(EWMI) is pleased to submit the seventeenth quarterly report covering activities of USAID’s Civic Engagement Project (hereinafter referred to as “CEP”) during the period from October 1 – December 31, 2020. CEP continued to support six civil society organizations and alliances through three Strategic Support Grants (SSG) and three Partnership Grants (PG) in the process of implementing their advocacy interventions and activities related to promotion of rule of law, fight against corruption and good governance. CEP also supported one previously awarded Rapid Response Grant (RRG), related to COVID-19 response in North Macedonia, supporting vulnerable population immediate needs during the pandemic. Highlights of outputs and outcomes for the reporting period include: • Fiscal Accountability, Sustainability and Transparency Network (FISCAST) work resulted in policy changes at the national level. The new draft version of the Law on Local self- government and balanced regional development, recognized Town Hall Meetings (forums, public debates, etc.) as mandatory events, creating channels towards better quality of local budgets. The introduced changes are a direct reflection of FISCAST advocacy work on participatory budgeting at the local level. • EWMI and Transparency International-Macedonia finalized the new ethics training module for the Academy of Judges and Public Prosecutors. This is the first comprehensive training module that defines the roles of a Judge, a Prosecutor, and a Lawyer, as well as sources of Law and Principles for Judges and Prosecutors, Core Concepts in Judicial Ethics, Disciplinary Procedures for Judges and Prosecutors, Core Concepts in Prosecutor Ethics, Lawyer Ethics, Corruption Law and Speech Rights and Limitations for Judges and Prosecutors. • On December 1, Center for Civil Communications (CCC) organized a public debate with the Agency for Protection of the Right to Free Access to Public Information: CCC organized the first out of two planned public debates for public institution representatives on implementation challenges of the new Law on Free Access to Public Information. On December 7, immediately following CCC’s public debate, the Government of the North Macedonia adopted a conclusion that all public institutions are obligated to publish documents and information on their websites, as stipulated by the Article 10 of the new Law, within 30 days of their adoption. • CEP developed and finalized the detailed program for the new LEAD MK Master Class Fellowship Program. CEP engaged Common Ground Consulting LLC (CGC) represented by Craig Allan Bowman to work with NYCM and the CEP Youth Engagement Specialist to prepare the program for the LEAD MK Master Class Academy building upon the gained knowledge on the first four years of the program and advancing it to a new level in the form of a Master Class. USAID’s CIVIC ENGAGEMENT PROJECT - QUARTERLY REPORT #17 - OCTOBER 1 – DECEMBER 31, 2020 6 • YCEA Winners 3D Print Medical Equipment used their YCEA award to strengthen the organizational and structural capacities as well as to produce and distribute 4,000 protective visors (face shields) to first responders, frontline medical workers throughout North Macedonia. • In November 2020, CEP published an “Assessment of Good Governance in the Local Self- government Units in the Republic of North Macedonia”. The assessment comes as a result of the survey based on the Openness Index, which measures local government performance in the area of good governance based on four principles: accessibility, efficiency, integrity and transparency having a common domain present in all four principles – open data. • On December 9, CEP launched the online Open Government Partnership (OGP) Platform. It will serve as the main focal point for all OGP-related activities in North Macedonia by all engaged stakeholders and their various bodies. • CEP supported publishing of the 30 new open government-data sets by five public institutions. CEP also trained 26 public servants on the importance as well as the process of collecting and publishing open data. 1.2 PROJECT DESCRIPTION CEP is a five-year USAID-funded program that strives to achieve two objectives: (1) strengthen the constructive engagement by civil society organizations (CSOs) on policies and issues of public concern and (2) increase and sustain youth engagement in public life in North Macedonia. CEP is implemented by EWMI in partnership with three local CSOs: Foundation for Internet and Society “Metamorphosis” (Metamorphosis), the Association for Democratic Initiatives (ADI) and the National Youth Council of Macedonia (NYCM). The overall goal of CEP is to enhance CSOs and youth’s capacity to advance public policies, improve public services, promote good governance, and contribute to improving the standard of living of people in North Macedonia. At the close of CEP, CEP-supported CSOs and CSO alliances will possess the knowledge, mechanisms, and resources to generate civic activism and lead public debate and action, and constructively engage with government counterparts and institutions to foster transparent and accountable governance at all levels of decision-making. CEP also creates and supports a cadre of youth leaders

It is a vibrant, dynamic and rapidly-transforming Balkan metropolis which has, surprisingly, received very little academic attention to date. This is despite the city's turbulent history, which has seen its complete destruction and rebirth over the course of several millennia. Current developments in Skopje reflect the consequences of the post-communist transition that has been underway since the fall of Communism in the early 1990s, as well as the legacies embedded in the decision-making behaviours and physical structures lingering from the city's rich historical past. They have led to the internal differentiation of different parts of the urban fabric, under the influence of processes of reurbanisation, densification, infill, upgrading and suburbanisation. But the city still lacks a coherent planning and policy framework to deal with these changes, partly as a result of the inadequacies of its idiosyncratic administrative organisation.     MEDIA COVERAGE OF THE CASE “TELECOM” Assessment of the investigative journalism in some of the media in Macedonia in the period between 29 December 2011 and 10 February 2012 Author: Teofil Blazevski Skopje - February 2012 Transparency International - Macedonia Introduction Subject of this analysis were the texts in some of the media in Macedonia on the “Telecom” case. The case involves a big company in Macedonia with combined foreign-national ownership, whose representatives at a given point of time, according to the facts established by both Macedonia and the United States so far, had undertaken unlawful and illegal actions with elements of corruption thus damaging both the shareholders and the citizens. The case was once again in the centre of attention of the Macedonian media after the documents collected by the US authorities became available at the end of 2011. They clearly pointed out that Magyar Telecom in the period between 2005 and 2006 performed certain unethical financial operations aimed at bribing officials both in Macedonia and Montenegro in order for the owner to gain additional profit. Our analysis concentrates on the story coverage by the Macedonian media in a period of about 40 days. Out of a total of 58 media, if we exclude the ones focused on culture or entertainment, the number of monitored media comes down to 40. Methodologically, the analysis had been performed with the help of statistical indicators that were afterwards interpreted. This will be NINA’s usual form of reporting completed re- search, monitoring or review work to clients. In addition, the series will include much of the insti- tute’s other reporting, for example from seminars and conferences, results of internal research and review work and literature studies, etc. NINA report may also be issued in a second language where appropriate. NINA Special Report (NINA Temahefte) As the name suggests, special reports deal with special subjects. Special reports are produced as required and the series ranges widely: from systematic identification keys to information on impor- tant problem areas in society. NINA special reports are usually given a popular scientific form with more weight on illustrations than a NINA report. NINA Factsheet (NINA Fakta) Factsheets have as their goal to make NINA’s research results quickly and easily accessible to the general public. The are sent to the press, civil society organisations, nature management at all lev- els, politicians, and other special interests. Fact sheets give a short presentation of some of our most important research themes. Other publishing In addition to reporting in NINA’s own series, the institute’s employees publish a large proportion of their scientific results in international journals, popular science books and magazines.
