The promotion and protection of the rights of persons belonging to national or ethnic, religious and linguistic minorities contribute to the political and social stability of States in which they live" (Preamble of the United Nations Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities) (1) Almost all States have one or more minority groups within their national territories, characterized by their own ethnic, linguistic or religious identity which differs from that of the majority population. Harmonious relations among minorities and between minorities and majorities and respect for each group's identity is a great asset to the multi-ethnic and multi-cultural diversity of our global society. Meeting the aspirations of national, ethnic, religious and linguistic groups and ensuring the rights of persons belonging to minorities acknowledges the dignity and equality of all individuals, furthers participatory development, and thus contributes to the lessening of tensions among groups and individuals. These factors are a major determinant etc. of stability and peace. The protection of minorities has not, until recently, attracted the same level of attention as that accorded other rights which the United Nations considered as having a greater urgency. -

Language, Culture, and National Identity BY ERIC HOBSBAWM LANGUAGE, culture, and national identity is the ·title of my pa per, but its central subject is the situation of languages in cul tures, written or spoken languages still being the main medium of these. More specifically, my subject is "multiculturalism" in sofar as this depends on language. "Nations" come into it, since in the states in which we all live political decisions about how and where languages are used for public purposes (for example, in schools) are crucial. And these states are today commonly iden tified with "nations" as in the term United Nations. This is a dan gerous confusion. So let me begin with a few words about it. Since there are hardly any colonies left, practically all of us today live in independent and sovereign states. With the rarest exceptions, even exiles and refugees live in states, though not their own. It is fairly easy to get agreement about what constitutes such a state, at any rate the modern model of it, which has become the template for all new independent political entities since the late eighteenth century. It is a territory, preferably coherent and demarcated by frontier lines from its neighbors, within which all citizens without exception come under the exclusive rule of the territorial government and the rules under which it operates. Against this there is no appeal, except by authoritarian of that government; for even the superiority of European Community law over national law was established only by the decision of the constituent SOCIAL RESEARCH, Vol. -

She and her Tory Party began to dismantle the welfare state by selling off nationalized industries, reducing social programs, and implementing monetarist economic policies. In the 1980s, Ronald Reagan, president of the United States, was elected on a similar neoliberal agenda. To the Thatcherite critique of the welfare state, Reagan and his Republican Party added to their list of causes of the United States’ economic malaise the hedonism of the 1960s, the rise of the new left, the anti–Vietnam War movement, the radicalization of the civil rights movement, and, later, the rise of feminism. In 1989, the Soviet Union withdrew from Eastern Europe and, in 1991, collapsed, thus ending the bipolar system that had divided the world into two spheres of influence, one American and one Soviet, since the end of World War II. As Russian power faded and the United States emerged dur- ing the 1990s as the world’s only superpower, the neoliberal agenda articu- lated by Thatcher and Reagan began to spread to the major states in Europe, including Russia and the states of Eastern Europe, and beyond to states in Asia, Latin America, and even Africa. -

INTRODUCTION It may seem premature to speak of the demise of the nation-state' when the last decade has seen the proliferation of ever-smaller nation-states throughout Eastern Europe and Asia and the demand for secession from national move- ments in countries as diverse as Canada, Yugoslavia, Sri Lanka, Indonesia, Rus- sia, Spain and India. Williams Jr. Oppositions and deadly conflicts among ethnic collectivities are important around the world. Ethnies (our term for ethnic groups) also strongly affect interstate relations. Both interethnic and ethnic-state conflicts tend to be severe, protracted, and intractable. At the extremes, the stakes are total: survival versus genocide. Competition and rivalry for individualized economic and political goods are important, but the most intense conflicts are to be expected when the stakes are collective goods, including categorical claims to prestige and political authority. States are major actors in creating, accentuating, or diminishing ethnic identities. States are both arenas of rivalry and conflict and resources for ethnic mobilization and counter-mobilization. Because both ethnies and states are diverse, careful specification is required for fruitful analysis. The same dictum applies for the diverse types of oppositions and of conflicts. Ethnic conflicts arise from complex combinations of ethnic strength, class, inequality, political opportunity, mobilization resources, interdependence, and international interventions. Frequent but nonviolent protests, for example, are most likely by organized collectivities with substantial resources, operating in relatively open political systems. International aid to parties in domestic conflicts appears to prolong and intensify ethnic struggles. Research in this field contends with many difficulties, and one-sided theories do not fare well. Yet abundant descriptive materials are available, statistical techniques are improving, conceptual clarification continues, and substantive knowledge does accumulate. Accordingly, there is hope for better understanding of some of the most destructive and tragic conflicts of our times. -

