Treaty of Versailles I. Wilson’s Vision forWorld Peace A. Fourteen Points to End All Wars 1. Wilson’s first goal was to eliminate the causes of wars by calling for an end to secret agreements and alliances, protecting freedom of the seas, and reducing armaments. 2. Wilson’s second goal was to ensure the right to self-determination so ethnic groups and nationalities could live under governments of their own choosing. 3. The last of the fourteen points called for setting up a League of Nations to ensure world peace. B. Wilson’s Unusual Decisions 1. Wilson broke with tradition by traveling out of the United States while president to lead the U.S. delegation to the peace conference in Paris. 2. Wilson weakened his position when he asked Americans to support Democrats in the 1918 midterm elections, but then the Republicans won a majority in Congress. 3. Wilson made matters worse by choosing all Democrats and only one Republican to serve as the other delegates to the peace conference. II. Ideals Versus Self-Interest at Versailles A. Peace Without Victory Gives Way to War Guilt and Reparations 1. Wilson’s vision for a peaceful world was different from the vision of other Big Four leaders. 2. France’s Georges Clemenceau was most concerned about French security. 3. David Lloyd George wanted Germany to accept full responsibility for the war through a warguilt clause and reparations. 4. Wilson tried to restrain from punishing Germany but ultimately agreed to gain support for the League of Nations. B. Self-Determination Survives, but Only in Europe 1. -

Roosevelt’s Court-packing Plan is among the most famous and frequently discussed episodes in American constitutional history. During his first term as President, Roosevelt had watched with mounting discontent as the Supreme Court declared unconstitutional a series of measures central to his New Deal. Aging justices whom Roosevelt considered reactionary and out of touch had struck down the National Industrial Recovery Act (“NIRA”), the Agricultural Adjustment Act (“AAA”), federal railway pension legislation, federal farm debt relief legislation, critical portions of the Administration’s energy policy, and state minimum wage legislation for women. In the spring of 1937 the Court would be ruling on the constitutionality of such major statutes as the National Labor Relations Act (“NLRA”) and the Social Security Act (“SSA”), and a number of Roosevelt advisors doubted that the Court as then comprised would uphold those measures. -

City of Ambition: Franklin Roosevelt, Fiorello La Guardia, and the Making of New Deal New York Mason Williams Submitted in partial fulfillment of the Requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2012 © 2012 Mason Williams All Rights Reserved Abstract City of Ambition: Franklin Roosevelt, Fiorello La Guardia, and the Making of New Deal New York Mason Williams This dissertation offers a new account of New York City’s politics and government in the 1930s and 1940s. Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft. -
The Woman Everybody Knew As Bethine
The woman everybody knew as Bethine Marty Trillhaase/Lewiston Tribune Idaho remains a small enough, young enough state that its people remain on a first-name basis with their leaders It's not Gov. Otter. It's Butch. It's not Sen. Crapo. It's Mike. It's not former Gov. Andrus. It's Cece. So it was with a woman generations of Idahoans knew simply as Bethine. Bethine Church, an Idaho political icon, died Saturday at her Boise home. She was 90 years old. She left behind a legacy that included a two-decade campaign to protect one of Idaho's jewels, the Sawtooth National Recreation Area, from commercial encroachment and the development of the Frank Church Institute at Boise State University, established in her late husband's honor. As much as anyone, Church nurtured the DNA of Idaho's Democratic Party - rallying, educating and inspiring people such as former Congressman Larry LaRocco, former U.S. Attorney Betty Richardson, newspaper publisher and former gubernatorial candidate Jerry Brady and 4th District Judge Mike Wetherell. But Bethine Church's larger legacy was her husband. In 24 years in the Senate, Frank Church helped secure protection for Idaho's wilderness areas. He was the force behind improving the lives of seniors, including cost of living adjustments for Social Security recipients. On the national stage, Sen. Church was a voice for civil rights, for a rational foreign policy and for restraining the excesses of the intelligence community. There was never a hint of scandal because the Churches took pains to be exemplary. For instance, the family sold its Robinson Bar Ranch - at a fraction of its current value - to avoid any hint of conflict of interest during the SNRA debate. -

