Apologies were received from the Chair, Unmesh Desai AM, Andrew Dismore AM, and Len Duvall AM, for whom Joanne McCartney AM, Dr Alison Moore AM, and Navin Shah AM attended as substitutes. 1.2 In the absence of the Chair, the Deputy Chairman, Steve O’Connell AM, assumed the Chair for the meeting. 1.3 The Chairman explained that, in accordance with government regulations, the meeting was being held virtually with Assembly Members and guests participating remotely. City Hall, The Queen’s Walk, London SE1 2AA Enquiries: 020 7983 4100 minicom: 020 7983 4458 www.london.gov.uk v1 2015 Greater London Authority Police and Crime Committee Thursday 14 January 2021 2 Declarations of Interests (Item 2) 2.1 Resolved: That the list of offices held by Assembly Members, as set out in the table at Agenda Item 2, be noted as disclosable pecuniary interests. 3 Minutes (Item 3) 3.1 Resolved: That the minutes of the Police and Crime Committee meeting held on 11 November 2020 be signed by the Chair as a correct record. 4 Summary List of Actions (Item 4) 4.1 The Committee received the report of the Executive Director of Secretariat. 4.2 Resolved: That the completed, ongoing and closed actions arising from the previous meetings of the Committee, and additional correspondence received, be noted. 5 Action Taken Under Delegated Authority (Item 5) 5.1 The Committee received the report of the Executive Director of Secretariat. 5.2 Resolved: (a) That the recent action taken by the Chair under delegated authority, following consultation with the party Group Lead Members and Caroline Pidgeon MBE AM, be noted, namely to agree: (i) A letter to the Deputy Mayor for Policing and Crime on funding and support provided to Safer Neighbourhood Boards, as attached at Appendix 1; and (ii) A letter to the Commissioner of Police of the Metropolis on domestic abuse and Christmas, as attached at Appendix 2. (b) That the response from the Deputy Mayor for Policing and Crime, as attached at Appendix 3, be noted. 2 Greater London Authority Police and Crime Committee Thursday 14 January 2021 (c) That the response from the Commissioner of Police of the Metropolis, as attached at Appendix 4, be noted. 6 Response to Domestic Abuse Report (Item 6) 6.1 The Committee received the report of the Executive Director of Secretariat. 6.2 Resolved: That the response from the Deputy Mayor for Policing and Crime to the Committee’s domestic abuse report, as attached at Appendix 1 of the report, be noted. 7 Question and Answer Session with the Mayor's Office for Policing and Crime and the Metropolitan Police Service (Item 7) 7.1 The Committee received the report of the Executive Director of Secretariat as background to the questions and answer session with the Mayor’s Office for Policing and Crime (MOPAC) and the Metropolitan Police Service (MPS). 7.2 The Chairman welcomed the following guests to the meeting: Sophie Linden, Deputy Mayor for Policing and Crime; and Sir Stephen House QPM, Deputy Commissioner, MPS. 7.3 A transcript of the discussion is attached at Appendix 1. 7.4 During the course of the discussion the Deputy Mayor for Policing and Crime agreed to arrange for Dr Paul Dawson, Head of Evidence and Insight, MOPAC, to meet with Siân Berry AM and discus the work done on body-worn video footage. 7.5 The Deputy Commissioner, MPS, agreed to provide: Further details on the timescales for delivering the work being done by the MPS, City of London and Action Fraud following recommendations made in Sir Craig Mackey’s review; Specific information on what the MPS has done to proactively support and identify children who may have been victims of online abuse during lockdown, and what support has been put in place for parents to assist with identifying issues and protecting their children; 3 Greater London Authority Police and Crime Committee Thursday 14 January 2021 Further details of undercover operations within political or activist groups; and The number of black families and black-led organisations that have been targeted by undercover MPS officers. 7.6 At the end of the discussion the Chairman thanked the guests for their attendance and helpful contributions. 7.7 Resolved: (a) That the monthly report from the Mayor’s Office for Policing and Crime, attached at Appendix 1, be noted. (b) That the report and answers given by the Deputy Mayor for Policing and Crime and the MPS to the questions asked by Members be noted. (c) That authority be delegated to the Chair, in consultation with party Group Lead Members and Caroline Pidgeon MBE AM, to agree any output arising from the discussion. 8 Procedure for Complaints, Serious Complaints and Conduct Matters (Item 8) 8.1 The Committee received the report of the Monitoring Officer. 8.2 The Chairman welcomed Emma Strain, Monitoring Officer, Greater London Authority, to the meeting. 8.3 The Monitoring Officer confirmed that the revised procedure provided a better and more rigorous process for the handling of complaints, serious complaints and conduct matters, including when the Committee should receive updates. 8.4 The Chairman thanked the Monitoring Officer for consulting the Chair and Deputy Chairman on the updated procedure. 8.5 Resolved: (a) That the revised procedure for the handling of complaints and conduct matters remain in place from 1 February 2021 onwards. (b) That no changes be made to the Police and Crime Committee’s delegation to the Monitoring Officer. 4 Greater London Authority Police and Crime Committee Thursday 14 January 2021 9 Police and Crime Committee Work Programme (Item 9) 9.1 The Committee received the report of the Executive Director of Secretariat. 9.2 Resolved: That the work programme as agreed by the Chair of the GLA Oversight Committee under delegated authority on 3 December 2020, and the additional activity undertaken since its last meeting, namely the informal briefing with the London School of Economics and the informal meeting with the Independent Office of Police Conduct, be noted. 10 Date of Next Meeting (Item 10) 10.1 The date of the next meeting was scheduled for Wednesday, 24 February 2021 at 10.00am. 11 Any Other Business the Chair Considers Urgent (Item 11) 11.1 There was no other business the Chairman considered urgent. 12 Close of Meeting 12.1 The meeting ended at 4.22pm.
