2 Introduction

This guide is prepared and distributed annually to provide Fire Management and field going personnel a detailed description of the operating procedures and annual accomplishments of the Redding Interagency Hotshot Crew (IHC) Leadership Development Program. It is also designed to serve as an information source, which an individual can use to learn more about the Redding IHC Leadership Development Program and determine how he or she could best qualify and participate in the program.

Graduates of the program are part of a proud tradition. Since 1967, the Redding IHC has established a distinguished record in every major campaign they have taken part in. Redding Hotshots are people who want something extra from their careers and people who want to take on the toughest challenges.

3 General Information

Mission Statement

The mission of the Redding Interagency Hotshot Crew Leadership Development Program is to provide concentrated fireline leadership development training nationwide by:

. Involving the crewmember in classroom training geared toward small-unit (squad) leadership and developing crewmembers leadership skills through mentoring, coaching and on the job training as they lead a squad of hotshots during fire suppression, prescribed fire and other emergency incidents to become independent module leaders;

. Offering the employee a well-balanced training experience, combining classroom instruction with on the ground application of skills, while providing a highly organized, Type 1 Interagency Hotshot Crew for all hazard assignments supporting the National Incident Management System;

. Developing the employee's instructor skills by providing crewmembers training in Facilitative Instructor (M-410), this includes intense classroom instruction time in front of their peers.

The Redding IHC promotes the participation of employees from all disciplines and strives to be interagency in composition.

Directional training is designed to meet management's expectations by providing skills for future line, fire, and other staff officer candidates.

The structure of the Redding IHC enables individual trainees to provide supervision on a Type 1 IHC in the role appropriate to their development and qualifications. Trainee assignment selection is based upon the trainees’ task book, incident qualification card, and trainees capabilities, this can be at the Firefighter, Type One (FFT1), single resource boss, task force leader, strike team leader, or Type 4/5 Incident Commander positions. This provides an opportunity to observe and evaluate various levels of performance among their peers and to understand crew production. This has the effect of increasing self-confidence and leadership abilities, important qualities when they return to their home unit and enhances career progression to greater responsibilities.

4 Recruitment and Qualifications

The training opportunity is scheduled to begin in April of each year and concludes at the end of the fiscal year (extensions can occur when there is a demand for crews, a funding structure is available, and is coordinated through the Northern GACC).

The training program is targeted specifically for those employees who have been identified as having potential to fill leadership positions within the fire management organization. Because this is an intensive training program, it is an excellent opportunity to obtain concentrated training and experience.

Being an Interagency Hotshot Crew member means traveling nationwide and working under adverse conditions and hazardous situations. It is not unusual to be away from the Northern California Service Center on fires for three weeks at a time. A person should give serious consideration to this and the overall duration of the program before applying.

Applicants must have a Career or Career Conditional appointment and be able to hold an incident qualification card at the arduous level. Apprentice candidates are encouraged to apply. Candidates will be accepted from any series and grade. Program participants are considered nationwide from the U.S. Forest Service and other wildland firefighting agencies.

Physical requirements include satisfactory completion of the Work Capacity Test, which consists of walking three miles on flat ground with forty-five pounds in forty-five minutes.

All Redding IHC personnel will strive to meet the physical fitness goals as outlined in the National IHC Operations Guide (1.5 mile run in 10:35, 40 sit-ups in 60 seconds, 25 push-ups in 60 seconds, and 4-7 chin-ups, depending on individuals’ weight). 6 Historical Information

The Redding Interagency Hotshot Crew was the first hotshot crew in the nation to offer a concentrated fire management training detail opportunity. By detailing potential fire management personnel to a crew of this nature at an early stage in their careers, they were able to gain a mass of experience and training that might take years to receive at their home unit.

The program was initially developed in 1967, and functioned as one of the Pacific Southwest Region’s three Interregional Suppression Crews along with the Del Rosa IR Crew, San Bernardino NF, and the El Cariso IR Crew, Cleveland NF. It remained an interregional crew until 1980, when at that time the interregional concept was abolished nationwide and all category one crews were reclassified as “Interagency Hotshot Crews” (IHC). The crew’s training and career development concept was much the same in 1967 as it is today, but through the years it was modified to its current concept and mission.