Anderson Olga Dror Angela Pulley Hudson James Burk Head of Department, David Vaught December 2015 Major Subject: History Copyright 2015 David William Bath ABSTRACT This dissertation documents how the U.S. national perspective toward ballistic nuclear missiles changed dramatically between 1957 and 1967 and how the actions and attitudes of this time brought about long term difficulties for the nation, the Air Force, and the missile community. In 1957, national leaders believed that ballistic missiles would replace the manned bomber and be used to win an anticipated third world war between communist and capitalist nations. Only ten years later, the United States was deep into a limited war in Vietnam and had all but proscribed the use of nuclear missiles. This dissertation uses oral histories, memoirs, service school theses, and formerly classified government documents and histories to determine how and why the nation changed its outlook on nuclear ballistic missiles so quickly. The dissertation contends that because scientists and engineers created the revolutionary weapon at the beginning of the Cold War, when the U.S. and U.S.S.R. were struggling for influence and power, many national leaders urged the military to design and build nuclear ballistic missiles before the Soviet Union could do so. -

Daniel, B.A., M.A. Denton, Texas May, 1979 Daniel, Edward 0., Sam Rayburn: Trials of a Party Man. Doctor of Philosophy (History), May, 1979, 330 pp., bibliog- raphy, 163 titles. Sam Rayburn' s remarkable legislative career is exten- sively documented, but no one has endeavored to write a political biography in which his philosophy, his personal convictions, and the forces which motivated him are analyzed. The object of this dissertation is to fill that void by tracing the course of events which led Sam Rayburn to the Speakership of the United States House of Representatives. For twenty-seven long years of congressional service, Sam Rayburn patiently, but persistently, laid the groundwork for his elevation to the speakership. Most of his accomplish- ments, recorded in this paper, were a means to that end. His legislative achievements for the New Deal were monu- mental, particularly in the areas of securities regulation, progressive labor laws, and military preparedness. Rayburn rose to the speakership, however, not because he was a policy maker, but because he was a policy expeditor. He took his orders from those who had the power to enhance his own station in life. Prior to the presidential election of 1932, the center of Sam Rayburn's universe was an old friend and accomplished political maneuverer, John Nance Garner. It was through Garner that Rayburn first perceived the significance of the "you scratch my back, I'll scratch yours" style of politics. -

Fall/Winter 2016 MARYLAND Historical Magazine Maryland Blood: An American Family in War and Peace, the Hambletons 1657 to the Present Martha Frick Symington Sanger At the dawn of the seventeenth century, immigrants to this country arrived with dreams of conquering a new frontier. Families were willing to embrace a life of strife and hardship but with great hopes of achieving prominence and wealth. Such is the case with the Hambleton family. From William Hambleton’s arrival on the Eastern Shore in 1657 and through every major confict on land, sea, and air since, a member of the Hambleton clan has par- ticipated and made a lasting contribution to this nation. Teir achievements are not only in war but in civic leadership as well. Among its members are bankers, business leaders, government ofcials, and visionaries. Not only is the Hambleton family extraordinary by American standards, it is also re- markable in that their base for four centuries has been and continues to be Maryland. Te blood of the Hambletons is also the blood of Maryland, a rich land stretching from the shores of the Atlantic Ocean to the tidal basins of the mighty Chesapeake to the mountains of the west, a poetic framework that illuminates one truly American family that continues its legacy of building new genera- tions of strong Americans. Martha Frick Symington Sanger is an eleventh-gen- eration descendant of pioneer William Hambleton and a great-granddaughter of Henry Clay Frick. She is the author of Henry Clay Frick: An Intimate Portrait, Te Henry Clay Frick Houses, and Helen Clay Frick: Bitter- sweet Heiress. -

Jackson supported the plan from his post as Assistant Attorney Gener- al. This Article uses a chronological narrative to examine Jackson's role in Roosevelt's court fight. -
