Policy Polarisation in Italy: The Short and Conflictual Life of the ‘Government of Change’ (2018-2019) ACCEPTED FOR PUBLICATION IN SOUTH EUROPEAN SOCIETY AND POLITICS Nicolò Conti, Unitelma Sapienza University of Rome, [email protected] Andrea Pedrazzani, Department of Social and Political Science, University of Milan, [email protected] (corresponding author) Federico Russo, Department of History, Society and Human Studies of the University of Salento, [email protected] Abstract This paper uses the concept of policy polarisation to understand the short and conflictual life of the Conte I cabinet which remained in office in Italy from June 2018 to September 2019. We show how policy polarisation in parliament and between coalition parties shaped the formation and termination of the so-called ‘government of change’. When investigating the implementation of the government agenda, we also assess the role of the coalition contract as an (ineffective) institutional solution to problems stemming from policy divisions between the Five Star Movement and the Lega. We argue that, despite some policy accomplishments of the government, the Five Star Movement-Lega coalition appears more as a temporary experiment, whose legacy may not represent a new course of action. It is not only a key aspect of party competition during the electoral campaign (Downs 1957; Sartori 1976). As the comparative literature has pointed out, polarisation which sets the two sides of the party system at polar opposites can also increase the complexity of the bargaining environment after the elections, thus delaying the formation of governments and affecting the type of cabinets eventually formed. -

RISE OF POPULISM AND THE FIVE STAR MOVEMENT MODEL: AN ITALIAN CASE STUDY Marco Bassini* Abstract The spread of fake news on the Internet, the educational divide, the adverse effects of the economic crisis and the emergence of international terrorism are often ranked among the factors that led to the rise of populism. However, quite rarely it is called into question whether (and how) the distrust of mainstream political parties had an impact on the rise of populism across the Western democracies. Adopting a constitutional law perspective requires looking at the rise of populism through the lenses of the crisis of democratic representation. The paper aims at exploring the Italian scenario, where the anti-establishment Five Star Movement has grown up as leading populist force fostering a direct political participation of voters through the use of the Internet that is supposed to bring, in the long run, to political disintermediation. In this respect, the goal of the paper is to explore from a constitutional law perspective the grounds on which the rise of this anti-establishment movement has relied and the constraints that the Constitution may place on the populist surge. Po osobnej stránke v prvom rade ďakujem rodičom Vladovi a Saši, sestre Peti a starým rodičom Máši a File. Podporovali ma počas celej doby štúdia a nikdy nestratili vieru v moju schopnosť túto prácu dokončiť. Anti ‑Romani terrorism in Europe 1 Miroslav MAREŠ Politics in Central Europe (ISSN: 1801-3422) Vol. 12, No. 2 DOI: 10.1515/pce-2016-0013 Abstract: This article analyzes terrorism against the Roma in Europe. It identifies acts of terrorism in violence that targets the largest stateless nation on the continent and categorizes this terrorism according to current research methods. Focusing on events in both Western and Eastern Europe, the article analyses and compares the most significant terrorist acts against the Roma of recent years. It concludes that anti ‑Romani terrorism is heterogeneous in terms of tactics, strategies, and ideological justification, yet can usually be subsumed into the broadly conceived category of far ‑right terrorism. The variety of attacks suggests that terrorist acts are an offshoot of the broad spectrum of anti‑Romani activity, and are influenced by contemporary trends in inter ‑ethnic violence. Key words: Romani people, terrorism, Europe, far right, racist violence Introduction For several decades now, a wave of substantial anti ‑Romani violence has been present in Europe, a continent on which the Roma are the largest stateless ethnic group or nation. This article analyzes violence against the Roma throu‑ gh the prism of terrorism. The issue is examined from the point of view of the victims—members of the Romani population or its constituent ethnicities. Building upon this basis, the strategies of the terrorists themselves are analyzed and categorized according to the generally respected typologies of terrorism. Italian Democracy Under the Coronavirus Can a global pandemic reconfigure politics? By Alessandro Mulieri Since Italy has been a laboratory of recent global political developments, it is important to keep a close eye on how anti-elite and souverainist tendencies fare in the Coronavirus crisis that has hit Italy hard and how party lines have been reshuffled in the current reconciliation with technocracy. In a way much of what has been happening with this terrible crisis in Italy is about democracy, or as many scholars1 like to put it, about the crisis or crises of democracy, especially in this Southern European country. In recent years, Italy has been an interesting laboratory to track the developments of three important political patterns that have been prevalent in other Western countries as well. First a technocratic government was appointed in the midst of one of the worst financial crises that the country and the EU had experienced: the Monti Cabinet that was in charge from November 2011 to April 2013.
