1 1.1 Project contents and scale 1.1.1 General Situation to Project For recent years, Tongxu County develops quickly in industry production. With the increasingly expansion of city scale, the growth of population of county seat as well as the continuously improvement of the people's living level, the water supply in Tongxu County is severely insufficient, which considerably constrains its economic and social development. Therefore, to build urban water supply network works and to set up a complete, rational and sound water supply system has become urgent. The Tongxu County this time, by the help of loan offered by World Bank, will build a water supply system with daily water supply capacity of 35000 m3/d. 3 Presently in Tongxu County, there is 1 water plant with water supply capacity of 8000 m /d, the water-consumption population is around 50000, and the consumption rate gets to 52%. The water supply is short, the contradiction between supply and demand is obvious for which sometimes suspension of water supply happens and severely affects the normal living of the people. In addition, the water supply network in this county is unreasonable with its overall arrangement, the technology of water treatment plant is incomplete, and the factors like the insufficiency of water-treatment degree have limited the development of water supply industry. In light of 2002-2010 City Overall Plan of Tongxu County, it is predicted that the gross 3 3 water consumption of county seat in 2010 be 43400 m /d, while that in 2020 be 75900 m /d. So the construction for the water supply project will effectively relieve the tension situation of short supply. As a World Bank-funded project, this project is under the general organization by Project Office. The preparation period of this project is from Jan. 2005 to Jun.2005, the construction period is from Jul.2005 to Aug.2006. It is predicted that this project will be put into use by the end of 2006. The total investment for this project is 5346.07 ten thousand yuan. 4 2. Natural and Social Environment 2.1 Natural environment 2.1.1 Geography location

Tongxu County is located at the middle by northeast of Henan Province, the west to Yudong Plain. Its geography coordinate is North Latitude 340 15' -34° 34' , East Longitude 1140 38' . It connects with Qixian in east, interfaces in west, neighbors on in south while near to Kaifeng County in north. Centered with county seat, it is 45 km away from Kaifeng City, while 120 km away from City. Covering an area of 766.22 km2, its west-east realm is 31.2 km wide, while north-south realm 34.8 km long 2.1.2 Geology, physiognomy and soil

Tongxu County belongs to Yellow River alluvial plain, its topography is plain, high in northeast but low in southeast, the whole terrain inclines from northwest toward southeast by gradient degree of 1:4000. Its average altitude is 61 m or so, the lowest altitude is 57.1 m but highest altitude 67.6 m. The soil in this county involves 3 soil types, 4 subtypes, 6 soil genus and 35 soil species. However, it is dominated by moisture soil species like the two-category-mixing soil, sand soil and silt soil, covering an maximum area, among them, the two-category-mixing soil accounts for 61.94% of soil area, and sand soil for 26.93%, silt soil for 9.7%, drab soil for 0.53% Salinized chao soil for 0.9%. The soil organic matter content is 0.89% averagely. The total land area over the county is 1,151,000 mu, among it, cultivated land is 780,000 mu, accounting for 67.3%, the per capita cultivated land is 1.43 mu, and woodland gets to 45000 mu. The Yellow River in all ages has many times flooded, busted, rechanneled in Tongxu County, the three remnant old embankment and two old channels cross over the whole county along west-east direction. The microtopography involves the geomorphic units such as bottomland facing Yellow River, the old channels of Yellow River, the bottomlands at landside etc. 2.1.3 Hydrological geology

The water resources in Tongxu County are abundant, in which the surface water involves surface runoff, water entering the county and water from Yellow River. The entering water mainly include those surface runoff from counties like Kaifeng, Weishi etc, the annual mean inflow volume is 0.068 billion in3, while that for water from Yellow River is 0.52 billion in3. The depth of annual mean runoff of surface water is 75 mm, runoff is 0.06 3 billion in . The surface water resources for overall county totals 0.131 billion i 3 , but annual mean consumption volume is 599000 in 3, accounting for 4.4%. The water layer of groundwater is mainly composed of mediate-fine sands, with thickness of 5220 m. The annual mean allowable production for shallow groundwater is 0.09 billion m3, averagely 112 per mu. The depth of burial for groundwater is universally around 3 m. The individual well capacity is 30 tons per hour in common, the water quality is preferable, belonging to HCO3-Na Ca -Mg Type water. The reasonable well amount for the whole county should be 6000. The superficial water quality may satisfy the 60% demand of the whole-county farmlands. However, in the long run, the water resources are still facing a problem concemning short resource. The rivers in Tongxu County whose drainage areas are large include seven trunk riverways, they are the Wohe River, the Old Channel of Wohe River, Xiaoqinghe River, Sunchenghe River, Baidihe River, Huiguqu Trench,

5 Biaotaigou Channel. 2.1.4 Weather

It belongs to the semi-humidity continental monsoon climate: it is dry, cold, few snow and rain in winter; but hot, concentrated with rainfall in summer; few rain but quick temperature return in spring, and cool in autumn with multi- overcast and rainy days. The whole county lies at the maxima area of optical energy. The annual mean hours of sunshine is 2428.7 hours, annual Percentage of sunshine is 55%, the sun-heat radiant quantity is averagely 122.06 therm / cm2, and the effective radiation quantity is 59.81 therm / cm2. Most frequent wind in Tongxu County is: north-by-east wind in winter, and south-by-west wind in sumnmer. The annual average winds peed is 3.35 m/s, but the maximum wind speed gets to 22 rI/s. 2.1.5 Vegetation and biodiversity

Tongxu County is under the administration of Kaifeng City; the ground plant in it gives priority to North China Florae. The Cultivated vegetation involves shelter-belt on farmland, park and garden, road shelter forest, county-surrounding shelter forest etc; the natural vegetation gives priority to salt-soil vegetation and sand-soil vegetation. Kaifeng City is located at a warm temperate zone, its water resources and light thermal resources are both abundant, which adapt to the living and multiplying for both animals and plants. In Caifeng City, the existing plants cover 121 Families, 400-odd categories, 800-odd species. The fauna to Kaifeng City belongs to the North China Fauna, its animal resources mainly fall into feeding animals and wild animals. The livestock includes cattle, horse, sheep etc., whi': az poultry gives priority to fowl and duck, and the fishery resource mainly refers to fish. The wildlife resources relate to nearly one hundred species, among them, the fowl species get to 54 species and belong to 6 orders, 10 Families and 23 categories respectively. 2.1.6 Hydrology for water source ground

In reference to the analysis in reconnaissance report of No.2 Water Plant of Tongxu Water Undertaking, and based on the exploration works in combination of geologic examinations to the water source lands of No.2 Water Plant, we have fundamentally make clear the burying, allocation, supply, runoff, discharge conditions for the different water bearing layer (shallow layer, mediate-deep layer, deep layer). . On the basis of field hydrogeologic survey and pump test, we have mastered about the water abundance as well as the hydrogeological parameter for different water bearing layer. The water bearing layer of shallow layer is 3 buried at 100-150m, rest water level is buried around 15 m; the unit water flow is 8.1 - 13.4m / h * m and the permeability coefficient is 4.4m / d. The water bearing layer of semideep layer is buried from 90 to 200m, the unit water flow is 4.- 6m3 / h * m. The deep aquifer is buried from 400 to 650, its rest water level is buried around 25m, the transmissibility coefficient is 815 * 15m2 / d, and elastic coefficient of storage u * 3 * 9XIO-4. 2.1.7 Hydrographical feature at the place the sewage is disposed and discharged As a major sewage-receipt water body for this project, the Old Channel of Wohe River is a first-level branch of Wohe River, belonging to Wohe River water system. The Old Channel is originated from the Xiaocheng Village north to this county, flowing by Zhangzhuang Village, Miaogang Village and reaching Houbogang Village where it turns toward southeast, then flowing by Daqinggang Village, Qiangetai Village where it runs toward southeast and meets the Xiaoqinghe River in Qixian County, and then runs into and enters Wohe River, with total length of 44.5km. In reference to Allocation Report of Kaifeng City on the

6 Function Area of Water environment, the water quality goal for this river is Category IV, its existing functions of use involve agricultural irrigation and draining water-logged, the river water mainly comes from Yellow River and the water of farmland etc. It is originated from Dashuanggou Village, by Dongshuanggou Village, it enters the Old Channel of Wohe River at the Maoli Village east to the county seat, with total length of 11km and control area of 25km2 . Its water quality goal is category V, the actual water quality is Category ultra-V, and the existing functions of use involve agricultural irrigation. 2.1.8 Major environmental problems in project area

Tongxu County is one of the city-level counties directly under jurisdiction along Huaihe River and also one of the main pollution sources of Huai River. For many years, the domestic water and processing water of Tongxu County Seat are mainly drained into the west branch of Old Channel without any treatment, those of some areas are penetrated directly into underground which causes pollution to the groundwater of shallow layer. The water quality for west branch of Old Channel is polluted severely due to having received the domestic sewage and industrial wastewater, and the contents for pollutions factors like the PH, COD, BOD, non - hydronium ammonia all have exceed the Category V standard value as stated in Standa'dfor Quality of Surface Water Environment. The pollution of water body has directly caused the pollutions to shallow-layer groundwater and the farmland on banks along the river and endangered the body health of the people on banks. 2.1.9 Basic intensity

The basic intensity of Tongxu County is Degree V.

7 2.2 Social Environment 2.2.1 Administrative allocation and population

By the end of 2002, there are 13 administrative villages and 7 residential committees in Tongxu County. The inhabitancy population of Tongxu County is 72082 people, in which the permanent inhabitancy population of county seat is 39628 people, the transient population is 496 people, the current population is nearly 10000 people and the students of non-local 2 registered permanent residence is over 10000. And the built-up area is 1Okm ; while the population in 2020 will reach 160000 people, built-up area will be 15 kM2, at the appointed time, the county seat will show its strong attracting strength and radiation strength in social & economic development, as a political, economic and cultural center, Tongxu County will present its city characters obviously and become a modem city of Yudong Plain. 2.2.2 Gross domestic products

The economy of Tongxu County gives priority to agriculture. There is cultivated land of 1151000 mu, per capita cultivated land 1.95 mu, the per capita cultivated land for agricultural population is 2.14 mu. The principal crops involve wheat, com and soybean etc., commercial crops involve cotton, peanut and rape etc., in addition to multi-amphisarca, vegetable, tree and pent. In 2002, the grain gross production gets to 268692 Tons, while the output of oil plants to 30151 Tons, the cotton gross production to 10838 Tons and gross production for amphisarca and vegetable to 1178490 tons. In the last few years, the planting area for economic fruit-bearing forest has increased substantially, covering apple, peach, grape etc., the fruit-bearing forest area in 2002 reaches 19100 mu. The total output value of agriculture in 2002 reaches 144062ten 144062 ten thousand yuan. In Tongxu County, the industrial base is poor, and the industrial development is very slow in the period from the foundation of China to the 1970s. However, with the help of spring breeze of reform and opening up, economy of Tongxu County sees a mushroom Growth, the industrial undertaking also develops vigorously, and the core industries like the processing of subsidiary agricultural products, chemical industry, construction, textile and leather etc. have driven the development and growth of other industries. By the end of 2002, the industrial enterprises at township level or above have counted up to 3595, the gross output value of industry in 2002 has gotten to 304705 ten- thousand yuan. As a historically famous market town,' the Tongxu County seat is developed with commerce and trade. Of late years, as the increase of surplus labor and the inrushing rural population into county seat, more and more people are engaged in the third industry, presently there are 3226 business stalls throughout county seat, and, by the end of 2002, the gross amount for commerce and trade service has gotten to 93559 ten thousand yuan. 2.2.3 Development goal and overall plan of county seat

