Narrative - Gray, Susan - 11/7/2018 (Investigative) On 11/07/18 I was dispatched to 623 Melody LNJonesboro, AR 72401 in reference to a male subject who had cut his throat and sent a picture to his ex girlfriend. I later spoke to Witness #1 (Mullenix, Karen T) who said that Complainant (Scott, Alexiss Mackenzie) had made the 911 call. Witness #1 (Mullenix, Karen T) said that she then received a phone call from an unknown female on Complainant (Scott, Alexiss Mackenzie)'s phone advising her that Suspect #1 (Mullenix, Donald Ryan) was trying to harm himself and she had called the Police. When I arrived Pfc. Hampton was on scene and had established communication with Suspect #1 (Mullenix, Donald Ryan). Narrative - Gray, Susan - 11/7/2018 (Investigative) Hampton advised me that prior to my arrival while speaking to Suspect #1 (Mullenix, Donald Ryan) he had made a threat that if he came in his room he would defend himself and that he had a knife. We attempted numerous times to speak to Suspect #1 (Mullenix, Donald Ryan) and try to get him to leave his room so EMS could check out his injury but he refused. Pfc. Hampton contacted supervisor's who then came to the scene. During this time I asked Witness #1 (Mullenix, Karen T) if she could contact Complainant (Scott, Alexiss Mackenzie) and ask her for the picture she had been sent so we could see the extent of Suspect #1 (Mullenix, Donald Ryan)'s injury. She was able to get the photo and I could see a cut but looking at the picture it did not appear to be life threatening. The supervisor's on scene contacted Crisis Negotiators who were dispatched to the scene. Det. Brooks was eventually able to build a rapport with Suspect #1 (Mullenix, Donald Ryan) and he came out of his room. He was then transported by an Officer to St. Bernard's to have a mental health screening. I took possession of the knife that was involved and placed it in the evidence mailbox.

Narrative - Hampton, Adam - 11/7/2018 (Investigative) On 11-7-18, I was dispatched to 623 Melody Lane in reference to a male subject who was possibly suicidal. Dispatch advised that subject had sent a video to his girlfriend with his neck bleeding and that she thought he was trying to commit suicide. I arrived on scene and made contact with Witness #1 (Mullenix, Karen T) and she said that she did not know what was going on but that he wouldn’t open the door. I told his mother that we had received a call saying that he sent a picture to his girlfriend and that his neck was bleeding and she thought he was trying to commit suicide. She then welcomed me in and told me to see if I could talk him out of his room since they haven’t been able to. Her husband walked me down the hallway and pointed to a door that was locked. I began trying to talk to Suspect #1 (Mullenix, Donald Ryan) through the door. While I was talking to Suspect #1 (Mullenix, Donald Ryan)his dad told me that last night Suspect #1 (Mullenix, Donald Ryan) threatened to cut his throat. I started talking to Suspect #1 (Mullenix, Donald Ryan) and ask him what was going on. I ask Suspect #1 (Mullenix, Donald Ryan)if he had threatened to cut his dads throat and he said yes. I ask Suspect #1 (Mullenix, Donald Ryan) why he said that and he told me that his dad was going to take his lock off his bedroom and that is the only privacy he has. I ask him if he had sent a picture to his girlfriend with his neck cut and bleeding and he said he didn’t’ send it to his girlfriend but did not deny sending it to someone. I ask him how he cut his neck and he told me that he had cut it with the knife. I ask Suspect #1 (Mullenix, Donald Ryan)if he still had the knife and he said yes. I ask Ryan how bad he was cut and if he was bleeding and he told it was superficial and the bleeding had stopped and he put some medicine on it. I then told him that I needed to come into the room to check on him and get him help and he told me that the door was barricaded and that if I came into the room he would use the knife to defend himself. I then reached down to my holster and flipped down the top safety strap and his dad began yelling that he did not want us pulling our guns and that we were not going to kill his son. I told him that his son had a knife and that he said that if we came in he would use it to defend himself and that I was not going into the room unarmed if his son had a weapon. He then began yelling at us to get out of his house and that he would take care of it himself. I then called for Sgt. D. Goodrich to come to the scene to have a supervisor there. I continued talking to Suspect #1 (Mullenix, Donald Ryan) trying to get him to open the door so that we could get him medical attention and he told me that he would not open the door. I talked with him a good while longer attempting to develop a relationship with him and he told me that he knew that was what I was doing and that he would not open the door.

