• Tree Preservation Order TPO/EPF/01/19 – Alista, Toot Hill Road – 2 oak trees • Coffee with Cops – Ongar (10am-11am 19/3) Fyfield (10am- 11am 27/3) • PFCC Fire & Rescue Plan 2019-2024 (attached to the agenda) • The EALC Motion to NALC Policy on the issue of funding the church (Statutory Prohibition) in LGA 1894 has been successful. Work starts now at lobbying Government for clarification or a change in the law. • Order new Defibrillator equipment • Ongar Neighbourhood Plan community survey • Further request for update as to Millrites S106 payment

7. HIGHWAYS / FOOTPATHS a) Local Highway Panel request – Accident London Road The Clerk has received a report from a local residents of an accident that occurred on 4th February at the junction of Epping Lane / London Road, in the parish of . Full details have already been sent to Councillors via email. The Clerk has liaised with the Clerk of Stapleford Tawney Parish Council, who has confirmed that this issue will be on their meeting agenda for 19th March 2019, stating that David Davenport, their Deputy Chair, has contacted Essex Highways on numerous occasions regarding this stretch of road to no avail. Councillors are asked to CONSIDER if they would support a joint application to the Local High Panel to address this issue, with extra signage and lighting at this location. b) Footpaths in Toot Hill The Clerk has received a letter of complaint from a local resident with regard to a number of footpaths in the Toot Hill Area that not kept clear, with owners failing to manage their maintenance responsibilities. A further update will be given at the meeting. Whilst these footpaths are not the responsibility of the Parish Council, Council is asked to CONSIDER if it wishes to take any action. c) A113 LHP request Councillors will recall the Clerk had written to the Insurance Ombudsman to obtain details of all the accidents that had taken place along the A113 through Stanford rivers. The Ombudsman advised that such an FOI needed to be made to the Association of British Insurers, which it subsequently was, however the response received confirmed that the ABI is not a public authority and as such not covered under the Freedom of Information Act. The ABI did advise that they do not receive notifications of, or handle claims, relating to road traffic collisions, and as such do not hold the information requested. The advice given by the ABI was to contact the road collisions records team at , however as we know Essex Police only record serious incidents.

Since the last meeting, there have been at least two serious crashes along this stretch of road through our Parish, details of both have been forwarded to Sarah Alcock in an attempt to express how serious this issue is. Sarah advised that she would be contacting the Police to see if they are able to advise her of the specific details of these 2 incidents. In addition, Sarah is in the process of arranging the speed surveys, which will most likely be completed in March, and has asked the Parish Council to confirm the 2 locations the Parish Council would like these to be completed (lamp post numbers etc). From the meeting at which Cllr Jackson and the Clerk attended, it was suggested one should be in the derestricted part of the road between the Woodman Pub and before the 30 mph, and the other would be in the 30mph part of the road. Council is asked to CONFIRM they are happy with these locations. Sarah also has a review meeting with Network Assurance booked to discuss any options that could be suggested to help resolve the concerns. d) Transport Meetings The next round of ECC Transport Meetings will be held in June at various locations around the County (EF 13th June). In order to create an agenda that will be of value to those wishing to attend, ECC is asking for suggestions for agenda items, to be advised by 5 April. The meeting is not for discussing historical matters which are best dealt with directly with the team. Councillors are asked to CONSIDER if there are any items they wish to address. Historically, these meetings tend to focus on areas with the greatest public transport ( / Epping).

9. COMMUNITY POLICE SPECIAL Councillors will recall that £1,000 was budgeted for in 2019/2020 for the supply of a community police special for the Parish of Stanford Rivers. Since this time, the Clerk has met with Les Hawkins, Specials Supported Policing Coordinator, Specials Command, with regard to the process and how this would work for the Parish.