In light of the Overall Plan of Tongxu County Seat (2003-2020), the overall goal is concemed with that the county seat will, on the basis of using the industry to prosper this county and enhance economic strength gradually, be built into a political, economic, cultural and Scientific information center, as well as a modem city giving priority to food and textile industries, supported by commerce and trade industries. The population and scale of Tongxu county seat are planned as: by the end of 2003, the population is 11000 people, the city zone area is 10.9 kin2 , the resident population is 98000 people, and the gross industrial output value is 1 billion yuan. In light of the development program of county seat, the population in 2010 in built-up area of county seat will be 130000 people, the land used for construction will be 20.6 km2 ; the population in 2020 in built-up area of county seat will be 160000

8 people, the land used for program will be 80-100 km2. (1) Principal industries and development program of county seat The economy of Tongxu County which is developing rapidly in recent years has formed a industry system supported by such industries as processing of subsidiary agricultural products, chemical industry, construction, textile, machinery manufacture, illumination industry etc. In light of Overall Development Program of Tongxu County Seat (2003-2020), the overall development goal is concerned with that the county seat will, on the basis of using industry to prosper this county and enhance economic strength gradually, be built into a political, economic, cultural and scientific information center, as well as a modern city giving priority to food and textile industries, supported by commerce and trade industries.

(2) Development goal for industrial economy 1) The industrial enterprises over the county should complete their adjustment of product structure in such a way that the industrial structure and economic structure is going in reason. The production equipments, technical level, management level, product quality could get to a new stage. The innovation dedication ratio as of 2006 may reach over 50%.

2) One or two big brand products which may affect the development of national economy should be cultured so as to produce a fist product to enter into national market and international market and thus drive the development of overall county economy.

(3) Construction program of major industries Major industries play a vital role in industrial economy and considerably affect the development tread and scale of industrial economy. In light of the industrial policy and the status quo of industries of Tongxu County, the.major industries involve: textile industry, machinery industry, light industry and food industry etc. 2.2.4 Status quo of water supply and water source protection

At present, the water supply is.undertaken by County Water Undertaking, which is founded in 1982, 3 with supply capacity of 8000 m /d, for which the water source is from groundwater, and there is 7 water-supply wells, 2 water tanks. The water supply area is 7.5 km2, and the application ratio of water supply gets to 52%. The DN75-300mm pipeline laid with Xingzheng Road, Renmin Road, Wenwei Road, Jiefang Road, Old street and north to Yinbing Road etc. is 15000 m long. Presently, the problems existing with the water supply of county seat mainly cover the following: ID Water supply is short, the contradiction between supply and demand is obvious; (2) The protection measures to water source is not powerful, the blind exploitation is serious; () The technological equipment for water plant is incomplete, the water treatment depth is not enough; (I The pipeline is unmatched, its allocation is not reasonable; © The sources of groundwater fail to subject to general management. The protection measures for water sources involve: (X) to enlarge the area of water saving and irrigation, to reduce the produced quantity of groundwater I) to subject the surface water and groundwater to the overall program, adjustment of storage jointly; I) to improve the recycle ratio of industry-purposed water, to drain the wastewater only after meeting the standard. 2.2.5 Discharge and wastewater treatment program of city

9 (1) Discharge of wastewater Hypsography of Tongxu County is high in west and low in east, the overall gradient degree is small, the mean gradient ratio is around 1/5000. The main draining riverway for county seat refers to the east branch of Duzhuanghe River. The existing draining direction for storm sewage runs in: storm sewage for county seat- west branch of Old Channel- Old Channel of Wohe River- Wohe River- Huaihe River.

(2) Existing environmental problem At present, the domestic sewage for county seat and partial industrial wastewater both are discharged directly, which causes pollution to surface water system and groundwater sources. The existing problems concerning discharge system for county seat involve: the draining pipeline system is unsound, the existing draining pipelines mostly fail to satisfy the design standards for setting depth of gradient of rain pipe and channel, draining in partial county seats is non-smooth, in addition, the confluence for storm sewage, the water quality of surface water is poor and the environmental pollution is heavy. The existing problems concerning the water supply for county seat cover the following: (G) insufficient of water supply capacity; (0) unmatched equipments with water plant; (a) the water quality failing to meet the standards; (G) the pipeline is unmatched, the application ration of water supply is low; (5) the groundwater lacking of overall management etc.

(3) Wastewater treatment program The Wastewater Treatment Plant (WTP) of 25000 m3/d for Tongxu County Seat is well prepared for construction, the preparation work is presently on going and the construction duration for this project is 2 years. 2.2.6 Traffic

There is a very convenient traffic condition in Tongxu County in which the Jingugang Railway, Jingjiu Railway, National Road 106, 106 crosses over respectively. The road condition is very sound; the provincial-level roads like the Zhengzhou- road, Kaifeng- road meet there. The local Chaoqi railway runs from east to west. The Zhengzhou International Airline Airport is only 70 km away from Tongxu County Seat and the two expressway-Rinan Expressway and Ashen Expressway cross over the county seat. 2.2.7 Culture & education

In Tongxu County, there are 16 various schools like the No.1 High School of Tongxu County, the Tongxu Experimental School etc., 10 of them are public maintained schools and 6 are local maintained schools. There are 449 teaching classes, 34532 students in total; the ratio between teachers and students is 1:23. And there is 1 Teacher Advance-service School, 1 special education school, and 1494 teachers and staff. The matching cultural buildings in County seat include Culture Station, Cultural Center, Library, County troupe, Cinema, Theatre, auditoria, office building of culture bureau. The building area for cultural 2 center is 4700 mn; the building area for library is 1200 in , the books. for library holdings is over 40000; 2 the building area for cinemna is 5600 mn2 , while that for theatre is 3450 rn . 2.2.8 Biological resources

The agricultural products in Tongxu County is very abundant, which have such features as majority of

1 0 man-made cultured plants, few natural vegetation, while majority of livestock and poultry, few wildlife. 2.2.9 Environmental protection and treatment program

(1) Use zoning of environmental protection Category I: Landscape belt along rivers, ecological greenbelt, large-sized public green space, cultural education zone, their atmosphere meets the national secondary standard; and the noise in daylight is less than 55dB ( A), but that in nighttime is less than 45 dB ( A). Category II zone: residential area in plan, mixing zone with business, traffic, dwelling and industry, the atmosphere for them meets the national secondary standard; and the noise in daylight is less than 60dB ( A), but that in nighttime is less than 50 dB ( A). Category III zone: those areas in which the industrial and junction trunk is located. The atmosphere meets the national secondary standard, the noise in daylight is less than 65dB ( A), but that in Nighttime less than 55 dB (A). Ecological control zone: principal area for ecological protection shall be focused on to keep its natural form, or, constructed with ecological woodland. Any construction which may cause a bigger comparatively damage to environment is forbidden. The ecological function for this area shall be recovered and improved gradually for the purpose of improving the environmental capacity of city. Control standard for water body environment: Those areas which are 50 m away from exploitation well within water source area are plotted as Primary water conservation district, while those areas which are 300 m are plotted as secondary protection zone.

1 1 (3) Assumption and means for comprehensive treatment (1) Protection of ecological environment may improve the sustainable development capacity. The sustainable development strategy shall be executed so as to reinforce the construction of ecological environment. Holding to the policy " giving priority to protection" , aiming at maintenance of ecological enviromnent, and focusing on the control of water pollution and control of atmospheric pollution, we shall step-by-step enhance the construction of ecological environment and environmental pollution prevention so as to promote the development of economy, society, resource and environment in an coordination way. (2) We shall enhance the environmental protection and prevention and control of pollution. Persisting in the policy the industrial pollution treatment shall be done in combination with reorganization of an industry, we shall restraint closely the project development of heavy polluting industry with a view to clear production. The construction project that enters the industrial concentration park area shall, in light of Regulations for environmental management for construction project, be done strictly with "system of environmental Impact Evaluation ", "Three simultaneousness system" for a unified treatment and unified management. (3) Construction of municipal sewage plant. A sewage treatment plant with some scale is to be built at the lower reach of industrial park of urban area with a view to integrated treatment of the domestic sewage and the wastewater which the industrial enterprise has treated. (4) A centralized breeding area for livestock and fowl is to be built for a further innocent treatment. (5) We shall enhance the prevention and control of pollution of farmland and agricultural products, focus on the development of detoxication and nuisance free agriculture, gradually eliminate "white pollution", and lay stress on the reconstruction of latrine and the popularization of methane-use technology. (6) We shall put in practice the project "blue sky, green water, green space", enhance the protection of drinking-water source, and ensure the safety of potable water for country residents. (7) We shall strengthen the management of traffic noise of urban area, exercise strict control over the vehicle to enter city, enhance the sound-forbidden work with horn for vehicle, and reduce the urban traffic noise. (8) We shall push ahead with the separate collection of domestic refuse, as well as assortment transportation and innocent treatment, and push ahead with popularization of fuel gas at urban area. (9) We shall develop the environmental education vigorously, and enhance the consciousness of ecological environment and capacity of social participation. 2.2.10 Principal problems concerning social environment

The water supply potential of tap water for Tongxu County for this time is far from meeting the demand which gives rise to a great inconvenience to the people's living and economic development. Presently, due to short supply with water, the inhabitants and partial enterprises use water by the aid of self-provided wells for which the water quantity and quality are both instable, which directly influence the health of the people; in addition, the groundwater is in disorder exploitation, which is adverse to the sound distribution and protection of groundwater. In light of the investigation of Tongxu Sanitation and Antiepidemic Station to the endemic fluorosis situation, the dental fluorosis and Kaschin-Beck disease are the commonly diseases encountered by the inhabitants of county seat and its surrounding, with cardinal symptoms like the dental fluorosis and pain with articulation. 3.1 Air Quality standard presented The contents for SO2, NO2 for areas where the project is located meet the secondary in Table I ((Standard for environmental quality )) (GB3095-1996) 3.2 Surface water

The surface water for areas where the project is located mainly refers to the west branch of Old Channel, the existing water quality is classified as category V due to having received the domestic sewage and industrial wastewater of Tongxu County seat, with key pollutants of COD: 296mg/L and ammonia nitrogen. 3.3 Groundwater

The groundwater of shallow layer for areas where the project is located is polluted slightly, with key pollutants of total hardness, fluoride etc., while the quality of groundwater of semideep layer is preferable. 3.4 Noise

The environmental noise upon monitoring shows the fact that it is 42.9dB (A) in daytime while 39.7dB (A) at nighttime, meeting the reference standard---secondary standard as stated in GB3096-93 Environmental Noise Standard for Urban Area. 3.5 Ecology The ecological environmental quality for this area is good. 3.6 Principal environmental problems The water quality of river exceeds the standard Category V, which shows a heavy pollution.

