MARAWI SIEGE

Situation Overview  Emergency Observation Report: At around 1400H on 23 May 2017, a fire fight incident transpired between the Armed Forces of the Philippines (AFP) and members of the Maute Group and Bangsamoro Islamic Freedom Fighters (BIFF) who have pledged allegiance to the Islamic State of Iran and Syria (ISIS).  The incident has affected all residents of Barangays Marawi (Sarimanok Road), Basak Malutlut, Bangon, Tuca, Calocan East, Marinaut West, and Kilala of Marawi City. Residents of the city were not allowed to go out from their respective houses for security reasons. Exchange of gunfire in Barangays Tuca, Caloocan, and northern Marinaut has not stopped and roads leading to the city are being blocked both by government forces and Maute militants.  REGIONAL COMMAND AND COORDINATION CENTER (RCCC): In the morning of 27 May 2017, at RED ALERT status, the First Coordination Meeting among the Marawi Siege responders was held at Tomas Cabili Gymnasium, City. In the afternoon of 27 May 2017, the RCCC of ARMM and Region X was set up at the 3rd floor of Frostie Bites, Iligan City upon national directive to have a centralized reporting and gathering of relevant information as well as efforts in responding to the prevailing situation in Marawi City through the activation of Inter-Regional Response Clusters. Likewise, the RCCC Logistics Hub was also established on this day in Iligan City.  NDRRMC EMERGENCY OPERATIONS CENTER (NEOC): On 17 June 2017, the NEOC was set up in Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City and at 4PM of the said date, held the First NDRRMC Coordination Meeting.  To date: o 84,855 families or 400,440 persons have been displaced by the armed conflict in Marawi, per accumulated data o 79 Evacuation Centers (ECs) are currently open with 3,798 families or 17,389 persons o 70,359 home-based internally displaced families or 333,779 persons tracked in 400 barangays in 7 Regions o The effect of this unrest has displaced families / persons coming from all 96 barangays of Marawi; from 20 other municipalities of Lanao del Sur (Balindong (Watu), Bayang, Binidayan, Buadiposo-Buntong, Bubong, Butig, Calanogas, Ditsaan- Ramain, Ganassi, Kapai, Lumba-Bayabao (Maguing), Lumbatan, Madamba, Madalum, Marantao, Masiu, Mulondo, Poona Bayabao (Gata), Saguiaran, and Tugaya); and from 2 municipalities of (Kolambungan and / Karomatan).  Consolidated response reports for situational awareness is uploaded at: http://dromic.dswd.gov.ph/response-cluster-sitrep-on-marawi-siege/

NDRRMC Cluster Response

Camp Coordination and Camp Management & IDP Protection

Needs:  Need to follow-up loading of gravel and hiring of grader committed by OCD. o Logistics update: already provided  Water and Electricity is far from the area where the tents will be installed in Pantar EC. o Referred to Logistics: area for the facilities were already identified; still looking for resources; awaiting needed site development  Rainwaters flow-in at Maria Cristina EC in Iligan (due to roofing problem). o For referral to concerned LGU  The new site identified by the LGU for the relocation of Madrasah Markasi EC in Baloi is far from the public school where the IDP children are currently enrolled. o Look into the best option possible  Need for cross-matching of all IDPs to produce a clean list in preparation for early recovery and rehabilitation. o Ongoing digitization of all DAFACs at hand; further data sanitization following  IDPs in Abdul Asiz Evacuation Center of Balo-i were advised to transfer since classes will open soon o Madrasa School will meet with Balo-i Mayor on Saturday o Identify a suitable area near the EC pending the construction of the tent city  Most of the Daycare Workers of Iligan City who assisted in the ECs were pulled-out by CSWD o DSWD will be augmenting the said areas  Decongest overcrowded IDPs inside ECs o No. of IDPs inside ECs never decreased, especially in Balo-i o Increasing in Home-based IDPs  CSOs’ issues / concerns: o Registration deadline: reconsider deadline as fighting is still ongoing . Identify those who refuse registration and report to Ms. Virgie . Ms. Virgie is asking for the list of barangays where this has stopped. Clarification: it did not stop; distribution of cash assistance was prioritized instead but registration continues until July 5. To clarify: July 5 is cut-off date . CSOs are encouraged to submit reports for consolidation in the Cluster sitreps, not just during the meeting. CSOs are meeting every Tuesday . Settle the particular issue with DSWD o Access to relief o IDPs’ duplication of DAFAC o Regarding the plan for the tent city: there must be consultation with IDPs