Throughout the four-year period from 1967-1971, the crew functioned as a detail training opportunity. The crew organization consisted of one permanent full-time GS 462-7 and 19 detailers, two being recruited primarily to function in the hotshot captain positions (See Figure 1, “Superintendent and Captain Historical Roster”, for a complete summary of past and present superintendents and captains by year).

The primary target audiences at that time were Foresters in need of crew and large fire experience. The formalized training curriculum during that period offered the detailer a variety of fire suppression and fire management subjects geared towards preparing the individual at the Sector Boss level.

By 1971, the pool of available Foresters fell short of the desired level to justify the continuance of the program under its original concept. In 1972, the crew converted to the conventional hotshot crew concept. From 1972 to 1973, seasonal crewmembers were hired. Training was accomplished only to the extent to meet agency requirements for Category 1 Hotshot Crews. The crew performed conventional project work on the Shasta Trinity N.F. during the periods when not assigned fire duties.

Following the 1973 fire season, the detail concept was re-implemented in 1974. The original emphasis on Foresters as the primary target audience was relaxed and the Forestry Technician began to fill a large majority of the 17 allocated positions. During this new era the overhead structure consisted of a GS-462-7 Superintendent and 2 GS-462-6 Captains. Classroom and field training continued to emphasize a fire suppression curriculum but also included supervision subjects as well.

During the winter of 1977, the Superintendent and one Captain position were reclassified as “Fire and Training Specialists”. The reclassification increased the grade structure of the crew superintendent to a GS-462-9, and one Captain to a GS-462-7. The second Captain remained a GS-462-6.

Throughout the period from 1981 through 1986, foresters filled a small percentage of the crew positions. Local North Zone Fire Management Officers expressed the need to re-emphasize the participation of foresters who were interested in a career in fire management and who had demonstrated a potential to become future large fire managers.

Early in 1985, a steering committee was formed to assist the Redding Hotshot unit with modifying the program to include training in Timber Sale Planning, Prescribed Fire Management and Fire Prevention. In 1991, the curriculum was updated again to better meet the needs of fire managers and the incoming crewmembers. The adjustment in the academic curriculum deleted the training in Fire Prevention and Principles of Prescribed Fire Management. In their place Fuels Management and Ecosystem Planning, S-230 Crew Boss, S-234 Firing Boss and S-260 Fire Business Management were added.

In 1992, resulting from budget restrictions, the Redding crew was abolished. The crew returned in 1993, but without the training function. As in 1972-73, the crew functioned as a conventional hotshot crew for the Shasta Trinity National Forest, hiring a mix of career- conditional and temporary employees. In 1994, at the request of fire management in the region, the training program was reestablished, concentrating on Forestry Technicians in need of large crew and large fire experience.

In 1995, the overhead structure changed again to consists of one GS-462-9 Superintendent with two GS-462-7 Captains. In 1997, a national reclassification changed the grade structure of the crew Captains to GS-462-8. After the re-classification the overhead structure consisted of one GS-462-9 Superintendent, two GS-462-8 Captains, and two GS-462-6 Squad Leaders.

8 In 2003, the Region 5 (R5) Board of Directors (BOD) approved changing the Redding IHC training focus from Fire Program Management to Small-Unit Leadership Development. The program was developed by Robert Holt (former Redding IHC Superintendent), Patrick Lookabaugh (former Redding IHC Captain), Greg Power (former R5 Regional Training Officer), and Jim Cook (National Training Projects Coordinator), and is based on successful military, corporate, and fire service leadership development models.

The tenet of the program is: decisions made in historic fireline fatalities and near misses occurred at the small unit (squad/crew) level, not at the upper management level. Therefore, developing leadership skills and increasing decision-making abilities at the small unit level should be the foundation of all operational fire training.

In 2006 the “detail” was dropped and the program became a “training opportunity”. The overhead decided that the crewmembers in the squad leader roles would benefit more by working directly for the captains so the squad leader positions were unfilled when vacated that winter.

