INTERNATIONAL ELECTION OBSERVATION MISSION Russian Federation – Presidential Election, 18 March 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 18 March presidential election took place in an overly controlled legal and political environment marked by continued pressure on critical voices, while the Central Election Commission (CEC) administered the election efficiently and openly. After intense efforts to promote turnout, citizens voted in significant numbers, yet restrictions on the fundamental freedoms of assembly, association and expression, as well as on candidate registration, have limited the space for political engagement and resulted in a lack of genuine competition. While candidates could generally campaign freely, the extensive and uncritical coverage of the incumbent as president in most media resulted in an uneven playing field. Overall, election day was conducted in an orderly manner despite shortcomings related to vote secrecy and transparency of counting. Eight candidates, one woman and seven men, stood in this election, including the incumbent president, as self-nominated, and others fielded by political parties. Positively, recent amendments significantly reduced the number of supporting signatures required for candidate registration. Seventeen prospective candidates were rejected by the CEC, and six of them challenged the CEC decisions unsuccessfully in the Supreme Court. Remaining legal restrictions on candidates rights are contrary to OSCE commitments and other international standards, and limit the inclusiveness of the candidate registration process. Most candidates publicly expressed their certainty that the incumbent president would prevail in the election. With many of the candidates themselves stating that they did not expect to win, the election lacked genuine competition. Thus, efforts to increase the turnout predominated over the campaign of the contestants. -

SECRET CITIES, GLASNOST AND GLOBAL ENVIRONMENTAL THREATS by Dr. Murray Feshbach Georgetown University Tomsk-7 is one of 10 former closed nuclear cities of the former Soviet Union. Or perhaps one of the 16 secret cities (including chemical/biological warfare activities) or perhaps 29, 30, 60 or 87—all of which numbers are propounded by Soviet/Russian sources. Regardless of which number is correct, on April 6, 1993, an accident occurred at Tomsk-7 releasing radioactive contamination into the atmosphere. Early investigation found an improper procedure performed by the staff which led to a chemical reaction which then exploded in the storage tank. Currently, the amount of radiation released is uncertain. Russian governmental investigators, international agency inspectors and non-governmental organizations (Greens, in particular, the Socio-Ecological Union) are provisionally giving different numbers and potential danger. Different numbers, or better evaluation, also has affected the estimate of radioactive nucleides emitted by the Chernobyl accident on April 26, 1986. Until several months ago, the standard figure was 50 million curies; the spokesman for the Ministry of Atomic Industry of Russia, and others, are now citing a figure 60 percent higher—80 million curies. -

In Russia, monographs devoted to operation of the Semipalatinsk Test Site, Kazakhstan, and the North Test Site, located on the Novaya Zemlya archipelago in the Arctic Ocean, were recently published as well as a monograph devoted to the peaceful underground nuclear explosions. This document contains reference materials and papers of Russian experts presented at international and national scientific meetings and public hearings devoted to operation of the North Test Site and the radiological impact of nuclear weapons testing. These materials were originally published in Russia in 1993 and the second edition in 1999 as “Nuclear Explosions in the USSR: The North Test Site, Reference material on nuclear explosions, radiology, radiation safety”. The monograph was published by the Interagency Expert Commission on assessment of radiation and seismic safety of underground nuclear tests, Scientific-Industrial Association“V.G. Khlopin Radium Institute”, Russian Nuclear Society (Section: Environmental aspects of nuclear power), and the Centre for Public Information on Nuclear Power. The second, corrected and extended edition, edited by Academician V. N. Mikhailov, Dr. Yu. V. Dubasov and Prof. A. M. Matushchenko is the first issue containing detailed reference materials on nuclear explosions for the period 1955–1990 at the North Test Site, and on the radiation situation on its territory and in adjacent regions. -

