Nablus, Za’atrah Checkpoint Israeli forces continue systematic attacks against Palestinian civilians and property in the occupied Palestinian territory (oPt)

·Israeli forces killed a Palestinian civilian at Za’atrah checkpoint, south of Nablus.

Two Palestinian civilians, including a child, were wounded in occupied .

A paramilitary training site was targeted by Israeli warplanes in the southern Gaza Strip, but no injuries were reported.

Israeli forces continued to use excessive force against peaceful protesters in the . A Danish activist and a Palestinian civilian were wounded.

Israeli forces conducted 80 incursions into Palestinian communities in the West Bank and 2 limited ones in the southern Gaza Strip. 40 Palestinian civilians, including 7 children, were arrested.

Israel continued to impose a total closure on the oPt and has isolated the Gaza Strip from the outside world. Israeli forces established dozens of checkpoints in the West Bank. At least 8 Palestinian civilians, including 2 children, were arrested at military checkpoints in the West Bank. An international organization worker was arrested at Beit Hanoun “Erez” Crossing in the northern Gaza Strip.

Israeli forces continued to support settlement activities in the West Bank and Israeli settlers continued to attack Palestinian civilians and property. Arbors for selling vegetables and fruits were removed on Jerusalem-Hebron Street. Settlers attacked two children while they were on their way to their schools in the centre in Hebron.

Summary

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (29 May – 04 June 2014).

Shooting:

During the reporting period, Israeli forces killed a Palestinian civilian and wounded 4 others, including a child, and a Danish human rights defender in the West Bank. Israeli warplanes targeted a training site of an armed group, but no injuries were reported.

In the Gaza Strip, on 02 June 2014, Israeli warplanes launched a missile at “Hiteen” training site of an armed group, northwest of Khan Younis in the southern Gaza Strip. The missile left a large crater in the area and damaged empty greenhouses. No injuries were reported.

In the West Bank, Israeli forces stationed at Za’atrah Checkpoint, south of Nablus, killed ‘Alaa’ Mohammed ‘Awad (30) from Howwarah village, south of Nablus. Israeli forces claimed that the victim fired at them and injured a soldier lightly, but no eyewitnesses were in the area at that time to deny or confirm the Israeli claim. A PCHR field worker was able to obtain a testimony from the taxi driver who transported 'Awadh. The driver confirmed that 'Awadh was not carrying anything when he transported him to the checkpoint.

In the same context, Israeli forces used excessive force against peaceful protests organised by Palestinian civilians, international and Israeli human rights defenders in protest at the construction of the annexation wall and settlement activities in the West Bank. As a result, a Danish activist, Mariah George Soul (24), was hit by a tear gas canister to the right knee during a Nil’in weekly protest. Moreover, a 20-year-old protestor was wounded by a bullet to the right thigh during Nil’in weekly protest, west of Ramallah and al-Bireh. In addition, a number of demonstrators suffer tear gas inhalation and other sustained bruises due to being beaten up by Israeli forces.

On 01 June 2014, two Palestinian civilians, including a child, were wounded in the in occupied Jerusalem when Israeli forces fired rubber-coated metal bullets at dozens of Palestinian civilians who gathered in al-Wad Quarter to celebrate the release of two prisoners, ‘Ammar al-Hosari and Ahmed Abu Farhah, from the Israeli prisons.

Incursions:

During the reporting period, Israeli forces conducted at least 80 military incursions into Palestinian communities in the West Bank. During these incursions, Israeli forces arrested at least 40 , including 7 children.

In the Gaza Strip, on 01 June 2014, Israeli forces carried out two limited incursions in the southern Gaza Strip. Israeli forces backed by heavy military vehicles moved around 100 meters into the east of al-Shokah village, east of Rafah in the southern Gaza Strip. They levelled the lands along the border fence for around 4 hours and then re-deployed along the aforementioned border fence. Israeli forces backed by heavy military vehicles moved around 200 meters into al-Fokhari village, southeast of Khan Younis in the southern Gaza Strip. They levelled the nearby lands and fired artillery and smoke shells indiscriminately. Efforts to Create a Jewish Majority in Occupied East Jerusalem

In the context of efforts to create a Jewish Majority in the Occupied East Jerusalem, the Israeli forces continued to confiscate lands, demolish houses and build new settlement units. PCHR stresses that these measures come in the context of isolating East Jerusalem and annexing it to in violation of the international humanitarian law. PCHR calls upon the international community to promptly take action and reiterates its call upon the High Contracting parties to the Fourth Geneva Convention to fulfil their obligations under Article 1 of the Convention.

On the level of house demolitions, 02 June 2014, Israeli forces bulldozed 4 car wash garages in Hezma village, northeast of occupied Jerusalem. They also bulldozed a barrack used as horse barn and a fence in ‘Ein al-Lozah neighborhood in Selwan village, south of the Old City, in addition to an auto repair garage and a house in al-Shayyah neighborhood in Ras al-‘Amoud area, east of the Old City.

Restrictions on movement:

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 7 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.7 million people. The Israeli authorities have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports.

Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians throughout the West Bank, including occupied East Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza Strip continue to be denied access to Jerusalem.

As part of using military checkpoints and border crossings as traps to arrest Palestinian civilians under the pretext they are wanted, Israeli forces arrested 8 Palestinian civilians, including 2 children, at military checkpoints in the West Bank, and an international organization worker in the Gaza Strip.

Settlement activities

Israel has continued its settlement activities in the oPt, in a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

Attacks carried out by Israeli forces

On 01 June 2014, Israeli forces accompanied by a vehicle belonging to the Construction and Organization Department in the Israeli Civil Administration moved into the agricultural lands in the vicinity of Kherbet Um al-Kheir area, east of Yatta, south of Hebron. They deployed in the area and a Construction and Organization officer handed ‘Eid Yamen al-Hathalin a notice to halt construction works, including removing the barbwires which surround his 150-dunum land.

