ISSUE The 2018-2019 annual report of the Senate Committee on Physical Development, a Senate standing committee, is presented for information. BACKGROUND The Senate Committee on Physical Development (SCPD) has been active & RATIONALE since 1971. It operates with a composition and terms of reference that were last revised by Senate in October 2017. The terms of reference of SCPD require that the Committee report annually to Senate. The report on activities of the Committee over the course of 2018-2019 is attached (Appendix A), along with the 2018-2019 list of members (Appendix B), and the terms of reference of the Committee (Appendix C). Five meetings are scheduled for the 2019-2020 session. The SCPD membership list for 2019-2020 is attached (Appendix D). PRIOR Members of the Senate Committee on Physical Development CONSULTATION SUSTAINABILITY The Committee has a sustainable framework in place in order to fulfill its CONSIDERATIONS mandate. Senate Committee on Physical Development Annual Report 2018-2019

ACTIVITIES DURING THE 2018-2019 ACADEMIC YEAR

The Committee held five (5) meetings during the 2018-2019 session. This document summarizes the physical development related activities of McGill University for this period as discussed at meetings of the Senate Committee on Physical Development (SCPD). The membership and Terms of Reference of the Committee are attached as appendices.

Major Planning Initiatives

 Wilson Hall: As the original plan for the building was not approved by the Ministry of Culture and Communications, work to be done will be limited to renovation of the interior based on a $45M budget (of which $35M is provided by the government. The building programming is in development. While the Nursing Program will remain in the building, it will be largely occupied by the Faculty of Arts (School of Social Work).

 Royal Victoria Hospital site: A new Project Office Executive Director, Paul Landry, has been appointed and the architects selected, reporting to the Vice-Principal (Administration & Finance). Further work on the programme fonctionnel et technique (PFT) and meetings with different user groups are underway.

 University Master Plan: The Master Plan for both the downtown and Macdonald campuses has been completed and was adopted by the Board of Governors in May 2019. The Board of Governors, on recommendation of the Finance Committee, endorsed the financial plan for the implementation of the first phase (5 years) of the Master Plan, but any major capital expenditure must still go through the regular approval process.

 Powell Site Redevelopment: A Fiche d’avant-projet has been completed and initial building programming has been agreed upon by the Faculty of Medicine and dialogue for the creation of a Life Science Precinct Plan has begun.

 Fiat Lux (Library) Project: The redevelopment of the McLennan-Redpath Complex is underway with the appointment of an Executive Director. Architect procurement is scheduled in FY20. The Collection Management Facility construction project is progressing with a turnkey model. Tender process began in Spring 2019. Search for a location is underway (close to mass transit and accessible within 1.5 hours from both campuses.) Estimated delivery is in 2021. The Schulich Library will be closed for significant structural repairs mid-May 2019 through 2021. $38M funding from provincial government (including a special grant). Schulich staff, print collections and 700 student seats were relocated to McLennan- Redpath. Collection Services and Digital Initiatives staff in the McLennan-Redpath complex were relocated to 550 Sherbrooke in order to provide space for Schulich Library users.

 680-688 Sherbrooke West: Ingram School of Nursing was completed on the 18th-20th floors. The Max Bell School of Public Policy is located on the 6th floor. School of Physical and Occupational Therapy – planning for the 17th, 8th, 9th and pt. 7th floors is underway.

Major Infrastructure & Deferred Maintenance Projects 2018-2019

Main Road Project:

The work from to the Y-intersection began after Spring 2019 convocation and will involve the replacement of the underground infrastructure and the addition of a drainage water line and retention system. Work will also take place on the underground data infrastructure. If the work is not completed by November 2019, it will be completed in Spring 2020.

Plan décennal des investissements universitaires 2019-2029:

Campus Planning and Development Office (CPDO) included in this plan projects that are currently in the planning phase, deferred maintenance projects, research projects etc. With Facilities Management and Ancillary Services, Office of Research and Innovation and IT, CPDO finalized a list which was submitted in October 2018.

City of Montreal:

Dr. Penfield -- Work on Dr. Penfield will be from 2019-2025 and will take place mainly around the pumping station, but will extend to McTavish and subsequently impact on traffic circulation for a short period at the beginning of the project. Peel Street – The City was experiencing problems with the contractor who was not respecting the terms of his contract. McGill Facilities continue to manage the access needs of the community throughout the work. McTavish Street – Project is completed. On-going discussion between McGill and the City for the management agreement.

Update Reports

The SCPD received regular reports from the following units:

 Office of Sustainability: o For the second year in a row, McGill was named one of ’s Greenest Employers due to its success across four categories: unique environmental initiatives; efforts to reduce environmental footprint; employee involvement in sustainability initiatives; and how these initiatives are linked to the employer’s public identity. o On World Water Day (March 22nd), McGill University received “Blue Community” designations from Eau Secours, a non-profit committed to protection and responsible use of water, for its commitment to eliminate the sale of single-use water bottles by May 2019 and increase access to water fountains on campus.  Library and Archives  Teaching and Learning Services  Physical Facilities Committee: Work on the scope for a future Research and Innovation Pavilion is under way. The proposed Centre would increase significantly the working area while providing state of the art working space for researchers and students. The location being considered for the new facility is east of the Barton building.

 Architecture and Planning Advisory (APAC) – The last meeting took place on September 7, 2018. Two projects were presented: Main Road and 3534 University (School of Environment).

D19-13 Appendix C Senate Committee on Physical Development TERMS OF REFERENCE As approved by Senate - May 2009 Approved Revision – September, 2017

The Committee on Physical Development is a Standing Committee of Senate charged with advising on the nature of physical development as it reflects the academic priorities and needs of the University.

Specific Areas of Responsibility

The Committee shall:

1. Advise Senate on the extent to which major physical development projects on campus reflect the academic plans and priorities of the University as expressed in the principles defining the University’s Master Plan. These nine principles are: a. facilitate a dynamic intellectual community b. achieve strategic growth c. reinforce campus identities d. support excellence in research, teaching and learning e. invest in priority service areas f. conserve and build upon strengths of historic buildings and landscapes g. provide appropriate facilities and infrastructure h. improve campus accessibility i. Develop and maintain the campus open spaces for maximum benefit. 2. Consider possible modifications to the Master Planning principles over time. 3. Appoint subcommittees and workgroups that may assist the Committee in carrying out its mandate, and to dissolve them as necessary. 4. Monitor trends in the use, for academic purposes, of facilities, including those not located on the main campuses, to receive reports on these facilities and to advise Senate and the Executive Director (Campus Planning and Development) on such matters. 5. Report on the Committee’s deliberations and to submit the appropriate recommendations, on behalf of Senate, to the Board of Governors Building and Property Committee. 6. The Committee shall meet at least four times per year and report annually to Senate.
