Thank you for holding this hearing and the opportunity to testify on H.R. 295 – legislation to reauthorize the Historically Black College and University (HBCU) Historic Preservation Program, sponsored by Congressman Clyburn. I am Henry Tisdale, president of Claflin University, located in Orangeburg, South Carolina. Claflin University was founded 147 years ago and we take pride in being the oldest HBCU in South Carolina. We are a private, four-year liberal arts university, enrolling approximately 2000 students. Our students are predominantly low- income, African-American students who are the first in their families to attend college. Claflin is part of a network of 106 private and public HBCUs across the country established as early as 1837 to provide African Americans with access to higher education. I also chair the Government Affairs Committee of the United Negro College Fund (UNCF), which has a 72- year partnership with 37 private HBCUs, including Claflin University. HBCU historic preservation was a signature UNCF initiative from 1995 through 1999 when UNCF partnered with the National Park Service to support the rehabilitation of historic structures on ten HBCU campuses. HBCUs and their campuses have a significant place in American history, including serving as the first educational institutions for former slaves and freedmen, repositories of important books/papers/memorabilia of Black history, and as meeting places during the civil rights struggles of the 1900s.

    Margaret Walker Alexander and the Study of the 20th Century African American As a professor of English at Jackson State University (JSU) in 1968, Margaret Walker Alexander founded the Institute for the Study of the History, Life, and Culture of Black People. Inspired “to write the songs of her people” from a diverse group of authors ranging from Phillis Wheatley, Paul Laurence Dunbar, and William Blake to William Faulkner and the prophets of Hebrew scripture, Alexander was an already accomplished essayist, poet, and novelist. At the forefront of a nascent Black Studies movement, Alexander had had the unique opportunity both to be mentored by the likes of W.E.B. Du Bois, James Weldon Johnson, Langston Hughes, Richard Wright, and Sterling A. Brown and to be a mentor to writers such as Amiri Baraka, James Baldwin, Haki Madhubuti, Nikki Giovanni, Toni Morrison, Maya Angelou, and Sonia Sanchez. Thus, the Institute and its mission reflected her complete immersion in 20th Century African-American history and culture. Born in Birmingham on July 7, 1915, Margaret Abigail Walker was the daughter of a Methodist minister and an educator and musician. Sigismund Walker and Marion Dozier Walker had high expectations for their four children and encouraged each of them to fulfill his or her individual potential. By the time she was five years old, Margaret was reading and writing, and, at age fourteen, she started a journal, which she kept for the rest of her life. Recognizing her gifts, her parents supported her studies, and, one day, her father gave her a datebook and challenged her to write some piece of creative writing every day for a calendar year—a task into which Margaret threw herself.

Green CFO/Vice President for Finance and Administration 2 GENERAL INFORMATION HISTORY In 1869, with support from the American Missionary Association of the Congregational Church (now the United Church of Christ) and the Freedman’s Aid Society of the United Methodist Church, Straight University and Normal Schools were founded. They were subsequently renamed Straight College and New Orleans University, respectively. Gilbert Academy, a secondary school, was a unit of New Orleans University. Straight College operated a law department from 1874 to 1886. In 1889, New Orleans University opened a medical department, including a school of pharmacy and a school of nursing. The medical department was named Flint Medical College and the affiliated hospital was named the Sara Goodridge Hospital and Nurse Training School. The medical college was discontinued in1911, but the hospital, including the nursing school, was continued under the name Flint- Goodridge Hospital. In 1930, New Orleans University and Straight College merged to form Dillard University. The trustees of the new university called for the implementation of a co-educational, interracial school, serving a predominantly African American student body adhering to Christian principles and values. The University was named in honor of James Hardy Dillard, whose distinguished service in the education of African Americans in the South forms an important chapter in the history of American education.

    When the End Comes to Higher Education Institutions, 1890-2019: A Data Source Virginia Sapiro Boston University This is a partial list of the concluding episodes of the independent existence of a selection of higher education institutions from 1890 to the beginning of 2019. It aims to include all institutions that were ever regionally accredited at the bachelors level or above or whose resources contributed in a genealogical sense to an institution that was accredited at that level. Or the era before accreditation it includes all institutions that were authorized to confer bachelors degrees or above or that contributed in a genealogical sense to an institution so authorized. It excludes straightforward transformations of an institution, as when an academy or normal school is re-chartered to become a college or university. It excludes for-profit institutions because their lives and deaths are very different given that they are treated as commodities with the primary purpose of revenue enhancement for owners. This listing shows different kinds of finality. These include: o The institution simply closes. In some cases the assets are acquired by another or successor institution of higher education, which may acknowledge the closed institution, for example, by naming a program after it, but the closed institution no longer has an independent existence. o One institution merges into another. Even if its name is preserved, for example, as the name of a college in a university, it no longer has separate accreditation or autonomy. o A new higher education institution is created by the merging of previously existing institutions. This list is arranged by year and then by alphabetical order of the latest state in which the institution or its successor existed.