RUSSIA EXECUTIVE SUMMARY The Russian Federation has a centralized political system, with power highly concentrated in a president and a prime minister, a weak multiparty political system dominated by the ruling United Russia party, and a bicameral legislature (Federal Assembly). The Federal Assembly consists of a lower house (State Duma) and an upper house (Federation Council). Security forces generally reported to civilian authorities; however, in some areas of the Northern Caucasus, there were serious problems with civilian control of security forces. The most significant human rights problems during the year involved: 1. Violations of Democratic Processes: Parliamentary elections were held in December; domestic and international observers described these elections as marked by government interference, manipulation, electoral irregularities, and restrictions on the ability of opposition parties to organize, register candidates for public office, access the media, or conduct political campaigns. 2. Administration of Justice and Rule of Law: Individuals who threatened powerful state or business interests were subjected to political prosecution, as well as to harsh conditions of detention. The conditions of prisons constituted a major violation of the human rights of many prisoners, who were subjected to poor medical care, lack of basic human needs, and abuse by prison officials. These conditions at times resulted in death. The government did not take adequate steps to prosecute or punish most officials who committed abuses, resulting in a climate of impunity. Rule of law was particularly deficient in the North Caucasus, where the conflict between the government and insurgents, Islamist militants, and criminal forces led to numerous human rights abuses by security forces and insurgents, who reportedly engaged in killing, torture, physical abuse, and politically motivated abductions. -
Factors of Competitiveness in Russian Gubernatorial Elections, 2012-2018 Abstract
Vladimir Kozlov, Maria Snegovaya FACTORS OF COMPETITIVENESS IN RUSSIAN GUBERNATORIAL ELECTIONS, 2012-2018 ABSTRACT Recently, the Russian regions have attracted a lot of experts’ attention. In light of stagnating economy, public dissatisfaction with the federal policies has become particularly pronounced in the regions (which tend to be poorer than Moscow), as demonstrated by Kremlin’s failures to elect several of its candidates to the positions of regional governors in 2018. Will the Kremlin’s failures at the regional level continue this year? To answer this question, we carry out a qualitative and quantitative analysis of factors that have contributed to victories by the pro-Kremlin candidates in gubernatorial elections that took place in 2012-2018. The regression analysis based on the data regarding these elections shows that the percentage of the vote gained by the pro-Kremlin candidates positively correlates with a higher turnout (which can point to a higher possibility of election fraud) and the support for Vladimir Putin in the most recent presidential election. The key finding of our analysis is the correlation between the dynamics of real disposable incomes and the voting for the pro-Kremlin candidates, which hasn’t been earlier registered by similar studies. As social and economic situation in Russia continues to deteriorate, this correlation can be expected to become increasingly stronger. The results of our analysis suggest that the population’s declining real incomes can lead to a substantial increase in electoral risks facing the Kremlin at the regional level. Notes This document relies on the information provided by the sanctioning governments. The listings sometimes contain allegations by the sanctioning governments setting out their justifications for including the listing. These allegations are reported for informational purposes only. Names were standardized to place family name before surname, but the entries otherwise match the entries as listed by the U.S. and EU. Information after “Comment:” reflects additional information given by the sanctioning authorities. Several countries have announced that they will automatically follow the European Union sanctions – Montenegro, Albania, Iceland and Norway – treat these countries the same as the 28 EU Member States. Switzerland has also generally followed EU sanctions. Some EU Member States, such as the UK, separately republish the EU lists as on their own websites – these do not add or subtract from the EU sanctions, but give national effect to them. The entities listed in Section II are subject to sectoral sanctions prohibiting certain transactions involving debt and/or equity or goods, technology or services, with respect to affected entities. The entities listed in Section III are subject to sectoral sanctions prohibiting making available certain goods, technology or services to certain defence companies. See Section III for details. Sectoral sanctions are more limited than the blocking/freezing sanctions that apply to individuals and entities listed in Section IV (although certain entities listed in Section II and III are blocked under US blocking sanctions in Section IV). Those listed in Section IV are listed on at least one country’s blocking/freezing list.