1 7 5. Engineering Analysis 5.1 Introduction to process flow

This project belongs to a production and supply industry of tap water. The production process for tap water is as follows: The groundwater after being pumped will, through a conduit pipe, be transferred to a sedimentation tank for sedimentation, after that, the groundwater will then, through conduit pipe, be sent to a water distribution plant, and a liquid chlorine-adding point shall be set at the ingress of clean water tank with a view to adding chlorine for degermation and disinfection. In the clean water tank, the water will be intensively mixed with medicine so as to ensure the effect of disinfection. The quality of water after treatment shall meet the requirements of drinking water standard. 5.2 Principal design parameter

1 8 5.4 Main pollution processes 5.4.1 Construction stage

(1) Dust: The dust in construction stage respectively comes from the vehicle to transport building materials, the field construction and the laying of pipeline. The key pollutant is TSP. (2) Noise: The noise in construction stage considerably come from the those high noise equipments applied at construction, like the excavator, pile driver, cutting machine, electric saw etc. The maximum source intensity value may get to 1IOdB (A) (3) Solid waste: The solid waste at construction stage is mainly originated from domestic refuse, building refuse and waste earthworks. (4) Drain due to cleaning well: the drained wastewater is produced when cleaning up the well. 5.4.2 Operation stage

(1) wastewater: The wastewater at operation stage mainly comes from the domestic sewage. The production quantity for wastewater may get to 1440t / A. Wastewater due to cleaning tank: The wastewater due to cleaning up tank once per year may get to 250 tons. (2) Waste gas: The waste gas at operation stage is produced because few inorganized chlorine is emitted due to the occurrence of running, emission, drop, leakage cases when adding chlorine in chlorinator room. Major ecological impact: The major ecological impact for this water supply project mainly involve the construction of water source area project in which the farmland vegetation will be damaged, and the construction of conduit pipe in which it is not necessary to pass through riverway and bridges, the construction type is subject to a by-stage construction during which the filling work can be done at the same time, therefore it brings a slight impact to ecological environment due to short construction period, and, few soil and water loss. In addition, the construction of water distribution plant may considerably damage the agricultural vegetation, however, the hardening and afforestation to water source area and plant site may, after the completion of project, be adopted in such a way to reduce its impact to an undermost degree.

2 0 7. Environmental Impact Analysis

7.1 Environmental impact and pollution control measures at construction stage 7.1.1 Analysis to water environmental impact

The sewage at construction stage is mainly originated from domestic sewage of construction staff, which may cause no impact to surrounding water body due to small quantity and few pollutants. 7.1.2 Analysis to impact due to dust pollution

The dust pollution at construction stage involve two types, one type refers to the dust produced during transporting building materials, such dust may, due to transportation line being so long, cause pollution in transportation line if no proper pollution control measures are adopted. However, the evaluated project is located north to Old county seat, it will, after adopting some proper control measures during transportation, cause slight impact to the people. Another type is concemed with the dust which is produced at constructions, such as the in-field earth excavation, on-the-spot piling up, on-the-spot field conveying and piling up of building materials, clearance and piling up of construction refuses etc. The dust at construction field may give rise to some impacts to the work staff and those areas at wind direction. The construction unit must do well the water spraying work at those areas the dust is likely produced like the piling-up field, construction site, so as to keep ground humidity; the materials which may likely produce such dusts as cement and lime shall be stored in material storage or covered with canopy cloth. 7.1.3 Analysis to impact due to noise pollution

The main noise sources at construction stage come from such high noise equipments as excavator, pile driver, jolter, cutting machine, electric saw etc. the maximum source intensity value is I 1OdB (A) . The noise which the project produces may give rise to a big impact to surrounding environment. Clause 30 as stated in the Prevention and Treatment Law on Noise Pollution of the People's Republic of China defines that the constructions at night which may produce environmental noise pollution is forbidden. Therefore, the construction unit shall avoid an at-night construction as far as possible, and the high-noise equipment shall work to avoid nooning time; the pipeline's construction shall, when passing a sensitive area, be done in manner of labour excavation so as to control the noise impact to the undermost degree. 7.1.4 Analysis to impact due to solid waste

The solid waste at construction stage involves the building refuse and construction earthwork, among therm, the building refuse refers to those produced due to dismantling the former building at the previous stage of construction, the construction refuse refers to the building refuse and waste earthwork. The solid waste at construction stage reaches to an amount of around 14000 tons. If failure to treat solid waste in time, it will produce a secondary dust and thus cause partial environmental pollution, which may bring impacts to site staff and surrounding environment at leeward direction. The construction unit shall clean the building refuse out of construction site timely and send them to local special waste treatment site or piling-up site, and shall backfill the waste earthwork into natural

2 1 low bottomland timely. 7.1.5 Analysis to ecological environment impact

The impact of the purposed project to ecological environment is mainly concerned with the cultivated lands to be occupied by the construction of water distribution plant, and the farmlands and road to be occupied during the laying of conduit pipeline. The environmental impact caused by laying of conduit pipeline is mainly concerned with the construction stage, including the following: (1) Damage to agricultural ecological environment on the way (O Temporarily occupied farmlands will reduce their grain output, which will also cause a temporarily damage to the agricultural ecological enviromnent which have come into being in local place. (O) The large amount of earthwork which is excavated during construction will change directly or indirectly the partial ecological environment and further reduce the fertility of soil. 0)The cut-away trees during construction will also give rise to a relative impact to surrounding ecological environment, but the amount is small and may be recovered reasonably after the cornpletion of construction, for this reason, it will not cause a long-term adverse impact. 7.1.6 Impact to city ecological landscape due to construction

The piling-up of materials at construction site, the set and use of construction instruments, especially the excavation of road and the piling of earthwork at the construction of pipeline, all will cause an adverse impact to the overall harmonious ecological landscape. 7.1.7 Impact to sensitive spots like the natural reserve scenic spot, cultural relic and historic site due to construction

There are no sensitive spots like the natural reserve scenic spot, cul--iral relic and historic site appeared in the water source land, water distribution plant and along the laying line of pipe network. 7.1.8 Impact to residents' living due to construction

The impact at construction stage will be slight to the people surrounding due to no sensitive spots being found within 2000m away from the water source land and water distribution plant. 7.1.9 Rational analysis to environment on resettlement plan

No resettlement problem is concerned with this project. The impact of this project to local residents involve two aspects, one is the impact to local residents due to land acquisition required by water source land, another is the temporarily impact to local residents due to construction.

(1) Permanent occupied lands of this project The lands acquisition in this project is 36 mu, among it, water plant occupies lands of 18.9mu, water source land occupies lands of 17.1 mu, all of the lands belong to cultivated lands and are possessed by collectivity. The impact to area of occupied lands before and after construction of this project is presented in the table 7-1. (2) Temporarily used land at construction stage It refers to temporarily supplied lands at construction stage, including the sandstone stock ground for boring well, temporary road at construction stage, lands occupied by the construction of pipeline, the temporarily occupied land is around 70 mu.

(3) Population affected by the project The Population affected by the project refers to those people affected by land acquisition. In reference to site statistics, the land acquisition by water plant has actually affected 6 families, 24 people in total, and all of them belong to the agricultural population. In sum, the people involved in this project, no matter the permanent occupied land or temporary occupied land, is few and does not require resettlement, except for a rational compensation as per concerned national policies. 7.1.10 Environmental rational analysis to choice of earth-material stock ground, excavation waste dump

The building materials used at construction stage shall be conveyed by demands, which will not cause to much piling, so they will be piled up at construction site and covered by a poncho so as to prevent from dusts due to wind or, losses due to rain. The waste earthwork and building refuse will be temporarily piled up at construction site, among them, the earthwork will be backfilled timely, the rest earthwork will be used to fill in pits, while the building refuse will be cleaned away and transported to a city building refuse store ground. 7.1.11 Impact to the city traffic due to construction

The transportation of building materials and building refuse at construction stage will augment the traffic loan, but such adverse impact is slight for the reason that the plant address is far away from urban area and there are few vehicles going along transportation line. The laying of urban water supply pipe network may do a big adverse impact to city traffic and may cause a blocking at construction stage, for this reason, a temporary convenient pavement shall be set on the busy road, and also the construction shall be done by stages and shall be completed as soon as possible. In addition, the construction shall avoid the busy time with regard to a very busy road. The excavated earthwork shall, in addition to used to backfill, be removed timely, the piled-up earth shall avoid to occupy the road as far as possible in order to ensure a smooth traffic for the excavated road. 7.1.12 Impact to the people's health due to construction

The noise and dust produced at construction site may cause some adverse impact to the body health of construction staff, what's more, the dust in a big-wind day may cause a adverse impact to the health of

2 3 those people at leeward direction. 7.1.13 Impact to local society and economy due to construction

A large number of construction raw material needed in construction may bring some business chances to building material market. In aforesaid various impacts, the majority of impact of the project proposed to surrounding ecological environment will be temporary, except that the lands occupied by the construction of plant site may do a permanent impact; all of them will end by the completion of construction and will not give rise to a significant damage to surrounding ecological environment. 7.2 Environmental impact at operation stage 7.2.1 Impact to groundwater source of water source lands due to water consumption by project 2 The water source land for this project is proposed at a 3km area which is north to county seat, west to Wohe River, east to Gongkai Road. According to the preliminary survey conducted by the geophysical reconnaissance center of China Earthqiuake Bureau, the water bearing layer of the soil of this area features thick granule, large water yield, good water quality, so the quantity of water is sufficient and certified; in reference to the reconnaissance report, the allowable production for the water source area is 50400 m3 / d, the actual produced quantity is 35000 m3 / d, accordingly, it could meet the exploitation demand of 35000 m3 / d by this project. Presently, the groundwater the produced quantity for deep groundwater is few, the deep groundwater is mainly drained in manner of underground runoff and drained toward lower reach, in this sense, it is a advantage for using deep groundwater. Therefore, the water intake project with capacity of 35000 m3/d will not produce a big impact to the groundwater sources of this region. 7.2.2 Impact to ecological environment due to water source area and permanent occupied land

The permanently occupied land covers an area of 36 mu, among it, the water plant occupies lands of 18.9 mu, water source land occupies lands of 17.1 mu, all of them are cultivated lands and possessed by the agricultural community. The permanently occupied land will cause an impact that the former structure of earth surface is affected, the vegetation is damaged as well as the status quo of land use and the origin ecological system are changed partially. Therefore, the ground for plant site shall be hardened during construction, the vegetation surrounding plant site shall be recovered so as to avoid the occurrence of soil and water losses. The water demanded by ground plants is mainly from the shallow groundwater, the water source used by project belongs to the semideep groundwater and deep groundwater. As has a preferable isolation layer to the shallow layer, the water power connection is not close, and, the intake of water by project will not cause a vertical supplement to shallow groundwater and so will not affect the growth of ground plants and not cause a ecological damage. 7.2.3 Impact to production water and domestic water of local farmer due to intake of water

This proiect will not cause imact to the production and domestic water of the local people for the

2 4 reason that there is no villager and no irrigation well in the water source land. The farmland irrigation gives priority to the irrigation by Yellow River water which is introduced through the Qiliwan of Huigu Ditch and distributed into each branch ditch through the west branch of Wohe River. A planned exploitation of groundwater source will be in favor of the use and distribution of water source. After this project is completed and put into use, the exploitation area will be supplied with water by flow pipe network.

