PUI’S ACTION IN DPKR Première Urgence Internationale (PUI) is a non-profit, non-political, non-religious and international NGO providing aid and development support in 20 countries in the world, through an average of 200 projects per year. The organization has been implanted in DPRK since 2002 and remains today among the 5 NGOs habilitated to work in the country as residents. Over the past seven years, PUI has been focusing its activities on the Province of South Hwanghae, which is considered as one of the most vulnerable and the most affected by climatic shocks in the country. Past and current projects led in this area have permitted to increase access to data and to built trust with local authorities at every level, strengthening the quality of the undertaken activities. In South Hwanghae Province, PUI already intervened in three different sectors: Health: from 2002 to 2009, PUI has led an ambitious health program consisting in installing and running laboratories of production of intraveine fluids. Supported by SIDA and EuropAid, PUI was present in 8 different provinces. The program was handed over to WHO and the Ministry of health between 2006 and 2009. From 2014 to 2016, a partnership with the Swedish cooperation agency (SIDA) allowed the construction of 4 fully equipped primary health centers in the province, alongside with medical training and medicine supplies. Food security & nutrition: since 2012 and supported by the European Commission’s funds and French Cooperation, PUI launched several programs in collective farms and rural towns. Actions aim to sustainably improve children’s essential nutritional intakes throughout the year (mainly proteins, but also fat, fibers, vitamins & energy). Education: in parallel, PUI is implementing since 2016 an educational and institutional project in collaboration with the Agricultural University of South Hwanghae. The objective is to enhance the education of future decision makers at province’s level to ensure a significant and sustainable impact on food security in the area. 2. DESCRIPTION OF THE ACTION AND RATIONALE The project entitled “capitalization on animal food production knowledge” is a capacity-building project targeting 350 students and 31 staff of the Livestock Department of the University of Haeju. It focuses on the goat value-chain, and proposes to develop technical knowledge and pedagogical skills of the teachers. As a long-term effect, the project aims at improving the food security of vulnerable groups in rural areas by supporting the development of goat breeding and milk production, in South- Hwanghae Province. This project started in February 2015 and is coming to an end at the beginning of November 2019. One of the main issues identified in DPRK is the general lack of technical capacity and knowledge in nutrition, animal based food production and processing, and the deficiency of the local educational system to provide and spread such knowledge and best practices. Two main factors can explain the present situation. Livestock production has deeply suffered with the decline of the North Korean economy. During the 90’s, most of the goats stock have been decimated to compensate for food shortage, resulting in a loss of traditional know-hows in goat breeding. More importantly, the isolation of the country, and of each Province inside the country, has then restrained 3 the diffusion of updated knowledge and practices to provincial areas as well as exchanges between nationals and internationals stakeholders. By introducing and diffusing new knowledge and skills in fodder production, goat breeding and milk processing, the project aimed at having a positive and sustainable long-term impact on food security. The implementation of such techniques throughout the province should allow farms and at term, households, to significantly increase their goat stocks and production of goat milk. In order to achieve this objective, the project focused on promoting the diffusion of new knowledge and techniques throughout the Province. In the Korean society, technical information and recommendations issued by official institution, such as a University or a Peoples’ Committee, are usually taken as granted and implemented by the farms. PUI has consequently considered that supporting the diffusion of practices would lead to an implementation of those practices. Those practices will have a positive impact on production and consumption of animal sourced food product by vulnerable groups, in South Hwanghae Province. As the impact on food security of such project cannot be immediately measured since such practices should have an impact on the long term. The project as then focused on measuring how many students, trained to new techniques, have been appointed as executives in cooperative farms and local People’s Committees. Those students graduated from the Agricultural University will be the vectors for

