Conclusions of the 33rd Meeting of the ICAPP Standing Committee (Terengganu, Malaysia, 13 December 2019) The 33rd Meeting (hereinafter referred to as “the Meeting”) of the Standing Committee (hereinafter referred to as “the SC”) of the International Conference of Asian Political Parties (hereinafter referred to as “the ICAPP”) was held in Rajawali 2 Hall of Duyong Marina & Resort Terengganu in Terengganu, Malaysia from 21:30 to 22:30 on 13 December 2019 back- to-back with and prior to the 1st Meeting of the ICAPP Tourism Promotion and Inter-City Cooperation (TOPIC) Council. 20 Members attended the SC Meeting which was held prior to the First Meeting of the TOPIC Council held in Terengganu, Malaysia on 13-16 December 2019, co-hosted by the United Malays National Organisation (UMNO), Parti Islam Se-Malaysia (PAS), and the State of Terengganu. The List of Participants and Annotated Agenda are attached as Appendixes I-1 and I-2. The Meeting was co-chaired by Hon. Mushahid Hussain Sayed, Vice-Chairman and Special Rapporteur of ICAPP Standing Committee, Senator and Chairman of Senate Committee on Foreign Affairs of the Pakistan Muslim League-N and Hon. Park Ro-byug, Secretary General of the ICAPP. Furthermore, Hon. Dato’ Seri Dr. Shahidan Bin Kassim attended as Chairperson of the Organizing Committee of the 1st Meeting of the TOPIC Council. Hon. Mushahid Hussain Sayed extended his warm welcome to all the SC Members, also expressing his deep gratitude for the hospitality from the host of the 1st Meeting of the TOPIC Council on behalf of Hon. Jose de Venecia, Jr., Founding Chairman and Chairman of the ICAPP SC. Hon. Park Ro-Byug and Hon. Mushahid Hussain Sayed explained that the absence of Hon. Jose de Venecia, Jr. was due to an unavoidable conflict in his schedule. Preparations for the 1st Meeting of the ICAPP Tourism Promotion and Inter-City Cooperation (TOPIC) Council Secretary General Park reminded the participants that the 1st Meeting of the TOPIC Council will be held as follows: The participants discussed about four main themes: 1) The Roles of Political Parties for Promoting Close Cooperation for Sustainable and Dynamic Tourism; 2) Cooperation in the Tourism Sector to Generate Human Resources, Job Opportunities, and Spill-Over Effect in Education and Healthcare; 3) Supporting Smart Inter-City Technology for Innovative Tourism Community; and 4) Facilitating the Development of Niche Tourism “The 7-Summit Mountaineering Expedition Initiative for Peace and Integration.” The Program and List of Participants are attached as Appendixes II-1 and II-2. 1 It was envisaged that, given the tight schedule of the meetings, it would be productive for the speakers for each session to present their views in less than five minutes within the scope of the agenda. The Concept Paper and List of Speakers are attached as Appendixes II-3 and II- 4. Election of the Bureau of the TOPIC Council It was agreed that, in accordance with the ICAPP’s established practices, the host member will be given priority to serve as one of the two Co-Chairpersons for one term for two years. This represents an expression of the Members’ appreciation for the hospitality and financial support for hosting the meeting. Accordingly, Hon. Dato’ Seri Dr. Shahidan Bin Kassim, was appointed as Co-Chairperson of the TOPIC Council, and explained that it was the first time that the Parti Islam Se-Malaysia (PAS) and the United Malays National Organisation (UMNO) had hosted this kind of international event and introduced tourist attractions and sites such as the three islands in Terengganu. Terengganu Statement The SC Members reviewed the draft Terengganu Statement which had been prepared and circulated by the Secretariat prior to the SC Meeting, and agreed to submit the first official draft during the 1st Plenary Session of the 1st TOPIC Council Meeting on 14 December 2019 to all participants for their comments and suggestions. The Terengganu Statement was adopted at the Closing Session of the 1st TOPIC Council Meeting which was held on 14 December 2019, and is attached as Appendix II-5. Issues relating to the ICAPP Standing Committee (SC) Changes in the Members of the SC Dr. Khurelbaatar Saikhansanaa, Advisor to Secretary General of Mongolian People’s Party (MPP), was welcomed as the Representative of the MPP, replacing Hon. Munkhjin Batsumber, Former Member of the ICAPP Standing Committee. Datuk Chong Sin Woon, Secretary-General of Malaysian Chinese Association (MCA), was also welcomed as a new ICAPP Standing Committee Member, appointed by the MCA, replacing Datin Paduka Chew Mei Fun, Former Secretary-General of MCA. SC Members, reminded by the comment of Hon. Vijay Jolly, Senior Leader of the Party, President of Delhi Study Group of India’s