On 02 June 2014, Israeli forces removed arbors used by the residents of Beit Ummar village, north of Hebron, to sell fruits and vegetables near Jerusalem-Hebron bypass road 60.

Attacks carried out by settlers

On 01 June 2014, a group of settlers attacked Faris Akram Abu Sneinah (9) and Hatim Taysir al-Qasrawi (7) near Checkpoint (56) established at the western entrance of al-Shuhadaa’ Street in the center of Hebron when the two children were on their way to school. Faris Abu Sneinah was then taken to Hebron Governmental Hospital to receive necessary treatment.

At approximately 01:00, Israeli forces backed by military vehicles moved into Taqou’a village, southeast of Bethlehem. They patrolled the streets and then stationed in the centre of the village. They raided and searched a number of houses, from which they arrested 4 civilians and took them to an unknown destination: Belal Habes al-‘Amour (22); Bahaa’ ‘Aref al-‘Amour (19); Soliman Khaled al-‘Amour (20) and Mahmoud ‘Abdullah ‘Awad (27).

Around the same time, Israeli forces backed by military vehicles moved into al-Thaheriyah village, south of Hebron. They patrolled the streets for some time and withdrew later. Neither house raids nor arrests were reported.

Also around the same time, Israeli forces backed by military vehicles moved into al-Ramadin village, southwest of Hebron. They patrolled the streets for some time and withdrew later. Neither house raids nor arrests were reported.

At approximately 01:30, Israeli forces backed by military vehicles moved into a number of neighbourhoods in the center of Hebron. They patrolled the streets for some time and then stationed in al-Salam neighbourhood in the centre of the city. They raided and searched a house belonging to the family of Ma’azouz ‘Azmi Abu Hammad (19). They arrested him.

At approximately 02:05, Israeli forces backed by military vehicles moved into Deir Jarir village, northeast of Ramallah. They raided and searched a house belonging to the family of ‘Abdel Halim ‘Abdullah Sa’id al-Farakhnah (28), and arrested him.

Around the same time, Israeli forces backed by military vehicles moved into al-Jaftlek village, north of Jericho. They patrolled the streets for some time and withdrew later. No arrests were reported.

Also around the same time, Israeli forces backed by military vehicles moved into ‘Aydah refugee camp, northwest of Bethlehem. They patrolled the streets for some time and then stationed at the western entrance of the camp. They deployed between houses and then raided and searched a house belonging to the family of Ahmed Ibrahim Jawarish (18). They arrested him. Meanwhile, Israeli forces raided and searched a house belonging to the family of Ahmed Ya’aqoub Hammad (20), whom they handed a notice to refer to the Israeli Intelligence in “Gosh Etzion” settlement, south of Bethlehem.

At approximately 02:30, Israeli forces backed by military vehicles moved into Halhoul, north of Hebron. They patrolled the streets for some time and stationed in al-Tharwah neighbourhood. They raided and searched a house belonging to the family of ‘Azmi Shaker Abu ‘Asabah (20), and arrested him.

Around the same time, Israeli forces backed by military vehicles moved into Marj Na’ajah village, north of Jericho. They patrolled the streets for some time and withdrew later. No arrests were reported.

At approximately 03:00, Israeli forces backed by military vehicles moved into Deir Samit village, southwest of Dura southwest of Hebron. They patrolled the streets and then stationed in the centre of the village. They raided and searched a house belonging to the family of Hamdan Mohammed Masalmah (27), and arrested him. They raided and searched 3 houses from which they arrested 3 civilians, including a child: Fadi Mohammed Rajab Khawaldah (17); Sharif Ibrahim Hasan al-Badawi (19); and Mohammed Nazmi Sa’adat Safi (20).

At approximately 23:00, Israeli forces backed by military vehicles moved into al-Zababdah village, southeast of . They patrolled the streets when dozens of boys and young men gathered to throw stones and empty bottles at the Israeli military vehicles. The Israeli soldiers in response fired sound bombs and tear gas canisters at the stone throwers to disperse them. Israeli forces withdrew and neither house raids nor arrests were reported.

At approximately 00:00, Israeli forces backed by 4 military vehicles moved into Amrish village, south of Dura, southwest of Hebron. They patrolled the streets and then stationed in the centre of the village. They raided and searched a house belonging to the family of Eyas Hussein Yousif Shahin (29) after opening the house door with a special tool. They handed his brother, Osamah (30), a summons to refer to the Israeli intelligence in “Gosh Etzion” settlement, south of Bethlehem. Shaimaa’ Shahin (18) said to a PCHR fieldworker that: “I was sleeping in the house of my brother, Eyas, who works in Saudi Arabia and there was only his 8-month- pregnant wife with me. At approximately 01:00, my brother’s wife, Samia (23), woke me up telling me that there were voices and awkward noise in front of the house. Suddenly, Israeli soldiers opened the bedroom door, where we were sleeping, so I put the hijab (scarf) on my head and there was a soldier pointing his gun at us. I asked him: what do you want? Another soldier answered after looking in a paper he held: Is this Usamah’s house? I then said: No, it is not. I approached them and tried to get them out of the room as Samia was very scared. When I reached the main door, I rang my father’s house bell on the second floor. I went out with the Israeli soldiers and a number of them surrounded me. I then saw my father standing in the balcony, but a soldier yelled at him to go inside or he will shoot at him. Meanwhile, my brother, Adeeb, opened the door and an Israeli soldier pointed a gun at his head and asked him to get inside. The Israeli soldiers asked me to enter and close the door. I saw the Israeli soldiers heading towards the house of my brother, Usamah, who lives next to us. I saw some signs on the door, which proved that they opened it with some kind of a tool. Around 10 minutes later after I got into the house, I heard the Israeli vehicles leaving the area. I went out and headed to the house of Usamah, who was sleeping in the hospital. I learnt from his wife that she did not allow the Israeli soldiers to enter the house. They handed her a summons for her husband to refer to the Israeli intelligence in “Gosh Etzion” settlement.”

