BACKGROUND: The Applicant, owner of the subject property, has made application to list the property known as Beatty Cramer House on the Frederick County Register of Historic Places (Attachment 1). The house is located on approximately 2.9 acres at 9010 Liberty Road, northeast of the City of Frederick (Attachment 2). The property consists of the house, a stone smokehouse, and a stone spring house. The property is listed on the Maryland Inventory of Historic Properties under survey number F-8-35 and is currently seeking listing to the National Register of Historic Places. The Beatty Cramer House was built in two sections: a 1748 timber frame section built with Dutch H-bent construction and a log addition dating to the mid-19th century. Thomas Beatty, Sr. was the owner of the property when the 1748 original house was built, while Jeremiah Cramer was the owner when the house was expanded. According to the National Register nomination, Thomas Beatty, Sr. purchased the property from his brother James’ estate possibly in early 1743 and retained the property until his death in 1769. The property was sold out of the Beatty family in 1796 when Sebastian Graff purchased it. Graff is listed in U.S. census data as a slaveholder and the property is depicted on the 1808 Varle Map as a “farm or plantation.” Graff sold the property in 1829. It was owned by a couple of other families before Jeremiah Cramer purchased the property in 1855. It was during his ownership that the addition was built and other architectural changes were made to the house. The property changed hands a number of times before the Blake Construction Company conveyed the 2.9-acre lot to the Frederick County Landmarks Foundation in 1996. Members of the Frederick County Landmarks Foundation have researched the surrounding area for examples of similarly constructed houses. Their research has found that the Beatty Cramer House is the only known extant example of an 18th century dwelling with features not common to the region such as Dutch H-bent timber framing with Flemish bond brick nogging, beaded corner posts, molded plates, and brick chimneys. It is a mark of the diffusion of Netherlandic tradition in the Dutch material culture of the region. Moreover, the Beatty Cramer House represents one of several frame construction methods that once coexisted in Frederick County, Maryland: the Chesapeake articulated earthfast frame with interrupted sills, Fachwerk houses with their long braces from sill to plate, Dutch frame houses, and bastard frame houses with a stone chimney were all once present in early Frederick County. These early houses are no longer extant, making the first period structure of Beatty Cramer a rare architectural style displaying a merging of Dutch, English, and early American carpentry techniques. Although the house has deteriorated with vacancy, much of the original house and addition are in relatively stable condition because they have been preserved with the renovations that have taken place over time. In addition to its architectural significance, the property has important historical significance as well. Thomas Beatty, Sr. was noted in the nomination materials to have served as a Court Justice from 1748 until after 1765 in Frederick County. It was under his direction that the Court repudiated the Stamp Act. The applicants provided a copy of the Proceedings and Acts of the General Assembly, 1748-1751, Assembly Proceedings, May 10-June 11, 1748, Volume 46 in which “No. 15 An Act to divide Prince George’s County, and to erect a new one by the Name of Frederick County” is written on pages 142 to 144. In this act, “Master Thomas Be[a]ttys” is listed as one of the Commissioners appointed for the newly created Frederick County. The Commissioners were authorized to purchase land to build a court house and prison in the county. Thomas Beatty, Sr.’s position as one of the first Commissioners to Frederick County had substantial influence over the development of the county. Further information that documents Thomas Beatty, Sr. and his role and influence in the county and State would further document the property meeting criteria 1-23-6B(1C). Additionally, during the ownership period of Sebastian Graff, he is listed in the U. S. census data to have a number of slaves at the property. While no additional information regarding Graff as a slaveholder or about the enslaved has been provided, it is known that slave labor produced the commodities on the farms which in turn provided the economic foundation for the county and even the state. While no aboveground resources associated with the enslaved exist on this property, there is potential for belowground resources to provide additional information about these people. Archeological investigations at the site have already uncovered materials related to both pre-historic and historic periods. Finally, the property illustrates mid-18th century farming development history in the extant dwelling, smokehouse, and springhouse. Historic Preservation Commission Review & Recommendation The Historic Preservation Commission (HPC), in March 2021, (Attachments 3 and 4) voted to recommend that the historic site known as the Beatty Cramer House be listed on the County Register of Historic Places. In acting upon the application, the HPC determined, pursuant to Section 1-23-6 of the Historic Preservation Ordinance, that the property is eligible for listing on the County Register noting that the property should be designated based upon the following criteria listed in the Ordinance: The property has significant character, interest, or value as part of the development, heritage, or cultural characteristics of the County, state, or nation. The property is a rare example of particular period, style, material, or construction technique. The property embodies the distinctive characteristics of a type, period, or method of construction or architecture. The HPC included the entirety of the property within the proposed County Register designation. Contributing structures include the house, smoke house, and spring house. The period of significance for this property is 1748 – 1855. Once listed on the Register, proposed changes to the exterior of any structure or the site (including any visible site improvements such as driveways, signage, or significant alteration of the landscape) must receive a Certificate of Appropriateness. Stewart This is a study of material culture in Princess Anne County, Virginia, frcm 1691 to 1823, based on court records. These docu­ ments allow the historian to determine the economic worth of a group of individuals, analyze the types of people comprising this group, categorize the types and quantities of possessions owned, and dif­ ferentiate between economic groups according to possessions and currency listed. Trends of ownership for the whole period, the deter­ mination of individual occupations, and the occupational content of the people of the county at large are also discussed. Other areas focused on included the level of literacy, the role of religion in the lives of county residents, and in what manner county residents spent their leisure time. The results demonstrate that Princess Anne County was a rural, agriculturally-oriented section of Virginia conprised of three economic groups. The conclusions suggest that Princess Anne County was similar to other areas in America of the same period.

For nearly three hundred years, the home of Jan van Hoesen has stood overlooking the Claverack Creek, about two miles from the Hudson River’s eastern shore. Today the house is empty. Though historians recognize this as being one of the oldest and most important examples of residential architecture in the Hudson Valley, decades of neglect have left the house a desolate ruin. Once it was common to find the Hudson’s old Dutch houses in varying states of disrepair. In recent years many homes from this period have been carefully restored or even made into museums, but this old mansion remains a landmark forgotten by most. The original main facade of the Jan van Hoesen house has been altered, but its symmetrical arrangement can still be discerned Though small by today’s standards, the Van Hoesen house was one of the grandest on the Hudson when built, around the year 1720. It stands on a tract of land purchased by Jan Franse van Hoesen, the grandfather of its builder, who came to New Netherland via Amsterdam from Husum, near Hamburg on Germany’s North Sea cost. A seafarer by trade, Van Hoesen arrived at New Amsterdam in 1639 and eventually made his way up the river to Beverwyck (now Albany), where he settled with his family. In 1662 he negotiated the purchase of a large tract of land south of Beverwyck from the native Mahicans, at the site of the future city of Hudson.