Bharatiya Janata Party (BJP), stood up for a short prayer as an expression of deep sympathy and condolences for the late Hon. Hussain Muhammad Ershad. Members were informed that upon hearing the sad news that Hon. Hussain Muhammad Ershad, Former Member of the ICAPP Standing Committee, Chairman of the Jatiya Party, Leader of the Opposition of Bangladesh and Former President of Bangladesh, had passed away in the morning of 14 July 2019, the Secretariat immediately conveyed to the Jatiya Party a letter from 2 the ICAPP Members expressing deep condolences, including a letter from Hon. Jose de Venecia, Founding Chairman and Co-Chairman of Standing Committee, on his passing away. The updated List of SC Members is attached as Appendix III. Future Meetings of the SC In accordance with the tradition of the ICAPP, the 34th SC Meeting in 2020 may be held on the sidelines of the ICAPP meetings. The next SC Meeting may be held on the sidelines of one of the following meetings in 2020: 1) 6th Meeting of the ICAPP Youth Wing and 7th Meeting of the ICAPP Women’s Wing in Ulaanbaatar, Mongolia on 20-23 April 2020; or 2) 4th Meeting of the Asia-Europe Political Forum (AEPF) in Prague, Czech Republic on 28-30 May 2020 ICAPP Meetings for the Year 2020 Preparations for the 20th Founding Anniversary and 11th ICAPP General Assembly Secretary General Park explained that the decision to host an event to celebrate the 20th Founding Anniversary and 11th ICAPP General Assembly will be notified after consultations with relevant Members by February 2020 (See Appendix IV-1). The 6th Meeting of the ICAPP Youth Wing and 7th Meeting of the ICAPP Women’s Wing The SC Member of the Mongolian People’s Party (MPP) reaffirmed that her Party would send its written commitment in an official letter to the Secretary General of the ICAPP to host the 6th Meeting of the ICAPP Youth Wing and 7th Meeting of the ICAPP Women’s Wing in Ulaanbaatar, Mongolia. Considering that Ramadan starts on 23 April 2020, the dates of the meetings would be decided during the 3rd week of April 2020 (20-23 April 2020) and she promised to send the official letter to the Secretariat within several days (See Appendix V-1 and V-2). The 4th Meeting of the Asia-Europe Political Forum (AEPF) Secretary General Park reconfirmed that Hon. Jan Zahradil, Member of the European Parliament and Member of the Bureau of the European Conservatives and Reformists Group (ECR) Group, has agreed to host the 4th Meeting of the Asia-Europe Political Forum (AEPF) in Prague, Czech Republic on 28-30 May 2020 (See Appendix VI-1 and VI-2) and the host side is going to provide the participants with local accommodation for two nights. Special Conference on Inter-Religious Dialogue It has been informed that the G.P. Koirala Foundation of Nepal, depending on financial availability, would like to hold a Special Conference on Inter-Religious Dialogue as follows: 3 The Conference may consist of workshops and cultural performances among religions in Asia to promote peace and mutual understanding. The tentative venue and date for the dialogue would be Lumbini and/or Kathmandu, Nepal in the last week of August 2020. The main purpose of the dialogue is to promote global peace and mutual understanding among different faiths in Asia (See Appendix VII-1). Review of the ICAPP Activities in 2019, particularly since the 32nd SC Meeting in April 2019 Secretary General Park explained that four major ICAPP-related meetings had been held: 1st Meeting of the ICAPP Asian Cultural Council (ACC) in Siem Reap, Cambodia, 3rd Meeting of the Asia-Europe Political Forum (AEPF) in Colombo, Sri Lanka, 5th Meeting of the ICAPP Youth Wing and 6th Meeting of the ICAPP Women’s Wing in Baku, Azerbaijan and the Group Meeting between the ICAPP and U.S. Congress in Washington D.C., U.S. Report on the Results on the 3rd Asia-Europe Political Forum (AEPF) The 3rd Meeting of the AEPF was successfully hosted by the Government of Sri Lanka on 5-7 April 2019 and actively supported by the United National Party (UNP) and the Sri Lankan Government including the Prime Minister’s Office. The meeting was attended by representatives of 25 political parties from 18 countries. The ICAPP Members expressed again their deep gratitude for the hospitality and excellent preparations by Hon. Daya Gamage, Senior Deputy Chairman of the United National Party (UNP) of Sri Lanka. The 3rd Meeting proved a great success with the adoption of the meaningful Colombo Statement and Terms of Reference (ToR) on the AEPF (attached as Appendix VIII-1, VIII-2, VIII-3, VIII-4 and VIII-5.) Report on the Results of the 5th Meeting of the ICAPP Youth Wing and 6th Meeting of the ICAPP Women’s Wing Secretary General Park recalled that, with the political support of Hon.