At approximately 16:00, Israeli forces moved into Bab al-Zawiyah area in the centre of Hebron. They deployed between the shops and patrolled the streets. A number of boys gathered to throw stones and empty bottles at the Israeli soldiers, who in response fired sound bombs, tear gas canisters and rubber-coated metal bullets at the boys. As a result, some of them suffered tear gas inhalation. The Israeli soldiers withdrew later and re-stationed at the closed entrance of al-Suhadaa’ Street. No arrests were reported.

Around the same time, Israeli forces backed by military vehicles moved into al-Fawwar refugee camp, south of Hebron. They patrolled the streets for some time and then stationed in the vicinity of the UNRWA schools. They raided and searched a number of houses, from which they arrested 4 civilians, including a child, and took them to an unknown destination. The detainees were identified as: Anas Jamal al-Badawi (22); his brother ‘Oday (26); Hamdi Samir Hasaniyah (16); and Nour al-Deen Khalil Za’amout (18).

At approximately 03:00, Israeli forces backed by military vehicles moved into Beit Loqaya village, southwest of Ramallah. They raided and searched five houses, from which they arrested 4 civilians, including 2 children, and took them to ‘Ofer Prison, southwest of the city. The detainees were identified as: Ahmed Ibhraim Yousif Bader (16); Rabeh Feras Fadel ‘Asi (16); Mojahed Mohammed Faraj ‘Asi (20); and ‘Omer Mohammed ‘Edwan Dayfallah (21). They were released later on the same day

At approximately 04:10, Israeli warplanes launched a missile at “Hiteen” training site of an armed group, northwest of Khan Younis in the southern Gaza Strip. The missile left a large crater in the area and damaged empty greenhouses. No injuries were reported.

At apprixmately 15:00, Israeli forces backed by military vehicles moved into Beit Leed village, east of Tulkarm. They patrolled the streets for some time and then stationed in front of the Palestinian civil police station. They raided and searched a house belonging to the family of Mohammed Nader Ahmed al-Kou’a (20) and handed him a summons to refer to the Israeli intelligence in the D. C. O Headquarters, west of Tulakrm. They withdrew later, and neither house raids nor arrests were reported.

In the evening, Israeli forces arrested Mo’ayad Yousif ‘Ezat ‘Omer (31) from al-Jaroushiah village, north of Tulkarm, when he was in the D. C. O. Headquarters, west of the city. 'Ezzat went there upon a summons he received after the Israeli forces had raided his house.

At approximately 21:00, Israeli forces backed by military vehicles moved into al-Mowareq village, south of Dura, southwest of Hebron. They patrolled the streets for some time and withdrew later. Neither house raids nor arrests were reported.

At approximately 23:00, Israeli forces backed by military vehicles moved into al-Mowareq village, south of Dura, southwest of Hebron. They patrolled the streets for some time and withdrew later. Neither house raids nor arrests were reported.

Late at night, Israeli forces stationed at Za’atrah Checkpoint, south of Nablus, killed ‘Alaa’ Mohammed ‘Awad (30) from Howwarah village, south of Nablus. Israeli forces claimed that the victim fired at them and injured a soldier lightly, but no eyewitnesses were in the area at that time to deny or confirm the Israeli claim. A PCHR field worker was able to obtain a testimony from the taxi driver who transported 'Awadh. The driver confirmed that 'Awadh was not carrying anything when he transported him to the checkpoint. PCHR emphasizes that it has documented dozens of crimes of willful killings committed by Israeli forces, which constantly claimed that Palestinian fired at them, but PCHR's investigations refuted such claims.

According to investigations conducted by PCHR, and the testimony of the taxi driver who transported ‘Awad, at approximately 23:35, ‘Alaa’ Mohammed ‘Awadh (30) from Hawara village south of Nablus, asked a taxi driver to drive him to Za’tara Checkpoint, south of Nablus, which is around 4 kilometers away from the village. ‘Awad, who owns a shop for cell phones, told the driver that he wanted to go to the checkpoint in order to receive a number of cell phones from there. The driver took the aforementioned civilian to a place, which is 50 meters away from the southern side of the checkpoint, and 'Awash got out of the car and stood in a cabin designated for settlers only. The driver drove his car around 1 kilometer to the south till he reached a place where he is allowed to turn around and go back to Hawara village. When he was on his way back, he saw ‘Awadh still standing in his place. When he came back, he saw the Israeli soldiers stationed at the checkpoint stopping a black civilian car and searching it. At approximately 02:45 on Tuesday, 03 June 2014, the taxi driver received a call on his cell phone from an Israeli intelligence officer who told him that he would come to arrest him. Around half an hour later, Israeli soldier raided his house and arrested him. They took him to ‘Awadh’s shop and questioned him on the spot about transporting ‘Awadh to the checkpoint. The driver said that the ‘Awadh had nothing with him when he was in the car and that he drove him to the same place last night and transported him back to his house. He did not know that he was killed until his death was declared via megaphones of in the village at approximately 05:30 on the same day morning. At approximately 23:00 on Tuesday, 03 June 2013, Israeli forces handed the body of ‘Awad to an amblunance belonging to a PRCS ambulance. A Palestinian coroner then found out that ‘Awad was shot with several bullets throughout his body causing laceration in the intestines, kidney and heart.

2. Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

During the reporting period, Israeli soldiers used excessive force against peaceful demonstrations organised by Palestinian civilians, international and Israeli human rights defenders in protest at the construction of the annexation wall and settlement activities in the West Bank. As a result, Maria Gorge Soul (24), a Danish solidarity activist, was hit by a tear gas canister to her right knee during Bili'n weekly protests. In addition, a Palestinian protestor sustained a bullet wound to his right thigh during Nili'n weekly protest, west of Ramallah. Several protestors suffered tear gas inhalation and others sustained bruises as they were beaten up by Israeli soldiers.

(PCHR keeps the names of the wounded in fear of being arrested by the Israeli forces within its policy to oppress the peaceful protests and prevent Palestinian civilians from participating).

Demonstrations against the construction of the annexation wall and settlement activity

At approximately 10:00 on Friday, 30 May 2014, dozens of Palestinian civilian LGDns and international human rights defenders organized a peaceful demonstration in the center of al-Ma'sara village, south of Bethlehem, in protest at the construction of the annexation wall and settlement activities. Demonstrators took the streets and headed to the annexation wall. Israeli soldiers arrived at the place to prevent the protestors from moving towards the wall. Many civilians sustained bruises as they were beaten up by Israeli soldiers. Moreover, Israeli soldiers sound bombs and tear gas canisters at the demonstrators. As a result, many protestors suffered tear gas inhalation but no Arrests were reported.

Following the Friday Prayer on the aforementioned day, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil’in, west of Ramallah, in protest at the construction of the annexation wall and settlement activities and in solidarity with Palestinian prisoners on hunger strike. Demonstrators took the streets raising the Palestinian flags and headed to the liberated territories near the annexation wall. Early in the morning, Israeli forces closed all entrances to the to prevent Palestinian civilians and international and Israeli human rights defenders from participating in the protests. Israeli soldiers stationed behind the wall, in the western area, and a large number of soldiers deployed along it, fired live bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and waste water at them and chased them into the olive fields. As a result, Maria Gorge Soul (24), a Danish solidarity activist, was hit by a tear gas canister to her right knee. In addition, several demonstrators suffered tear gas inhalation and others sustained bruises as they were beaten up by Israeli soldiers.

Around the same time, dozens of Palestinian civilians organized a peaceful demonstration in Nil'in village, west of Ramallah, in protest at the construction of the annexation wall and settlement activities and in solidarity with the Palestinian prisoners on hunger strike. The demonstrators made their way towards the annexation wall. Israeli forces closed the wall gate with barbwire and, when the demonstrators attempted to access the lands behind the barbwire, they were stopped by Israeli soldier. The demonstrators threw stones at the Israeli soldier who responded with live ammunition, rubber-coated metal bullet, sound bombs, tear gas canisters, and waste water at them and chased them into the village. As a result, one demonstrator (20) sustained a bullet wound to his right thigh. In addition, several demonstrators suffered tear gas inhalation and others sustained bruises as they were beaten up by Israeli soldiers.

Around the same time, dozens of Palestinian civilians and international and Israeli human rights defenders gathered at the Martyrs Square in al-Nabi Saleh village, northwest of Ramallah, to hold a weekly peaceful protest against the construction of the annexation wall and settlement activity and in solidarity with the Palestinian prisoners on hunger strike. Protestors made their way in the streets raising the Palestinian flag and chanting slogans against the occupation and in support of the inalienable rights and resistance against the Israeli occupation. The protestors walked towards Palestinian lands that Israeli settlers from the nearby Halmish settlement are trying to seize. Since the morning, Israeli forces had closed all entrances of the village to prevent Palestinians, international activists, and journalists from joining the demonstration. Upon their arrival at the area, Israeli soldiers fired live ammunition, rubber-coated bullets, sound bombs, and tear gas canisters, and chased the demonstrators into the village and sprayed them with waste water. Around the same time, dozens of Palestinian civilians organized a peaceful demonstration in the centre of Kafr al-Deek village, west of Salfit, towards Dhaher Sobeh area, which is under the threat of confiscation, in protest at settlement activity and land confiscation. As the protestors arrived in the area, Israeli soldiers fired sound bombs and tear gas canisters. As a result, many civilians suffered tear gas inhalation, and no injuries were reported.

At approximately 13:35 on the aforementioned day, dozens of Palestinian civilians and international activists organized a peaceful demonstration in the centre of Kafr Qaddoum village, northeast of Qalqilya, in protest at the closure of the eastern entrance of the village with a metal gate since the second Intifada. Protestors threw stones at the Israeli soldiers who fired live bullets, tear gas canisters, rubber-coated steel bullets, and sound bombs in response. As a result, many civilians suffered tear gas inhalation and others sustained bruises due to being beaten up by Israeli soldiers.

Other Demonstrations

On Friday afternoon, 30 May 2014, dozens of Palestinian young men gathered near gathered at the western entrance of Selwad village, northeast of Ramallah on the road between Selwad village and Yabrod village near Street (60) to throw stones at the aforementioned street. The Israeli soldiers stationed in the area fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at them and chased them into the village. Moreover, a number of civilians suffered tear gas inhalation and others sustained bruises as they were beaten up by Israeli soldiers

At approximately 11:00 on Saturday, 1 June 2014, activists from national forces in cooperation with Hebron Defense Committee in addition to city residents organized a peaceful demonstration at the entrance of al-'Arroub refugee camp in solidarity with the Palestinian prisoners on hunger strike. Demonstrators took the streets raising the Palestinian flags and chanting slogans against the occupation. Israeli soldiers moved into the area and deployed in order to distance the demonstrators from the area and stop journalists from covering the event. The Israeli soldiers then fired live ammunition, rubber-coated bullets, sound bombs, sound bombs and tear gas canisters at the demonstrators. As a result, some of them suffered tear gas inhalation. In addition, Israeli soldiers chased youngsters and arrested Majed Taiseer al-Titi (17) and took him to an unknown destination. They closed the camp's entrance and searched vehicles.

