Afghanistan, 1989-1996: Between the Soviets and the Taliban A thesis submitted to the Miami University Honors Program in partial fulfillment of the Requirements for University Honors with Distinction by, Brandon Smith May 2005 Oxford, OH ABSTRACT AFGHANISTAN, 1989-1996: BETWEEN THE SOVIETS AND THE TALIBAN by, BRANDON SMITH This paper examines why the Afghan resistance fighters from the war against the Soviets, the mujahideen, were unable to establish a government in the time period between the withdrawal of the Soviet army from Afghanistan in 1989 and the consolidation of power by the Taliban in 1996. A number of conflicting explanations exist regarding Afghanistan’s instability during this time period. This paper argues that the developments in Afghanistan from 1989 to 1996 can be linked to the influence of actors outside Afghanistan, but not to the extent that the choices and actions of individual actors can be overlooked or ignored. Further, the choices and actions of individual actors need not be explained in terms of ancient animosities or historic tendencies, but rather were calculated moves to secure power. Already in the time of Alexander the Great the most important trade routes between Europe and Asia run through this region. This importance kept strengthening with the development of the trade which was particularly connected with the famous Silk Road. Cities through which this trade artery runs through were experiencing a real boom in the late Middle Ages and in the Early modern period. Over the wealth of the business oases of Khiva and Bukhara rose Samarkand, the capital city of the empire of the last Great Mongol conqueror Timur Lenk (Tamerlane).2 The golden age of the Silk Road did not last forever. The overseas discoveries and the rapid development of the transoceanic sailing was gradually weakening the influence of this ancient trade route and thus lessening the importance and wealth of the cities and areas it run through. The profits of the East India companies were so huge that it paid off for them to protect their business territories. Which Law Applies to the Afghan Conflict?
WHICH LAW APPLIES TO THE AFGHAN CONFLICT? By W. Michael Reisman and James Silk* Soviet armed forces have been directly engaged in combat in Afghanistan for more than 8 years.1 The level of international protest, sanctions and media coverage diminished after the initial outcry over the large-scale So- viet intervention in December 1979. With the conclusion in many diplo- matic and professional quarters that the Soviet presence in Afghanistan would be of long duration, the focus of international disapproval shifted from the question whether the Soviet presence in Afghanistan was lawful or not to whether Soviet conduct in Afghanistan was lawful or not: fromjus ad bellum to jus in bello. Access to Afghanistan has been extremely limited, but various individ- uals, commissions and credible international organizations have reported extensive abuses of human rights by Soviet forces there; most of the reports are based largely on refugee testimony.2 While the practices of the Soviet occupation and campaign have emerged with increasing clarity, the ques- tion of which law these practices are to be tested against is still controversial. * W. Azhar Javed Siddqi Government Dayal Singh College, Lahore, Pakistan. ABSTRACT The entry of Soviet forces into Afghanistan in December 1979 was a watershed happening. The event brought about, inter alia, a qualitative change in Pakistan‟s relations with Afghanistan as well as balance of power in South Asia. The United States and its allies deciphered the Soviet move an attempt to expand its influence to areas vital for Washington‟s interests. America knitted an alliance of its friends to put freeze on Moscow‟s advance. Pakistan, as a frontline state, played a vital role in the eviction of the Soviet forces. This paved the way for broadening of traditional paradigm of Islamabad‟s Afghan policy. But after the Soviet military exit, Pakistan was unable to capitalize the situation to its advantage and consequently had to suffer from negative political and strategic implications. The implications are attributed to structural deficits in Pakistan‟s Afghan policy during the decade long stay of Red Army on Afghanistan‟s soil. With continued urbanisation in Afghan cities occurring in the next few decades, there is a great opportunity to promote urban development that is sustainable, equitable and a catalyst for economic growth. The priorities of the National Unity Government of Afghanistan for the urban sector are very clear. The ‘Realizing Self-Reliance’ Framework presented at the London Conference on Afghanistan in 2014 explicitly stated cities are to be drivers of economic development. The Ministry of Urban Development Affairs (MUDA) is currently leading the drafting of an Urban National Priority Programme (U-NPP) and associated comprehensive urban development programme. Together these will lay the foundations for a sustainable urban future. However in Afghanistan, basic information for urban areas does not exist, is outdated, or not shared. As a result, MUDA has been challenged to pro-actively guide the growth of Afghanistan’s cities and harness urbanisation as a driver of development. This State of Afghan Cities 2014/15 report and associated dataset is already providing essential inputs to these ongoing processes. It will ensure the outcomes are pragmatic and reflect the ground realities across the country. I sincerely thank all programme partners, the Government of Australia, and UN-Habitat for supporting MUDA to implement this programme. -

INTRODUCTION 1. The present report is submitted pursuant to paragraph 19 of General Assembly resolution 51/195 B of 17 December 1996, in which the Assembly requested the Secretary-General to report to it every three months during its fifty-first session on the progress of the United Nations Special Mission to Afghanistan (UNSMA). The report, which covers the third three-month period following the submission on 16 June 1997 of the second progress report (A/51/929-S/1997/482), is also submitted in response to the request of the Security Council for regular information on the main developments in Afghanistan. II. RECENT DEVELOPMENTS IN AFGHANISTAN Military situation 2. The military confrontation between the Taliban and the Northern Alliance continued on all fronts during the reporting period, with the front lines relatively static until 20 July when Commander Ahmad Shah Massoud of the Northern Alliance launched a major attack and captured Charikar and Bagram airbase north of Kabul. This offensive continued until Massoud's forces reached to within 20 to 25 kilometres north of Kabul. The city came within range of rocket and artillery attacks. Taliban counter-offensives and additional military thrusts by Massoud's forces resulted in little change on the ground. Both sides used tanks, heavy artillery, rockets and aerial bombardment during these assaults, with total casualties numbering between 500 and 1,000 fighters. -

Ongoing projects include the building of a counter narcotics police unit in Kabul and in key provincial locations as well as strengthening the border police capacity to combat the flow of drugs from Afghanistan into Iran. As per the original Bonn agreement the German government has the lead coordination role in rebuilding the national Afghan police structure and the United Kingdom has the lead role in rebuilding and restructuring a national narcotics enforcement program. To accomplish this task UNODC retains a close working relationship with the Afghan government, particularly with the Ministry of Interior, as well as with represantives from Germany, UK, US, and numerous other coalition partners. I. MAIN PROJECT STRATEGIES A. TD/AFG/G38 (Strengthening of Counter Narcotic Law Enforcement Capacities in Afghanistan) This ongoing project which has been funded by the governments of the United Kingdom, Austria, and Japan was developed to assist in building an Afghanistan national narcotics force. -
