I am writing on my personal behalf in support of establishing a uniform standard of fiduciary duty for brokers, dealers, and investment advisers, including advisers to mutual funds. My views do not necessarily reflect the views of Vanguard's present management. I am well aware that SEC Release No. 34-69013 is focused on investment advisers "providing personalized investment advice about securities." But as paragraph I.4. of the staffs discussion notes, in paragraph two, "all investment advisers are fiduciaries to their clients." The amounts of assets advised for clients (shareholders) ofmutual funds are nearly ten times the assets advised ($12 trillion vs. $1.5 trillion) by firms providing personalized investment advice. To focus on the latter group to the exclusion of the much larger former group would leave a yawning gap in SEC regulation that would ill-serve fund investors. -

® BASE SIZES December 2019 BASE SIZES IN MATCHED PLAY GAMES In Warhammer Age of Sigmar, most distances are measured from one model’s base to another model’s base. In the vast majority of games, the actual size of the base is not terribly important, and you can use bases of whatever size or shape you prefer. The only possible exception to this is matched play games. This is because matched play games are intended to be evenly balanced contests, and in these circumstances having the same model on a different sized base can become an issue. To address this, on the following pages you will find a set of suggested matched play base sizes for all of the models in the Warhammer Age of Sigmar range. Don’t worry – you don’t have to rebase your model if it is not on the suggested base unless you want to (that’s why these are suggested base sizes rather than mandatory ones). If you prefer not to rebase your models, just assume that the model is mounted on a base of the appropriate size when setting the model up, moving it, or measuring any distances in a matched play game. For example, if you are a veteran player using an old unit that is mounted on 25mm square bases instead of the suggested 32mm round bases, you should set the unit up, make any moves, and measure all distances as if they were mounted on the larger 32mm round bases when you play matched play games. Although this may sound a bit complicated, in practice it is actually very easy to do. -

Favors ABSTRACT The most underdeveloped area of study concerning the Civil Rights Movement of the 1960’s is the effect of Black student activism during the explosive decade. The field is currently dominated by two-dimensional studies that define student activism under the banner of the Student Nonviolent Coordinating Committee (SNCC), or the Black Studies campaigns on white college campuses in the latter half of the decade. Assessing student protests merely through this lens yields a narrow view of this generation of activists. One cause of our failure to identify these students is that scholars of the Civil Rights Movement have ignored the very environment in which the majority of student activists lived, learned, socialized, and ultimately revolted. Analyses of Black colleges invariably conclude that they were paternalistic and their curriculums were conformist, if not geared toward assimilation. Students from these all-Black institutions in the South succeeded in their public and private assault against the policies of Jim Crow and at the dawn of the Civil Rights Movement they vaulted the struggle for human rights to unprecedented levels. -

Chapter 20 Southwest Savanna Ecological Landscape Where to Find the Publication The Ecological Landscapes of Wisconsin publication is available online, in CD format, and in limited quantities as a hard copy. Individual chapters are available for download in PDF format through the Wisconsin DNR website (http://dnr.wi.gov/, keyword “landscapes”). The introductory chapters (Part 1) and supporting materials (Part 3) should be downloaded along with individual ecological landscape chapters in Part 2 to aid in understanding and using the ecological landscape chapters. In addition to containing the full chapter of each ecological landscape, the website highlights key information such as the ecological landscape at a glance, Species of Greatest Conservation Need, natural community management opportunities, general management opportunities, and ecological landscape and Landtype Association maps (Appendix K of each ecological landscape chapter). These web pages are meant to be dynamic and were designed to work in close association with materials from the Wisconsin Wildlife Action Plan as well as with information on Wisconsin’s natural communities from the Wisconsin Natural Heritage Inventory Program.