7.2.4 Analysis to potential pollution source of water source area

The old channel of Wohe River is located at the east to water source land, Hugu Ditch at west, west branch of old channel at southwest. The Wohe River is also located at the east to the county seat, the water quality is good when it flows by the upper reach of water source land. The Huigu Ditch refers to an irrigation ditch by Yellow River water, the water in it is from Yellow River. The west branch of old channel is originated from the Dashuanggou Village lying at the north center of this county, flowing into the old channel of Wohe River at southwest direction at Maoli Village, the water quality at upper reach is good and falls down gradually due to receiving the domestic sewage and industrial wastewater, classified as category V. The rivers above have a function of alimentation to shallow groundwater. The mining water source for this project is the groundwater of semideep layer, which has no direct hydraulic connection to surface water, and no pollution sources surround the water source land. Additionally, during exploitation, a water-stop measure is applied to positions above deep layer in the water-source well, so the upper-layer groundwater will not vertical leakage to the semideep water layer, except that a safeguard will be carried out to the water source area after the completion of project. For this reason, it has a slight impact to the water quality of outlet water. 7.2.5 Discharge of Pollutant at operation stage

(1) Impact on water environment The project's impact to surface water is mainly due to the domestic sewage produced in office and living at operation stage. The discharge volume is 1440t/a, and the key pollutants involve COD of 3 146mg/m , ammonia nitrogen of 23mg/m 3, 0.033t/a, as well as PH: 6-9. The produced pollutant is few due to a small discharge volume, and will be drained into the city sewage pipe network after treated by septic tank, then drained into the old channel of Wohe River through west branch of old channel, so it has a slight impact to surface water environment. (2) Impact on atmosphere environment The project purposed does an adverse impact to surrounding atmosphere environment only when occurrence of leakage of chlorine. The little leakage of chlorine during normal production produces a very slight impact to regional atmosphere environment. (3) Impact on acoustic environment The noise for project proposed is produced when the water pump runs during water intaking and water transfer, the source intensity value is around 80 - 85 dB (A). The low noise equipments to be applied in this project will achieve in that the annoyance value 1m away from the pump room may be reduced to 60 -65 dB (A) by adopting such means as application of basically shock Absorption, semi-underground machinery room, deafening etc. In this way, the noise at plant boundary is predicted to meet the standards.

2 5 7.2.6 Risk accident analysis

At present, the domestic tap water production generally use the chlorination means. So the chlorine cylinder shall be strictly controlled in use and preservation to prevent from the occurrence of leakage accident. The probability of occurrence of leakage of liquid chlorine still exist although the probability of occurrence of leakage of liquid chlorine is very little; when in trouble, it may cause hurt to human body and animal, the chlorine may excite the eye, nose, throat, and will has a strong impact on the human's health and even cause to death once a ten-thousandths chlorine contents is maintained in air. In design, a automatic monitoring and waming device for chlorine is mounted in chlorinator room and chlorine storage, in addition to the mounting of safety materials and formulation of emergency measures, for this reason, the contamination accident may be reduced to an undermost degree. 7.2.7 Risk analysis to environment

The water intaking layer for water source area refers to the semideep layer (100 - 150m) and the deep groundwater (500 - 650m) . There is no fear of occurrence of a suddenly contamination accident for the reason that the surface water's impact to it is very slow and there is no other industrial pollution sources surrounding the water source area. 7.2.8 Environmental problems due to the augment of discharge volume of city sewage in future

With the enlargement of urban scale and the rapid development of economy, the city water demand will be augmented, so do the discharge volume of sewage. In light of the requirements of WTO of Provincial Financial Department, the newly-built water supply works shall give priority to satisfying the near-future construction demand, namely satisfying the urban water supply demand in 2010. By the requirements above, it is predicted that the water demand as of 2010 will be 43400 m3 /d, and the discharge volume of sewage will, if the discharge coefficient of sewage is calculated by 0.8, be 36000 m3/d; presently, the wastewater treatment project of 25000 m3/d (Stage I) of Tongxu County is in preparation, various approval procedures of which are on going, and which is predicted to be launched in December 2005, and put into use in December 2006; after its completion and putting into use, the discharge volume of produced pollutant will be reduced greatly, for this reason, the quality of surface water environment will be thus improved obviously. After the wastewater treatment project of 25000 m3/d is built and put into use, the wastewater will, by the west branch of Old Channel, be drained into the Old Channel of Wohe River; the key pollutants contained in the left water involve the COD of 39.2mg / 1, / ammonia nitrogen of 6.2mg / 1; and the discharge amount for COD and ammonia nitrogen has been reduced by 2281 t / a and 137t / A respectively; the discharge amount for COD and ammonia nitrogen after treatment is 730t / a and 137t / A respectively; and the put-down ratio gets to 75.8% and 50% respectively. In this sense, the construction of this wastewater treatment project may lead a big improvement of quality of left water of Old Channel of Wohe River and consequently considerably dedicate to the water pollution control of Huaihe River watershed. After the project is completed and put into use, the discharge volume for COD and ammonia nitrogen may satisfy the gross control index as stated by Kaifeng City. For details of the geology location for wastewater treatment plant, please see to Attached Diagram I. 7.2.9 Protection measures to environment at construction stage

2 6 T'he key pollutants at construction stage, no matter the construction of water distribution plant or that of water supply network, refer to the dust and noise. Therefore, the following measures are purposed: (1) The dust is prevented by means of sprinkling water, enveloping, backfill of earthwork timely, removing the construction waste and surplus earth timely etc., so as to reduce the pollution to an undermost degree; (2) At construction stage, it is forbidden to apply the measure closing down construction site to reduce noise because the construction of water distribution plant as well as the laying of pipe network must be done in the open air. We had better apply such measures as prohibiting the construction at nighttime, setting.up temporary sound barrier devices so as to reduce the noise to an undermost degree. (3) We shall inspire a civilized construction with a view to "In-favor-of-people project", and coordinate and solve timely the existing environmental problems at construction stage by the organization of the construction unit, liaison party of street committee and Proprietor. 7.2.10 Environmental protection measures at operation state

(1) Distribution water plant The principal problems at operation stage are concerned with the noise pollution and the inorganized discharge of little chlorine. 1) Those equipments which may produce a big noise like the pump shall refer to a low-noise environmental protection equipment, in addition, the pump room shall refer to a semi-underground type and be close, the high megaphanerophyte and fiutex shall be planted around plant boundary with a view to sound Insulation and noise reduction, and the pump room shall be set in the center of plant site and the noise at plant boundary shall meet the standards. 2) The little unorganized emitted chlorine from the chlorinator room shall be discharged by the aid of a discharge device, in addition to the installation of a automatic chlorine absorption device for the purpose of absorbing the leaked chlorine when occurrence of emergent leakage of chlorine.

(2) Protection of water source In light of Regulation for Pollution Control at Water Source Protection Area of Drinking Water, and in combination with the Overall Plan of City Development of Tongxu County (2003-2020), it is suggested for the construction unit to adopt the following protection measures: 1) The concerned departments shall control the city development within the water source area and must not build those enterprises which may drain the deleterious industrial wastewater. It is forbidden for other units to explore the groundwater at semideep layer and deep layer to ensure the health of water source as well as the rational development and use of water source. 2) It is forbidden in water source protection area to use industrial wastewater and industrial sewage for irrigation purpose, to use a staying-quality or acute-toxicity agricultural chemicals and engage in activities to destruct the deep soil layer. The produced quantity of groundwater shall be controlled, and it is forbidden to exploit without certificate so as to ensure the safety of water source land. The water quality of artificial recharge water shall meet such requirement that the groundwater will not worsen or exceed the indices of potable water. 3) After the water source land is chosen officially, a monitoring system concerning water quality and water level shall be established so as to ensure the dynamic balance of groundwater of water source land.

2 7 4) The protection of water plant shall be subject to the administration as per the planned protection grade, the clean water tank shall be subject to a full-closure protection, a safety lock shall be mounted to monitoring hole, and the U-shape pipe shall be adopted with the venthole so as to ensure the safe operation of water supply devices.

At present, it is not defined to the concrete scope, protection demand as well as protection measures with regard to the healthy protection belt for water source land. It is proposed to establish concemed regulations and put them into exercise as soon as possible as per relative national regulations and in combination with concrete situations of this country.

Ecological protection measures and predicted effects: During the construction of conduit pipeline, as to the impact to ecological environment like the destruction and loss with surface soil, change of soil structure etc., the measures to recover surface soil, protect the soil structure and fertility, recover vegetation, maintain well the green space etc., shall be adopted during the construction of this project, so as to shorten the recovery period of soil.

3 0 9. Profit and Loss Analysis

The water supply works of 35000 m3 / d, when completion, will produce a remarkable social benefit, economic benefit and environmental benefit, which finds its expression in the following: 9.1 Analysis to social benefit

(1) Help build a good image to outside The building of this project will significantly improve the situation of water supply of county seat, meet the people's demand of domestic water and the development of industrial and agricultural production, and ensure the quality of supplied water. It will improve the living quality and healthy level of local people, enhance the construction of infrastructure and bring a better image to Tongxu County in such a way to increase local increasingly attraction to outside.

(2) Help enhance the consciousness of saving water With the growth of population and economy, the improvement in local living standard as well as the expedition of process of urbanization, the demand to water resources is increased unceasingly, the demand situation concerning water resources becomes more rigorous, and the Contradiction between supply and demand of water resources becomes more obvious. The increasingly tension and short of water resources has booted a crises consciousness deeply into the public feeling, the business consciousness of water is reinforced, the protection and the rational utilization of water resources have been the public consensus. The fulfillment of this project will further improve the water-purified devices, the water conduit network and lift pump station, so that the local inhabitant may profit from a clean water environment, for this reason, it may help improve the water-saving consciousness of local people and build a social image to saving water.

(3) Help offer employment chances The construction of this project may offer employment chances to 60 people. in the mean time, the improvement of ecological environment at project area may, for the reason that it could help activate the further development of other enterprises, provide more employment chances and attract outer talents and surplus farmers at surrounding area.

( 1 ) To increase local financial income The completion of this project may achieve in annual sales income of 1463.67ten thousand yuan and annual mean profit and tax of 100 ten thousand yuan, and bring in a preferable economic profit. Meanwhile, it helps pull up local economic development, increase local financial income and dedicate to local economic development. (2) To pull up the social investment and promote economic development In combination of chain effect, it may also attract more social investment, urge consumption and boost up the rapid growth of local economy.

(3) To increase labor income and improve health level With the gradually fulfillment of water supply project and the subsequently improvement of economic profit, in combination with the reform mode "ladder water price", we shall extend the growth space of water price and increase the enterprise income. At the same time, the staff's income and living level will be improved during construction of project. Also the supply of eligible tap water will improve the health level of local people.

