p. 0 ● Reducing waste for ECO friendly living! Since April, 2003, the town of Shimizu has charged for the collection of garbage, and with the cooperation of its residents has promoted the separation and effective utilization of recyclable materials. As of April, 2019, the Shimizu office of waste management joined the Tokachi Area Complex Administrative Association and will jointly process all materials at the Kuririn Center in Obihiro. Please take note that some of the prior sorting and loading methods have changed. Furthermore, by reducing the amount of burnable and unburnable garbage, we will simultaneously create a sustainable environment while promoting the “less garbage = eco-friendly” lifestyle. Tips for an eco-friendly living have also been included, so please use them! ● Overview of recycling and disposal methods CLASSIFICATION Classification Types Example Products Burnable items Wooden products, miscellaneous paper, Burnable ① Feminine hygiene products, cat litter, pet waste, underwear, (COST: designated bag) Fish bones, shellfish, meat, produce, food waste

Let’s Recycle Correctly!
While many people are properly disposing of garbage, there are some cases where people act in a careless manner, which hinders collection and causes trouble for others. Please note the following guidelines to ensure your garbage will be collected.
① DOUBLE TIE YOUR TRASH BAGS!
Ensure all contents are concealed and that the trash bag is doubled tied. Bags with items sticking out or items that use two or more bags will not be collected.
② DO NOT put your recyclables in paper bags! Place all paper products with the mark in a transparent or
semi-transparent plastic trash bags so that contents are visible. Do not use a paper bags to dispose of paper items. Due to the weather and elements, items that have been set out in paper bags can become structurally weakened and dirty. Thus, unrecyclable.
③ Open a hole in all spray cans!
Since a fire or explosion can cause serious accidents involving injury or loss of human life, be sure to open a hole in EVERY spray can and empty ALL lighters of lighter fluid before disposal. Let’s avoid potential risks by following the correct recycling rules! ④ NO overweight bags!
When taking out the garbage DO NOT overfill the bags. This can lead to the bags tearing and the trash being scattered around the garbage station, causing trouble upon collection.
p. 12
Life that is kind to the environment and on our
wallets begins with valuing the 5Rs!
It’s not about what we have in life, but how we live our lives that truly matters.
Aim to become a smart consumer!
With the 5Rs we can reduce waste and our household budget!
Look around you. Are you aware of how much waste you produce on a day to day basis? Are you conscious of ways to reduce waste in your daily life? For example, let’s say you go out shopping and see you a cheap appliance that you don’t really need and it will probably break within a week… but you buy it. Or how about that piece of furniture that you’re not exactly in love with but it’s so cheap you just have to buy it right? And how about those shoes you’ll wear once then throw out? That handbag you decided was too small and threw in the back of your closet? In these instances, isn’t it better to by a product that you will love and it will last many years even if it’s a little more expensive? Of course, that doesn’t mean you shouldn’t buy inexpensive things. But by having quality products around you, you can enrich your life and reduce garbage at the same time.
What are the 5Rs? (Do you know?)
Say no to unnecessary items! ① Refuse Say no to single use plastics (straws, bags, etc.) and items that will end up in a landfill! Reduce the amount of general waste you create! ② Reduce Plan ahead and only buy the necessities. Ditch disposable, use reusable! ③ Reuse Treat your items with care to keep them lasting a long time. Fix it! Don’t ditch it! ④ Repair Repair and mend items that can be reused. After everything else, don’t forget to recycle! ⑤ Recycle Before throwing items away, take them to the nearest recycle shop or give them to a person in need.
By carefully utilizing goods at all stages of production, distribution, consumption and disposal, while refusing single use plastics, reducing general waste, and actively reusing, repairing, and recycling all materials, we the citizens of Shimizu strive to create an environmentally friendly society for all. In order to protect and pass on the peaceful natural environment of Shimizu to the next generation, we all must do our part to implement the 5Rs in our everyday life.