Responses:  Coordinated with the LGU to identify site for the transfer of IDPs in Abdul Asiz Evacuation Center of Baloi EC.  DSWD Secretary Judy officially pronounced that the IDP registration will end on July 5, 2017.  Clear messaging has been developed by the response cluster to provide guidance to all unregistered IDPs as to the process of registration  DSWD Field Office 10 in coordination with the CSWDO of Iligan will turn-over the camp management of Iligan ECs to ARMM on July 3, 2017.

Gaps & Constraints:  A child from Abdel Azis EC died due to pneumonia.  1 IDP from Nangka Brgy Hall EC was admitted at the hospital due to LBM and vomiting.  There are discharged IDPs who again returned to Maria Cristina Evacuation Center.  Balo-i Gymnasium Evacuation Center was not able to establish a lactating area due to limited / unavailable space

Food and Non-Food Items

Needs / Issues:  Home-based IDPs in Iligan City need kitchen kits, blankets, sleeping mats, mosquito nets and hygiene kits o FO X level of stocks in Linamon hub is not enough; requesting for augmentation o Already one donor available but still limited o Start the distribution from what is available; all requirements in the ECs should be responded to already  The elderly IDPs in Abdul Asiz EC in Balo-i need comfortable sleeping area (as much as possible with sleeping foams and enough electric fans), portable urinals, flashlights, slippers for kids, and umbrellas o Ask the CSOs if they available; provide them with no. of needs and which areas so they can match with their providers o Cluster Lead is already coordinating with Tzu Chi Foundation on the “multi-function foldable platform” material: give update next meeting  One (1) food pack for 3 days is not enough for big families. o Ongoing deliveries / replenishment of FFPs o Additional family tents on procurement process o DSWD has available family tents for augmentation  Need of Emergency lights due to frequent power interruption in Baloi. o Request ASAP to Logistics while stocks are still available  Need of extension wires for the electric fans in the Maria Cristina EC.  Need separate electric wiring and breaker for outlets use in Buruun Gym EC.  IDPs are requesting referral to any available income generating job.  Distribution Plan of relief goods

Responses:  DPWH started refilling gravel at the relocation area of Pantar  ARMM HEART has already started Relief distributions to the Internally Displaced Persons with DFAC to 974 Families in the ECs & HB in the municipalities of Picong, Balabagan, Kapatagan and part of Malabang on June 24-27, 2017. Relief goods contains 25 kilos of rice; 16 cans of sardines; 16 cans of corned beef; 2 dozens of 3 in 1 coffee and Hygiene kits.  As of June 23, 2017, ARMM HEART has delivered to IDPs (Lanao Sur Areas) 54,120 Family food packs (6 kilos of Rice; 4 sardines; 4 corned beef; 10 sachets of 3 in 1 coffee) and Hygiene kits.