(4) To promote the up-grade of industrial structure and the improvement technical contents The fulfillment of this project not only meets the water demand of enterprise but also shows that the enterprise must be converted into a water-saving enterprise. During this course, the factors of production will be expedited and run to the infant industrial park without pollution, the development idea of industrial enterprise in this region will be changed, and the innovation of enterprise mechanism, technology, Management, type of operation, operation idea will be speeded up. Through the construction of this project, the growth quality and technological content of regional economy will be improved, which may effectively impel the rational organization of production factors and thus form the new point of growth of economic development of urban area.

(5) To complete the construction of urban infrastructure The construction will, in addition to increasing supply capacity of 35000 t/d, quicken the development of those enterprises relating to water supply industry, introduce the domestic and foreign investment, promote the upgrade of industry, and help complete the urban infrastructure so as to drive urban economic development. 9.3 Analysis to environmental benefit After completion of this project, obvious environmental profits will be produced, which are showed in following aspects:

(1) Saving water resource Presently, there are many self-service wells in county seat, with water quantity of 27000 tld. The free mining groundwater for a directly use, due to its bad water quality, not only causes a great waste of water source, but also do harm to local people's health. After the completion of this project, those self-service wells which are covered in the scope of tap water pipe network (within the plan area of county seat) is proposed to be stopped, and the groundwater in this area will.be mined by plan and thus the water source is saved.

3 2 (2) To be in favor of the urban fire fighting Up to now, the water pressure of some fire hydrants is deficient due to the occurrence of aging with old pipe network and heave phenomena like running, emission, dropping and leaking, which has done great harm to the fire fighting. The water supply capacity after the completion of this project will be greatly improved and thus provide a strong guarantee for fire fighting.

(3) To be in favor of urban ecological environment As one of the counties directly under city-level administration along Huaihe River, Tongxu county is one of the major drain sources of Haihe River. For many years, the most of domestic sewage and production wastewater of county seat is drained without any treatment or by simply treatment into the west branch of old channel, which affects the urban environmental quality and area landscape. Over many years, the west branch of old channel has received most of industrial wastewater and domestic sewage and thus becomes a principal drain channel of this region. With the rapid development of economy, the water quality of rivers is polluted heavily, the pollution factions like the PH, COD, BOD, non - hydronium ammonia etc., all have exceeded the maximum value of category V of Standard for Quality of Surface Water Environment, which gives rise to a heavy pollution to groundwater and earth, in addition, the large number of drained sewage over standard also bring a great difficulties to the harnessing of Huaihe River. As per the requirements of "Tens Five" Plan of Tongxu County, the construction of city WTP will do favorable actions in such aspects as collectively treatment of urban domestic sewage and industrial wastewater to achieve in the gross control of region pollutants, improvement of local environmental quality as well as protection ecology.

3 3 10. Conclusion and Proposals

10.1 Conclusion (1) This project which making use of work bank loan is approved by development plan Commnittee of Henan Province and undertaken with construction by Tongxu Water Undertaking, it is composed of three parts, namely water intaking and water transfer project, water distribution plant project, water distribution network project. The total investment is 5346.07ten 5346.07 ten - thousand yuan, the planned water supply potential is 35000 t/d. It is to be put into use in December 2006. Its construction will abate the contradiction between supply and demand of water supply, and impel the development of regional economy. (2 )The use land in plan for this project covers an area of 36 mu. The water distribution plant is located at the northwest to county seat, at the cross between Beihuan Road and Jiefang Road which is planned as the administration and living habitat, and there is no pollution nearby. The water source land for this project is purposed at the area of 3km2 which is north to county seat, west to Wohe River, and west to Tongkai Road, all of them is cultivated land. The location of project conforms to the City Overall Plan of Tongxu County Seat (2003-2020), the site selection for contraction is feasible. (3) Belonging to the production and supply industry of tap water, this project, no matter its type or scale, is not listed into the List for National Projects Being Washed out and Limited and basically complies with national industrial policy, after completion, it may achieve in annual income of 1463.67ten thousand yuan, in this point, the enterprise economic profit is good. (4) The water source land for this projecn, tl,e distribution plant will be evaluated as per Program I. The water source land is located at an area of 3km2 which is north to county seat, west to Wohe River and east to Tongkai Road. The groundwater quality of this area, in reference to the survey by provincial geology company, is good; the water capacity is proved and could meet the supply demand of 35000 m3/d, so it will not affect the groundwater reserve in a short term. While the water distribution plant is located at the north to county seat, at the cross between the Beihuan Road and Jiefang Road, where it is planed as the administration and living habitat, so it is in accordance with the Overall Plan. Therefore, the site selection for water source land and water distribution plant is feasible (5) The productions and drains of pollutants at construction stage. The domestic sewage and refuse volume at construction stage is very little. The key pollutants involve the construction noise, building refuse and dust. The noise at construction stage shall be carried out strictly as per the Noise Limitation at Boundary of Building Operation Field, so it does a slight impact to its surrounding. The building earthwork shall be backfilled timely, the building refuse shall be removed to building refuse ground timely. During construction, especially when encountered a big wind, water shall be sprayed as much as possible to prevent to dust pollution. The material transportation shall be ensured with a cover to prevent form wind and rain and secondary dust pollution. After application of the integrated control measure, the temporary pollution at construction stage may be reduced to an undermost degree. (6) The productions and drains of pollutants at operation stage. Wastewater: the sewage source at operation stage refers to the domestic sewage produced by staffS, the key pollutants involve COD, ammonia nitrogen. The sewage will, after treated at septic tank, be drained into city sewage pipe network, then into west branch of old channel. The discharge volume of wastewater gets to 1440 tons, the discharge volume of COD to 0.21 tons, the ammonia nitrogen to 0.033 tons, so which will cause a

3 4 slight impact to regional water environment. Waste gas: There is no industrial waste gas to be discharged at operation stage. However, when occurrence of leakage of liquid chlorine, it will cause pollution. This project will apply a strict emergency countermeasure for accident to avoid the occurrence of accident as far as possible. Solid waste: The solid waste in this project mainly comes from the sludge produced in sedimentation tank and the domestic refuse of office; the domestic refuse may get to an amount of 15 tons, which will be treated soundly, treatment ratio of 100%, so it will not cause an impact of piling storage to surrounding environment. Noise: The operation noise which is produced by pump in water intaking pump room and water transfer pump room will be treated integratedly, so the noise source intensity value will be controlled effectively and the noise at boundary meets the standard. The domestic sewage, solid waste, noise will not, after application of above pollution control measures, produce an adverse impact to environment. The waste gas will not, upon strictly control measures, produce an adverse impact to surrounding atmosphere. (7) Multi-plots of green lands ares reserved in plant area, with afforestation Area of 5000 m2, afforestation ratio of around 40%. (8) The investment concerning environmental protection for this project is around 65 ten thousand yuan, accounting for 1.2% of total investment. 10.2 Proposals

( 1 ) Ensure the fulfillment of above various environmental protection measures. (2) Enhance the protection of water source land; those projects which are not concerned with the protection of water source are forbidden; it is forbidden to drain sewage into or pile up solid waste at the upper reach of water source as well as its surrounding, so as to avoid the pollutants to pollute the water source via infiltration. (3) The well group allocation, the well space within mining area shall be subject to the overall consideration and rational treatment of design unit. (4) At construction, the anti-leakage work of conduit pipeline shall be done well to prevent from the pollutant infiltrating into pipeline and further affecting the water quality. (5) During construction, we shall improve management; it is forbidden to produce noise at nighttime to affect surrounding environment, the operation at daytime of high-noise equipment shall avoid the lunch break. (6) After the project is put into use, the afforestation and beauty work in plant site shall be done well. It shall be ensured the septic tank and the sewer line shall be cleaned and repaired well; the domestic refuse shall be cleaned and removed timely to avoid any piling up or storage. (7) The management of the chlorinator and the leaking chlorine absorbing device shall be enhanced. Especially for leaking chlorine absorbing device, it shall be checked regularly to ensure such equipment is in normal running. It is suggested that sodium hydroxide shall be applied to absorb the chlorine due to its lower price, in addition, it could achieve in a secondary application because the hypochlorous acid that is produced when it reacts with chlorine is a kind of disinfection bleacher. ( 8 ) The plant party shall reinforce its management to avoid an improper drain.

In sum, Tongxu County Water Supply Project whose site selection is rational is advanced with design. The pollution control measures either at construction stage or operation stage are effective and feasible, after the application of these pollution control measures, the discharge of pollutants or accidents could

3 5 may cause a slight impact to be effectively considerably controlled, so the construction of this project it is evaluated that this surrounding environment. Therefore, as viewed from environmental protection, project, after the application of above proposals, is feasible.

1.1 Project Name, Construction Nature, Scale and Total Investment

Project name: World Bank-Funded Tongxu County Water Supply Project 3 Construction scale: Water supply capacity 3.5x 102 million m /d Construction nature: New project Total investment: 53.4607 million yuan 1.2 Project compositions and construction Items The area of the project is 36 mu, including 18.9 mu water-distribution plant and 17.1mu source place. The project is composed of water intake and transfer project, water-distribution project and the project of pipe network of water-distribution. Project composition and main construction Items are seen in Table 1-1. 1.3 Project location The location of water source for this project falls in a 3km2 area, which is in the north to county seat, the west to Wohe River and east to Tongkai highway. Water-distribution plant is located at northern area of county seat where the Beihuan Road and Jiefang Road meets, which is planned as administration and residential district in accordance with the overall plan. The location of the project is seen in Figure 1- 1. 2. Project Analysis

2.1 Water supply source analysis and selection

2.1.1 Water supply source analysis

(1) Surface water Tongxu county seat belongs to Wohe river water system. There are 7 rivers flowing over it, they are Wohe river, West Branch of Wohe river, Huijiaqu and Xiaoqing River etc., with surface runoff of 68,000,000m3 in total. Both Wohe river and West Branch of Wohe river are big rivers. Demonstrated from the view of centralized water supply, they are inadvisable as the water source of county seat. The reasons are as follows: 3 (!The assurance rate of water supply is small. The total runoff in the dry year is 18,470,000m and there is no flow sometimes according to the testing data of the hydrology department. (2)The water is polluted seriously. Due to the reception of wastewater and sewage from counties in the upper reaches and Tongxu county seat, the quality of water in Wohe River belongs to Category V surface water, It is too seriously polluted to be used as drinking water source. (2) Groundwater According to the FeasibilityStudy Report of Tongxu Water Supply Project Aided by Loan from World Bank(shortened as "FSR") compiled by Henan Project Consultation Company: The water in the district is mainly pore water between the loose petrographic materials. Considering the storing condition of groundwater, water can be divided into shallow water, semi-deep water and deep water according to different geological age, geological characteristics, depth of aquifer, supply condition and waterpower nature. (DShallow water It refers to the aquifer of 40m or so under the earth's surface, which is formed by the alleviation of Yellow River Holocene Series. The rock nature of the upper part is powder sand and powder fine sand, and medium sand with gravel is at bellow level, which forms the typical structure of "dual structures", being thin in upper level and thick lower. The county seat locates the mainstream belt of the Yellow River when it changed its route, with the thickness of 20-25m and general water quantity of 60-100lm3/h. The chemical type of water is HCO3 -Na Ca and the mineralization degree is 0.5g/L. (>Semi-deep water Generally it refers to the aquifer of 40m to 350-500m under the earth's surface formed at the ages of upper, middle and lower pleistocene ages. According to the analysis of electric property to the materials of explored well, its aquiafer floor is at the depth of 470m-480m, which can be divided into the following 3 sections: it is coarse sand with gravel above 140m. It is thin powder sand between this layer and the aquifer of shallow groundwater, and the waterpower connected closely. It is lower pleistocene ages ice water, about 30m, in 140m-320m. The, rock in 320m-480m is composed of the washes in the

2 down section of lower pleistocene ages. Its aquifer is composed of medium sand and medium coarse sand. The depth of utilized sand layer is 60-70m. It can be concluded through the analysis to the measuring well curve that he quality of groundwater in this section is good. )Deep water It refers to the aquifer in the depth of about 5OOm-1OOOm. The depth of nearby drilled sand layer between 40m and 1000m under the surface is hidden in about 40m and 150m below. The water has obvious pressure-bearing quality with the mineralization degree of 1g/L and the temperature above 40 'C.

