Voter Alignments in a Dominant Party System: the Cleavage Structures of the Russian Federation
Voter alignments in a dominant party system: The cleavage structures of the Russian Federation. Master’s Thesis Department of Comparative Politics November 2015 Ivanna Petrova Abstract This thesis investigates whether there is a social cleavage structure across the Russian regions and whether this structure is mirrored in the electoral vote shares for Putin and his party United Russia on one hand, versus the Communist Party of the Russian Federation and its leader Gennady Zyuganov on the other. In addition to mapping different economic, demographic and cultural factors affecting regional vote shares, this thesis attempts to determine whether there is a party system based on social cleavages in Russia. In addition, as the Russian context is heavily influenced by the president, this thesis investigates whether the same cleavages can explain the distribution of vote shares during the presidential elections. Unemployment, pensioners, printed newspapers and ethnicity create opposing effects during parliamentary elections, while distance to Moscow, income, pensioners, life expectancy, printed newspapers and ethnicity created opposing effects during the presidential elections. The first finding of this thesis is not only that the Russian party system is rooted in social cleavages, but that it appears to be based on the traditional “left-right” cleavage that characterizes all Western industrialized countries. In addition, despite the fact that Putin pulls voters from all segments of the society, the pattern found for the party system persists during presidential elections. The concluding finding shows that the main political cleavage in today’s Russia is between the left represented by the communists and the right represented by the incumbents. -

INTERNATIONAL ELECTION OBSERVATION MISSION Russian Federation – Presidential Election, 18 March 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 18 March presidential election took place in an overly controlled legal and political environment marked by continued pressure on critical voices, while the Central Election Commission (CEC) administered the election efficiently and openly. After intense efforts to promote turnout, citizens voted in significant numbers, yet restrictions on the fundamental freedoms of assembly, association and expression, as well as on candidate registration, have limited the space for political engagement and resulted in a lack of genuine competition. While candidates could generally campaign freely, the extensive and uncritical coverage of the incumbent as president in most media resulted in an uneven playing field. Overall, election day was conducted in an orderly manner despite shortcomings related to vote secrecy and transparency of counting. Eight candidates, one woman and seven men, stood in this election, including the incumbent president, as self-nominated, and others fielded by political parties. Positively, recent amendments significantly reduced the number of supporting signatures required for candidate registration. Seventeen prospective candidates were rejected by the CEC, and six of them challenged the CEC decisions unsuccessfully in the Supreme Court. Remaining legal restrictions on candidates rights are contrary to OSCE commitments and other international standards, and limit the inclusiveness of the candidate registration process. Most candidates publicly expressed their certainty that the incumbent president would prevail in the election. With many of the candidates themselves stating that they did not expect to win, the election lacked genuine competition. Thus, efforts to increase the turnout predominated over the campaign of the contestants. -

CHEBOTAREVA MRRC RAMS, Obninsk, Russia Abstract We analyzed 62 cases of thyroid cancer in children and adolescents of Bryansk and Kaluga regions, the most contaminated as a result of the Chernobyl accident. The data on specified radiation situation as well as probable radiation doses to the thyroid are given. It is noted that the development of thyroid cancer depends on the age of children at the time of accident (0-3, 7-9, 12-15 years). They arc the most critical periods for the formation and functioning of the thyroid, in particular, in girls. It is suggested that thyroid cancer develops in children and teenagers residing in areas with higher Cs-137 contamination level at younger age than in those residing in less contaminated regions. It is shown that the minimal latent period in the development of thyroid cancer makes up to 5 years. The results of ESR method on tooth enamel specimen indicate that over postaccident period the sufficient share of children has collected such individual radiation dose which are able to affect on their health stale and development of thyroid pathology. For a long period of time Russia unlike Belarus and Ukraine was considered to be "favourable" by the development of thyroid cancer in children and adolescents after the Chernobyl accident. Such a fact appeared to be a dissonance in the common concept on the possible radiation induction of thyroid tissues to malignancy when received relatively low doses of iodine radionuclide. -

These results include the investigation of genomic instability, formation of the adaptive response, genome damage, and oxidative status. The studies were performed on cells in culture, mice, children and adults who lived in the contaminated areas, and liquidators of the consequences of the Chernobyl accident. Inhibition of cell proliferative activity, late cell death, and the increase in micronucleus and giant cell fre quency were observed after the exposure of cells in culture in the accident zone followed by their culturing in laboratory conditions. -