Once Sgt. Goodrich arrived on scene I walked outside and talked to him to let him know what was going on while Cpl. S. Gray stayed inside the paramedics trying to talk to subject. I came back inside and continued to talk to subject but he would not really talk to me and quit answering my questions in detail and would only offer yes or no answers. After being on scene for a good while Detective Kerri Varner and Detective Vic Brooks arrived on scene and began trying to negotiate with Suspect #1 (Mullenix, Donald Ryan). They both talked to subject and Detective Brooks then went around the back of the house and stood on a ladder so that he could see inside Suspect #1 (Mullenix, Donald Ryan) window and continued talking to him Det. Brooks was able to talk him into putting the

Narrative - Bailey, Bryan D - 11/7/2018 (Investigative) On 11/07/18, I Investigator Bailey with the Street Crimes Unit responded to 623 Melody LNJonesboro, AR 72401 in reference to suicidal subject who was barricaded in his bedroom.

Upon arrival, Detective Vic Brooks was talking to Suspect #1 (Mullenix, Donald Ryan) through his window and had Suspect #1 (Mullenix, Donald Ryan) put his knife down and come out of his room. Suspect #1 (Mullenix, Donald Ryan) was moved to the kitchen where Det Brooks began to talk to him again. After Suspect #1 (Mullenix, Donald Ryan) admitted that he was trying to kill himself, Lieutenant Jim Chambers advised Suspect #1 (Mullenix, Donald Ryan) that he was going to have to go to the hospital to get screened. Once Lt Chambers advised Suspect #1 (Mullenix, Donald Ryan) of this, he stated "if yall try to take me to the hospital, you're going to have one hell of a fight!" Suspect #1 (Mullenix, Donald Ryan) then stated "i'm going to stab you in the fucking throat and all of you mother fucker's are going to die." While stating that, Suspect #1 (Mullenix, Donald Ryan) stood up and grabbed his drink bottle and threw it at Lt Chambers while attempting to swing fists at him. Suspect #1 (Mullenix, Donald Ryan) then began trying to fight everybody on scene and was forced down to the table where Officer's were finally able to placed Suspect #1 (Mullenix, Donald Ryan) into custody after he was kicking at Officer's. Investigator Jefferson retrieved leg shackles to place on Suspect #1 (Mullenix, Donald Ryan) who we had set up on the floor. As Investigator Jefferson bent down, Suspect #1 (Mullenix, Donald Ryan) spit blood and saliva in Investigator Jefferson's face and once again tried to kick and fight. Suspect #1 (Mullenix, Donald Ryan) was placed into leg shackles and then had to be carried to the patrol vehicle to be transported to St. Bernards.

Narrative - Cole, Nathaniel - 11/7/2018 (Investigative) On 11/07/2018 at approximately 1527 hrs. I was dispatched to 623 Melody LNJonesboro, AR 72401 to transport Suspect #1 (Mullenix, Donald Ryan) to St. Bernards Hospital. Upon arrival I observed Lt. Chambers and Detective V. Brooks speaking with Suspect #1 (Mullenix, Donald Ryan) at the kitchen table. I observed Suspect #1 (Mullenix, Donald Ryan) to have several lacerations to his neck and throat area. Lt. Chambers asked Suspect #1 (Mullenix, Donald Ryan) how they got there, and Suspect #1 (Mullenix, Donald Ryan) stated he cut his own throat in an attempt to kill himself, but stopped because it hurt. Lt. Chambers then advised Suspect #1 (Mullenix, Donald Ryan) that he would have to go to St. Bernards to have a mental health screening, and Suspect #1 (Mullenix, Donald Ryan) replied with, "I'm not going. If you make me go You'll have one hell of a fight!" Suspect #1 (Mullenix, Donald Ryan) then looked at Lt. Chambers and said, "I'm going to stab you in the fucking neck!" Suspect #1 (Mullenix, Donald Ryan) stood up threw a bottle of gatorade at Lt. Chambers and attempted to swing at him. Suspect #1 (Mullenix, Donald Ryan) then attempted to fight all of the officers on scene. He was forced down on the table, as we were attempting to place him in handcuffs, Suspect #1 (Mullenix, Donald Ryan) attempted to grab my gun out of my holster, I was able to prevent him from doing so, and he was then placed into handcuffs. Suspect #1 (Mullenix, Donald Ryan) was continually attempting to fight and kick at the officers on scene, and at one point spit in Officer C. Jefferson's face. He was then placed in leg shackles and removed from the residence.