2.1.2 Supply, runoff and drainage condition

(1) Shallow groundwater The shallow groundwater mainly receives rainwater, side ooze of Yellow River, ooze and leakage of channels, ooze of irrigation, ooze and leakage of pools and supply of runoff. (2) Semi-deep groundwater The groundwater system of semi-deep refers to the groundwater in the aquifer of edio-pleistocene and upper Pleistocene ages. The depth of aquifer roof is 70-80m and the aquiafer floor is buried at 150-170m. It is composed of 3-6 layers of fine gand and medium-sized sand. The total thickness of aquifer is 12.1-46.35 m being regularly thinning from northwest to southeast. The depth of yearly mean water level is generally 12-15m. The specific yield of middling rich water area is 50-60m`/h'm. There is no direct power relationship between semi-deep groundwater and surface water. Its supply source mainly comes from sideway runoff of shallow groundwater. In the.natural condition, the level of semi-deep groundwater is higher than that of shallow groundwater. Because of large exploration, the level of deep medium groundwater decreases and is lower than that of shallow groundwater. Through drilling and in the form of skip flow, the relationship between shallow groundwater and the waterpower of semi-deep groundwater is close, which forms skip flow supply.

2.1.3 Dynamic analysis of groundwater

Through the analysis to the observation materials of water table of many years, the change of shallow groundwater level is affected in natural conditions by hydrology, weather and part agriculture exploration and the dynamic type of groundwater belongs to "ooze-exploration-evaporation". The high water level occurs in July to August and the low water level occurs in May to June. In the artificial conditions, the water level is affected not only by shallow exploration but also by semi-deep exploration and artificial retuming irrigation of groundwater, and the groundwater type belongs to "ooze-exploration". The high water level occurs in April to June and the low water level occurs in August to September. The change of semi-deep groundwater level is affected in natural conditions by the control of local hydrology, and the groundwater type belongs to "supply-drainage". The high water level occurs in July to August and the low water level occurs in November to December. But the high water level occurs between February to March and the low water level occurs in July to August in artificial conditions. (1) Shallow groundwater The shallow groundwater is hidden in 0-70m and the exploration of groundwater is 501,500m3 /year (excluding agricultural water). The water level in the center of funnel decreases obviously. (2) Semi-deep groundwater

3 Aquifer of semi-deep groundwater is hidden in 70-170m. The exploration quantity is 2,945,400 m3/year. The depth of water level in the center of funnel is 14m, and yearly average depth decreases by 0.5m. 2.1.2 Analysis for quality of supply water

The groundwater quality analysis according to FSR is as follows: (1) Physical property of groundwater For its colourless, tasteless and odourless nature, the groundwater in Tongxu County is more suitable to be used as source of living water, process water and agricultural irrigation water. The seasonal temperature change of shallow groundwater is affected by air temperature, temperature of supply source and the decreasing depth of exploration. The water temperature is generally between 15.4-16.1'C. It belongs to cold water, suitable for process water, agricultural water and living water. The highest water temperature occurs in August to September and the lowest occurs in January to February. There is no affection on the temperature of semi-deep water from air temperature. The temperature of semi-deep water is generally in 17-18-C without distinct yearly change. Artificial returning irrigation and the increase of exploration depth etc. are the main factors that affect the temperature of semi-deep groundwater. (2) Chemical property of groundwater (D Shallow water

Shallow water belongs to freshwater with the main chemical type HCO3 - Ca -Mg or HCO3 _C - Mg. North and east from the old city to Hai River and Beigecun Machine Works there is a layer of polluted salt water. 2) Semi-deep groundwater The existing wells in water plant of Tonaxu County are all semi-deep wells. According to the water quality report to pipe water in Tongxu water plant inspected by Kaifeng inspection station of Henan urban supply water quality inspection network in October 2001 in the FSR. the quality type of semi-deep

groundwater in Tongxu County is HCO1 Na, Mg Ca with the moralization of 0.564g/L and total rigidity of 0.206g/L. Through the comparison evaluation of testing results of tap water according to Quality Standard of Groundwater, it is shown that in the 31 analyzed and tested items the index of single component of semi-deep groundwater all reach the water quality standard of type I , II,and III except for the over-proof of total number of the faecal coliform. For the good result of comprehensive evaluation, it is suitable for the source of centralization living drinking water. Therefore it can be drunk as drinking water after disinfections. Through the comparison evaluation of testing results of tap water quality according to Quality Standard of Drinking Water in Water Source, it is showri that: in the inspected items all index of water reach standard I of source water with good water quality, which can be drunk as living drinking water only after disinfections. Through the comparison evaluation of testing results of tap water quality according to Sanitation Norns of Quality of Drinking Water, it is shown that in the inspected items all factors except for colibacillus and residual chlorine meet standard, and the main reason is chlorine is not added before discharging of the water from water plant, therefore, the semi-deep groundwater can be drunk as drinking water only after disinfections.

4 2.1.3 Decision of source and laying type of wells

(1) Decision of source According to FSR of Tonzxu Water Supply ProjectAided by Loan from World Bank compiled by Henan Project Consultation Company. "There is no affection on the temnperature of semi-deep groundwater from air temperature. The water temperature is generally in 17-18 C without obvious yearly change: the quality type of semi-deep groundwater in Tongxu County is HCO --- Na, Mg. Ca with the moralization degree of 0.564g/L and total hardness of 0.206g/L. It is calculated from forecasted decrease of water level of exploration well and supplied resource that in the condition of 35,000m 3/d exploration, there is enough supply without conflict of water with 2 agricultural irrigation. The location of source is planned to fall in a 3km area, which is in the north to 3 county seat, the west to Wohe River and east to Tongkai highway. 35,000m /d medium and deep groundwater is planned to explore. (2) Well arrangement type The exploration for water at the Project source place will adopt the program in which the semi deep groundwater and the deep groundwater will be explored separately from each other, but the semi deep well and the deep well will be explored in couple, meanwhile, taking the exploration of deep well in draught season while semi-deep water in rainy season. The exploration capacity of shallow well is about 3 80m3 /h and that of deep well is about 60m /h. In comprehensive consideration of the exploration capacity, investment management and quality of shallow groundwater, the wells will be arranged as follows: QD Semi-deep well: 12 semi-deep wells are disposed in equidistance of 500m and the depth of finished well is 100-I50m. ® Deep well: 12 deep wells are disposed in equidistance of 500m with depth of finished well of 500-650m. Semi-deep wells and deep wells are disposed in couple. The installation is made two wells in one room in order to save the investment for paving of pipes and of power supply circuit. The total of wells in the project is: 24 including 12 shallow wells and 12 deep wells. The total disposal sketch map of water supply project is seen in attached figure 3.

2.1.4 Supply capability of source place

According to the analysis in ReconnaissanceReport: the reserves of semi-deep groundwater 3 in unit area is 3,599,9 00 m3 and that of deep well of 39,162,800m , and the designed individual well 3 3 capacity is Q semi-deep well =80m /h, Q deep well =60m /h. On comprehensive consideration of exploration potential and water quality, the exploration type, combination of semi-deep layer and deep layer shall be decided. The source type in the project, chemical characteristic of water quality and water supply ability are seen in Form 2-1, and the horizontal disposal of pipe network is seen in attached figure 4. According to the overall plan of Tongxu county seat, the following two programs of the water supply current situation, selection of source place and water-distribution plant are advanced. The place, due to its pollution-free source, convenient traffic, good extemal environment that will no produce adverse influence to the sanitation of the water supplied, is planned as I Program I administration district and residential place. What's more, it is near to source place, which shortens the distance of Water transfer pipes and lower the investment by taking advantage of height difference of landform, and it is convenient for future water-distribution as it locates in the planned Site. The site of plant is located at cross of Xingzheng Road and Xikaifaqu Road in southwestevacounty seat with convenient traffic. But the distance to new administration district is long, which is profitless for the future 2 Program Is water-distribution. The poor sanitary condition will affect the operation of water plant. And what's more, the investment cost will be increased because of the long distance to source place and long distance of Water transfer pipes.

According to the demonstration result of the program for Tongxu Water Supply Project FSR, the program I is reconunended because it is deemed in this evaluafion that the scienfific and reasonable plan I with lower investment was in conformity with the overall plan of county seat therefore, the locafion of water-distribution plant is selected according to program I.

6 2.2.2 Location and horizontal disposal of plant site

The location of water-distribution in the project will be selected according to plan 1, which situates at cross of north ring road and Jiefang Road in northern Tongxu county seat where is pollution-free, convenient in traffic and good in external environment that will not produce adverse influence on the sanitation of water supply. The place is planned as administration district and residential place. It conforms to the requirements of overall plan for county seat. The horizontal disposal of water-distribution plant site in the project is seen in attached figure 5. 2.3 Project constructions

The work in the project mainly contains: (I)water intake and transfer project; ®water-distribution plant project; ®)water distribution pipe network project.

