B.* THE RESURGENCE OF LatIN AMERICAN CRITICAL thought in the late 1990s and the early twenty-first century has brought about some discoveries that distinguish it from the sociological production of the world. It is a scientific framework that has taken on the features of a new social scientific paradigm. A growing number of authors have aligned themselves with this perspective, with visions that include critical read- ings geared to contributing to transformative social change, in a Latin American context. Thus, we ask ourselves: What are the characteristics that distinguish Latin American critical thought and give it its identity? What are its germinal features and what are its unresolved matters? A distinguishing feature of this thought is its belonging to social sciences, particularly sociology and its traditions of critical theory, whose roots, as Gramsci said, do not come from fundamentalist op- position but rather from the acquisition of scientific certainty on the basis of critical analysis. National Identity Crisis: The Politics of Constructing National Identity and Mandatory Detention of Asylum-Seekers in Australia and Japan Emily Flahive I. Introduction II. National Identity Part A – Theory of National Identity Part B – Japan’s National Identity in its Immigration and Citizenship Laws Part C – Australia’s National Identity in its Immigration and Citizenship Laws IV. National Identity Crisis V. Conclusion I. INTRODUCTION In an era marked by increasingly repressive policies regarding asylum-seekers, 2005 witnessed two seemingly unconnected countries – Australia and Japan – soften their laws on the detention of unlawful asylum-seekers. 1 Japan and Australia, however, are not so different: in response to the perceived threat to their national identities both countries have developed policies of mandatory detention for unlawful asylum-seekers. Through the use of immigration and citizenship laws, the Australian and Japanese governments have excluded asylum-seekers as the nations’ ‘other’, thereby justifying their detention. In examining how ostensibly different examples as Australia and Japan have developed similar refugee policies, universal elements of national identity emerge that can be used by refugee advocates worldwide. Japan and Australia have undertaken an international obligation not to punish refugees for arriving unlawfully in their countries. 2 Under international law, the deten- tion of an asylum-seeker is not considered punishment if such detention is deemed ‘necessary’ by the host state. 3 In its recommended guidelines, the United Nations High Commissioner for Refugees sets out when, in its view, detention might be considered 1 In this article, the term ‘unlawful asylum-seeker’ denotes an asylum-seeker who has entered a country without a valid visa or passport.

  • Decolonizing Post-Colonial Studies and Paradigms of Political Economy: Transmodernity, Decolonial Thinking, and Global Coloniality
Decolonizing Post-Colonial Studies and Paradigms of Political Economy: Transmodernity, Decolonial Thinking, and Global Coloniality RAMÓN GROSFOGUEL UNIVERSITY OF CALIFORNIA, BERKELEY Can we produce a radical anti-systemic politics beyond identity politics? Is it possible to articulate a critical cosmopolitanism beyond nationalism and colonialism? Can we produce knowledges beyond Third World and Eurocentric fundamentalisms? Can we overcome the traditional dichotomy between political-economy and cultural studies? Can we move beyond economic reductionism and culturalism? How can we overcome the Eurocentric modernity without throwing away the best of modernity as many Third World fundamentalists do? In this paper, I propose that an epistemic perspective from the subaltern side of the colonial difference has a lot to contribute to this debate. It can contribute to a critical perspective beyond the outlined dichotomies and to a redefinition of capitalism as a world-system. In October 1998, there was a conference/dialogue at Duke University between the South Asian Subaltern Studies Group and the Latin American Subaltern Studies Group. The dialogue initiated at this conference eventually resulted in the publication of several issues of the journal NEPANTLA. However, this conference was the last time the Latin American Subaltern Studies Group met before their split. Among the many reasons and debates that produced this split, there are two that I would like to stress. The members of the Latin American Subaltern Studies Group were primarily Latinamericanist scholars in the USA. Despite their attempt at producing a radical and alternative knowledge, they reproduced the epistemic schema of Area Studies in the United States. With a few exceptions, they produced studies about the subaltern rather than studies with and from a subaltern perspective.

Experience of ethnographic research by a Polish exile V.L. Seroshevskiy (1896). Since that time, this issue was interesting for many, but no special monograph research has been done yet. Currently, the issue of Olonkho origin is gaining special scientific and general cultural significance, as on November 25, 2005 the Yakut heroic epic Olonkho according to the historical decision of UNESCO was granted the high status “Masterpiece of oral and non-material heritage of humanity”. The Yakut epic is a part of the multicomponent epic creative work of the Turkic nations but it was the only one to get such a high international recognition. This paper aims to revive the scientific interest to the issue of the Yakut epic’s genesis.

SONS OF DON BOSCO SUCCESSORS OF THE APOSTLES SALESIAN BISHOPS 1884 to 2001 by Charles N. Bransom, Jr. INTRODUCTION he study of apostolic succession and episcopal lineages has long fascinated students of church history. It was not until the middle T of the twentieth century, however, that a systematic attempt was made to trace and catalogue the consecrations of bishops on a world-wide basis. A small group of researchers has catalogued the consecrations of tens of thou sands of bishops dating back many centuries. The fruits of their labors--labors that are on going-have resulted in a database, which can trace the episcopal lineage of any living bishop and the vast majority of deceased bishops. In 1984, I began a project on the episcopal ordinations of bishops of re ligious orders and congregations. One fruit of that work was a study of the ordi nations of Salesian bishops, Les Eveques Salesiens. The present work updates, corrects and expands the 1984 study. In 1984, the episcopal ordinations of 130 bishops were presented. This study contains the details of 196 bishops. The text has been expanded to include the episcopal lineages of the bishops. Of the 196 bishops in this study, 183 trace their orders to Scipione Re biba, who was appointed Auxiliary Bishop ofChieti in 1541. The Rebiban suc cession is the major episcopal line in the contemporary Catholic episcopate. More than 91 % of the more than 4,500 bishops alive today trace their orders 54 Journal of Salesian Studies back to Rebiba Why so many bishops should trace their lineages to this one bishop can be explained, in great part, by the intense sacramental activity of Pope Benedict XIII, who consecrated 139 bishops during his pontificate, many of them cardinals, nuncios and bishops of important sees who in tum conse crated many other bishops.
