight information. All delegates will be met at the Nice Airport and taken to the Unisys International Management Center, a 20-minute drive.