2.3.1 Water intake and transfer project

2.3.2 Water-distribution plant project

(1) Outline of process flow The project belongs to the tap water pro,duction and supply industry. The Production process is: transfer

7 the groundwater pumped from each source well to water-distribution plant where set up liquidized chlorine-adding spots at the inlets of the clean water tank to add chlorine into water in order to sterilize and disinfect and then completely mix the water and chemicals to ensure the disinfections effect. The disposed water conforms to the requirements of Quality Standard of Drinking Water. (2) Main designing parameters

(5) Water and power supply

(D Power supply system The power supply system of the project can be divided into power transformation and distribution system of water-distribution plant and power transformation and distribution system of source place. The power applied in this project is secondary load. Two special loops of 10 kv are respectively pulled from Tongxu transformer station of 110kvA in prefecture electricity network to source well and water-distribution plant. As to source wells, the electricity shall be supplied to deep well pump room through T connection type, and one pole transformer shall be set in each pump room. One 10kv transformer station with two 500 kvA transformers prepared for each other shall be built in water plant. a. Power transformation and distribution system of water-distribution plant

10 The total installed capacity of equipments in water-distribution plant is 583kw. One 10kv transformer station is to be purposed at water transfer pump room where high voltage electricity-distribution room, low voltage electricity-distribution room and transformer room are set inside. Two 500kvA transformers, high voltage switch cupboard and low voltage switch cupboard will be set. The emergency main line shall be set at low-voltage side. One special loop shall be pulled on tilts from Tongxu 110kv transformer station. The lead applied is LGJ-50. b. Power transformation and distribution system of source place As to the power source of source place, one special power supply circuit of 10 kv shall be pulled on tilts from Tongxu 110kv transformer station to source place. The main line is the lead LGJ-50 and LGJ-75 and the branch line applied is the lead LGJ-1 6. The total installed capacity of equipments in source place is 600kw. One YD-F Terminal Fitting of remote transmission equipment shall be set in each deep well pump room so that the deep well can be controlled on the spot and can be controlled by control room in water purification plant through remote transmission equipment. (2)Water supply and drainage

a. Water supply The process water and living water of the project is supplied through pipe network of tap water from plant district. The water consumption is about 1800t/a, which can be completely satisfied. b. Drainage The drainage in plant site will apply the separating systems for iainwater and sewage system respectively. Drainage of wastewater: after the completion of the project, the drainage wastewater is mainly working and living wastewater. The drainage capacity at discharge outlet is 1440t/a. the main contamination is COD, ammonia nitrogen and PH, which is drained .nto city planning pipe network through sewer in plant side and flow into Duzhuang River finally. 12 2.3.3 Water distribution network

(1) Water Distribution Network Layout Principle Combining with the actuality and layout of road network in county seat and focusing on the newly built water distribution network, this disposition of pipe network also gives attention to the rebuilding of former water distribution network. The pipe network shall be carried out by the designed scale of 3.5 X 10 4m3/d. The distributing master pipe shall be disposed in big water utilization districts as far as possible in order to decrease the quantity of distributing branch. Connectors shall be disposed between distributing mains in proper spacing to form pipe network. Water distribution network shall be distributed in the whole water supply district in reasonable manner. All the pipelines shall be laid alongside road as far as possible. The layout of water distribution network shall make the distance between main pipe and main water utilization district shortest. The pipeline shall be laid evenly as far as possible. (2) Layout of water distribution network The design scope of water distribution network of the project shall take the service space as criterion, mainly including main pipe of municipal water supply and connectors of each district. The pipe network shall be laid in the area encompassed by north ring road in north, to west development district in west, to south ring road in south and to Dongkaifaqu Road in east. As to the layout of distributing main, the circularity water supply network is formed with main pipe and branch pipes, and the length of newly designed ducting line in water distribution network is 20.3 1lkm. 3. Analysis for the factor of project pollution

3.1 Producing links of key pollutants 3.1.1 Construction stage

(1) Fugitive dust: The fugitive dust pollution at construction stage individually comes from vehicle transporting construiction material and from in-site cbnstruction and the laying of pipe network. (2) Noise: Noise at construction stage mainly comes from high- noise equipments used during

13 construction such as excavator, pile driver, cutting machine and electric saw etc. (3) Solid waste: Solid waste at construction stage mainly comes from domestic refuse of construction personnel, different kinds of building refuse and waste earthwork. (4) Water discharged after well clean-up: Discharged water is pumped during cleaning up the source well.

3.1.2 Operation stage

(1) Wastewater: Wastewater at operation stage mainly comes from domestic sewage produced by workmen and managerial staff. The production quantity of wastewater is 1440t/a. (2) Wastewater of clean water tank: The wastewater is produced by cleaning up the tank once a year, and the water consumption is 250 t/a. (3) Waste gas: The waste gas at operation stage is thus formed that few unorganized chlorine is dissipated due to the occurrence of running, emission, drop, leakage cases when adding chlorine in chlorinator room. (4) Noise: The noise at operation stage is mainly from the machinery noise which is produced when the water pump is in operation to take or convey water from well source, the maximum source strength value ranges from 80 to 85dB (A) (5) Waste solid: solid waste at operation stage comes from office domestic refuse, with quantity of l5t/a. 3.2 Source intensity analysis 3.2.1 Construction stage

(1) Dust The dust in construction stage respectively comes from the vehicle to transport building materials, the field construction and the laying of pipeline. The pollution concentration mainly relies on wind direction, wind speed and wind strength etc. The key pollutant is TSP. (2) Noise at construction stage considerably come from the those high noise equipments applied at construction, like the excavator, pile driver, cutting machine, electric saw etc. The maximum source intensity value may get to 11 OdB (A) (3) Waste solid: Different kinds of building refuses at construction stage may get to around 500t. During laying piping the earth excavation is 5000 m3 , backfill amount is 4200 m3 and the surplus is 800 m3. The domestic refuse produced by construction staff is less comparatively. (4) Well cleanup and drain: The discharge of groundwater pumped during cleaning up a single source 3 well is about 60m /h. The cleaning period is 2-3 days. There is no pollution with the water, which can be directly used for irrigation of farmland.

3.2.20peration stage

(1) Waste water The wastewater of this project mainly involves the domestic sewage and the wastewater produced by periodic cleaning sedimentation tank, and there is no discharge of process wastewater effluent during production. The discharge amount of wastewater in plant area is 1440t/a, and the key pollutant is COD and ammonia nitrogen, among it, the discharge amount of COD is 0.21t/a and the discharge concentration is 146mg/l. The discharge amount of ammonia nitrogen is 0.033 t/a, and the discharge concentration is 23mg/l. The wastewater is drained through city pipe network into the west branch of the old channel, then enters into Wohe River, and finally into Huai River. The wastewater meets the

14 secondary standard of Comprehensive DischargeStandard of Sewage (GB8978-1996) (2) Solid waste Solid waste of this project mainly comes from domestic refuse. The production quantity of domestic refuse is about 15t/a. Special persons are assigned for cleaning it. The collected refuse is temporarily kept in the dustbin in plant side, which will be directed to refuse treatment plant for a centralized disposal. (3) Noise The main noise sources of this project are: the mechanical noise which is produced when water pump is in running to take and convey the water from of well source and water distribution plant. The source intensity value is about 80-85dB(A). After the comprehensive disposals of sound insulation to machine room and foundation shock absorption, the noise 1m away from workshop can be decreased to 60-65 dB (A), 70-72dB(A) and 65-70 dB (A). 4. Construction plan of project 4.1 Construction date and number of workers The construction period of this project is from July 2005 to June 2006. The anticipated workers are 100, even getting to 150 at peak time.

The main machinery equipments used at construction stage are: pile driver, bulldozer, excavator, loader, concrete blender, mortar machine and heavy and light transport vehicle and so on. 4.3 Water, electricity and traffic at construction stage Water and power supply at construction stage can be seen in Table 4-1.

There is no resettlement problem with this project. The planned requisition land for project construction is 36mu, including 18.9mu for water plant and 17.1mu for source place. All of them are farmlands,

In light of the Overall Plan of Tongxu County Seat and the merchant policy of county government, the enterprises and public undertakings are increasing, such as the wastewater treatment plant, gas supply company, refuse treatment plant etc., it is.predicted that the enterprises and public undertakings are to be 150 in 2010, while 260 in 2020. On the basis of water demand of enterprise, the per capita water demand per unit is to be 75 t/d in 2010, while 80 t/d in 2020. The water demand of enterprises and public undertakings is presented in the following table.

1.8 Prediction to water demand

The integrative domestic water demand of county seat, as calculated by prediction, is 43400 t/d in the short term. Since the daily water supply capacity of the existing tap water plant, after maintenance, will be 8000 t/d, the water all the supply capacity of self-service wells of partial manufactories and inhabitants is around 27000 t/d, and of self-service wells in planning area will be stopped in 2005 according to the Notice of the People's Government Tongxu County on The Stop of Self-service Wells in Planning Area of County Seat, the new-increased water demand of Tongxu County shall be 35400 t/d. In light of above analysis results, the water demand size for this project is determined rationally as 35000 t/d.

1.9 Balance of Demand and Supply in Long Term

Rationality analysis to program selection of water source land In reference to Joint Reconnaissance Report on Exploitation and Mining of Water Source Land of No.2 Water Plant of Tongxu Water Undertakings of Kaifeng City of Henan Province, the water source land is purposed to fall 2 into a 3km area where it is at the north to county seat, west to Wohe River, and east to Tongkai Road (Tongxu-Kaifeng). On the basis of estimation results of reconnaissance, in this area, the water in semideep and deep layers are not affected by air temperature, the annual change is unobvious, commonly 17-18 °C, the water type is HCO3 * -Na, Mg, Ca type, the groundwater mineralization is ordinarily 0.564 g/l, and the total hardness is 0.206 g/l. All the existing wells of tap water plant belong to the semideep-layer well. In light of the Water Quality Report for Pipe Network of Tongxu Water Undertakings as monitored by the Kaifeng Monitoring Station in October 2001, all the single components of semideep groundwater, except for the total coliform group which exceeds the standards, reach the standard Category I, II, III. The result for overall evaluation is good, so it is, suitable for Centralization domestic potable water source. All the test items for deep groundwater reach the top-grade source water Standard, the water quality is good, accordingly the water, only after being treated with disinfection, can be used as domestic potable water. As viewed from the In light of the prediction to the water-level drawdown of exploitation well and the calculation of replenished quantity, we can conclude that the produced quantity 35000 m3 /d of water source land may not only ensure the replenishment, but not affect the agricultural water and the normal use of existing exploitation wells of county seat, it is feasible to daily exploit 35000 m3/d of deep groundwater, which will not cause a comnpetition with agricultural water, in addition, since the underground runoff of deep groundwater is very slow and the groundwater exploitation quantity of deep-layer groundwater within Tongxu County is very little, the deep groundwater is mainly drained via underground runoff into the lower reach, so which is one of the advantages to use deep groundwater. In sum, the water quality of deep groundwater of Tongxu County Seat is good and the water quality is sufficient, which is in favor of the long-term stable supply of water source. After the in-a-lump investment of this project, the operation cost is to be low, the process flow is simple, and the water-source well exploitation means combining the deep groundwater and shallow groundwater together, which is adopted in this project, is in accordance with local conditions. Therefore, the design selection for the water source land of this project is scientific and rational. 3. Rationality analysis to process selection of this project The production of tap water in this project mainly adopts the chlorination which is in general use in domestic, the purpose of sterilization and disinfection is primarily to use the physical or chemical means to kill the pathogenic microorganism in water, so as to prevent from its dangerous to the health of human, livestock and foul, as well as its pollution to ecological environment. In light of domestic production technology and economic condition of tap water industry, most of the tap water plants apply the liquid chlorine as the disinfecting agent, so this means may save cost due to its mature technology, simple process as well as good disinfections The groundwater which is treated as the water supply source in this project is good with quality, if applied with liquid chlorine desinfections, it can satisfy the requirements on the outlet water quality, additionally, this means applied may save investment and save the cost in operation. Therefore, the liquid chlorine for disinfections is thus applied in this project and its process is mature and reliable.