At approximately 16:30 on Wednesday, 4 June 2014, activists from national and Islamic forces in cooperation with Hebron residents gathered before al-Sharawi in Ras al-Joura, in the northern area of the city. Demonstrators, who were mostly women, headed towards the northern entrance of the city which is connected to Bypass Road (60) raising the Palestinian flags and chanting slogans against the occupation. Israeli soldiers moved into the area and deployed in order to distance the demonstrators from the area and stop journalists from covering the event. The Israeli soldiers then fired sound bombs and tear gas canisters at the demonstrators and sprayed them with waste water. As a result, demonstrators were forced to leave the area.

3. Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets. Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

The total closure of al-Mentar ("Karni") crossing since 02 March 2011 has seriously affected the economy of the Gaza Strip. Following this closure, all economic and commercial establishments in the Gaza Commercial Zone were shut off. It should be noted that al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of its capacity to absorb the flow of imports and exports. The decision to close al-Mentar crossing was the culmination of a series of decisions resulting in the complete closure of the Sofa crossing, east of the Gaza Strip in the beginning of 2009, and http://www.pchrgaza.org/portal/en/index.php?view=article&catid=84%3Aweekly-2009&id=10365%3Aweekly-report-on-israeli-human-rights-violations-in-the-oc… 12/22 6/8/2014 Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territory (29 May- 04 June 2014) the Nahal Oz crossing, east of Gaza City, which were dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the beginning of 2010.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

The cooking gas crisis has fluctuated for 9 months due to the closure of Karm Abu Salem for security claims. According to PCHR’s follow-up, Israeli authorities only allow an average of 98 tons of cooking gas into Gaza per day. This limited quantity is less than half of the daily needs, which is 200 tons per day of the civilian population in the Gaza Strip during winter. The crisis has unprecedentedly aggravated for around six weeks due to cold weather and overconsumption in addition to the power outage and using gas as an alternative in many instances of electricity. The lack of diesel and benzene led to the aggravation of the crisis as a result of using the gas cylinder for cars or as an alternative for benzene to run generators. As a result, the demand for gas further increased.

For almost 6 consecutive years, Israeli forces have continued to prevent the delivery of construction materials to the Gaza Strip. Two years ago, Israeli forces approved the delivery of limited quantities of construction materials for a number of international organizations in the Gaza Strip. On 17 September 2013, they allowed the entry of limited quantities of construction materials for the private sector. However, on 13 October 2013, they re-banned it claiming that these materials are used for constructing tunnels. Last week, Israeli forces allowed the entry of construction materials only for UNRWA and UNDP projects. As a result, construction works have completely stopped impacting all sectors related to construction and an increase in unemployment levels.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices.

Israel has continued to close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel denied permission to access hospitals via the crossing for new categories of patients from the Gaza Strip.

The Egyptian authorities allow the population of the Gaza Strip to travel via Rafah International crossing, which connects the Gaza Strip with the outside world. Only limited and specified categories are allowed, including patients, students, persons that hold residencies in or abroad, men over 40 years, females in all ages, children under 18, persons who hold Arab and foreign nationalities, and members of Arab and international humanitarian delegations. Supposedly the crossing opens seven days a week. Nowadays, the crossing is overcrowded due to the prolonged procedures from the Egyptian side, particularly after closing it for several days over the past weeks due to Egypt’s security conditions, which has affected the travelers’ movement in both directions. Other Imports: On Sunday, 18 May 2014, Israeli forces allowed the entry of 2,690 tons of cement and another 380 tons of cement for UNRWA. They also allowed the entry of 456 tons of fodders and 280 tons of wheat. On Tuesday, 20 May 2014, Israeli forces allowed the entry of 665 tons of fodders and 255 tons of wheat. On Wednesday, 21 May 2014, Israeli forces allowed the entry of 3,375 tons of cement and another 120 tons of cement for UNRWA. They also allowed the entry of 565 tons of fodders and 490 tons of wheat. On Thursday, 22 May 2014, Israeli forces allowed the entry of 3,865 tons of cement and another 317 tons of cement for UNRWA. They also allowed the entry of 840 tons of fodders and 385 tons of wheat.

Empty Plastic Containers Returned to Israel via Karm Abu Salem

On Sunday, 18 May 2014, Israeli forces allowed 7 truckloads of empty plastic containers to be returned via Karm Abu Salem. On Tuesday, 20 May 2014, Israeli forces allowed 3 truckloads of empty plastic containers, 3 truckloads of wooden boards, and a truckload of empty oxygen tanks to be returned via Karm Abu Salem. On Wednesday, 21 May 2014, Israeli forces allowed 2 truckloads of empty plastic containers to be returned via Karm Abu Salem. On Thursday, 22 May 2014, Israeli forces allowed 4 truckloads of empty plastic containers to be returned via Karm Abu Salem.

Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:

· Hebron: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 08:00 on Thursday, 29 May 2014, Israeli forces established a checkpoint at the entrance of Yatta village, south of. At approximately 16:00, Israeli forces established a similar checkpoint at the entrance of al-Fawwar refugee camp, south of the city. All checkpoints were removed later, and no arrests were reported.

At approximately 07:30 on Friday, 30 May 2014, Israeli forces established a checkpoint at the northern entrance of the city. The checkpoint was removed later, and no arrests were reported.

At approximately 08:00 on Saturday, 31 May 2014, Israeli forces established a checkpoint at the entrance of Beit Kahel village, northwest of Hebron. At approximately 16:30, another checkpoint was established at the entrance of al- Arroub refugee camp, north of the city. All checkpoints were removed later, and no arrests were reported.