Gaps & Constraints:  Tubod IDPs complained of having not received family food packs due to non- updating of IDP masterlist. o FO X to coordinate with CSWDO

Needs Public Health / Medical Cluster  Request for security assistance during TSeKAP Caravan in on July 3, 2017.  Case investigation done and specimen collection to 2 suspected measles case in Buru-un SF and 1 FHMD in Tibanga with CHO Iligan team  DOH ARMM: Health personnel to man ECs and mobilization of logistics Water Sanitation and Hygiene (WaSH) Cluster  Still to follow-up LGU regarding the installation of water tank in Buru-un Gym.  Request for an additional water bladder for drinking in lieu of the water bladder from PRC requested not yet granted – already arrange with UNICEF.  Need for conjugal area for the couple IDPs.  DOH ARMM: Sanitation facilities in ECs and Home Based Mental Health and Psycho-Social Support (MHPSS) Cluster  Identify an organization / agency that will cater the delivery of art materials for free.  Need to translate MHPSS IEC into Tagalog version  Partner agencies conducts MHPSS have not given report – requested to provide a copy to the NDP assigned in ECs  MHPSS providers for Maranao Speaking IDPs.  MHPSS providers in ARMM areas Nutrition Cluster / MNCHN  Homebased IDPs Nutrition Profiles of children under 5 years old, pregnant and lactating mothers, PWD and elderly - ongoing Others  Home-based IDPs in Sta. Responses: Logistical Support DOHROX  OCD/NEOC/Logistic assisted in transporting 1,000 liters of fuel to Amai Pakpak Medical Center for back-up generator.  Received Additional drugs and medicines from DOH RO VIII.  Received 20 squatting plates for portalets and 600 Hygiene kits from UNICEF.  PHO of Lanao del Norte conducted clearing operation for establishing Satellite OpCen located in Nangka, Balo-i. Operations will start next week.  A total of PhP 52,033,575.44 worth of logistical support was provided to Regions X and DOH ARMM of which PhP 30,000,000.00 was financial assistance for the government and private hospitals in Lanao del Norte and APMC. Various drugs, medicines, and medical supplies worth PhP 22,033,575.44 was included in the said logistical support.

DOH ARMM  Health Emergency Response Team Batch 2 arrived in Iligan City  DOH-ARMM physicians to take turns in going on duty at Saguiaran Makeshift Hospital Casualties  There are 27 validated casualties were reported from the hospitals only o Re: issue on 18 deaths due to schizophrenia Public Health / Medical DOHROX  2 IDPs in Balo-i received wheelchairs from DOHROX.  Teams from DOHROX conducted laboratory services and consultations to home-based IDPs of Brgy. Mahayahay and Brgy. Tambacan.  Teams from San Lazaro Hospital, HEMB, Region XII, Region IX, and MHARSMC provided medical and dental services in ECs and home-based IDPs.  Provided laboratory services to home-based IDPs in Brgy. Mahayahay.  Provided dental services to ECs of Tibanga, Buru-un Gym and Tomas Cabili ( EC & home- based)  Teams from DOHROX conducted laboratory services and consultations to home-based IDPs of Brgy. Mahayahay and Brgy. Tambacan.  Active Disease Surveillance. A total of 151 cases of various conditions reported on June 29, 2017. From June 4 – 29, 2017 a total of 2,517 cases was reported in five (5) evacuation centers in Iligan City. Most of the cases were due to Upper Respiratory Tract Infection (775), Skin Diseases (409), Hypertension (181), Acute Respiratory Illness (176), and Acute Watery Diarrhea (159).  A total of 39,697 IDPS received medical and public health consultations, treatment and management in ECs and health facilities (25,615 public health consultations and 13,697 hospital consultations). DOH ARMM  Met with Dr. Medina of WHO to:  Discuss possibility of SPEED Orientation for Marawi CHO staff as requested by CHO  Discuss about the issues on the reporting system and how to address them  To deploy RESU team to address issues on the entire surveillance system  On June 29, there were 329 of various conditions reported from the 18 reporting facilities (RHUs 12, Hospital 1, BHS 3, and ECs 2, in LDS. To date, a total of 3,471 consultations were reported from May 31 – June 29, 2017. 35% (909) of the total consultations are children below five years of age.  Top 5 leading consultations are ARI (1,136), Skin diseases (371), Hypertension (351), AGE (281) and Fever (151).  Continuous monitoring of diseases of IDPs thru SPEED system  Augmented MNPs and other logistics to IPHO Lanao del Sur WASH  Philippine Red Cross (PRC) provided and installed 20 units of portalets, 49 cubicles of temporary shower facilities and water collecting points in the different ECs.  DOH ROX distributed Maranao-translated IEC to home-based IDPs in Tambacan and Mahayahay.  Provided hygiene kits to National Incident Management Team  Purchased water container for Saguiaran RHU (delivered to satellite OPCEN of IPHO LDS)  A total of 9,581 hygiene kits and 15,123 water containers, and 1,928 dignity kits were distributed to IDPs.