DISCRIMINATION IN AMERICA: FINAL SUMMARY January 2018 1 EXECUTIVE SUMMARY: DISCRIMINATION IN AMERICA Survey Background This report is part of a series titled “Discrimination in America.” The series is based on a survey conducted for National Public Radio, the Robert Wood Johnson Foundation, and Harvard T.H. Chan School of Public Health. The survey was conducted January 26 – April 9, 2017, among a nationally representative, probability-based telephone (cell and landline) sample of 3,453 adults age 18 or older. The survey included nationally representative samples of African Americans, Latinos, Asian Americans, Native Americans, as well as white Americans; men and women, and LGBTQ adults. This report presents the results specifically for a nationally representative probability sample of 3,453 U.S. adults. Previous reports in the series analyze each group individually, while this final report discusses major highlights from the series. Discrimination is a prominent and critically important matter in American life and throughout American history, with significant and harmful effects on health and well-being. While many surveys have explored Americans’ beliefs about discrimination, this survey asks people about their own personal experiences with discrimination. The results show the widespread experiences of discrimination for many groups in America, across many areas of life. Kellogg Foundation launched America Healing, we set for ourselves the task of building a community of practice for racial healing and equity. Based upon our firm belief that our greatest asset as a foundation is our network of grantees, we wanted to link together the many different organizations whose work we are now supporting as part of a broad collective to remove the racial barriers that limit opportunities for vulnerable children. Our intention is to ensure that our grantees and the broader community can connect with peers, expand their perceptions about possibilities for their work and deepen their understanding of key strategies and tactics in support of those efforts. 617 Race Categorization and the Regulation of Business and Science Catherine Lee John D. Skrentny Despite the lack of consensus regarding the meaning or significance of race or ethnicity amongst scientists and the lay public, there are legal requirements and guidelines that dictate the collection of racial and ethnic data across a range of institutions. Legal regulations are typically created through a political process and then face varying kinds of resistance when the state tries to implement them. We explore the nature of this opposition by comparing responses from businesses, scientists, and science-oriented businesses (phar- maceutical and biotechnology companies) to U.S. state regulations that used politically derived racial categorizations, originally created to pursue civil rights goals. We argue that insights from cultural sociology regarding insti- tutional and cultural boundaries can aid understanding of the nature of re- sistance to regulation. The Food and Drug Administration’s guidelines for research by pharmaceutical companies imposed race categories on science- based businesses, leading to objections that emphasized the autonomy and validity of science. In contrast, similar race categories regulating first business by the Equal Employment Opportunity Commission (EEOC) and later scien- tific research sponsored by the National Institutes of Health (NIH) encoun- tered little challenge. We argue that pharmaceutical companies had the motive (profit) that NIH-supported scientists lacked and a legitimate discourse (boundary work of science) that businesses regulated by the EEOC did not have. The study suggests the utility of a comparative cultural sociology of the politics of legal regulation, particularly when understanding race-related reg- ulation and the importance of examining legal regulations for exploring how the meaning of race or ethnicity are contested and constructed in law. -

Many studies answer this question by examining the effects of relative immigrant group size. Instead, I argue that group size increases xenophobia when immigrants are ethnically visible, crossing salient linguistic, religious, or racial boundaries. In three investigations I look at the effects of the following factors on xenophobia: ethnic diversity in the immigrant population, ethnic diversity in the broader society, and being cultural marginal. Analyzing multilevel models using cross- national data from the European Social Survey (ESS), I examine the effects of regional and national contexts of immigrant visibility on xenophobia. I define xenophobia as the perception of immigrant threat. I also test the hypothesis that average xenophobia is higher among individuals living in more ethnically diverse countries. In the second investigation, I reexamine ii immigrant visibility, this time using Swiss ESS data to compare across municipalities. I also consider the effects of living adjacent to rather than in an immigrant-rich community. In a final investigation, I again analyze cross-national ESS data to determine the effects of being different from the cultural majority on xenophobia.