Suspect #1 (Mullenix, Donald Ryan) was then placed in my patrol car and transported to St. Bernards Hospital for a Mental Health Screening. Once at St. Bernards, I was relieved by another officer.

AFTER REVIEW OF ALL OF THE FACTS IN THIS CASE AND FOR THE DETERIORATED MENTAL STATUS OF THE SUSPECT NO CRIMINAL CHARGES WILL BE FILED IN THIS CASE.

THE SUSPECT HAS BEEN ORDERED INTO A MENTAL FACILITY FOR ASSISTANCE.

Narrative - Jefferson, Christopher - 11/8/2018 (Initial) On 11/7/2018 Investigator Jefferson along with other Investigators with the Jonesboro Police Department Street Crimes unit responded to 623 Melody LNJonesboro, AR 72401. Investigators entered the residence and the Negotiators team were attempting to get Suspect #1 (Mullenix, Donald Ryan) to drop his knife and come out if the bedroom. After several minutes, Suspect #1 (Mullenix, Donald Ryan) exited the bedroom and began conversation with Detective Vic Brooks. Lt Jim Chamber spoke with Suspect #1 (Mullenix, Donald Ryan) and he stated that he was attempting to cut his own throat but stopped when it began to hurt. Suspect #1 (Mullenix, Donald Ryan) stated that intended on committing suicide but when it started hurting he stopped.

Lt Chambers advised Suspect #1 (Mullenix, Donald Ryan) that he would have to go and be screened at the hospital. Suspect #1 (Mullenix, Donald Ryan) advised that he was not going. When Lt Chambers advised that there was no other choice, Suspect #1 (Mullenix, Donald Ryan) became anger and said that it would be a fucking fight it he was taken to the hospital. Lt Chamber stood up at the table and Suspect #1 (Mullenix, Donald Ryan) immediately grabbed an gatorade bottle and started to hit Lt Chambers with it. Suspect #1 (Mullenix, Donald Ryan) told Lt Chambers that he would stabbed him in the neck with a knife. Inv Bailey stopped the attacked by grabbingSuspect #1 (Mullenix, Donald Ryan) arm and pinning him to the kitchen table. While trying to take Suspect #1 (Mullenix, Donald Ryan) he continued to resisted and attempted to grabbed officer Cole's gun. Once Suspect #1 (Mullenix, Donald Ryan) was taken into custody, Inv Jefferson attempted to wipe blood off of Suspect #1 (Mullenix, Donald Ryan) face and out of his eye's. Suspect #1 (Mullenix, Donald Ryan) then spit in Inv Jefferson face. Suspect #1 (Mullenix, Donald Ryan) was placed in leg chaines and transported to St Bernards Hospital.

Narrative - Chambers, Jimmy - 11/8/2018 (Initial) On November 7, 2018 at approximately 1:50pm I was contacted by Capt. Roper and advised of a suicidal subject who had barricaded himself in a room at a residence on Melody Ln. I was asked to get two negotiators to respond to the address. I contacted Det.’s Keri Varner and Vic Brooks, both trained negotiators, advised them of the situation and asked them to go to Melody Ln. I then went to Melody Ln. arriving at approximately 2:05pm. I observed Det.’s Varner and Brooks attempting to speak with the subject identified as Ryan Mullenix through a closed door on the south east end of the residence.

