At the time of the walkover survey, the site comprised an irregular-shaped parcel of land, and occupied an approximate area of 0.65 hectares (ha). The site was situated on the northern edge of Tawney Lane. On a broader perspective, it comprised a single dwelling and a number of barns / stables to the west and south, and rough vegetated land to the east and west. History The earliest available historical map, dated 1872 to 1874, indicated the site to comprise undeveloped land, with a single structure straddling the eastern site boundary. By 1971, this structure was no longer evident, and the present-day Cutlers Forge Cottage was apparent in the southwest. Between the 1970s and mid-1980s, a handful of buildings were constructed towards the southwest, south, and centre of the site. Aerial imagery indicates soil movement may have taken place onsite in the 2000s. In the wider surrounding area, generally minor developments took place to the west and south of the site during the 20th century. A Smithy was indicated 5m southwest of the site until sometime between 1920 and 1971. Two ponds are indicated to have been infilled, as well as two former pit locations. Conceptual Model Based upon the findings of the preliminary risk assessment, a number of potential contaminant sources and pathways to potential receptors may exist at the site, namely Made Ground, area of burning, infilled pits and infilled ponds. A preliminary intrusive investigation including ground gas monitoring is recommended at the site to further assess the identified potential risks. Conclusions and The following works are recommended: Recommendations • A targeted ground investigation should be undertaken for soil quality assessment, including ground gas / groundwater level monitoring; • Should demolition of the buildings be considered it would be necessary to (a) fully update the building Asbestos Register, where present or (b) undertake a Refurbishment and Demolition (asbestos survey) of the buildings, in accordance with current guidance. INTRODUCTION Geosphere Environmental Ltd was commissioned by the Client, Murfet Group, to undertake a Phase 1 Desk Study and Preliminary Risk Assessment for a proposed residential development at Cutlers Forge Cottage, Tawney Lane, Stapleford Tawney, RM4 1EE. It was understood that the site is to be developed into four residential properties with associated gardens and hardstanding. The primary objectives of the preliminary risk assessment were to: • Assess environmental sensitivity at the site and the surrounding area in relation to any suspected or known contamination which may significantly affect the site and the proposed development; and • Indicate whether further works are required, and the nature of the works, to enable a more complete assessment of the site. These were achieved by: • Undertaking a walkover of the site; • Researching and assessing the available information regarding the current site status, including recorded geology, hydrogeology and hydrology of the site and surrounding area, as well as the history of the site; and • Developing a Conceptual Site Model. A Proposed Development Plan, Drawing ref. CWEF/18/01, is provided within Appendix 6. SITE SETTINGS 2.1 Site Description The subject site was situated in the village of Stapleford Tawney. Essex, approximately 500m to the west of Sutton’s Manor Hospital. The site may be located by National Grid Reference (NGR) 550660 197850 and is shown on the Site Location Plan Drawing ref. 4489,DS/001/Rev0, provided within Appendix 3. A site walkover was undertaken by a Geoenvironmental Consultant on the 04 December 2019 after detailed discussion with the client regarding the previous history of the site. A Site Plan, Drawing ref. 4489,DS/002/Rev0, is provided within Appendix 3 and should be reviewed in conjunction with this section of the report. At the time of the walkover survey, the site comprised an irregular-shaped parcel of land, and occupied an approximate area of 0.65 hectares (ha). The site was situated on the northern edge of Tawney Lane. On a broader perspective, it comprised a single dwelling and a number of barns / stables to the west and south, and rough vegetated land to the east and west. For ease of reference, the building structures onsite have been split into three groups (A to C). The groups are denoted on the Site Plan, Drawing ref. 4489,DS/002/Rev0 within Appendix 3, and are described below. Group A, located in the southwest corner, was largely separated from the rest of the site by wooden fencing, and was accessible via a gated hardstanding driveway. It contained a single-storey L-shaped brick dwelling, ‘Culters Forge Cottage’, and an L-shaped wooden barn, which adjoined the north of Cutlers Forge Cottage. The internal cottage and barn were inaccessible during the site visit however, it was understood from existing site plans that the barn was utilised for tractor storage and shall be assessed as such. A small hardstanding courtyard located centrally between the barn and the cottage however, this was inaccessible at the time of the site visit and an aerial imagery review indicated general storage associated with residential usage. A hardstanding driveway adjoined the eastern facet of the dwelling and barn. Immediately north of the tractor barn was an area of concrete hardstanding and brick wall remnants. Plans of the site indicate it to have formerly comprised a ‘hay barn’ prior to being demolished. The remainder and bulk of the site was accessible via a gated gravelled driveway, located east of the gate to Cutlers Forge Cottage. From the site entrance, a gravelled track extended to the north and east, adjoining several barn-type structures and stables. Group B, located in the south of the site, comprised an open-faced wooden barn structure. It was generally in a poor state of repair, and as we understand it was historically used as stables.
