Providing better access to basic services, social protection and support to livelihoods matters for the human welfare of people affected by conflict, the achievement of development targets such as the Millennium Development Goals and international efforts at peace- building and state-building. At the centre of SLRC’s research are three core themes, developed over the course of an intensive one- year inception phase: . State capacity: building effective states that deliver services and social protection in conflict- affected situations . Another 04 Provinces will be connected with the Backbone Network in 2015-16, under the World Bank fund: Bamiyan, Badakshan; Kapisa and Kunar; Afghanistan needs (USD 40 Million )funds to connect the remaining 09 Provinces: Farah; Panjsheer; Sarepul; Qalaienow; Zaranj; Daikundi; Chagcharan; Tarinkot and Nuristan. OFC INTERNATIONAL CONNECTIVITY OF AFGHANISTAN. International connectivity has been established with Pakistan at two points – Turkham and Spin Boldak; with Tajikistan at Sherkhan Bandar; with Uzbekistan at Hayratan; with Turkmenistan at Aqina and Turghundi and with Iran at Islam Qala. Due to Security Issues, Ring is not complete due to a Gap in Connectivity between Heraat and Maimana ; Once this Gap is covered, the Backbone will have better Reliability and Redundancy in routing of Traffic. -

Many communities live in the Kunduz River Basin (KRB), and its water resources have been the basis of their livelihoods for many generations. This study investigates climate change impacts on the KRB catchment. Rare station data are, for the first time, used to analyze systematic trends in temperature, precipitation, and river discharge over the past few decades, while using Mann–Kendall and Theil–Sen trend statistics. The trends show that the hydrology of the basin changed significantly over the last decades. A comparison of landcover data of the river basin from 1992 and 2019 shows significant changes that have additional impact on the basin hydrology, which are used to interpret the trend analysis. There is considerable uncertainty due to the data scarcity and gaps in the data, but all results indicate a strong tendency towards drier conditions. An extreme warming trend, partly above 2 ◦C since the 1960s in combination with a dramatic precipitation decrease by more than 30% lead to a strong decrease in river discharge. -

Ethnicity, Space, and Politics in Afghanistan Abstract The 2004 election was a disaster. For all the unity that could have come from 2001, the election results shattered any hope that the country had overcome its fractures. The winner needed to find a way to unite a country that could not be more divided. In Afghanistan’s Panjshir Province, runner-up Yunis Qanooni received 95.0% of the vote. In Paktia Province, incumbent Hamid Karzai received 95.9%. Those were only two of the seven provinces where more than 90% or more of the vote went to a single candidate. Two minor candidates who received less than a tenth of the total won 83% and 78% of the vote in their home provinces. For comparison, the most lopsided state in the 2004 United States was Wyoming, with 69% of the vote going to Bush. This means Wyoming voters were 1.8 times as likely to vote for Bush as were Massachusetts voters. Paktia voters were 120 times as likely to vote for Karzai as were Panjshir voters. -

SRSG Briefing to the Security Council 6 August 2021 Briefing to the United Nations Security Council by the Secretary-General’s Special Representative for Afghanistan, Ms. Deborah Lyons Kabul, 6 August 2021 * * * Mr. President and members of the Security Council, I am extremely grateful for the opportunity of this special meeting on Afghanistan and the opportunity to brief you today. It is particularly important because Afghanistan is now at a dangerous turning point. Ahead lies either a genuine peace negotiation or a tragically intertwined set of crises: an increasingly brutal conflict combined with an acute humanitarian situation and multiplying human rights abuses. Today we have an opportunity to demonstrate the commitment of the UN Security Council and the regional and international community that you represent to prevent Afghanistan from descending into a situation of catastrophe so serious that it would have few, if any, parallels in this century. And let me assure you, such a catastrophe would have consequences far beyond the borders of Afghanistan. I do believe that the Security Council and the broader international community can help prevent the most dire scenarios. But it will require acting in unity and acting quickly. It will require acting. In the past weeks, the war in Afghanistan has entered a new, deadlier, and more destructive phase. The Taliban campaign during June and July to capture rural areas has achieved significant territorial gains. From this strengthened position they have begun to attack the larger cities. The provincial capitals of Kandahar, Herat, and Lashkar Gah in particular have come under significant pressure. This is a clear attempt by the Taliban to seize urban centers with the force of arms. -