2.2.2 Duties of Environmental Monitoring

(1) Formulate the monitoring plan according to the standards such as the state environmental quality criterion and pollutant drainage criterion. (2) Monitor the pollutant daily discharged by this company, and handling the statistic data of environmental monitoring and file them in the archive of pollution source as well as report them to upper level. (3) Analyse the monitoring results to get knowledge of the status quo of pollution, in case problem founded, report it to upper level so as to prevent the occurrence of pollution accident. 2.2.3 Environmental Monitoring Plan

2.2.4 Emergency Monitoring Plan

In case abnormal work condition or poor implementation of the pollution prevention measures occur, the pollutants may be discharged without treatment and thus impose serious influence on the environment, the environmental monitoring station in Site should analysis and promptly organize to monitor the pollution source produced under such conditions so as to take measures to minimize the influence of the pollution, as for the comparative serious pollution, it shall be reported to the upper competence department for adopting the joint measures to prevent the spreading of the pollution. 2 1. Purpose and significance of public participation

In resent years, the development of industrial production in Tongxu is fast. As the continuous enlargement of city scale, increase of county seat population and continuous promotion of people's living level, the water supply in county seat is seriously short, which restricts the economic and social development of county seat. On order to fuirther advance people's living level, insure people's health, promote the continuous development of industrial and agricultural production and strengthen the water supply ability of county seat, it is very necessary to build a new water supply project with gaily treatment ability 35,000 t/d. The development of centralized water supply is an important approach to reasonably take advantage of water resource, advocate saving water and protect environment. The construction of the project can improve the supply and demand contradiction of water utilization in county seat and meanwhile it can drive the development of related industries, offer employment chances to the society and show promotion to local economic development and people's living level. In order to implement successful execution of the project, unification and harmony of social benefit, economic benefit and environmental benefit shall be reached according to the principle that social development and environmental protection shall be paid equal attention. So it is very necessary to listen to the opinion and suggestion to the construction project from the public. The purpose of public participation is to listen to the opinion and suggestion to the construction of the project from local people of all circles in the project place, and make a further arrangement, conclusion and analysis to opinions, which will be feed back to construction unit and related departments so as to make the construction project more reasonable and more perfect. So public discussion and investigation have been carried out in this environmental impact evaluation under the great support from construction project unit and related departments. 2. Investigation type and method

According to Notice on Achievement and Perfecting of Environmental impact Report to Subprojects of Water Supply (Drainage) in Medium and Small City Using Loan from World Bank, the Public ParticipationHearing of Tongxu County Water Supply Projectwas held in council chamber on the third floor of Tongxu City Construction Bureau on April 3,2005. The attendants are over 20, the representatives from the People's Congress, Political Consultative Council, Environmental Protection Bureau, City planning and Financial Bureau and staff from water plant, cadre from project village and farmer representative. The meeting was held with the type, symposium and questionnaire, and concemed with the following topics: ( 1 ) Project construction unit introduce the meaning of project and the design of project; (2) Environmental evaluation unit introduce the environmental impact during construction period and operation period of the project; ( 3 ) Attendants give opinion and view to construction and environmental impact of project; (4) Questionnaires, on which related questions cared by the public are advanced by evaluation department, are provided for the answers, views and suggestions from and different people. And now the investigation results have been arranged, concluded and analyzed as follows. 3. Number and structure of the people investigated There are totally 21 persons participating in the investigation, including officials from government, representatives of the People's Congress, representative of Political Consultative Council, cadre of department, peasants and staff from water plant. The education background of 90% persons investigated is above senior middle school or technical secondary school. They have the ability to analyze problem and the major age is between 25-55. 4. Questions investigated There are total 8 questions in this questionnaire: ( 1 ) What's the relationship between you and the World Bank loan project? (2) Do you know the World Bank-Funded Henan Medium and Small City Water Supply (Drainage) Project to be constructed? (3) Do you think if it is necessary to execute the project at once ? (4) What's your attitude to the world bank-funded water supply (drainage) project? And why? (5) What's the impact do you think the project would have on the environment? In what aspects do you think the most disadvantageous impact embodies? What's you advice on decrease of disadvantageous affection? (6) What impact do you think will affect you (or unit) from the project? What's your wish and request if you (or unit) are to be moved? (7 )What question of the project do you care of most? (8) What's your suggestion and request, including the problems and affairs shall be considered before and after the construction of the project and any opinion and request of other aspects of the construction. 5. Investigation results and evaluation There are totally 21 questionnaires issued and 21 recovered. The investigation results analysis is as follows: (1 )In the 21 persons investigated, 23% have the direct relationship with the World Bank loan project. (2) when the question "Do you know the World Bank-Funded Henan Medium and Small City Water Supply (Drainage) Project to be constructed" is issued, the answef of 100% persons is "Yes", which shows that people have higher consciousness to the development of city. (3) Do you know the World Bank-Funded Henan Medium and Small City Water Supply (Drainage) Project to be constructed? The answer of 100% persons is "Yes", which shows the strong hope of people that the current water supply shall be improved. (4) What's your attitude to the water supply (drainage) World Bank loan project? All the people support it. And the cause mainly covers: The current serious shortness of water supply shall be improved, the demand of people's living water shall be satisfied, the construction of new water plant is in the face, and meanwhile it can improve the investment environment and promote the economic development of . (5) What's the impact do you think the project would have on the environment? In what aspects do you think the most disadvantageous impact embodies? What's you advice on decrease of disadvantageous impact? 90% persons say that there is little impact and 10% say that the most disadvantageous impact mainly embodies in requisition of cultivated land and the impact to animal and plant, which shows the increase of people's consciousness of environmental protection. Some persons say the cultivated land occupied shall be recovered in time and management shall be strengthened, and the drained living sewage and construction sewage shall be collected in wastewater treatment unit.

2 (6) What impact do you think will affect you (or unit) from the project? What's your hope and request if you (or unit) are to be moved? 90% persons say that they will benefit from, and they hope to get reasonable compensation and settlement if they need to be moved. (7) What question of the project do you care of most? All the people say the project (Oshall be executed as soon as possible. (k)The management of funds shall be strengthened. (2)The work of mass shall be done well. (!)They look forward to the early completion and use of the project. (8) As to the above questions offered, 50% persons express their opinions positively, who express their high enthusiasm to the project. And the general opinion is (1)The construction of project accords with the requirements of national policy and environrmental protection, resolves the water supply demand of Tongxu County and promotes the living quality of residents and meanwhile it also improves the area investment environment and gives great contributions to the promotion of the area economic development. (0The construction of the project can drive the development of related industries, provide more employments and benefit to the stabilization of social overall situation. MIt is suggested that during the constriction of the project, the environmental protection shall be done well during the construction period in order to decrease the damage to ecological resources and make the bad effects of environment decrease to the minimum. (We look forward to the early finish of the project and the unification of social benefit, economic benefit and environmental benefit. The construction of the project can greatly improve the water supply condition in Tongxu city zone, promote the dissemination of water supply in city zone and change the lag of water supply in county seat, and meanwhile it is also very important to the reasonable utilization of water resource, the improvement of investment environment, increase of employments, promotion of urbanization process, driving of area economic development in county and environmental protection. Subject: Public Investigation Symposium of Tongxu County Water Supply Project Purpose: Opinion and attitude shall be issued, advice and demand shall be advanced to the construction of "Tongxu Water Supply Project" Speech records: Representative of the People's Congress: The project which is an infrastructure construction project may not only resolve the problem of residents' living water, but also give a profound meaning to the acceleration of city construction and the improvement of investment environment, it will remove the barrier for introducing investment and accelerating development. We surely support the construction of this project and will make our greatest effort. I hope the loan from World Bank can be achieved in as soon as possible. The project shall be carried out sooner so that the people may drink sufficient tap water at an earlier date.

County Political Consultative Council commissar: The new water plant is a public welfare undertaking, and the tap water project is important to people over the county. The construction of new water plant can resolve the problem on seriously short water supply of county seat. The environmental report and analysis is entire. The environmental pollution is little and the project shall be soon carried out on the precondition of strictly executing environmental standard stipulation. The pollution of the project is little, and the environmental protection measures during construction period and operation period are advisable. The environmental department shall reinforce the management during construction period and operation period of the project, deal with and coordinate different problems in order to insure the interest of mass. General citizen representative: I think the project shall be carried out as soon as possible. The current water supply of county seat is seriously short. Even if as to the users of tap water, the water pressure is so low that it cannot be supplied in the peak of water utilization. It is also a serious reason why the introduction of investment is so difficult. Without water, foreign funded enterprises, even enterprises inland, would not like to come. So the project shall be carried as soon as possible, and I support it greatly. County Planning representative: The construction of the project meets the requirements of the Overall Plan. The strictly execution of national policy and statute is required during the construction of the

5 project. The planned pipeline shall not occupy the planned road as far s possible. The planning department shall do the service work well in order to make each procedure item more perfect. The construction of the project can resolve the difficulty of drinking water, which is the thing the people have been looking forward to long time and is greatly greeted by people. County Construction Bureau representative: The current water supply in county seat is short, which brings great difficulties to the living of the people. The construction of the project can resolve the shortness of water supply and lowness of water pressure; meanwhile the construction of water plant advances the development of local economy and brings great benefits to absorbing projects. There is no factory around the project, and it is far from residential area, so the environmental pollution is little. I look forward to the early completion of the project and the early benefit to the people. City Construction Bureau will exert function action positively during the construction of project, supply good service to different documents to be approved during construction and do the coordination related to the project well in order to implement the successful execution of the project. Water undertaking representative: The new water undertaking can greatly improve the water supply condition of county seat and increase the dissemination of water supply in city zone. The construction of the project embodies the care to Tongxu people from Party and government. According to the actual production and operation experiences of many years, there is little impact of noise during production, and because the noise is half-underground and outside workshop, there is nearly no impact. General mass representative: The construction of new water rlart is a good thing, which is a good thing to people's life and production. I support greatly and greatly. During the construction of the project, I think, many observations and joining in mass shall be carried out to decrease disadvantages as far as possible, especially the requisition of farmers' tilths. The work of mass shall be done well, related departments shall take the care and attention and reasonable compensation shall be conducted. I hope the construction impact to surrounding environment shall be reduced as far as possible. I support this

6 project greatly, and wish the project be launched as soon as possible. Financial Bureau representative: The water supply project is good, and the people are in great need of it. The construction of the project can relieve the contradiction of the shortness of water supply in county seat, benefiting people. The selection of source place is very good, which may remove the pollution before the process, so we are at ease. As to the use of funds, county Financial Bureau will ensure the supply of funds and the allocation in time according to the plan and schedule. And during the construction, the management of the funds shall be reinforced to ensure the exertion of efficiency. Construction cadre representative: The construction of new water plant increases the function of city and greatly benefits to the improvement of investment environment. The followings shall be paid attention to: ( 1) the equipment shall be of low noise; noon break shall be avoided during construction; (2) The building refuse shall be cleaned and earthwork shall be backfilled in time; (3) Ecotype and green project shall be developed to build the source place into a garden factory.