In 2012, the Redding IHC overhead and Regional Office Fire and Aviation staff recognized the need and benefit from having one squad leader position added to the overhead structure. The permanent overhead structure now consists of one GS-462-09 Superintendent, two GS- 462-08 Captains and one GS-462-07 Squad Leader.

11 Training Synopsis

The basic tenet of the Redding IHC Leadership Development Program is the focus of all training will be at the small-unit (squad) level. All training will be conducted with some sort of stressor involved, i.e., time compression, physical exhaustion, sleep-deprivation, in front of peers, etc. Training will borrow from NWCG courses, military, corporate and other action- oriented organizations. Organized training of the Redding IHC will emphasize the following skill sets:

12 Fire Assignments

The primary training objectives of fire suppression assignments are to provide the crewmember with a wide range of fire experience. Emphasis is placed on providing the crew as many large fire assignments as possible. This ensures a diverse exposure to many fuel types, fire behavior conditions, organizational structures, and geographical/functional job positions.

The actual number of fires the crew is dispatched to varies from year to year. However, the majority of the fires are class “D” size (100 acres) or larger, giving a crewperson considerable exposure to large fire operations.

13 The Redding IHC has been assigned to hundreds of major campaign fire assignments since its inception in 1967. These assignments have taken place in numerous states including Alaska and have also included three assignments to Canada. Protection agencies the crew has assisted include the U.S. Forest Service, various State fire management agencies, Bureau of Land Management, Bureau of Indian Affairs, National Park Service, U.S. Fish and Wildlife Service, State Park Systems, State Fish and Game, Alaska Fire Service, Federal Emergency Management Agency (FEMA), the Ontario Ministry of Natural Resources, the Saskatchewan Department of Environment and Resource Management and the Alberta Forest Service.

Fire Job Specialty Assignments

There are opportunities for qualified specialty assignments and program supervisors make a concerted effort to obtain fire job specialty assignments for crewmembers. However, the opportunity to obtain individual training or specialty assignments is directly dependent upon the controls placed over the crew i.e., its availability status and/or nature and complexity of the primary fire assignment. The primary objective of the program is to obtain small unit leadership development, crew and large fire experience, and this will be given first priority.

All crewmembers are rotated through each position within the squad, as qualified (Squad Leader, member of Saw teams and Firefighter). Generally the amount of time spent in one of the positions lasts for a fire assignment/pay period.

For trainee assignments, positions may be filled at the incident at the Single Resource Boss (Crew, Dozer, Firing and Felling) along with Firefighter Type One (FFT1) or other specialties (Strike Team Leader/Task Force Leader (TFLD)/Division Supervisor (DIVS) dependent on experience of crewmembers.

Physical Conditioning

Physical training is an important part of the program. Emphasis is placed on a daily routine of exercises, which include pre-stretching/warm-up, running, upper body conditioning, and a post-stretch/cool-down period. Aerobic fitness is stressed throughout this vigorous 1 to 1½ hour workout. All crewmembers are required to participate. This program commences the first week of the training opportunity and continues every day until termination of the crew. All crewmembers are required to pass the Work Capacity Test (WCT) prior to arrival. The FSM 5109.17 also has desired fitness goals of 1.5 miles run in 10:35 minutes or less, forty sit- ups in 60 seconds, twenty-five push-ups in 60 seconds and 4-7 chin ups depending on body weight.

Performance Evaluation

For all personnel, a Redding IHC position description, which details the major duties and responsibilities of the crewmember position, is forwarded to the accepted employee’s sending unit for review prior to the employee’s reporting date.

If possible, at least one progress review will be conducted mid-way through the training opportunity period.

a. The employee’s progress toward accomplishing their objectives for coming to the program; b. Any performance deficiencies, along with recommendations on how to improve them.

A formal appraisal meeting will be held with each individual crewmember prior to the end to the training opportunity and return to their home unit.

The performance appraisal will be part of a training accomplishment packet along with other various supporting documents. The entire accomplishment package will be forwarded to the crewmembers home unit for review.

Redding IHC overhead are available to assist the crewmember home units in completing their formal agency performance evaluation.
