The promotion and protection of the rights of persons belonging to national or ethnic, religious and linguistic minorities contribute to the political and social stability of States in which they live" (Preamble of the United Nations Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities) (1) Almost all States have one or more minority groups within their national territories, characterized by their own ethnic, linguistic or religious identity which differs from that of the majority population. Harmonious relations among minorities and between minorities and majorities and respect for each group's identity is a great asset to the multi-ethnic and multi-cultural diversity of our global society. Meeting the aspirations of national, ethnic, religious and linguistic groups and ensuring the rights of persons belonging to minorities acknowledges the dignity and equality of all individuals, furthers participatory development, and thus contributes to the lessening of tensions among groups and individuals. These factors are a major determinant etc. of stability and peace. The protection of minorities has not, until recently, attracted the same level of attention as that accorded other rights which the United Nations considered as having a greater urgency. -

Women's and Gender History in Central Eastern Europe, 18Th to 20Th Centuries
Forthcoming in: Irina Livezeanu, Arpad von Klimo (eds), The Routledge History of East Central Europe since 1700 (Routledge 2015) Women‘s and Gender History1 Krassimira Daskalova and Susan Zimmermann Since the 1980s, historians working on East Central Europe, as on other parts of the world, have shown that historical experience has been deeply gendered. This chapter focuses on the modern history of women, and on gender as a category of analysis which helps to make visible and critically interrogate ―the social organization of sexual difference‖2. The new history of women and gender has established, as we hope to demonstrate in this contribution, a number of key insights. First, gender relations are intimately related to power relations. Gender, alongside dominant and non-dominant sexualities, has been invoked persistently to produce or justify asymmetrical and hierarchical arrangements in society and culture as a whole, to restrict the access of women and people identifying with non-normative sexualities to material and cultural goods, and to devalue and marginalize their ways of life. Second, throughout history both equality and difference between women and men have typically resulted in disadvantage for women. Men and women have generally engaged in different socio-cultural, political and economic activities, and this gender-based division of labor, which has itself been subject to historical change, has tended to put women in an inferior position. Even when women and men appeared as equals in one sphere of life, this perceived equality often resulted in drawbacks or an increased burden for women in another area and women‘s contribution was still devalued as compared to men‘s. -

BROCK UNIVERSITY OF OXFORD [1] The three volumes, entitled The Hidden Pearl. The Syrian Orthodox Church and its Ancient Aramaic Heritage, published by TransWorld Film Italia in 2001, were commisioned to accompany three documentaries. The connecting thread throughout the three millennia that are covered is the Aramaic language with its various dialects, though the emphasis is always on the users of the language, rather than the language itself. Since the documentaries were commissioned by the Syrian Orthodox community, part of the third volume focuses on developments specific to them, but elsewhere the aim has been to be inclusive, not only of the other Syriac Churches, but also of other communities using Aramaic, both in the past and, to some extent at least, in the present. [2] The volumes were written with a non-specialist audience in mind and so there are no footnotes; since, however, some of the inscriptions and manuscripts etc. which are referred to may not always be readily identifiable to scholars, the opportunity has been taken to benefit from the hospitality of Hugoye in order to provide some basic annotation, in addition to the section “For Further Reading” at the end of each volume. Needless to say, in providing this annotation no attempt has been made to provide a proper 63 64 Sebastian P. Brock bibliography to all the different topics covered; rather, the aim is simply to provide specific references for some of the more obscure items. -

617 Race Categorization and the Regulation of Business and Science Catherine Lee John D. Skrentny Despite the lack of consensus regarding the meaning or significance of race or ethnicity amongst scientists and the lay public, there are legal requirements and guidelines that dictate the collection of racial and ethnic data across a range of institutions. Legal regulations are typically created through a political process and then face varying kinds of resistance when the state tries to implement them. We explore the nature of this opposition by comparing responses from businesses, scientists, and science-oriented businesses (phar- maceutical and biotechnology companies) to U.S. state regulations that used politically derived racial categorizations, originally created to pursue civil rights goals. We argue that insights from cultural sociology regarding insti- tutional and cultural boundaries can aid understanding of the nature of re- sistance to regulation. The Food and Drug Administration’s guidelines for research by pharmaceutical companies imposed race categories on science- based businesses, leading to objections that emphasized the autonomy and validity of science. In contrast, similar race categories regulating first business by the Equal Employment Opportunity Commission (EEOC) and later scien- tific research sponsored by the National Institutes of Health (NIH) encoun- tered little challenge. We argue that pharmaceutical companies had the motive (profit) that NIH-supported scientists lacked and a legitimate discourse (boundary work of science) that businesses regulated by the EEOC did not have. The study suggests the utility of a comparative cultural sociology of the politics of legal regulation, particularly when understanding race-related reg- ulation and the importance of examining legal regulations for exploring how the meaning of race or ethnicity are contested and constructed in law. -

INTRODUCTION With the collapse of the Soviet Union and the emergence of new independent states, scholars have turned their attention to developments in Eastern Europe. The expectation that a liberal democracy would soon replace ex-totalitarian regimes in the region is only partly realised. While some states (mostly in Central Europe) achieved a working democracy and were able to maintain domestic peace and security, some others (mostly in the Balkans) witnessed bloody wars and civil conflicts in the last decade. Readjustment of the borders in the Balkans reawakened old hatreds and ethnic hostilities causing unprecedented human suffering, which were quelled only by the intervention of the international community such as in the Bosnia and Kosovo wars. As Attila Agh points out, Balkan countries differ from East Central Europe in terms of political and economic development.1 None of them had previous experience with democratic government. Most of the Balkan countries are "late-comers to democratization" (Slovakia, Croatia, Romania, and Bulgaria), or "semi-protectorates" (for example, Bosnia) of international organisations and great powers.2 Economically, they are the poorest nations of the Europe. STUDY Budapest Ageing and Care for the Elderly in Hungary General Survey and Problems ANDREA GYARMATI April 2019 The burden of social care in Hungary is constantly increasing. The over-65 age demo- graphic now numbers 1.8 million people, around 1.3 million of whom live with some form of disability. However, care close to the home (home help) is accessible to just 7% of those in this category. Only 3% of elderly people are able to take advantage of specialist care in a nursing home, while those on the ever-lengthening waiting lists already number more than half of those already in care institutions. No new places in state-funded nurs- ing care accommodation have been created in the last eight years. All municipal governments are obliged to provide certain basic social services (catering, home help). Their capacities, however, are unevenly distributed: In some areas as many as 80% of elderly inhabitants are guaranteed care services, while in others the figure is only a few percent. The system is characterised by a lack of available information: only about one third of elderly people are actually aware of what they are entitled to. The Hungarian state currently only spends about 0.4% of GDP on care for the elderly, with a minimal year-on-year increase. Financing is provided through a kind of planned economy: the funds specified in the budgetary law are not earmarked for any actual expenses related to care provision. The care deficit, meanwhile, continues to grow. The number of professional carers is declining, as wages in the social sector are the lowest in the entire national economy, which means that since 2010 the number of unfilled job vacancies has steadily increased.
