Introduction The focus of this essay is the variegated phenomenon of social pacts, a term currently used to refer to a range of widely differing practices involving different places ( the firm, the territory, the State), but that derive from the same inspiration or strategy which, for lack of a more evocative term, can be defined as partnership. The spread of practices based on the concept of partnership is such that in the meta-language of European Community institutions the term is gradually replacing what was once referred to by the glorious expression “social dialogue” 1. 1 The Community document in which clear reference is made to partnership is “Commission of the European Communities, Green Paper - Partnership for a new organisation of work”, COM (97) 128 Final (April 1997). "Massimo D'Antona" 2/2002 DECENTRALISED SOCIAL PACTS, TRADE UNIONS AND COLLECTIVE BARGAINING 3 The analysis that follows will deliberately gloss over agreements at a macro level, that is, the national-level social pacts (social pacts in the real sense according to the terminology of the European Foundation) that spread throughout Europe in the 1990s (above all in Italy, Spain, Greece Finland, Holland, Portugal and Ireland) and, towards the end of the second millennium, even proposed, albeit on as yet weak grounds, in a refractory country like the UK 2. The focus of the paper will be on the meso and micro levels (regional or local as far as territory is concerned, sector or plant level as regards the traditional workplace). At these levels, innovations in practices based on the concept of partnership and their impact on labour law and industrial relations systems seem to be more significant and represent an aspect on which little light has as yet been shed 3. More specifically, the attempt will be to show that, terminological uncertainty apart, the “social partnership” or social pact label is often a blanket term used to refer to widely differing practices presenting varying degrees of innovation as compared with traditional bilateral contractual relationships at the plant or industry-wide level.     1950 Sculpture in Wood and Stone by Carroll Barnes (March 1–March 15) Carroll Barnes (1906–1997) worked in various careers before turning his attention to sculpture full time at the age of thirty. His skills earned him a position as a professor of art at the University of Texas and commissions from many public and private institutions. His sculptures are created in various media, such as Lucite and steel. This exhibition of the California-based artist’s work presented thirty-seven of his sculptures. Barnes studied with Carl Milles (1875– 1955) at the Cranbrook Academy of Art. [File contents: exhibition flier] Color Compositions by June Wayne (March) June Wayne’s (1918–2011) work received publicity in an article by Jules Langsner, who praised her for developing techniques of drawing the viewer’s eye through imagery and producing a sense of movement in her subjects. Her more recent works (as presented in the show) were drawn from the dilemmas to be found in Franz Kafka’s works. Some of the works included in this exhibition were Apocrypha, I Hate Birds, Walpurgisnacht, Winter 1940, Nine Cats, and Four Cows and Tree Oranges. Watercolors by James Couper Wright (April 3–April 15) Eighteen of James Couper Wright’s (1906–1969) watercolors were presented in this exhibition. Wright was born in Scotland, but made his home in Southern California for the previous eleven years.

È grazie a questo flusso che noi viviamo sotto il capitalismo, comperiamo il nostro pane quotidiano, così come le nostre case, le nostre automobili, i telefoni cellulari, le camicie, le scarpe e tutti i beni di cui abbiamo bisogno per vivere. Tassando questo flusso gli Stati accrescono il proprio potere, la propria forza militare e la propria capacità di garantire un tenore di vita adeguato ai propri cittadini. Se il flusso si interrompe, rallenta o, peggio ancora, viene sospeso, si va incontro a una crisi del capitalismo in cui la vita quotidiana non può più proseguire nella maniera in cui eravamo abituati» David Harvey, L’enigma del capitale Il saggio analizza la crisi in corso con riguardo alle sue specificità di genesi ed effetti determinati dalla pandemia. Si confronta con i provvedimenti contingenti assunti per fronteggiarla e con le possibili strategie di ripartenza e di più lungo respiro degli attori istituzionali, delle imprese, del lavoro e delle parti sociali. Come sempre avvenuto nella storia del nostro Paese, si confrontano due possibili opzioni: partire dalla crisi per innestare un profondo processo di cambiamento sociale governato dalle istituzioni pubbliche, ma che attraversi l’intero corpo sociale; ovvero l’ennesima occasione perduta, magari all’insegna di un gattopardismo di ritorno. La vicenda si gioca soprattutto sul fronte del lavoro.
