(a) whether the Government is aware that most beaches like Galgibaga, Colomb, Patnem and Talpona in Canacona Constituency are prone to sand erosion; (b) if so, furnish details of name, work carried out, work proposed, present status of beaches covered under prevention of soil erosion project for the last five years; (c) whether the Government is aware of soil erosion protection wall with boulder that was constructed at Talpona to prevent high tide water entering the household; (d) if so, the details of name of the scheme under which the wall was constructed, the estimated cost of and the date the work was completed with the total area covered; (e) whether the existing area is still to be covered with protection wall; (f) if so, the reason for the pendency; (g) whether the Government intends to complete the remaining wall under Water Resources Department; (h) if so, the details of the present status of the file; (i) if not, the reason for not taking up the work; and (j) whether the assessment and modeling studies has been completed; if so, the details thereof?

(a) with the ban on fishing season effective from 1st June 2019 and the suspected import of fish from other States in Goa laced with preservatives such as formalin, the following details may be furnished; (i) the reasons as regards to why ban on fishing is applied only in Goa and not in other neighbouring States; the preventive method applied to restrict fishing by trawlers from neighbouring States in Goa’s territorial water with full details thereof; (ii) the reasons as regards to why Goans are compelled to consume frozen/preserved/stored fish which is suspected to be applied with hazardous preservatives such as formalin with details thereof: (iii) the details of the import which is estimated for this year during fishing ban period as well as other on monthly basis; the estimated consumption of fish which is being already stored/preserved using cold storage or other facilities in Goa, with details thereof; and (iv) the reasons as regards to why price control mechanism is not in place when the Government is providing number of facilities, incentives, subsidies to trawlers, fishing community, with details thereof?

SHRI ALEIXO REGINALDO LOURENCO ALLOTMENT OF SHOPS 004B. *WILL the Minister for General Administration be pleased to state:

(a) the details of shops from Junta building, Panaji allotted on fresh lease without inviting tenders by the Government from 2000 to 2005;

(b) the details of procedure followed by the Government with details such as name of the previous lease holder, fresh lease holder of each shop, criteria applied for fixing monthly rent; (c) whether it is a fact that the original lease agreement files pertaining to said shops went missing after allotment; (d) if so, the details of such shop number, file number, date/year of missing source of information, name of official in possession of files prior to missing; and (e) the details of action taken by the Government and then Advocate General on the issue of missing files?

SHRI ALEIXO REGINALDO LOURENCO IMPLEMENTATION OF RTE ACT IN GOA 004C. *WILL the Minister for Education be pleased to state:

(a) whether the Government is aware that private unaided schools are under legal obligation to reserve 25% of seats in kindergarten and class 1 for children belonging to weaker sections and disadvantaged groups under section 12 (1) (C) of Right to Education Act; (b) if so, the details of all notifications issued till date regarding admission to children belonging to disadvantaged sections, per- child costs, eligibility criteria for admissions, selection process; (c) the school-wise details of all recognized private unaided schools in the State, such as name, location, sanctioned student strength of kindergarten, Class I; (d) the details of number of children belonging to weaker sections, disadvantaged groups admitted to kindergarten and Class 1 receiving free education during the last five academic years till date in each recognized private unaided school in the State; (e) whether the Government is aware that effective implementation of this provision would lead to social inclusion as well as better educational experience for all school children in the State; and (f) if so, the details of the steps the Government has taken/proposed to take in this regard?

SHRI JOSE LUIS CARLOS ALMEIDA SHIFTING OF THE EXISTING ASSISTANT DIRECTOR OF TRANSPORT OFFICE, VASCO 005A. *WILL the Minister for Transport be pleased to state:

(a) whether the acquired premises for the office of the Assistant Director of Transport, Baina is ready to be opened for the public; (b) if so, the time frame by which the Government intends to shift the existing Assistant Director of Transport office, Vasco to the new premises; and (c) if not, reasons for the delay?

(a) whether the vigilance enquiry conducted against Deputy Town Planner Shri M.K. Shrikant has concluded; (b) if so, findings of the vigilance enquiry; the report submitted to the Department for necessary action with reference to the Technical Clearance Order for the respective Project (M/s Competent Automobiles Ltd/Daffodils); and (c) whether the findings of the enquiry was negative; if so, the action initiated against the defaulters?