At approximately 07:30 on Sunday, 1 June 2014, Israeli forces established a checkpoint at the entrance of Yatta village, south of Hebron. At approximately 08:00, another checkpoint was established at the entrance of Sa'ir village, east of the city. All checkpoints were removed later, and no arrests were reported.

At approximately 08:00 on Monday, 2 June 2014, Israeli forces established a checkpoint at the entrance of al-Fawwar refugee camp, north of Hebron. At approximately 16:00, another checkpoint was established at the southern entrance of Halhoul village, north of the city. All checkpoints were removed later, and no arrests were reported.

At approximately 08:00 on Tuesday, 3 June 2014, Israeli forces established a checkpoint at the northern entrance of Hebron. The checkpoint was removed later, and no arrests were reported.

At approximately 04:00 on Wednesday, 4 June 2014, Israeli forces established a checkpoint at the entrance of Ezna village, west of Hebron. The checkpoint was removed later, and no arrests were reported.

· Ramallah: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 15:30 on Thursday, 29 May 2014, Israeli forces establish a checkpoint near the intersection of Beit O're al-Foqa, southeast of Ramallah. At approximately 17:30, a similar checkpoint was established under the bridge of Kherbtha al-Mesbah, southwest of the city. All checkpoints were removed later, and no arrests were reported.

At approximately 09:30 on Friday, 30 May 2014, Israeli forces established a checkpoint at the entrance of al-Nabi Saleh village, northwest of the city. At approximately 18:40, a similar checkpoint was established at the eastern entrance of al-Tiba village, northeast of the city. All checkpoints were removed later, and no arrests were reported.

At approximately 10:30 on Saturday, 31 May 2014, Israeli forces established a checkpoint at the entrance of Beit O're al-Foqa village, southeast of Ramallah. At approximately 11:30, Israeli forces established a similar checkpoint at the entrance of Bil'in, west of the city. All checkpoints were removed later, and no arrests were reported.

· Bethlehem: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 07:00 on Friday, 30 May 2014, Israeli forces established a checkpoint at the entrance of Beit Fajjar village, south of Bethlehem. The checkpoint was removed later, and no arrests were reported.

· Qalqilya: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 18:00 on Friday, 30 May 2014, Israeli forces established a checkpoint at the entrance of ‘Azoun village, east of Qalqilya, and another one at the eastern entrance of the city. At approximately 18:30, the first checkpoint was removed, and at approximately 18:40 the second checkpoint was removed as well. No arrests were reported.

At approximately 10:30 on Saturday, 31 May 2014, Israeli forces established a checkpoint at the intersection of Jeet village, northeast of Qalqilya. Israeli soldiers arrested Mohammed Hamdan Awees, a Palestinian national security officer, then released him before removing the checkpoint at approximately 14:30.

At approximately 22:50 on Sunday, 1 June 2014, Israeli forces established a checkpoint at the at the entrance of ‘Azoun village, east of Qalqilya. The checkpoint was removed later, and no arrests were reported.

At approximately 12:10 on Monday, 2 June 2014, Israeli forces established a checkpoint at the at the intersection of Jeet village, northeast of Qalqilya. At approximately 15:00 of the aforementioned day, a similar checkpoint was established at the at the western entrance of Amatin village, northeast of Qalqilya. At approximately 20:30, another checkpoint was established at the entrance of al-Fundoq village, east of the city. At approximately 22:00, another checkpoint was established at the entrance of 'Azoun village, east of the city. All checkpoints were removed, and no arrests were reported.

· Salfit: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 17:00 on Saturday, 31 May 2014, Israeli forces established a checkpoint between Salfit city and Brouqin village, west of the city. At approximately 17:35, the checkpoint was removed, and no arrests were reported.

· Tulkarm: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 16:00 on Thursday, 29 May 2014, Israeli forces established a checkpoint at the place of a former checkpoint on the main road between Tulkarm and Qalqilya, near the entrance of Jabbarah village. The checkpoint was removed later, and no arrests were reported.

At approximately 11:00 on Saturday, 31 May 2014, Israeli forces stationed at ‘Inab checkpoint on the main road between Tulkarm and Nablus, east of Tulkarm tightened restrictions against Palestinian and obstructed their movement. The tightening ended later and no arrests were reported.

· Jenin: Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 09:00 on Thursday, 29 May 2014, Israeli forces established a checkpoint at the entrance of village, west of Jenin. At approximately 15:00, the checkpoint was removed, and no arrests were reported. At approximately 22:00, another checkpoint was established on the road between Kafer Dan village and al-Yamoun village, north of the city. The checkpoint was removed later, and no arrests were reported.

At approximately 20:30 on Saturday, 31 May 2014, Israeli forces established a checkpoint on the road between Jenin and Tulkarm and Nablus, near the intersection of Arrabah village, south of Jenin. The checkpoint was removed later, and no arrests were reported.

At approximately 09:00 on Sunday, 1 June 2014, Israeli forces established a checkpoint on the road between Jenin and Tulkarm and Nablus, near the intersection of Jaba' village, south of Jenin. At approximately 10:00 on Sunday, 1 June 2014, Israeli forces established a checkpoint on the road between Jenin and Tulkarm and Nablus, near the entrance of Seilat al-Dhaher village, south of Jenin. All checkpoints were removed later, and no arrests were reported.

Arrests and Maltreatment At the Border between the Gaza Strip and Israel • At approximately 09:00 on Sunday 1 June 2014, Hazem Ziad Yasine al-Madhoun (26), from al-Saftawi neighborhood in Jabalia, headed with 6 of his colleagues to an interview with Israeli intelligence officers at Erez crossing. Al-Madhoun is a monitoring and evaluation officer at a French medical relief organization. The interview came after the organization had filed an application for permits for its staff to participate in a three-day training course in the organization's headquarters in Ramallah.