MHPSS  Finalized and reproduced the Maranao – translated IEC materials to home-based IDPs of Brgy. Mahayahay and Brgy. Tambacan.  A total of 10,595 IDPs and responders were counselled.  DOH Central Office participated in the conduct of “Caring of Carers” activity together with CSFI, UNICEF and MSU-IIT in Tubod Baptist Church to 171 field workers of CSWD.  DOH Central Office recommended to organize teams that will conduct psychosocial activities to LGU workers.  DOH RO X conducted Psychological First Aid, expressive Art Therapy, Psychosocial Processing, physical and deep breathing exercises to home-based IDPs in Brgy Palao and Brgy. Bagong Silang.  Finalized and reproduced the Maranao – translated IEC materials to home-based IDPs of Brgy. Mahayahay and Brgy. Tambacan. Nutrition  Distributed micronutrient powder, Vitamin A and MUAC taking in ECs.  Conducted deworming and maternal activities to IDPs of Mahayahay and Tambacan.  Conducted health education regarding breastfeeding.  Conducted deworming of children.  Distributed micronutrient powder, Vitamin A and MUAC taking in ECs.  Conducted deworming and maternal activities to home-based IDPs of Mahayahay and Tambacan.  Regional Nutrition team to turnover MNPs and other logistics to IPHO (Still waiting for the specified list of items from the Nutrition team)  Bangon Team of DSWD are conducting feeding program in Saguiaran: report to be furnished to DOH by FO 12

Gaps & Constraints:  The Amai Pakpak Medical Center (APMC) suffered damages and lost several equipment amounting to PhP 5,034,675.00  Lack of health personnel in ARMM areas to deliver health services inside ECs.

Logistics

Needs:  Distribution Plan of relief goods o Logistics cluster to call for a meeting and do coaching to come up with this plan  Additional transportation assets  Logistical requirements for the Tent City in Pantar, Lanao del Norte such as lightings (already procured), generators, solar panels, water filtration systems.  Portalets / Materials for semi-permanent latrine construction o Advised DPWH to coordinate with Republic Cement  Need of transport service for the request of Marawi City LGU for the delivery of 500 bags of 25kg rice from the ARMM HEART Compound, Cotabato City to the Marawi Operations Center in Guevara St., Bacogo, Iligan City.  DSWD FO XII needs trucks to deliver for MSU Marawi = 6K FFPs for 2K families

Just let them know when (details of the vehicle and accompanying team)  CSO is asking if they can also request for transportation; issue on daily vehicle pass o On the use of logistics facilities, CSOs are encouraged to connect with the FNI cluster o DSWD did not use any military assets because these are being used in the ongoing operations o Use commercial transport instead; or buy the goods here to minimize transportation cost o Regarding security pass: everyone is subject to this, no one is exempted; it’s a matter of coordination with the IMT