    Special Economic Zones in the DPRK This issue brief covers the history and recent upsurge of interest in special economic zones (SEZ) in the DPRK. For over twenty years, North Korea has periodically attempted to bolster its economy through the creation of SEZs, starting with the establishment of the Rason Special Economic Zone in the far northeast of the country in 1991. The two Koreas have also established two joint economic zones in the North, the Kaesong Industrial Complex (KIC) and the Mount Kumgang Tourist Region (where operations are now suspended). All of North Korea’s SEZs established to date have been enclaves, attracting investment and foreign currency but not spurring greater economic growth in the rest of the country through the establishment of linkages or through a “demonstration effect” leading to more effective economic policies elsewhere. North Korea’s interest in developing SEZs has been sporadic, but several recent developments indicate that SEZs are becoming an increasingly important part of the country’s economic planning. Beginning in 2010, the DPRK renewed attempts to encourage investment and infrastructure developments in Rason, and more recently announced that new SEZs would be established in each province of the country. 1 This issue brief will cover the history of North Korean SEZs and review recent developments in this field. They hoped to receive even a small amount up until July, but are now thoroughly disappointed, as they have not received any food. Residents of this area have agreed that they may not receive rations at all this year. Hwang, Geum-cheol (49) describes residents’ thoughts, “Soldiers are participating in a nationwide campaign for families of military officers to receive two meals a day, and they receive no rations at all. How then can common people even imagine getting rations? Most of my friends agree with me and we have talked about the fact that getting rations is impossible. Before harvesting new crops this fall, people need to do self- sufficiency, so that everyone makes the best possible effort to feed themselves.” As Mr. Hwang’s describes the situation, “the residents of this area have very busy summer seasons and try to secure food in order to solve the food shortage before the harvest of this year. They quit their jobs for companies and enterprises that only mobilize them, and instead do their best to cultivate them land, by planting even one extra head of Korean cabbage or radish.

Diplomacy ultimately freed the crew; Pyongyang finally released the men in December 1968. However, in the first days of the crisis—the focus of this article—it was the military that was called upon to respond. Naval power would have played an important role in any immediate attempts to force the People’s Democratic Republic of Korea to re- lease the crew and ship. Failing that, the Seventh Fleet would have been on the forefront of any retaliation. A great number of reprehensible offenses have been committed by the DPRK against children’s education. Falsely advertised “free” education, unchecked corporal punishment and abuse in school, and forced manual labor in place of time in the classroom are the most notable, and will all be detailed in this report. But the most severe injustice is the content of the DPRK’s education, which is all geared to either overtly or covertly instill fear and hate into the minds of the state’s youngest and most impressionable minds. Education in the DPRK is filled with historical distortion and manipulative teachings that serve the state’s rulers, instilling a reverence for the DPRK’s government and leaders and a hatred toward any people or ideas that are not in alignment with the government’s. Education should be truthful and promote the values of peace, tolerance, equality, and understanding (General Comment No. 1, Article 29).

    MONTHLY RECAP: DECEMBER KAESONG INDUSTRIAL COMPLEX On December 1, North Korea began enforcing restrictions on the number of South Koreans allowed to stay in the Kaesong Industrial Complex, limiting ROK workers to only 880, which is 20 percent of the number of South Koreans issued permits, and according to the South Korean Ministry of Unification, only half the number that are in the complex on a normal work day. The North also withdrew permission to bring any South Korean publications into the KIC. Previously, 20 different papers from 9 different publishers had been allowed. Cross-border rail traffic and tourism has also been suspended. As concerns heighten over the future of the project, companies in the complex have reported up to 60 percent decline in sales, and seven companies have pulled out of contracts to set up operations in the KIC. ANTI-DPRK LEAFLETS On December 2, South Korean activists defied the wishes of both the North and South Korean governments and attempted to launch more balloons with leaflets denouncing Kim Jong Il and the North Korean government. The ROK government has taken the stance that as the launches are not illegal, it cannot prevent them, but in light of the damage they have done to inter-Korean relations, it wishes they would desist. On the 2nd, other ROK activists denouncing the fliers tried to physically prevent the balloon launch, causing police to intervene. A large number of the leaflets reportedly dropped in the North’s South Hwanghae Province, causing the DPRK to mobilize the military for clean-up operations.