Ltd and Village Panchayat of Quelossim regarding Mini India Park Project heard on 6-2-2019; if so, the details thereof; (b) whether the Panchayat of Quelossim has served advance written notices regarding the hearing which took place on 6-2-2019; (c) if so, the authorized representative of the Panchayat present for the hearing; (d) whether the authorized representative of M/s Movaj Enterprises Pvt. Ltd was present for the hearing; if not, whether any document was placed before the Secretary; (e) whether the Secretary (Panchayats), Secretariat, passed any Order on that date; if not, when was the said Order passed; (f) whether the Secretary (Panchayats), Secretariat, gave an opportunity to the representative of the Panchayat of Quelossim to produce the documents in the matter fixed for 6th February 2019 or any other day prior to the passing of the Order; if so, the details thereof; and

(g) will the Minister assure that the Secretary (Panchayats) in future will provide written notices to the respective Panchayats well in advance so that they can represent their case, which is their right and as per natural justice?

SMT. ALINA SALDANHA FATE OF CONTRACTUAL STAFF UNDER GOA RECRUITMENT AND EMPLOYMENT SOCIETY 006C. *WILL the Minister for Personnel be pleased to state:

(a) whether the candidates recruited in various Government Departments through Goa Recruitment and Employment Society have been replaced with new recruits appointed through the Goa Human Resources Development Corporation; and (b) if so, the fate of these contractual staff and whether the Government will consider making special concessions by relaxing the age, educational qualifications criteria as these individuals have put in several years of service; specify with details thereof?

(a) whether the Mopa Airport Development Authority is constituted, if so, furnish details; (b) furnish details of decisions taken by this Authority till date; the number of decision taken by this Authority being implemented partially/fully, furnish details in chronological order including the content of the decision; (c) whether the Collector of North Goa on behalf of Government will have the jurisdiction over the Mopa International Airport Planning Area, The Mopa Greenfield International Airport Project and The Mopa Airport Development Authority in case of land acquisition, revenue, law, order, Administration or any other issue/parameter within the boundaries of land acquired by the Government for the Mopa Airport; and (d) if so, furnish details such as powers conferred upon the Mopa Airport Development Authority as well as Collector of Goa by the Government?

SHRI CHANDRAKANT KAVALEKAR CONSTRUCTION OF BUS STANDS IN THE STATE 008B. *WILL the Minister for Transport be pleased to state:

(a) the measures taken by the Government to ensure better and efficient public transport to the people from urban town, rural and 12

remote areas, to ensure better productivity and growth of the people as well as the State; (b) whether the Government will promote late night public transport facility to all corners of the State for the working class people to travel all corners of the State easily; (c) if so, the arrangement made by the Government for the public working late at night in industries in talukas like Ponda, Sanguem, Dharbandora, Sattari, Quepem, ETC, furnish details thereto; (d) the measures, training programmes, Schemes, Seminars, etc adopted by the Government to promote safety and smooth transporting, safe driving, etc, across the State, other than issuing challans for the violators; (e) whether the present officials of the Department are competent to ensure and promote safety in terms of transport, traveling and driving; and (f) if so, furnish details such as expenditure incurred, officials deputed for such programmes and area where such programmes were introduced?

SHRI FILIPE NERY RODRIGUES BIO-TOILETS SCHEME 014C. *WILL the Minister for Panchayati Raj be pleased to state:

(a) the total number of Bio-toilets to be provided as per the survey conducted in various Village Panchayats of Velim Constituency; and (b) the time frame by which the Scheme will be commissioned?

SHRI DIGAMBAR KAMAT HARNESS CASES 015A. *WILL the Minister for Personnel be pleased to state:

(a) the number of applications for harness cases that are completed in all respects which have been received by the Personnel Department from 01/04/2012 till date with details such as name of the applicant, address, age, name of department, date of application and reasons for application; (b) the number of harness cases cleared from 2012 till date with details of all cases cleared such as name, address, age, post for which appointed, Department and date; (c) the details of pending harness cases and reasons for pendency till date; (d) the details of rejected applications and reasons for rejection;

(e) whether the Government is aware that by delay in appointment, causes lots of problems/financial crunch to the family of the deceased Government servants; and (f) whether the Government will initiate steps on priority basis and plans for the same?

SHRI DIGAMBAR KAMAT MHADEI WATER TRIBUNAL 015B. *WILL the Minister for Water Resources be pleased to state:

(a) when did the Mhadei Water Tribunal give its award with details such as date of award and highlights of award; (b) whether the Government has filed any appeal in Supreme Court against the award; if so, furnish details and status of each case; (c) whether the Government of India has made any references to the Tribunal after the award; if so, furnish details of all the references made by the Government; and (d) the steps initiated by the Government to counter all these actions of the Government of India/Government of Karnataka and Government of Maharashtra?
