STATEMENT OF WORK Roof Replacement Ballast Key Purpose. This contract will replace the existing roof with metal roofing and repair all wood and water damage to the under laying roofing structure and comply with all roofing codes. NOTE: This is a remote island only accessible by boat. The work location is in an extremely remote area and only accessible via boat through a narrow channel. Contractor will be responsible for the transportation of workers and materials to and from the island. The distance from dock to work location once on the island is approximately .4 miles over narrow unimproved corral/rock pathway. Please see attached maps for location and island overview. Location. Florida Keys National Wildlife Refuge Complex 28950 Watson Blvd Big Pine Key FL 33043-6087. Work location Coordinates: Main house -Ballast Key 24°31'16" N 81°57'49" W Ballast Key, Florida. Located approximately 10 nautical miles west of Key West within the Key West National Wildlife Refuge. GPS coordinates: 24°31'16" N 81°57'49" W Background. The current asphalt roof on the main house of Ballast Key, installed in approximately 1975, has reached its life span and is degrading quickly. Patches of the roof are currently leaking with underlying wood damage. Work to be Performed. 1. The contractor shall replace the existing roofing system with a Service agreed upon metal roofing system installed to comply with all State of Florida and Monroe County building codes; including hurricane damage mitigation, on the main house of Ballast Key. This is a 2 story home with multi-level roofing, and installed solar panels. Roof size is approximately 2,500 square feet with crows nest and 4 additional overhangs. Please see attached diagram for roofing layout and approximate measurements. 2. Contractor shall remove and properly dispose of old roof materials off island. 3. Contractor shall repair any underlying water damage to roof structure to ensure it is structurally sound. 4. Contractor shall install a high temperature underlayment prior to roof installation. 5. Contractor shall install a metal roofing system in materials approved by the Service in a manner that will mitigate damage from hurricane force winds, rain, and heavy sun. 6. Contractor shall coordinate with refuge staff at least 48 hours in advance to ensure staff are available and for monitoring of weather conditions prior to departure. 7. Contractor shall obtain all permits and other requirements to perform such work. 8. Contractor shall coordinate with FWS POC’s all transportation efforts and provide transportation for workers, materials, and debris to and from the island. 9. All debris must be removed from the island disposed of properly. Period of performance 365 calendar days, if need. Hurricane season occurs between June 1st and November 30, but strong storms can also occur outside of these times. Workers will not be allowed on the island when a tropical storm or hurricane threat is impacting the area. A large period of performance window has been allowed due to the logistics related to the island's remoteness and the upcoming hurricane season; however, the current state of the roof requires work be completed as soon as possible. 1.1 Normal duty hours Monday thru Friday 8:00 a.m. -4:30 p.m. In the event of emergencies, Contractor shall provide contact information. Non-duty hours include weeknights, weekends, and Government holidays (New Year's Day, Martin Luther King JR.s's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day).
