The guidelines bring together four previous UKOOA publications related to offshore helicopter operations. These are: • Management of Offshore Helideck Operations • Helicopter Operations to Normally Unattended Installations (NUIs) • Offshore Radio Operators’ Procedures Helicopter Operations • Security Controls at Helicopter Terminals In July 2004, Offshore Helideck Design Guidelines [Ref: 38] were published by the Health and Safety Executive. The helideck design guidelines are complementary to these helideck management guidelines and should therefore be regarded as a companion document. This edition supersedes Issue 4 February 2003 and incorporates recommendations arising from recent AAIB reports into two helicopter accidents. The first was the Super Puma accident on the West Navion drilling ship in November 2001. The report highlighted the need to communicate significant changes in environmental conditions, to the pilot of a helicopter sitting on the helideck with rotors running (Section 7 Paragraph 9.4. and Section 8 Paragraph 3 (3)). The report also identified the need to ensure that investigations into any Installation accidents consider the safety implications for helicopter operations on helidecks (Section 3 Paragraph 1.3). The second accident was the S-76 crash off the Norfolk coast in July 2002 with the loss of eleven lives. Although not a contributory factor to the accident, the report highlighted the need, in the case of flights between manned Installations, for the radio operator to establish positive contact with the receiving Installation immediately after the departure of the flight and convey the relevant flight details (Addendum 13 Paragraph 1(2)). Other revisions to the guidelines include; blocked helideck procedure (Section 7), reference to research into operations to moving helidecks (Section 8) and reference to competency standards for helideck crew (Section 13). Issue 5 February 2005 iii/iv Guidelines for the Management of Offshore Helideck Operations Disclaimer The guidelines in this document set out what is generally regarded in the UK offshore oil and gas industry as good practice. They are not mandatory and those responsible for helidecks and the management of them may adopt different standards in a particular situation where to do so would maintain an equivalent level of safety. Whilst every effort has been made to ensure the data given in this document is both correct and up to date at the time of publication, the sponsors, participating groups and author will not accept any liability for any erroneous, incorrect or incomplete information published in this document. The crash initiated panic within UK Oil and Gas industry, demanding grounding of the Super Puma fleet of helicopters. Four people died when the CHC Super Puma crashed on approach to Sumburgh Airport on 23 August 2013. 1 All Super Puma helicopter passenger flights to UK oil installations were suspended after a crash off Shetland claimed the lives of four people. The Helicopter Safety Steering Group (HSSG) had advised grounding all variants of the helicopter. The HSSG, which is made up of oil industry representatives, advised that all models of the Super Puma series including: AS332 L, L1, L2 and EC225 should be grounded for "all Super Puma commercial passenger flights to and from offshore oil and gas installations within the UK." The Norwegian civil aviation authority had earlier rejected appeals from its unions to ground all its Super Pumas – which operate in the North Sea in very similar weather conditions to the UK fleet – insisting that Friday's crash was an isolated incident.

1 STIFTELSEN SOLAKONFERANSEN – The SOLAKONFERANSEN FOUNDATION Newsletter No 12 2020, 8 December 2020 SOLAKONFERANSEN 2021 – 20-22 September OFFSHORE HELICOPTER SAFETY Driving continuous safety improvement in challenging times – safety and competing priorities. A brief and preliminary introduction as of December 2020. Stiftelsen Solakonferansen (The Solakonferansen Foundation) remains fully committed in its quest to promote flight safety by once again inviting the aviation industry to share their thoughts, discuss opportunities, and enhance aviation standards during our annual conference. Whether representing an OEM, regulatory body, operator, or the end user, we trust you will find the conference an excellent opportunity to grow your network and solve challenges. Expanding year on year the conference will remain international and focused on offshore helicopters, unmanned aerial systems, and windfarm support operations. As oil and gas continue to mature and seek new ways to remain sustainable and profitable, offshore helicopter transportation is not exempt from the continuous cost/benefit discussions in the industry thus the main topic of this year’s conference “Driving continuous safety improvement in challenging times – safety and competing priorities”. How should we as an industry ensure a positive trend within the realm of flight safety and where should we focus our safety efforts? The program is structured very much as before with ample opportunities to socialize and network. This year’s program introduces a static display taking advantage of the convenient proximity to the airport environment. Contributing aircraft systems are still being explored for the static but you will for sure be able see the AW 101, S-92, a variety of unmanned systems, and maybe even a super medium or special ops platform.

How Frasca Supports Offshore Helicopter Pilot Training At Bristow Group Customer Feature Bristow Group Needed a New Training Solution In the mid-2000s, Bristow Group’s training needs analysis identified a requirement for a suite of new full flight simulators (FFS) to support the introduction of a new generation of twin-engine IFR helicopters used to support offshore oil and gas exploration and production: Airbus EC225, Sikorsky S- 76C++ and Sikorsky S-92 Frasca Designed and Manufactured 3 Custom Full Flight Simulators Frasca was contracted to design, manufacturer and install three state-of-art full flight simulators in Bristow’s North Sea helicopter training center in Aberdeen, Scotland. Bristow Group - Leading Provider Of Industrial Aviation Services The company began building its oil and gas credentials before the first discovery in the North Sea, tracing its beginnings back to an adventurous businessman named Alan Bristow. The company’s long history started in 1955 with Bristow Helicopters Ltd. in the UK. In 1996, Offshore Logistics of the United States pur- chased a stake in Bristow Helicopters Ltd., and the company was rebranded as Bristow Group Inc. in 2006. Today Bristow employs approximately 5,000 people and operates 345 aircraft - 296 helicopters and 49 fixed-wing aircraft – plus 119 aircraft flown by joint-ven- tures partners, with major operations in the North Sea, Nigeria, the U.S. Gulf of Mexico, and in most of the other major offshore oil and gas producing regions of the world, including Australia, Brazil, Canada, Russia and Trinidad. Mission Profile In the central and northern North Sea, the U.K.’s offshore oil and gas fields are primarily served from Aberdeen airport — the world’s busiest helicopter hub —, which handles about 500,000 passengers each year.

  • Helikopterulykke – Sikorsky S-61 N Styrtet I Havet