Responses:  Facilitated the request of DSWD 10 for the delivery of relief goods (771 pcs 4L bottled water, 771 pcs Nutrideal, 771 pcs Infant dry cereal, 771 pcs noodles) intended to the affected population in the Buru-un Gym, Buru-un School of Fisheries, Maria Christina, Sta. Elena, and Tibanga Evacuation Centers in Iligan City.  DPWH 10 deployed 2 dump trucks, 1 grader, 1 backhoe, and 1 prime mover for the site development in the Pantar, LDN Tent City. Fuel was also provided to the said equipment.  Facilitated the transport of personnel (OCD, DSWD, MMDA) from NEOC to Laguindingan Airport, CDO and vice-versa.  DPWH 10 conducted site inspection on the Tent City Project in Pantar, Lanao del Norte (sites for semi-permanent latrines inspected)  Facilitated the request of the Education Cluster led by the Department of Education for the transportation of relief items such as Nukibi suits, assorted school supplies, hygiene kits, and oral health care kits from the Iligan Port to the Iligan National High School on 1 July 2017. – REQUEST CANCELLED – as of 30 June 2017, cargo ship is still on its loading process. Time and date of arrival at the Iligan Port will be delayed.  The AFP-Philippine Army through LTC JOEL MAMON PA facilitated the transport of assorted relief goods (15 sacks school supplies, 20 boxes toothbrush, 14 cases soap, 55 cases shampoo and conditioner, 563 boxes canned goods, 133 boxes assorted food items, 2 sacks blankets) via M35 truck of the 51st IB donated by the GMA 7 Kapuso Foundation intended to the evacuees in Saguiaran Elementary School, Saguiaran, Lanao del Norte.  Crafted information signage that will be installed in the main roads entering Iligan City that will advertise short instructions on where to donate relief goods and who to contact for coordination.  Delivery of the 230m3 of gravel (3/4 size) for the Tent City in Pantar, LDN has been completed 1130H, 30 June 2017.  Facilitated the request for 1 transportation vehicle of DSWD ARMM from the DSWD Operations Center in Crystal Inn Hotel, Iligan City to the different evacuation centers in Iligan City, starting 30 June up until 15 July 2017. Gaps & Constraints:  Distribution Plan (reiterated) is still unavailable; this is needed in order to plan for the timely and adequate provision of the needed logistical requirements  DSWD tents were already installed prior to the installation of the gravel. Installation process was already developed by the DSWD, NIMT, and Municipal Engineer of Pantar  The DPWH is requesting the support of the different NGAs and INGOs for the donation of materials and portalets for the expedition of the construction of semi-permanent latrines in the ECs.

Emergency Telecommunications

Needs:  Provision of internet connection for Marawi City LDS Provincial Capitol (PLDT) and 103rd Brigade (high speed internet connection)  Enhancement of Cellular Signal (Globe) at NEOC  Data Encoders for Masterlisting of IDPs in Marawi City

Responses:  PLDT, Tower Trio and Marawi-Lanao Network (MALANET) now in the process of securing necessary documentary requirements for work clearances at Civil Military Operations Coordinating Center, Provincial Capitol, Marawi City.  Globe installed Cellular Signal Booster inside NEOC as interim solution while to cover the whole building will use COW (Cellular site On Wheel) as solution to penetrate signals inside other rooms as part of assessment done by the Globe Technical team, which will be subject for approval from Globe Head of Office. They will update us on this matter on Monday. o Request for the COW and the MEOW (multi element on wheels)  DICT Mindanao Cluster II provided ten (10) laptops and Iligan ICT Council provided 10 volunteer encoders.

Gaps & Constraints:  CSO Concern: is ETC also for management of information / grievances / IDP concerns? o This is c/o Crisis Communications Group, led by PIA o Clusters were already requested last time to craft their own communication messages translated into the Maranao dialect, for production of IECs . PIA is requesting those issuing cards to also provide clarification / reasons behind why these are issued – for inclusion in their communications production . Suggestion to PIA: briefing every morning to the media / press release to keep the public informed = PIA can arrange and ask updates; strong internet connection needed for livestreaming  Crisis Comms Group are enjoined to call for a meeting here at NEOC to plan and coordinate for this.  Usec Seguerra clarified PIA’s concern on the need for writers; she offered the contact numbers of the Maranao professionals who are currently unemployed, for PIA to get in touch with them