I spoke with the Ryan’s father, Don Mullenix, in the dining room area of the house. He advised me that Ryan had been having problems. Mr. Mullenix advised that in the past Ryan had held a gun to his, Ryan’s head threatening to kill his self. I asked Mr. Mullenix if there were any guns in the residence and he said he had secured all of his guns except one handgun at another location. He said he had one handgun hidden in his closet with the magazine hidden in another location.

After speaking with Capt. Roper I asked Mr. Mullenix if he would go to the prosecutor’s office and complete commitment papers on Ryan in an attempt to get him some help. Mr. Mullenix agreed and left.

Narrative - Chambers, Jimmy - 11/8/2018 (Initial) A short time later Det. Brooks convinced Ryan to come out of the locked room and sit in the kitchen to talk. As they were sitting at the table I observed sever straight line scratches or red marks on the right side of Ryan’s neck. These marks were consistent with cut marks made by a knife. There was a cut on the trachea area of Ryan’s neck that extended to the left side of his throat. I asked Ryan if I could take some pictures of his throat and he said that I could. I asked Ryan what happened and he said that he started to cut it with a knife, but the pain made him stop. I asked if his intent was to cut it and he said until it hurt. (See officer Cole's Video) After taking the photo’s I told Ryan that we needed to take him to the hospital to get him some help and he said that he wasn’t going. I again told him we needed to go to the hospital and he said there would be a fight if we tried to take him. He picked up a Gatorade bottle and attempted to hit me with it saying something to the effect of I’ll stab you in the fucking neck. At this time officers subdued Ryan by forcing him face down on the table. As Ryan struggled he attempted to pull one of the officer’s handguns from their holster. Ryan was eventually placed into handcuffs and put on the floor.

Narrative - Doyle, Tim - 11/8/2018 (Initial) On Wednesday the 7th day of November at approximately 1455 I received a call from Captain Roper who asked that the Street Crimes Unit respond to 623 Melody LNJonesboro, AR 72401 to assist Patrol Lt. Oliver and Lt. Chambers with a suicidal subject who had barricaded himself in a room.

Upon arrival I asked both Lieutenants what assistance they needed and was advised to stand by. Other members of SCU and I stood by in the living room and hallway adjacent to the kitchen. Detective Vic Brooks was talking to Suspect #1 (Mullenix, Donald Ryan) through a window and had Suspect #1 (Mullenix, Donald Ryan) put his knife down and come out of the room he was in . Suspect #1 (Mullenix, Donald Ryan) went to the kitchen where Det Brooks talked with him for some time. Suspect #1 (Mullenix, Donald Ryan) admitted that he was trying to kill himself to Lieutenant Chambers who then told Suspect #1 (Mullenix, Donald Ryan) that he was going to have to go to the hospital to get screened. Once Lt Chambers told Suspect #1 (Mullenix, Donald Ryan) this Suspect #1 (Mullenix, Donald Ryan) responded "if y’all try to take me to the hospital you're going to have one hell of a fight! I’m going to stab you in the fucking throat and all of you mother fucker's are going to die." As Suspect #1 (Mullenix, Donald Ryan) was making that statement he stood up, grabbed his drink bottle and attempted to strike Lt Chambers with it. After hearing Suspect #1 (Mullenix, Donald Ryan) threats and believing Suspect #1 (Mullenix, Donald Ryan) had not been searched for weapons I moved with other Officers to control Suspect #1 (Mullenix, Donald Ryan) who was trying to fight everyone in the room. Suspect #1 (Mullenix, Donald Ryan) was placed face down onto a table with his feet still on the floor. Officers were finally able to place Suspect #1 (Mullenix, Donald Ryan) into custody after he attempted to grab Officer Coles firearm. Because the floor was wet from liquid spilt from the bottle Suspect #1 (Mullenix, Donald Ryan) tried to hit Lt. Chambers with and Officers feet were slipping due to Suspect #1 (Mullenix, Donald Ryan) continued struggling he was placed in a prone position on the floor. Inv. Jefferson retrieved ankle restraints and placed them on Suspect #1 (Mullenix, Donald Ryan) At that point I collected items that had fallen off of my uniform due to the struggle and left the room. A short time later Officers carried Suspect #1 (Mullenix, Donald Ryan) to the yard so his self-inflicted injury could be checked by a Paramedic. Narrative - Chester, Jason - 11/9/2018 (Initial) On 11-7-18 I, Inv J. Chester with the Street Crimes Unit responded to 623 Melody LNJonesboro, AR 72401 in regard to Suspect #1 (Mullenix, Donald Ryan) making threats to kill himself. When I arrived I observed Lt. N.Oliver in the living room and I was asked if I had a less -lethal shotgun and I observed that Sgt D. Goodrich standing in the hallway/kitchen with his less-lethal shotgun, I then retrieved my Less-lethal shotgun and entered the house. After approx 5 minutes Suspect #1 (Mullenix, Donald Ryan) adivsed that he was putting his knife down and exiting the room he had barricaded himself in. I noted that Suspect #1 (Mullenix, Donald Ryan) did exit the room and that there were numerous cut marks on his neck and that the marks were bleeding. Suspect #1 (Mullenix, Donald Ryan) was taken to the kitchen and began speaking with Det V. Brooks and Det. K. Varner. I left the house and returned my less-lethal shotgun to my vehicle and then returned to the front porch of 623 Melody LNJonesboro, AR 72401. A short time later Inv C. Jefferson exited the residence and retrieved a set of ankle cuff from his vehicle and came back, I asked what had happened and Jefferson advised that Suspect #1 (Mullenix, Donald Ryan) had threatened Lt. J. Chambers, and spit in Jefferson's face.

