Graduatoria Finale Di Merito; VISTA La Nota N MINISTERO DELLA DIFESA DIREZIONE GENERALE PER IL PERSONALE MILITARE IL VICE DIRETTORE GENERALE VISTO il Decreto Legislativo 15 marzo 2010, n. 66, recante “Codice dell’Ordinamento Militare” e successive modifiche e integrazioni; VISTO il Decreto del Presidente della Repubblica 15 marzo 2010, n. 90, recante “Testo Unico delle disposizioni regolamentari in materia di Ordinamento Militare” e successive modifiche e integrazioni; VISTO il Decreto Ministeriale 16 gennaio 2013 –registrato alla Corte dei conti il 1° marzo 2013, registro n. 1, foglio 390– concernente tra l’altro struttura ordinativa e competenze della Direzione Generale per il Personale Militare; VISTO l’articolo 66, comma 10 del Decreto Legge 25 giugno 2008 n. 112, convertito con modificazioni dalla Legge 6 agosto 2008, n. 133, il quale richiama, ai soli fini dell’autorizzazione ad assumere, la procedura prevista dall’articolo 35, comma 4 del Decreto Legislativo 30 marzo 2001, n. 165 e successive modificazioni, previa richiesta delle amministrazioni interessate, corredata da analitica dimostrazione delle cessazioni avvenute nell’anno precedente e delle conseguenti economie e dall’individuazione delle unità da assumere e dei correlati oneri, asseverate dai relativi organi di controllo; VISTO il Decreto Dirigenziale n. 635545 emanato dalla Direzione Generale per il Personale Militare il 31 ottobre 2016, pubblicato nella Gazzetta Ufficiale, 4ª Serie Speciale, n. 88 dell’8 novembre 2016, con il quale è stato indetto il concorso pubblico, per titoli ed esami, per l’ammissione al 7° corso triennale (2017–2020) di 546 Allievi Marescialli del ruolo Ispettori dell’Arma dei Carabinieri; VISTO l’articolo 1, comma 2, lettera a), del citato bando di concorso, che stabilisce la riserva di 112 posti a favore del coniuge e dei figli superstiti ovvero dei parenti in linea collaterale di secondo grado qualora unici superstiti, del personale delle Forze armate compresa l’Arma dei Carabinieri e delle Forze di Polizia, deceduto in servizio, nonché dei diplomati delle Scuole militari dell’Esercito, della Marina e dell’Aeronautica e degli assistiti dall’Opera Nazionale di Assistenza per gli Orfani dei militari di carriera dell’Esercito Italiano, dall’Istituto Andrea Doria per l’assistenza dei familiari e degli orfani del personale della Marina Militare, dall’Opera Nazionale per i figli degli Aviatori e dall’Opera Nazionale di Assistenza per gli Orfani militari dell’Arma dei Carabinieri, in possesso dei prescritti requisiti; VISTO l’articolo 1, comma 2, lettera b), del predetto bando di concorso che stabilisce la riserva di 5 posti a favore dei candidati orfani o coniugi di deceduti per causa di lavoro, di guerra o di servizio ovvero di grandi invalidi di cui all’articolo 18 della Legge 12 marzo 1999, n. 68; VISTO il Decreto Dirigenziale n. 673992 emanato dalla Direzione Generale per il Personale Militare il 21 novembre 2016 con il quale è stata attribuita al Direttore del Centro di Selezione e Reclutamento dell’Arma dei Carabinieri, tra l’altro, la competenza all’espletamento delle attività connesse alla gestione del citato concorso; VISTO il Decreto Dirigenziale n. 22392 emanato dalla Direzione Generale per il Personale Militare l’11 gennaio 2017 con il quale è stata nominata la commissione esaminatrice del sopracitato concorso, modificata con successivi Decreti Dirigenziali; VISTO l’articolo 1, comma 5 del bando di concorso che prevede la possibilità di modificare il numero dei posti; - 1 - VISTA la lettera n. 87/1-13-2-2016 del 27 giugno 2017 con la quale il Comando Generale dell’Arma dei Carabinieri comunicava la necessità di incrementare i posti messi a concorso da 546 a 634; VISTA la lettera n. 87/5-7/2016 del 27 giugno 2017 con la quale la citata commissione esaminatrice ha trasmesso i verbali e gli atti relativi alla graduatoria finale di merito; VISTA la nota n. Several clinicians’ intrinsic variables lead to this decisional path. Little is known about the inference of these variables in triggering biases in decisions about the post-discharge period in the surgical field. Accordingly, this research aims to understand if and how cognitive biases can affect orthopaedists in decision-making regarding the follow-up after knee and hip arthroplasty. To achieve this goal, an interview-based explorative case study was run. Three key-decisional orthopaedic surgeons were interviewed through a quality control tool aimed at monitoring the causes and effects of cognitive distortions. Coherently with the literature, eight biases come to light. All the interviewees agree on the presence of four common biases in orthopaedic surgery (Affect heuristic, Anchoring, Halo effect, Saliency). The other biases (Groupthink, Availability, Overconfidence, Confirmation), instead, depending on specific physicians’ intrinsic variables; namely: (i) working experience; (ii) working context. This finding contributes to the debate about the application of cognitive tools as leverage for improving the quality of clinical decision-making process and, indirectly, enhancing better healthcare outcomes.