4 Practices for Waste Reduction
In accordance with Shimizu's 2017 Basic Waste Management Plan, our town’s aim is to reduce the amount of daily waste created to 599 grams per day for each citizen by 2032. This is an 18% reduction from the 732 grams (per person per day) recorded in 2018. Let’s work on reducing our daily waste!
Below are the 4 proposed practices for reducing garbage. One family, one bag! If you sort and recycle properly you can surely achieve this goal! Don’t wait on tomorrow, RECYLCE TODAY!
Daily Household Garbage Goals! (The secret to waste reduction… starts with proper separation!)
5 l 1 person household 105 l bag
10 l 2-3 person household 2010 l bag
20 l 4+ person household 3020 l bag
Practice ① Separating Papers
The "paper" items that are nonchalantly thrown into the burning garbage can become valuable resources when correctly separated. Please insert the following paper items such as documents and envelopes between magazines, and tie them together with a string.
Recyclable papers (to be set out with magazines) … pamphlets, catalogs, paper towel / toilet paper tubes, post cards, envelops, calligraphy paper, documents
Burnable papers … photographs, carbon paper, gold leaf paper, silver leaf paper, oil blotting paper, wax paper, receipts, items without the mark
p. 14
Practice ② Composting!
Have you ever found yourself saying ... “I don’t have a garden or a field so I can’t compost.” or “I don’t want it to stink up my house!” Well there is no need for you to say that anymore. The town of Shimizu has proposed a variety of methods to accommodate your living situation and home environment. So let’s do our best to reduce raw garbage and food waste!
① If you have a garden or field
If you live in a rural area and have an accessible garden or field at your home,
an open compost heap is a great option. Just fully cover your food scraps with dirt to
create nutrient rich soil. During winter opt for a closed compost bin.
② Other Methods
If you live in the suburbs, opt for an outdoor closed compost bin, an electric
indoor compost bin, a Bokashi bucket, or a cardboard compost box.
Electric Compost Bin / Bokashi Bucket / Cardboard Compost Box
p. 15
Practice ③ Recycling Used Garments!
The Town of Shimizu promotes the recycling of textiles (used clothes and fabrics). If you have clothes that you no longer wear or clothes that are no longer your style, be sure to recycle them. By recycling fibers, we can greatly reduce the amount of daily waste we produce.
④ Practice Recycling Cooking Oil!
In town, we recycle leftover cooking oil that cannot be reused, such as tempura oil and bacon grease. To dispose of used cooking oil, place it in a plastic container or PET bottle, write "廃油" or “はいゆ” (meaning oil), and set it out at the trash station on the appropriate recycling day. The collected oil can then be filtered and used to run cars and trucks that have been converted to run on vegetable oil, such as city busses!
Re-evaluating Lifestyle Choices!
Strive to live a life that generates zero daily waste!
Choose simple eco packaging or reusable containers, and decline items with excessive wrapping.
Bring reusable shopping bags while grocery shopping! Be a part of the “MY BAG” movement.
Avoid the purchase of one use disposable products as much as possible and endeavor to make green purchases by selecting eco-friendly items with the ECO certified mark. ※ For example, instead of buying a new bottle of laundry detergent, prepare your own bottle such a PET bottle or water bottle and choose a detergent refill.
Plan ahead when cooking and properly measure ingredients to avoid leftovers and excess food waste.
Compost as much as possible!
Cherish and take care of your belongings. When you are no longer in need of them, donate them to others or bring to a recycle shop.
Don’t just carelessly throw something away when it’s broken, damaged, or stained. First try to fix it!
Buy high quality durable goods that will last more than 10 years vs. cheaper products that will breakdown quickly. By choosing the more expensive items, you will save money in the long run!

Illegal dumping is severely punishable by law!
Due to the growing social concern regarding environment protection, strict laws and regulations have been instituted to cease the illegal disposal of waste. Although the processing fee and separation system may seem tedious, please do not carelessly engage in illegal dumping!
In accordance with the "Waste Disposal and Cleaning Law" it is prohibited to dump waste any roadside or public / private property that is not licensed or permitted to receive waste. Those convicted of illegal dumping can be subjected to any or all of the following penalties: incarceration of up to 5 years or a fine of up to 10 million yen. The town of Shimizu will report any malicious acts of illegal dumping to the police and apprehended culprits will have their workplaces notified. If you see illegal dumping report it by calling Toll free: 0120-538124 No Dumping! Shimizu Town Hall Department of Public Affairs: 0156–62-1151
Illegal burning is strictly prohibited!
With the exception of municipal incineration facilities that can legally meet the installation and safety standards, it is ILLEGAL to burn waste on any private or public properties.
Backyard burning (the act of burning household garbage on one’s own private property) releases harmful contaminants such as dioxin into the air. STOP backyard burning! Those convicted of illegal burning can be subjected to any or all of the following penalties: incarceration of up to 5 years or a fine of up to 10 million yen. Backyard burning is acceptable in the following cases: 1. To prevent frost damage to crops. 2. For religious events and ceremonies such as Dondo-yaki and Kadomatsu (usually performed during New Year at a shrine or temple). 3. For farmers to dispose of large scale crop residue.(Crop residue can contain harmful insects, weeds and disease that could have adverse No Burning! effects on crops the following year. 4. Wood burning camp fires (in an enclosed campfire pit or BBQ stand) ※ Please be aware that in certain cases the exceptions listed above can be subject to police investigation if found to be causing problems for others.