I then enter the residence again and helped to hold Suspect #1 (Mullenix, Donald Ryan) while other Jefferson cleaned his face in the kitchen sink. I then assisted in carrying Suspect #1 (Mullenix, Donald Ryan) outside where he was checked by medics. Suspect #1 (Mullenix, Donald Ryan) was transported to St. Bernards for treatment to his neck from self inflicted wounds and to be screened. When I arrived at St. Bernards to help escort Suspect #1 (Mullenix, Donald Ryan) I was advised by Ptl. N. Cole that Suspect #1 (Mullenix, Donald Ryan) had moved his cuff from behind himself to the front. Suspect #1 (Mullenix, Donald Ryan) was removed from the vehicle and the cuffs were again placed behind him and a mask was placed over his face to prevent him from spitting on anyone else.While inside the ER officers were explaining to ER Staff why Suspect #1 (Mullenix, Donald Ryan) was there and Suspect #1 (Mullenix, Donald Ryan) advised several times, " I was going to cut my throat, I wanted to kill myself but stopped because it hurt." Suspect #1 (Mullenix, Donald Ryan) made several statements to staff and officers that he was in fact attempting to kill himself. Suspect #1 (Mullenix, Donald Ryan) was taken to a treatment room and left in the custody of St. Bernards and Cole.

Narrative - Johnson, Erik - 11/15/2018 (Initial) On 11/15/18, while working as a member of the US Marshals E/Ar Fugitive Task Force, was contacted by Jonesboro Police Department Street Crimes Unit Investigator Jason Chester in regards to this case. I was presented a warrant and was asked to adopt it for fugitive apprehension.

Narrative - Johnson, Erik - 11/28/2018 (Initial) On 11/28/18, Arrestee #1 (Mullenix, Donald Ryan) turned himself in to me at the Craighead County detention Center. Arrestee #1 (Mullenix, Donald Ryan) was booked in for felony bench warrant and was left pending a Probable Cause hearing to have a bond set.

Narrative - Chambers, Jimmy - 2/15/2019 (Initial) On 02-15-2019 I downloaded body camera videos from officers Cole, Bailey, Jefferson, Chester, Oliver, Doyle, Gray, Hampton, and Goodrich for the prosecutors office. Copies were sent to the prosecutor and a copy was placed into the mailbox in evidence.
