A key to reading the motu proprio “Magnum principium” The new Motu Proprio Magnum principium has altered the formulation of some norms of the Codex iuris canonici regarding the translation of liturgical books into modern languages. Pope Francis has introduced some modifications to the text of canon 838 in this Motu Proprio, dated 3 September 2017 and entering into force from 1st October 2017. The reason for these changes is explained in the papal text itself, which recalls and explicates the principles which underlie translations of the Latin typical editions as well as the delicacy required by those who undertake such work. Because the Liturgy is the prayer of the Church it is regulated by ecclesial authority. Given the importance of this work, the Fathers of the Second Vatican Council had already considered the question of the roles of both the Apostolic See and the Episcopal Conferences in this regard (cf. Sacrosanctum concilium, nn.36, 40 & 36). In effect the great task of providing for liturgical translations was guided by norms and by specific Instructions from the competent Dicastery, in particular Comme le prévoit (25 January 1969) and then, after the Codex iuris canonici of 1983, by Liturgiam authenticam (28 March 2001), both published at different stages with the goal of responding to concrete problems which had become evident over the course of time and which had arisen as a result of the complex work that is involved in the translation of liturgical texts. The material relating to the whole field of inculturation was, on the other hand, regulated by the Instruction Varietates legitimae (25 January 1994). -

Entitled Liturgiam authenticam, “On the Use of Vernacular Languages in the Publication of the Books of the Roman Liturgy,” it pre- scribes the use of the Latin Vulgate as an “auxiliary tool” in the textual production of Scriptural translations for the vernacular liturgical books (no. 24). With regard to the vernacular lectionary in particular, it adds that “[i]f the biblical translation from which the Lectionary is composed exhib- its readings that differ from those set forth in the Latin liturgical text, it should be borne in mind that the Nova Vulgata Editio is the point of refer- ence as regards the delineation of the canonical text. Thus, in the transla- tion of the deuterocanonical books and wherever else there may exist var- ying manuscript traditions, the liturgical translation must be prepared in accordance with the same manuscript tradition that the Nova Vulgata has followed” (no. 37).1 This post-conciliar policy of Biblical translation soon became a matter of controversy. In a letter to the US Conference of Catholic Bishops dated August 13, 2001, the Executive Board of the Catholic Biblical Association of America aired its criticism against the curial document: Our main concerns have to do with the presentation of the Nova Vulgata as the model for Scripture translations in various ways and the provisions that translations conform to it, even to the point of requiring conformity to the Nova Vulgata in the tradition of original language manuscripts used for translation. -

Course Description This course is a survey of Latin liturgical texts, primarily those found in the Missale Romanum and the Liturgia Horarum. Students practice the art of accurate and precise translation, while reinforcing their knowledge of Latin grammar and expanding their Latin vocabulary. Emphasis on facility with the more common liturgical texts gives students the linguistic aptitude to preside at the celebration of the liturgy in Latin. Prerequisite: BEL 102/502 or instructor’s approval. II. Course Rationale As the universal language of liturgy, theology, and the day-to-day business of the Church in the west, Latin continues to hold its centuries-old place as a prerequisite for the work undertaken in a theologate. “Particular attention must be given to ensure that before entering the theologate all seminarians can demonstrate that they have acquired that ‘knowledge of Latin which will enable them to understand and make use of the sources of so many sciences and the documents of the Church,’ according to the insistence of the Fathers of the Second Vatican Council” (PPF Fifth Edition, 189). Implementation of the new Roman missal Panel of Catholic Academy for Liturgy, January 6, 2011 Presentation by Edward Foley The Catholic Academy for Liturgy was founded as the premier Roman Catholic scholarly voice in the U.S. for the ongoing reform of the liturgy. We were founded to offer a proper, credible and authentic response to this ongoing work. I respond as a Franciscan. In the first antiphon of his first vespers, Francis is called vir catholicus . What (pace Liturgiam authenticam) I would translate as “a truly catholic believer.” So as a catholic believer, and a Roman Catholic who believes, my pastoral responsibility is to urge complete implementation of these texts – flawed as they are I have said that and will say this to the ordination candidates I prepare to preside at eucharist, last semester and this coming semester, who are practicing and praying and proclaiming these texts. And to the presbyterates that I have been privileged and will be privileged to engage. I have no right to change these texts. I will not … and I cajole everyone else not to as well At the same time, as a theological educator and a student of the liturgy, I am both acutely aware of and publicly cognizant of the significant challenges these texts present • to theologians and ministerial students, • to pastors and long suffering pew dwellers, • to musicians, catechists and religious educators, all of whom, in their own way, are in the difficult position of translating this material so that believers of ever age and ecclesial stripe can be engaged. No easy task! And while my honored colleagues (Joyce Ann Zimmerman and Steven Janco) will focus more specifically on the mystagogical/catechetical and musical challenges in their ensuing remarks, I would like to take a few moments to outline what I think are 7 key theological challenges - not only of these texts, but of the highly secretive , and controverted process that is producing them.
