Key words: paddy, price, rice, stability, supply INTRODUCTION Background Food has become a serious concern of the government and the public in early 2013. This is highly related to Indonesia's population of more than 250 million people who need a huge production and consumption of food commodities. Merely food availability is not enough to bring food security into realization but food access and food absorption are also important factors. If these three indicators i.e. food security, food access, and food absorption cannot be fulfilled, food insecurity as a condition where it is unable to obtain sufficient food will occur. -