    6 NEW INDUSTRIAL PARKS WORTH 44 BILLION WON FOR CONSTUCTION INDUSTRY The construction cost for six inter-Korean cooperative industrial parks like the Kaesong Industrial Complex would carry a construction bill of 44 billion Won. According to “Analysis of Examples of Inter-Korean Cooperation in the Construction Field and the Direction of Industrial Park Development within North Korea,” a recent report by the Construction Economy Research Institute of Korea, “Promotion of the North Korean construction market by the [South Korean] construction industry would not only increase the limited demand for the South Korean construction [field], but will also provide new growth to our economy.” According to the report, there has been almost no cooperative construction project within the construction field since 1988. On the other hand, tourism, industrial parks, physical fitness and religious projects have provided opportunities for construction companies. These projects generally call for construction equipment, materials, technicians and designs from South Korea, and land, labor, aggregate, etc. from the North. If six industrial parks on the same scale as the KIC were to be built, it would cost 43.09 billion Won. Of this, 4.07 billion won would cover government costs, while the actual cost of construction would be 39.02 billion won. If the KIC, currently undergoing the first phase of construction, were to complete all three phases of the original plan, the 19.9 square-kilometer complex would house 2,000 businesses. The research institute calls for the completion of phases 2 and 3 in the KIC, as well as the construction of industrial parks at Rajin-Sonbong, Sinuiju, Haeju, Nampo, and Wonsan.

    MONTHLY RECAP: DECEMBER DPRK NUCLEAR ISSUE December 1st set the tone for the month with the United States adding new demands to the list of requirements for North Korea’s removal from Washington’s list of terror-sponsoring states. The new conditions require that Pyongyang provide details of its uranium enrichment program, including the amount of uranium it has extracted, as well as the alleged transfer of materials and technology to other countries. This announcement was made on the heels of a comment by Christopher Hill that he has seen “credible evidence” that North Korea has purchased equipment and materials used for uranium enrichment. In addition, a report prepared for the U.S. Congress by the Congressional Research Service (CRS) accused North Korea of providing arms and training to Hezbollah and the Tamil Tigers, both of whom Washington considers terrorist organizations. U.S.-DPRK COMMUNICATIONS On December 6 th , White House officials confirmed that President Bush had written a letter to Kim Jong-il, which was delivered by Christopher Hill during his latest visit to Pyongyang. In the letter, Bush urged Kim to keep promises regarding nuclear negotiations. In the letter, Bush referred to Kim as the “Dear Mr. Chairman”, a significant change from the “tyrant” label he had used in the past. North Korea responded by promising to meet its obligations under the six- party talks deal, and stating that it expects the United States to do the same. 6 PARTY WORKING GROUP Two days of six-way talks were held in Beijing from December 11 th. The talks were held to discuss energy and economic assistance to be provided to North Korea in exchange for the freeze of its nuclear facilities.

He has been with VOA since 2008, covering a number of important developments in both US-DPRK and US-ROK relations. He has received a “Superior Accomplishment Award,” from the East Asia Pacific Division Director of the VOA. Prior to joining VOA, Mr. Kim was a broadcaster for Radio Free Asia’s Korea Service, focused on developments in and around North Korea and US-ROK alliance issues. He has also served as a columnist for The Pressian, reporting on developments on the Korean peninsula. From 2001-03, Mr. Kim was the Assistant Director of The Atlantic Council’s Program on Korea in Transition, where he conducted in-depth research on South Korean domestic politics and oversaw program outreach to US government and media interested in foreign policy. Mr. Kim has worked for Intellibridge Corporation as a freelance consultant and for the Hyundai Oil Refinery Co. Ltd. as a Foreign Exchange Dealer. From 1995-98, he was a researcher at the Hyundai Economic Research Institute in Seoul, focused on the international economy and foreign investment strategies.
