House Officer Benefit and Regulation Manual 2019 Food REGULATION AND BENEFIT MANUAL Houseofficers and the University HOUSEOFFICERS AND THE UNIVERSITY 1 This regulation and benefit manual covers individuals who are under contract with the Office of Graduate Medical Education. This includes trainees in all ACGME, ADA, and CAMPEP-accredited programs. 2 REGULATION AND BENEFIT MANUAL 2019-2020 Graduate Medical Education at the University of New Mexico is conducted by the Health Sciences Center to ensure that this institution: • Provides a critical part of the continuum of educational experiences for students engaged in medical education; • Assists the State of New Mexico in meeting the statewide need for skilled and competent practicing physicians, as well as attempting to help meet work force needs regionally and nationally; • Meets the accreditation standards for graduate medical education placed for the graduates of UNM SOM and assists in the professional and team training required of the entire health sciences center; • Provides interdisciplinary graduate training experiences to those specialties that require them, e.g. Emergency Medicine, Family Medicine, Internal Medicine, and Pediatrics; • Assures resident education improves the quality of patient care and patient safety; • Encourages the continual review of current strategies in education and patient care through research and quality improvement endeavors that include residents and fellows in GME programs; • Assures compliance with all regulation requirements for reimbursement by federal and state programs of educational expenses and other specific requirements are also met; • Assures training programs provide educational experiences that are sensitive to the unique multicultural environment of New Mexico while meeting or exceeding the standards of professionalism TABLE OF The article can be read in full here. On June 19, 1865, Gen. Gordon Granger arrived with Union soldiers in Galveston, Texas, and announced to enslaved Africans Americans that the Civil War had ended and they were free — more than two years after President Abraham Lincoln’s Emancipation Proclamation. At the time Lincoln issued the proclamation, there were minimal Union troops in Texas to enforce it, according to Juneteenth.com. But with the surrender of Confederate Gen. Robert E. Lee two months earlier and the arrival of Granger’s troops, the Union forces were now strong enough to enforce the proclamation. The holiday, which gets its name from the combination of June and Nineteenth, is also known as Emancipation Day, Juneteenth Independence Day and Black Independence Day.

Formal legal equality has not translated into actual health equality. This Tragedy is deeper and older than mere legal forms; it has been supported by powerful social institutions, including some governments, charities, market participants, religions, ideologies, and cultures. Black health disparities interact with other vestiges of slavery such as disparities in wealth, education, employment and housing. They have permeated the American health experience. Efforts to eliminate Black health disparities will require something more transformative than Title VI. The history of oppression in America is laid bare by Black disparities in health.

    Revisiting 24-Hour Health Care Coverage and Its Integration With the California Workers’ Compensation System By Mark Webb, Alex Swedlow, and Rena David March 2018 Introduction Efforts by the Trump Administration and Congress to “repeal and replace” the Patient Protection and Affordable Care Act (ACA) have prompted renewed debate over health care reform. Last year in California, Senators Ricardo Lara (D-Bell Gardens) and Toni Atkins (D-San Diego) co-authored Senate Bill 562, modeled after federal legislation authored by Senator Bernie Sanders (I–Vt.), calling for the adoption of a single-payer, “Medicare-for-All” health care system. While these proposals have captured recent headlines, the issues surrounding health care reform and the payment of medical benefits under California’s workers’ compensation system are not new. In this monograph, we revisit CWCI’s 1993- 1995 three-part series that examined the issues, opportunities, and unresolved problems surrounding the integration of workers’ compensation into a 24-hour coverage system, and consider the many changes that have occurred in both the occupational and non-occupational health care delivery systems since that report series was published. As was the case almost 25 years ago, important questions need to be asked – and answered – by lawmakers before embarking upon any type of merger of these two systems. Background The debate over health care reform involves many concepts that have different meanings – and implications – for treatment under the workers’ compensation system. The idea of 24-hour coverage is that medical treatment would be available regardless of the causation of the illness or injury. Under most proposals, this implies an integration of occupational and non-occupational medical care.

Costs have skyrocketed while wages remain stagnant. Many of the jobs that have returned in the wake of the Great Recession have often offered lower wages and benefits, leaving Americans without college degrees particularly vulnerable. Fissures in the country are more apparent than ever, as access to opportunity is radically different between communities; the wealthiest grow richer while working families find themselves increasingly strapped. As a result of perpetual underinvestment in infrastructure, education, and other domestic priorities, the future for too many Americans looks increasingly grim, unequal, and uncertain. Federal policies passed or implemented in the past year will largely result in expanded inequality, not in rebuilding the middle class. The new tax law, as pushed by the Trump administration and congressional leadership, gives billions of dollars in tax cuts to companies and the wealthiest Americans instead of providing further support to those who need it most. As was true in the 2000s and more recently in states such as Kansas, showering tax giveaways on the wealthiest individuals and corporations does not create jobs or raise wages.1 Rather, when the baseless promises of economic growth do not materialize, the result is lower revenues and, ultimately, major cuts to critical investments in areas such as schools, infrastructure, and public services.