Field investigating shows that al-Madhoun headed to meet the Israeli intelligence three times. The first one was on Tuesday 28 May 2014, the second was on Wednesday 28 May 2014, and the third interview was on Sunday morning 1 June 2014. The family received a last minute call from Mohammed Abu Nahla, the security officer at the aforementioned organization, informing the family that their son is a being held in Israeli prisons for non declared reasons.

• At approximately 18:00 on Thursday, 30 May 2014, Israeli forces redeployed at Attara checkpoint at the northern entrance of Birzeit, north of Ramallah. Before removing the checkpoint, Israeli soldiers arrested Adham Abdel Hafiz Mustafa Mizher (26), from Deir Nizam village, northwest of the city, when he was returning from Ramallah to his house. The prisoner was taken to an unknown destination.

• At approximately 10:00 on Friday, 30 May 2014. Israeli forces stationed at the Container checkpoint, established at the western entrance of the closed al-Shuhada road, at the center of the city, arrested Mohammed Hamed al-Hamal (28) and Diab Ibrahim al-Karki (20). The prisoners were taken to an unknown destination.

• At approximately 08:00 on Monday, 2 June 2014, Israeli forces stationed at Bart'a military checkpoint at the entrance of the northern village of Bart'a, which is isolated from its surroundings with the annexation wall, southwest of Jenin, arrested Amjad Ahmed Tamer Isa (32) from 'Anin village, northwest of the city. The prisoner was taken to an unknown destination.

• At approximately 20:30 of the aforementioned day, Israeli forces stationed at the annexation wall in Zaboubia village, northwest of Jenin, arrested Ahmed Jama Asa'd Jaradat (16) and Laith Muhmmed Ismail Eghzeil (16), while they were playing in the agricultural lands near the annexation wall, west of the aforementioned village. They were taken to an unknown destination and were released later after the Palestinian Military Liaison intervened.

• At approximately 08:00 on Tuesday, 3 June 2014, Israeli forces stationed at al-Container checkpoint, northeast of Bethlehem arrested Ahmed Mousa Abu Haleel (24) and Ra'fat Ismail Abu Haleel (30), from Dora village, southwest of Hebron. The aforementioned prisoners were arrested while heading to Qalqilya and were taken to an unknown destination.

4. Efforts to create Jewish majority in occupied East Jerusalem

· On Thursday, 29 May 2014, Israeli forces deployed in the nearby neighborhoods of al-Aqsa Mosque in the Old City in Jerusalem and raided a number of houses in the neighborhoods of Bab Hatah, Bab al-Majles and the African Community neighborhood. A members of the al-Fakhouri family said to a PCHR fieldworker that at approximately 02:00, Israeli forces raided 3 houses belonging to his relatives and attacked Um Adib al-Fakhouri (72) as an Israeli soldier punched her on the chest so she fell to the ground. He added that the Israeli soldiers attacked as well Ahmed Dib ‘Abdel Fattah al-Fakhouri (57) as they sprayed pepper gas to his face directly while trying to distance them from the lady. They also arrested his son, ‘Abdel Fattah al-Fakhouri (27), and his brother, Sa’eb (27). The injured persons were taken by a staff of the Red Crescent Society to al-Maqased Hospital in the city to receive medical treatment.

· At approximately 22:00 on Friday, 30 May 2014, Israeli forces moved into Bab al-‘Amoud neighborhood, east of the Old City in Occupied Jerusalem. They established a checkpoint in the central quarter of the aforementioned neighborhood. A number of Palestinian youngsters gathered to throw stones at the Israeli soldiers, who in response fired sound bombs and tear gas canisters at them. No injuries were reported.

· At approximately 19:00 on Saturday, 31 May 2014, Israeli forces moved into Selwan village, south of the Old City in Eastern Jerusalem. They established a checkpoint in ‘Ein al-Lozah in the aforementioned village. They arrested ‘Amer Zidani (19) and Hamzah Siam (21) and removed the checkpoint later taking them to an unknown destination.

· At approximately 21:00 on Sunday, 01 June 2014, dozens of Palestinian civilians in al-Wad Quarter in the Old City in Occupied Jerusalem gathered to celebrate the release of two prisoners, ‘Ammar al-Husari and Ahmed Abu Farhah, from the Israeli prisons. Israeli forces surrounded the area and arrested Mahmoud ‘Abdel Latif (23). They fired sound bombs and pepper spray at them. As a result, 3 civilians, including 2 children, were wounded and wre then taken to al- Maqased Hospital to receive medical treatment. The wounded were identified as: Yasser Samir Najib (31); Khaled ‘Awad Baraghithi (10) and Nour al-Zorba (4).

Yasser Najib said to a PCHR fieldworker that Israeli forces fired rubber-coated metal bullets from a short distance at the crowd coming from al-Aqsa Mosque when they reached al-Wad Quarter. As a result, he was wounded to the back and sustained sound bomb shrapnel wounds to the upper part of the thigh. He added that he saw the Israeli soldiers beating Palestinian civilians who were present in the area with sticks, and saw that Nour fell to the ground when an Israeli soldier pushed him. Mofidah al-Baraghithi, mother of Khaled, said that her son sustained sound bomb shrapnel wounds between his legs and the upper part of his right thigh when he went out to buy bread from a grocery shop near http://www.pchrgaza.org/portal/en/index.php?view=article&catid=84%3Aweekly-2009&id=10365%3Aweekly-report-on-israeli-human-rights-violations-in-the-oc… 19/22 6/8/2014 Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territory (29 May- 04 June 2014) his house in al-Wad Quarter. She added that her child was first taken to al-Maqased Hospital, which did not accept him due to the burns between his legs, so he was taken to Hadasa ‘Ein Karem Hospital. Doctors there told her that the bomb shrapnel cut a vein in the upper thigh of the child and caused him moderate burns in that part.

