DECLARATIONS OF INTEREST To RECEIVE any Declarations of Interest by Members. Any Member with a personal interest in a matter must consider whether it is a Disclosable Pecuniary, Non Pecuniary or Other Pecuniary Interest, and declare it accordingly. A Member who is unsure as to how to declare their interest should seek independent advice 5. CLERKS COMMUNICATIONS AND CORRESPONDENCE REPORT To RECEIVE the oral report of the Clerk on matters which may be of current interest to Members and which require a formal update, and to RECEIVE such correspondence and communication as the Clerk may place before the Council. o RCCE Best Kept village competition 2015 entry forms - deadline 10th April 2015 o Email from EALC Chairman John Gili-Ross inviting Chairman to attend Coffee morning on 2nd April - opportunity to get to know Chairman and what is happening for Councils around the County, whether big or small. o Police Partnership Conference - 25th March - £20 / delegate o Next EF Local Council Liaison meeting on 26th March o Email - Chris Overend, Communities, Policy and Grants Officer EFDC, reference grant funding and support for residents affected by flooding STANFORD RIVERS PARISH COUNCIL - 2 - Meeting: PARISH COUNCIL Date 12th March 2015 o EFDC - Loughton Town Council has applied for a Neighbourhood Plan area to be designated - full details are at www.eppingforestdc.gov.uk/neighbourhoodplanning - Deadline for responses 20th March 2015 o ECC - letter ref erection of seasonable decorations, banners and signs - If an individual or organisation wishes to display items on or above the public highway at any time of the year, advance consent is required from the highway authority (Essex County Council), in accordance with The Highways Act 1980. There is an 8 week consultation period. o Community Clear Up day - 21st March 2015 o Email from ECC Flooding team to confirm that the three flooding issues as agreed at the January meeting have been submitted to Essex Highways. o Countywide Superfast Essex Parish Engagement Event - Wednesday 18th March (10am to 12 noon) at the Essex Record Office, in Chelmsford. Cllr Saridja attending. o EFDC council tax 2015/2016 frozen for fifth year. o It was agreed at the 15th December EFDC Cabinet meeting that: Forester Magazine will cease publication with the effect from April 2015 with a potential saving of £44,000 in 2015/16. Information is to be disseminated to residences with other correspondence such as Council Tax Bills. The council will pursue the option of Improving Cost Recovery – Charging Parish Councils for services such as information or assistance given and enforcement service EALC Data protection regulations - To be on next agenda 6. REPORTS & MEMBERS REPORTS To Receive Brief Reports from Members and to RECEIVE any questions emanating from those reports Chairman's Report Vice Chairman's Report District and County Councillor Reports Councillors Reports o Update on Speedwatch scheme - next meeting due April 2015 o Update on if Cllr Saridja met with County Broadband STANFORD RIVERS PARISH COUNCIL - 4 - Meeting: PARISH COUNCIL Date 12th March 2015 Other reports (inc Broadband, website, newsletter) o Broadband update - Please see attached email response from Superfast Essex following the Clerks query. In addition, Cllr Saridja is attending the Broadband update event on 18th March 2015. Members are reminded that in order to ensure smooth and prompt running of the meeting it would be prudent to provide the Clerk with a written copy of their report in order that this can be circulated to all Members with the Agenda. 8. HIGHWAYS a) Councillors are asked to NOTE that there is no further update to the reported Highways Matters. b) Notice of Road Closures ECC has changed how it reports road closures. An email is sent to the Clerk giving a link to a website (www.v6.roadworks.org), which in turn will contain links to the various notices of closure. This is accessible by all residents. Local Highways Panel c) The possibility of a Cycle Path along the A113 (Woodmans pub to Passingford Bridge) was detailed in the agenda for the 29th January LHP meeting, and is currently 'awaiting validation'. d) Following discussion at the January Parish Council meeting, the proposal for a reduction in speed limit along the A113 to the Woodman pub was submitted, together with the suggestion of additional white lining and no overtaking signs. Please see attached email thread at pages13-14. The LHP team have stated that a reduction in speed limit does not fit with criteria required, and as such it will not be put forward for consideration by the LHP. However, the white lining and signs are going through the validation process. Cllr Jackson has received confirmation from the builder that people could be moving into the houses at Milrites as early as April. Councillors are asked to CONSIDER how they would like to move forward with this issue.
