Dated 08/01/.2016 Auction is invited by the Commissioner of Police, Kolkata for Pasturaging of Animal & Cutting of Grass on small shrubs in the Kolkata Maidan for the year 2016-2017 Bonafide Contractors appearing for Auction for the Pasturaging and Cutting of grass and small shrubs of the Kolkata Maidan Area for a period from 01.04.2016 to 31.03 .2017 should follow the following instructions. 1. Cutting of grass and pasturage of animals will not be permitted on the following areas of the Kolkata Maidans: - a) A track of 60(sixty) acres of the land on the south and south-east of the glacis of the Fort William reserved for Military Authorities. b) Ground within the boundaries of the Victoria Memorial Hall.. c) Portion of the land now occupied by the rubbing down Shades of the Royal Calcutta Turf Club and enclosed with railing as well as whole of the Race Course enclosures. d) Portion lying on the north of the Eden Garden and on the south of the Esplanade Row East and extending in front of High Court, Treasury and Town Hall Buildings. e) Places fenced around for either Beautification /Plantation or Fair /Exhibition /Religious programmes. f) Red Road camp areas. g) Land on either side of the Red Road between the balustrades. h) Road newly constructed in the Maidan areas. i) An area of 4.94 acres (200 metres X 100 metres) for the constructions of dancing Foundation on the south of the South West of Brigade Parade Ground and opposite to North of Victoria Memorial Hall. j) Area permanently handed over to Metro Railway. k) Area permanently handed over to the Hoogly River Bridge Commissioner for the Fly over. l) Area fenced around at Eastern fringe of Brigade Parade Ground known as ‘ Elliot Park’. m) Area on the South of Manohar Das Tarag covered under plantation by Deptt of Forest of the Govt of West Bengal n) Area fenced around on the North of Manohar Das Tarag of Kolkata Mounted Police. o) The entire stretch fenced around on the eastern side and a portion on the southern side of the Victoria Memorial Hall known as Citizen park. p) All tents & its enclosed premises//lawn/ Playing Arena. q) Areas already fenced or to be fenced for the purpose of Beautification/ or Plantation. r) Areas forbidden by the Court of Law. s) Calcutta ladies golf club course i.e,on a track of land about 50 yards between the grass and the place of land on the pavilion stands between the holes as well as the remaining portion of the course by the race course and land covering holes on the Ellen Borough course. 2. Rate of pasturaging of every goat, sheep or donkey will be allowed at the rate of Rs 8/-per day i.e.Rs 240/-per mensem . No animal other than goats donkey and sheeps will be allowed to Graze on the Maidan. Tenderers should quote amount of monthly rate to be paid by them. Rates should be quoted both in figures and in words. PASTURAGE WILL BE ALLOWED ONLY BETWEEN 08.00 HOURS TO 15.00 HOURS DAILY. 3. Bidders shall have to deposit caution money amounting to Rs 1,00,000/-(Rupees One lakhs)only in the form of Bank draft/Pay Order/Demand draft in favour of the Commissioner of Police, Kolkata. The caution money (along with other papers as mentioned in Sl No-7) should be submitted to the Tender Section on/by 19.01.2016 upto 15=00 hours and have their name recorded in the register of the Tender Section KPD .Otherwise they will not be allowed to sit for the auction. Selected Contractor(s) shall have to deposit an amount equivalent to three months accepted rent as Security deposit in the name of the Commissioner of Police,Kolkata in P.O./ in Bank Guarantee Bond/F.D.R. of any nationalized bank and to execute an agreement of Contract covering the terms & conditions. Commissioner of Police, Kolkata does not bind himself to assign any reason for non-acceptance of the auction. 5. Selected contractor shall have to pay 3(three) months rent in advance at a time at the time of the execution of agreement of Contract and thereafter he shall have to pay 3(three) months rent in advance at the commencement of every quarter of the Period of Contract . 6. Sealed documents addressed to the GOVERNOR OF WEST BENGAL (Through the Commissioner of Police,Kolkata) duly Superscribed ‘AUCTION FOR PASTURAGING OF ANIMAL & CUTTING OF GRASS IN THE KOLKATA MAIDAN FOR THE PERIOD FROM 01.04.2016 TO 31.03.2017 should be submitted to the Tender Section KPD(Ground Floor),Main Building,Kolkata Police, 18,Lalbazar Street,Kolkata-700001 within 15.00 hours on the 19.01.2016. Auction will commence on the same day i.e , 19.01.2016 . at 15.00 hours in the Briefing Room of Lalbazar. 7. Intending bidders should submit the following documents/papers in a sealed cover otherwise they will not be allowed to participate for the auction:- I. Caution money of Rs 1,00,000/-(Rupees One lakh)only in the form of Bank draft/Pay Order/ Demand draft in favour of the Commissioner of Police, Kolkata. II. Cost of Auction document of Rs 200=00(Rupees two hundred) only to deposited in the form of Bank draft in favour of the Commissioner of Police, Kolkata(Non-refundable). III. Trade Licence for the 2015-16 (Xerox attested copy). IV. Professional Tax document for the year 2015-16 (Xerox attested copy). V. PAN/Income Tax return for the year2015-16 (Xerox attested copy). 8. The Selected Maidan Contractor is required to deposit the ground rent etc. to be assessed byP.W.D, with the Executive Engineer (I), City Division, P.W.D. and produce the Clearance thereof to this Directorate. 9. The Commissioner of Police, Kolkata reserves the right to revoke / cancel the permission, if situation so warrants, without assigning any reasons thereto. 10. They are entitled to work on the Schedule of Land earmarked as follows. North : By the Esplanade Row West and East from Chandpal Ghat and its Junction with Chowringhee Road.. South : By A.J.C.Bose Road from Brijtolla to Alipore Bridge and then by Tolly’s Nullah to Hastings Bridge. East : By the Chowringhee Road from Esplanade Row West to Brijtolla. West : By the Strand Road from Chandpal Ghat to Hastings & Hastings Bridge. 11 . The Maidan shall on no account be sublet to Grass Cutters. The grass shall be cut one (1”) inch above the ground and shall not be uprooted from the date when the contract comes into force. If the selected Contractor neglect to do so, the Commissioner of Police, Kolkata have the power to have the grass cut at the expense of the selected contractor. 12.. The Commissioner of Police, Kolkata reserves the right to exclude/ Curtail any portion of Maidan land for fair /exhibition /Religious festivals etc for which no curtailment of rent is permissible. 13. Under no circumstances, rent should be stopped. If so, the licensee may be blacklisted by forfeiture of Security Money. 14. All the bidders should note that the base price/reserve price of the auction has been fixed at Rs 1,00,000=00(Rupees One lakh ) only Sd/- for Commissioner of Police, Kolkata 2.