· At approximately 23:00 on Sunday, 01 June 2014, Israeli forces moved into Selwan village, south of the Old City in Occupied Jerusalem. They established a checkpoint in ‘Ein al-Lozah in the aforementioned village. A number of Palestinian youngsters gathered to throw stones at the Israeli soldiers, who in response fired sound bombs at them. No injuries were reported, but Israeli forces arrested Sameh Maher Samhan (21) and took him to an unknown destination.

· At approximately 18:00 on Tuesday, 03 June 2014, israeli forces raided a house belonging to the family of Yasser Ahmed al-Baraghothi in al-Wad Quarter in the Old City in Eastern Jerusalem. They arrested al-Baraghothi's son, Ahmed (18), and withdrew later taking him to the detention center in al-Maskoubiah.

Bulldozing of Houses

· On Monday, 02 June 2014, Israeli forces bulldozed 4 facilities used as car wash garages located on the main street near the entrance of Hazma village, northeast of Occupied Jerusalem. Mowafaq al-Khatib, Chairman of Hazma village council, said that Israeli forces surrounded the village's entrance at approximately 02:00 on the same day and bulldozed 4 car wash garages. He added that the Israeli forces closed the shops near the main street of the village and handed others notices to bulldoze their shops.

· On the same day morning, Israeli forces bulldozed a barrack used as horse barn and a fence belonging to Wazqaz family in ‘Ein al-Lozah neighborhood in Selwan village, south of the Old City in Eastern Jerusalem. The owner of the barrack, Ashraf Wazwaz, said to a PCHR fieldworker that dozens of military vehicles in addition to an Israeli bulldozer surrounded the aforementioned area at approximately 10:00 and started bulldozing without any prior warning. It should be mentioned that the barrack is of an area of 40 square meters and its owner built it two years ago at a cost of 50 thousand shekels.

· At approximately 10:50, Israeli forces bulldozed a car garage in al-Shayyah neighborhood in Ras al-‘Amoud area, east of the Old City in Eastern Jerusalem. Tamer Aslan, the owner of the garage, said to a CPHR fieldworker that Israeli forces surrounded the neighborhood and turned it into a closed military zone. They bulldozed a 40-sqaure-meter garage he had owned for 7 years. He added that Israeli municipality employees came a month ago to the aforementioned place and asked him to remove the cement roof of the garage and replace it with one made of tin. He said that he carried out their orders, but he was surprised that they destroyed the garage without any prior warning.

5. Settlement activities and attacks by settlers against Palestinian civilians and property

Attacks carried out by Israeli forces

At approximately 09:00 on Sunday, 01 June 2014, Israeli forces accompanied by a vehicle belonging to the Construction and Organization Department in the Israeli Civil Administration moved into the agricultural lands in the vicinity of Kherbet Um al-Kheir area, east of Yatta, south of Hebron. They deployed in the area and the Construction and Organization office handed ‘Eid Yamen al-Hathalin a notice to halt construction works, including removing the barbwires which surround his 150-dunum land.

At approximately 11:00 on Monday, 02 June 2014, Israeli forces removed arbors used by the residents of Beit Ummar village, north of Hebron, to sell fruits and vegetables near Jerusalem-Hebron Bypass Road 60 .

At approximately 15:00 on the same day, Israeli forces confiscated a tractor belonging to ‘Ali Dawoud Ghayyad al-‘Allami when he was on his way back from his land in Khelet al-Sheikh area adjacent to Beit Ummat village, north of Hebron. They arrested his son ‘Ammar and took him to “Kermi Tsour” settlement.

At approximately 07:30 on Sunday, 01 June 2014, a group of settlers attacked Faris Akram Abu Sneinah (9) and Hatim Taysir al-Qasrawi (7) near checkpoint (56) established at the western entrance of al-Shuhadaa’ Street in central Hebron when the two children were on their way to school. Faris Abu Sneinah was then taken to Hebron Governmental Hospital to receive necessary treatment.

Faris Abu Sneinah Said to a PCHR fieldworker that:

“At approximately 07:30 on Sunday, 01 June 2014, I left home heading to school and met on my way with my friend, Hatim al-Qasrawi (7), who is a student at Cordoba School. We walked together till we reached near checkpoint (56) established at the entrance of al-Shuhadaa’ Street, where a settler near my age wearing a red blouse and black shorts approached us. He then punched me in my abdomen and back and then kicked me in my testicles. At the same time, some cars and a small bus arrived and from which around 7 settlers got out. Some of them started pushing me and hitting me on the back and abdomen. I started crying and was very scared. A 50-year-old woman, whom I learnt later that she is from Qa’aqour family, then came and tried to help me and save me from the settlers’ hands. Meanwhile, Israeli soldiers arrived and distanced settlers from us asking them to get back to their cars and leave the area.”

Recommendations to the International Community

PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which Hamas won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.

In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the continued aggression against civilians in the Gaza Strip, PCHR calls upon the international community, especially the United Nations, the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:

1. PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self-determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the ; 2. PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non-recurrence of aggression against the oPt, especially the Gaza Strip; 3. PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt; 4. PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees; 5. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed; 6. PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals; 7. PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute; 9. PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian-Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights; 10. PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them; 11. PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure; 12. PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine; 13. PCHR calls upon the European Union to activate Article 2 of the EU-Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians; 14. PCHR calls upon the Palestinian leadership to sign and accede to the Rome Statute of the International Criminal Court and the Geneva Conventions, and calls upon the international community, especially the United Nations, to encourage the State of Palestine to accede to international human rights law and humanitarian law instruments.