Search, Rescue and Retrieval

Needs:

Responses:  As of 29 June, troops rescued 2 civilians in Bubong, totaling to 1,719 civilians rescued to date

Gaps & Constraints:

Education

Needs:  Need for logistics support for the hauling of assorted school supplies and goods for 233 boxes in Iligan City Port, expected time of arrival (ETA) to be determine. Need for manpower, 10 persons.  As of June 30, 2017, a total of 15,149 learners are tracked, of which 9,008 learners are found in Region 10 (3,520 in Lanao del Norte, 3,754 in Iligan City, 87 in , 954 in City, 16 in El Salvador City, 21 in , 479 in , 66 in City, 12 in City, 48 in City, 12 in City, 4 in City, and 35 in Valencia City) while 4,689 learners are found in ARMM (3,802 in Lanao del Sur 1, 887 in Lanao del Sur 2), and 1,452 for other regions. These tracked learners and who have registered/enrolled in the receiving schools need back-to-school kits, psychosocial first aid intervention, feeding program, and uniforms. These receiving schools are continuously welcoming the displaced learners who will register/enroll  As of June 15, 2017, a total of 1,284 Marawi teachers were tracked. They need teacher’s kits and psychosocial first aid interventions for the initial intervention and would need Alternative Delivery Mode / Flexible Learning Option (ADM/FLO) training and ADM/FLO materials for the succeeding interventions

Responses Undertaken: May 24 – July 1, 2017  Installed Hand Washing Facilities in Saguiaran Central ES by DepEd ARMM;  Distributed hygiene kits, soup packs and learners kits by DepEd ARMM;  Processing the release of DRRM Fund for Lanao del Sur by DepEd ARMM;  Continuous tracking of learners and personnel of Marawi City;  Continuous Psychological First Aid (PFA) Interventions for learners provided by personnel of DepEd Region X and DepEd ARMM in the assigned receiving schools. As of 1 July 2017, a total of 4,249 learners have been provided with PFA intervention of which 1,673 for Lanao del Norte and 1,141 for Iligan City in DepEd Region X, and 1,480 for Lanao del Sur in DepEd ARMM.  On-going universal feeding program for the learners in Lanao del Sur through Gawad Kalinga;  On-going conduct of EiE for learners in Saguiaran, Lanao del Sur Evacuation Center by DepEd ARMM;  On-going repacking of donated school supplies for DepEd Division of Iligan City and Lanao del Norte. Mobilized girls scouts and learners of Iligan City NHS for the repacking of school supplies, started 29 June.  On-going distribution of donated school supplies from DepEd Division of Misamis Occidental in DepEd Division of Lanao del Norte started 22 June;  Continuous coordination and reporting to DepEd EXECOM, DepEd field offices in Mindanao region, National Education Cluster and local partners;  Conducted coordination meeting with DepEd Division of Iligan City and DepEd Division of Lanao del Norte on 30 June

Gaps & Constraints / Priorities:  Need to ensure PFA and learning continuity for learners who are not going to school and prefer to stay inside the evacuation centers.  Will address issues and concerns raised by CSOs to DepEd with concerned partners / stakeholders: o Need for particular data from CSOs on their reported “traumatized” children o Suggestion to CSOs to help in organizing PSS to address the needs they have discovered in the ECs

Management of the Dead and Missing

Needs: For Response Clusters:  Request Law and Order Cluster to provide security for the Retrieval and DVI Teams, and in the DVI Working Area, once AFP clears the Search & Retrieval & DVI deployment;  Request the NIMT and Crisis Communications Committee to deliver the Core Messages from the MDM Cluster to the public

For MDM Cluster:  Identification of Temporary Burial Sites and Temporary Mortuary Areas in Lanao del Sur;  PNP CL to establish and maintain the Identification Board; and  The DSWD, PRC and LGU to provide psychosocial support services to the families of dead victims and missing persons at the Family Assistance Centers.