• Purpose of Police Specials is to have high visibility presence in often lost communities • Police special is a volunteer, so the hours they work are of their choosing, but police ask they commit to at least 16 hours • They have full police powers • Not employed, so they have no salary • Mileage at .45/mile payable from where they live to the nearest Community Policing Team Centre where they go on duty, after which time they are allocated a car. If no car, they are able to use their own car. • They are paid a small fee (fee sheet available) • Police pay the costs, and then invoice the Parish Council 3 months in arrears for reimbursing • The Specials are encouraged to do other community police work to ensure that their skill set remains fresh, for example taking part in specific operations. This means they may not spend all 16 hours in the Parish, but this ensures they remains up to date with current issues and training. • The Specials sign on and off electronically and can be monitored wherever they are, so the actual timings and costings can be accurately accounted for. • The difficult part is recruiting and finding a willing volunteer. • The Special will have Independent Control Status. • When the recruitment process starts, police will scope their current specials to see if any of them are interested in the role and fit the post • Often, recruiting starts from scratch – but this can take considerable time • Advert is unique to each parish, with a unique web address • Application process involve applicants first going through eligibility checks, then assessment centre, assessed for competence, fitness and written tests. Then, two stages of foundation training – foundation and post foundation. Post foundation they will work alongside another officer, and will have a portfolio of issues and events they need to deal with and get signed off before they can be classed as independent. All the training takes place alongside their current job, often at weekends, so can take a considerable amount of time for somebody to be fully trained. Once completed foundation, get a warrant card, and once their portfolio signed off and they can be independent, they are allocated to the particular area in question. • Parish Council can ask that they are on duty certain times or attend certain events, however the CPT inspector agrees their duties, but the Council is encouraged us to do this, as well as asking the Special to attend meetings or local events. • Subject to a legal agreement (as money involved) but the Parish Council will have no responsibility for the special in terms of employment. A further update will be given at the meeting.

10. MOLE TRAP ASSET OF COMMUNITY VALUE NOMINATION To receive an update on the Asset of Community Value Nomination being pursued by Stapleford Tawney Parish Council if available.

11. PARKING AT BARNMEAD The Clerk has contacted EFDC to confirm that the Parish Council would like to progress the possibility of an off street parking solution, which would include cutting into the Barnmead Green. Informal consultation has taken place with local residents of Barnmead, and the feeling was unanimous that something must be done to resolve the parking issues that are a continuing problem. An update will be given at the meeting if available.

12. REVIEW OF POLING DISTRICTS EFDC is legally required to undertake a review of the parliamentary polling districts and polling places within the District by 31 January 2020, and this review commences on 18 February 2019. Attached to the agenda is a list of the polling districts and polling places for the Parliamentary Constituency detailing which this town/parish forms part. The purpose of the review is to seek to ensure that: (a) all electors in the District have such reasonable facilities for voting as are practicable in the circumstances; and (b) so far is reasonable and practicable, the polling places are accessible to all electors, including those who are disabled. Between 18 February and 1 April 2019 electors from within the may make representations. Such representations may be made by email to [email protected]; or by post to Polling District/Place Review, Democratic Services, Epping Forest District Council, Civic Offices, High Street, Epping, Essex CM16 4BZ. The Council would welcome representations from any person or body with expertise in relation to access for persons with any type of disability. Any person or body making representations should, if possible, give alternative places that may be used as polling places if that is what their comments concern. At the end of the consultation period a report will be submitted to one of the Council’s select committees to enable consideration to be given to the representations received, with a view to recommendations being made in respect of future polling districts and polling places. The District Council will make a final decision on this matter at its meeting on 30 July 2019.

14. INSURANCE RENEWAL The Parish Council’s insurance is due for renewal on 31st March 2019. The current insurers are Zurich, and a quote has been received to continue with Zurich at a cost of £257.60 (inc IPT). This is unchanged from last year. Councillors are asked to CONSIDER this insurance renewal, a summary of which will be given at the meeting.

15. NEWS AND VIEWS The Clerk understands there has been some concern that the Moletrap featured on the front page of the News and Views, stating that the pub is not within the Parish. The Clerk will provide a further update on this at the meeting. Councillors are asked to advise the Clerk of any news items they would place in News and Views for the upcoming edition, and to consider future input.
