You will remember how assiduously French diplomats, backed by their colleagues in the other five countries, strove in May and June 1950 to induce the Government of the United Kingdom to accept the principles of the Decla• ration of May 9 and join in the negotiations for the Schuman Plan. You will remember also that Britain's entry into the Common Market for coal and steel was the highest hope of my predecessors, beginning with Jean Monnet, who devoted himself with special ardour to this aim, and succeeded in concluding with. Britain an Agreement of Association which, though modest in scope, was nevertheless to prove a valuable instrument for helping to maintain a steady and cordial relationship between the United King• dom and the Coal and Steel Community. Indeed, that Britain should become a member of our Communities has always been an objective of the highest importance to the makers of Euro• pean unity in our six countries. And on March 2 of this year, at the beginning of the negotiations with E.E.C., the United King• dom Government followed up its undertaking of last autumn by applying to the President of the Special Council of Ministers for the admis• sion of Great Britain to the European Coal and Steel Community.

The paper argues that those longer-term trends continue and that the (s)election of Jean-Claude Juncker as President of the European Commission and the structural reforms he subsequently introduced are better understood as steps in ongoing processes rather than fresh departures. Thus, what will happen in 2019 will have been conditioned not only by 2014, but also by previous elections and previous developments, as considered in this paper. Katja Seidel SUPRANATIONAL IDEALS AND PRAGMATIC CHOICES The High Authority of the European Coal and Steel Community, 1952–1955 The creation of the European Coal and Steel Community (ECSC) triggered the supranational integration of Europe. For the first time, European nation states partly renounced national sovereignty by transferring responsibilities for the coal and steel sector, a restricted but vital part of these countries’ economies, to this new European organisation. The treaty establishing the ECSC was signed on 18 April 1951 by the governments of Belgium, France, Germany, Italy, Luxembourg and the Netherlands. The institutional framework of the ECSC laid down in the treaty, was based on four pillars: the European Court of Justice, the Common Assembly, the Special Council of Ministers and the High Authority. The High Authority had executive-type func- tions. Its main task, after its inception on 10 August 1952, was to set up and manage a common market for coal and steel in which neither of the industries or governments of member states would receive preferential treatment nor be discriminated against.

    A European “Model” Defined by public Policies Trade unions and European construction Sylvain SCHIRMANN ABSTRACT Reformist and Christian trade unionisms accompanied the construction of the European Community, as opposed to “Marxist” confederations which saw it as an instrument of oppression and war against the socialist camp. The gradual implementation of the European market subsequently raised problems for trade unions, and dialogue with European institutions was affected as a result. Yet at the same time, this Single Market promoted the rise of a reformist unionism based on expertise, to the detriment of a unionism based on confrontation. Source: Flickr With the exception of “communist” trade unions affiliated with the World Federation of Trade Unions (WFTU), on the whole reformist and Christian trade unions were generally favourable to the process of constructing the European Community. Within this context they had to adapt their strategies in view of promoting, through the process of European unification, the rights of their members, notably by demanding the harmonization of social legislation. During the first phase (until the mid-1960s), trade unions tried to influence European Community decisions through European institutions. They initially did so through entryism, as the two trade unionists Hans Pothoff and Paul Finet, for instance, were appointed as members of the High Authority of the ECSC. Trade unions also became involved with the technical management of this first community authority. For example, two departmental management positions were entrusted to “permanent trade union staff members,” including the important one for statistics.

Abstrakt Témou bakalárskej práce je rozhodujúca inštitúcia Európskej Únie – Európska komisia, so zameraním sa na jej právomoci. Práca je rozdelená do 7 kapitol. V prvej kapitole je rozpracovaná charakteristika Európskej únie, jej história, členské štáty a orgány. V rámci orgánov sa práca zameriava na najpodstatnejšie inštitúcie, t.j. na Európsky parlament, Radu Európskej únie, Európsku radu, Európsky súdny dvor a Európsky ú čtovný dvor. Samotné výsledky práce sa nachádzajú v kapitole číslo 4. Úvod tejto kapitoly je venovaný histórii Komisie, t.j. vývoju od vzniku orgánu až po jej dnešné fungovanie, ktorý ve ľkou mierou vplýva na jej kompetencie. Obsahom ďalšej časti je opis Komisie ako komponentu Európskej únie so zameraním sa na jej zloženie a tvorbu. V poslednej časti práce sú definované konkrétne právomoci Európskej komisie a to legislatívna právomoc, kontrolná právomoc, exekutívne úlohy a funkcie súčinnosti s vonkajším svetom.