Responses Undertaken / Priorities:  Emergency MDM Cluster Meeting on July 4, 2017;  Identification of Temporary Burial Sites and Mortuary Areas;  Setting-up of MDM Facilities;  Collection of AM Data July 1, 2017  The 18 unidentified cadavers have gone thru the DVI process and serials numbers were assigned;  The MDM DVI team has check-in at the NIMT; June 30, 2017  PNP CL Iligan City has coordinated with local officials and others concerned, and conducted site inspection to identified evacuation centers for the AM Data Collection Points; June 29, 2017  4 unidentified cadavers were temporarily buried at the Dalipugan Cemetery; June 28, 2017  The ICRC provided PPEs and other logistical support to the MDM Cluster worth Four Hundred Eighty Seven Thousand Eight Hundred Fifty One Pesos (Php 487,851.00), all of which are prepositioned in strategic areas.  17 unidentified cadavers were found, retrieved and immediately brought to Capin Funeral Homes for DVI procedures;  DILG OIC Cuy, together with USec Panadero, met with the City Mayor of Iligan City and discussed issues and concerns pertaining to the MDM Cluster;

June 28, 2017  The Management of the Bereaved Families, the DSWD Region X informed the Cluster that the Memorandum of Agreement with Capin Funeral Homes will only cover those who died in the evacuation centers. – DILG has immediately cleared this with DSWD and noted that this is contradictory to their earlier statement that the MOA will cover ALL retrieved dead bodies. We learned that DSWD has yet to clear this issue with their top management. DILG requested DSWD for a copy of the MOA. – As per DSWD, the MOA will cover all retrieved cadavers and those who died in the evacuation centers.

Other Concerns / Updates / Reminders:

1) MDM Cluster Meeting: 04 July @ NEOC 2) CSO request as raised by Marawi residents: to provide firetrucks in Marawi while aerial bombings are going on. Also concerns on looting in the houses that were not destroyed. o This is not a particular concern of the Response Cluster. BFP has prepositioned their responses already there. 3) During the Response Cluster meeting, cluster updates should be reported in brief; particular issues and concerns that have to be addressed on the Cluster level should be discussed and addressed therein. 4) Usec Hervilla will meet the CSOs on Tuesday, 04 July at 9AM. Venue to be announced later. 5) As agreed: o FNI Cluster shall meet every Wednesday morning at the NEOC o CCCM and IDP Protection Clusters shall meet every Thursday morning at the NEOC 6) Reiterated to Clusters needing Logistics support: provide relief distribution plan to the Logistics Cluster. Submit transportation request form (to include quantity and estimated weight of items to be transported, and name and phone number of the contact person) to Logistics Cluster and coordinate with Jelo 7) Regarding protocols and clearances for goods from Iligan City to Marawi City, just ask for clearance from Col. Donato and they will facilitate 8) As agreed by the Response Cluster members during the Response Cluster Meeting on 27 June 2017, succeeding meetings shall be held every other day. Cluster meetings, however, shall continue as scheduled every week, or as urgent need arises

General Coordination Coordination meetings continue daily at the NDRRMC Emergency Operations Center (NEOC) at at Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City. This EOC offers essential services to humanitarian partners, such as internet and work stations. Reiterating the agreement during the First Meeting on the Activation of the NDRRMC Response Cluster (RC) at Iligan City on 17 June 2017 and the amendment on the schedule of Response Cluster Meeting on 27 June 2017:

1) Each Cluster should have a representative at the NEOC on a daily basis from 8AM to 6PM – in consideration of the set curfew hours of Iligan City – to facilitate needed coordination. As much as possible, there should be a representative from the National Office since this is a national activation. 2) Response Cluster Reports by each RC Member have to be sent not later than 2PM to [email protected] for consolidation into the NDRRMC Disaster Response Pillar Situation Report, and shall be reported by each Cluster Member during the regular meeting.
