The number of riders in each event is limited to 24, with a maximum of three riders per NOC. The Olympic competition format is very similar to the traditional BMX racing format, where six or eight riders compete head- to-head (in a heat) throughout several phases, with the top four riders qualifying to the next phase. The quarterfinals are held over three runs, with points awarded according to places. In each of the four heats, featuring six riders in each, the top four riders (those with the lowest score) advance to the semifinals. The semifinals are also held over three runs, with the top four riders from each heat (again those with the lowest score) advancing to the final. The final is contested over a single run. In case of an unforeseen circumstance which would prevent the completion of the competition in accordance with the competition format described above, the International Cycling Federation (UCI) reserves the right to alter the competition format to allow the competition to be completed in the time available, for example, by reducing the number of runs held in either the quarterfinals, semifinals, or both. DIFFERENCES BETWEEN THE UCI WORLD CHAMPIONSHIPS AND THE OLYMPIC GAMES In addition to the differences described above in the competition format, the UCI World Championships features more riders due to the different quotas for NOC participation. At the UCI World Championships there are also junior and challenge classes. CHANGES SINCE THE RIO 2016 OLYMPIC GAMES The seeding run has been removed, and the women now compete in the quarterfinals. The men's and women's quotas have been equalised. The rule for establishing the final classification has been changed. SPORT RULES AND PROCEDURES Scoring system In the quarterfinals and semifinals, the riders receive a points score equal to their finishing position in each run. The rider in first place scores one point, the rider in second place scores two points and so on. A rider who starts but does not complete a run will be marked as "Did Not Finish" (DNF) and will receive a score equal to the number of riders who started the run. The rider will remain eligible to qualify. Relegated (REL) rider(s) receive a score equal to the number of riders who started the run plus two points, and remain eligible to qualify. A rider who does not start a run will be marked as "Did Not Start" (DNS), and will receive a score equal to the number of riders in the start list for that run plus two. A rider will not be eligible to qualify if he/she fails to start more than one run in the same phase. For the first run in the quarterfinals, the gate selection order is determined by the seeding. The gate selection order for all other runs is determined by the time from the previous run. Tiebreak rules Quarterfinals and semifinals - If a photo-finish cannot break the tie within a run, the riders will share the same rank. - If two or more riders within the same heat have the same number of points after three runs, ties are broken: By points earned in the third run By points earned in the second run By points earned in the first run By gate selection order of the first run Final - If a photo-finish cannot break the tie, riders will share the same rank and be awarded the same medal (if applicable) and diploma. Gate selection order If two or more riders have the same time in the previous run, ties are broken by the seeding order for the quarterfinals. If two or more riders have received a results mark in the previous run, the gate selection order is DNF, REL, DNS. If two or more riders have received the same results mark in the previous run, the gate selection order is decided by the seeding order for the quarterfinals. Final classification The final classification of each event is determined by: 1. The phase reached (final, semifinals, quarterfinals). 2. If the phase reached is the final, the rank from the final (if completed). 3. If the phase reached is the semifinals, the total points from this phase. In case the semifinals were not completed, then the total points from all runs of the semifinals that were completed. 4. If the phase reached is the quarterfinals, the total points from this phase. In case the quarterfinals were not completed, then the total points from all runs of the quarterfinals that were completed. 5. The time in the last run completed, in case of ties the times from the previous run are considered. 6. Any further ties will not be resolved, the riders will share the same rank. Penalties/ disqualification rules The president of the commissaires' panel may invoke any of the following penalties against a rider who commits an infraction of the rules: 1. An official warning - a rider may receive an official warning for certain types of misconduct (e.g. barging the start gate, misconduct in riding, cutting the track intentionally). The first warning issued carries no specific penalty, however a subsequent warning for the same, or any other offence during the competition will result in the rider's disqualification from the event. 2. Relegate a rider (award additional penalty points). 3. Disqualification of a rider - a rider may be disqualified and thereby barred from further participation in the entire event. The rider will not be ranked in the event.
